Wilmington housing could be demolished for new development


The housing authority began advertising for a development partner in early May. The deadline for developers to submit responses is July 15.
This isn t the first time the housing authority has looked to raze Hillcrest s existing units. In 2011, the U.S. Department of Housing and Urban Development awarded the Wilmington Housing Authority a $250,000 planning grant to help them apply for a HUD Choice Neighborhoods to tear down and rebuild Hillcrest, according to past StarNews reporting.
The housing authority ultimately did not receive the grant needed to raze and rebuild, but now they re trying again.
Tentative plans for the site go beyond public housing. The housing authority wants to see new units that accommodate a range of income levels - including affordable and market rate units - along with commercial development, Redmon said. ....

This year, NHC could gain 150 affordable rental units through the Low-Income Housing Tax Credit

In the Cape Fear Region, there aren’t many ways to get affordable units on the ground. But there is one federal program, the Low-Income Housing Tax Credit (LIHTC), that has.         
What’s LIHTC & How Does It Work?
The Reagan-era initiative, run by the Internal Revenue Service, has been around since 1987. Since then, Wilmington developers have used the tax credits for about 43 rental projects, putting into service over 1,900 affordable units.
Here is a map of more recent LIHTC projects. Some critics of the program argue that these can be concentrated in one geographic location.

Dr. Leslie Hossfeld joined Clemson University as Dean of the College of Behavioral, Social, and Health Science (CBSHS) in July 2018 after serving as Head of the Department of Sociology, Social Work and Criminology at Mississippi State University.
Dean Hossfeld serves as the chief academic, fiscal and administrative officer for the college that has over 4,000 students, over 200 faculty, and 100 staff.  CBSHS has 7 schools and departments, 9 centers and institutes comprising the disciplines of communication; parks, recreation tourism management; political science; psychology; sociology, anthropology and criminal justice; and nursing, with 15 bachelor’s programs and 12 concentrations, 9 master’s programs and 8 doctoral programs.
