It didn’t take long for arguably the most important bill of the 2021 session to work its way through the oftentimes tedious and laborious legislative process.
A week and three hours after Gov. Kevin Stitt and Republican leaders announced the framework of the state’s $8.8 billion spending plan, the annual budget bill passed the Legislature Thursday on its way to the governor’s desk. ....

Oklahoma House Republicans, Democrats sort of agree on tax reform


The Oklahoma House on Thursday passed two tax reform measures introduced by House Speaker Charles McCall. 
A proposal to reduce personal income tax garnered bipartisan support, largely because the bill included language to reinstate the refundable aspect of the earned income tax credit. 
House Republicans also overwhelmingly approved a bill to phase out over five years Oklahoma’s corporate income tax, which McCall described as “a bold idea” to attract more businesses to the state.
“Oklahoma is on the short list in the race for jobs,” he said in a rare speech from the House floor. “We have made progress, but we are not winning the deals. These bills help get Oklahoma off the short end of the short list.”  ....

State lawmakers will have $9.6 billion to spend next year, budget board says

State lawmakers will have roughly $9.6 billion to spend in the upcoming fiscal year.
The figures certified by the State Board of Equalization on Tuesday are $1.1 billion, or 14%, more than the $8.5 billion spending limit certified by the board in December.
Despite the rosy budget projections, Gov. Kevin Stitt and top state lawmakers expressed caution about spending beyond the state’s means as projected recurring revenue beyond the upcoming fiscal year is estimated to be roughly $7.9 billion.
“We always have to be careful about our recurring revenue, and that’s something that kind of gets lost in the weeds because we can appropriate $9.6 billion, but a lot of that is one-time cash,” Stitt said.

Federal officials warned of armed and potentially violent protests at all 50 state capitals and the U.S. Capitol in the days leading up to President-elect Joe Biden s inauguration, according to an internal FBI bulletin issued to law enforcement partners.
The bulletin cautioned that demonstrations could begin as soon as Sunday and are expected to continue through the inauguration, an official with knowledge of the bulletin told USA TODAY. ....
