实地探访成都小学生暑期托管点不得补课讲新课是红线_四川在线

7月12日，成都市教育局、团市委、市社治委、市文明办联合发文，安排布置在今年暑假期间，各区市县试点开展托管服务，满足广大家长需求、解决小学生暑假“看护难”的问题。据了解，托管时间为中小学暑假期间的工作日。托管服务面向本区(市)县小学阶段在校学生，优先满足双职工家庭和特殊困难家庭需求，由学生家长自主自愿报名参加。

为什么要开展暑期托管服务?据介绍，区(市)县把暑期托管服务作为学党史、为人民群众办实事的重要载体，切实解决人民群众急难愁盼问题。同时发文部门要求，区(市)县教育行政部门加强与妇联、工会、关工委、街道、社区、在蓉高校等协调联系，统筹利用当地红色教育基地、博物馆、文化馆、科技馆、青少年活动中心等社会教育资源，因地制宜开展托管服务。

玉东社区将托管场地设置在了社区服务中心二楼。“3楼还有一个舞蹈室，可以作为服务场地。”杨迪说。
“这不是玉东社区第一次开设暑期托管服务，这是武侯区的常态，家长和小朋友们都很习惯这样的形式，小朋友们对于能来这里暑期托管很期待，还有小朋友每年在这里托管一直升到初中。”
参与托管的小学二年级孩子东东的父母很高兴，他们白天工作特别忙，老人年龄大了，没法照顾孩子，于是把孩子送到暑期托管中心。“简直解决了我们的后顾之忧，不仅能够保证孩子的安全，还能够让孩子学到很多知识。最重要的一点是免费，这对我们工薪家庭来说还是可以省下很大一笔钱。”
据悉，托管班从早上9点开始，下午5点家长将孩子接走。中午托管班可以为无法回家就餐的孩子提供午餐，每顿饭15元钱。
大学生志愿者接受上岗前培训
来自成都师范学院的志愿者刘悦说，希望在暑假托管项目中和小朋友愉快相处，帮助他们度过一个充实的假期，也让自己在这个项目中成长。来自四川轻化工大学的志愿者宋城智介绍，通过几天的培训，我们将把学到的知识运用到暑期托管中，更好地陪伴孩子成长，教会他们用更多实用本领。据区团委工作人员介绍，原本计划提供700个名额，但因为报名异常火爆，最终招收了847名学生。
看护为主，不得组织补课
根据成都市四部门联合出台的规定，托管分为基本托管服务和其他拓展服务。截止到7月13日，成都市青羊区、武侯区、高新区、天府新区、双流区、温江区已经公布了托管方案。其他区(市)县也将于7月20日之前，陆续出台暑假托管方案。
各区提供暑期托管的场地不同。根据要求，以学校为单位组织，区(市)县教育行政部门可从本地实际出发，鼓励有条件的学校积极承担学生暑期托管服务工作;以少年宫为单位组织，区(市)县教育行政部门、共青团组织指导本区(市)县少年宫、青少年活动中心、农村少年宫等组织开展托管服务;以社区为单位组织，区(市)县依托社区组织开展托管服务;以其他方式组织，会同妇联、工会、关工委等组织(单位)，通过多种途径、多种形式提供学生暑期托管服务。
如青羊区开在青少年宫、高新区开辖区内17个小学、幼儿园、武侯区则选址在社区。
尽管托管地点不同，但基本托管服务的内容一致，均以看护为主，确保学生能够得到充分休息，学校、少年宫、青少年活动中心、农村少年宫和社区为学生提供学习和运动场所，开放阅览室、自习室、图书馆、运动场馆等资源，并组织工作人员带班，确保学生活动安全有序。其他拓展服务可合理组织提供一些集体游戏活动、文体活动、阅读指导、综合实践、兴趣拓展等服务。
很多家长关心，学生进入托管班之后，老师是否会组织学生补课，讲授新课等?成都市教育局相关负责人对此强调，“不得组织补课、讲授新课。”这是一条红线。
