It is now two decades since the sanctions regime was imposed by the USA in 2001 and by the EU in 2002.
And in December 2003, Robert Mugabe quit the Commonwealth at the decision of the latter body to extend sanctions for “undemocratic behaviour”.
All this, in the expectation that the state in Zimbabwe would reform, improve its human rights record and adhere to the standards required for free, fair and credible elections.
The record so far is that things have since gotten worse, with little or no hope for reform. ....

Criminal groups abducted hundreds in north west, while ethnic and regional tensions ran high in south amid farmer-herder conflict; meanwhile, tensions rose in south east between govt and Biafra secessionists. Criminal groups in Feb reportedly killed at least 112 and kidnapped over 450 people, mostly in Katsina, Kaduna, Sokoto and Zamfara states (north west), but also in Niger state (Middle Belt). Notably, armed group 17 Feb abducted 42 students and school personnel in Niger state, released them 27 Feb; 26 Feb kidnapped 279 girls in Zamfara state. Meanwhile, Auwalun Daudawa, who masterminded Dec 2020 abduction of 344 students in Katsina state, 8 Feb laid down arms along with five of his troops. Amid rise in herder-farmer and intercommunal violence in south since Jan, clashes between ethnic Hausa and Fulani on one hand, and ethnic Yoruba on the other, early Feb killed two dozen people in Oyo state capital Ibadan (south west). The European Union is ratcheting up pressure on Zimbabwe over the lack of substantial reforms that has allowed for the humanitarian, economic, and social situation in the country to deteriorate, with persistent violations of human rights and limitations on democratic space.
Barely three weeks after the United Kingdom imposed targeted sanctions on four top Zimbabwe security officials for human rights abuses, the EU on Friday renewed its arms embargo and targeted asset freeze against Zimbabwe Defence Industries, a state-owned military company. ....

The European Union (EU) has renewed sanctions against the Zimbabwe Defence Industries (ZDI), a military-controlled company, over “persistent” human rights abuses by the Harare administration.
The EU has, over the years, rolled back sanctions against Harare, leaving only an arms embargo against ZDI, while its travel bans and asset freezes on former First Lady Grace Mugabe, Vice-President Constantino Chiwenga and Zimbabwe Defence Forces commander Philip Valerio Sibanda remain suspended.
It warmed up to Mnangagwa after the 2017 coup that deposed long-time ruler, the late former President Robert Mugabe, but yesterday accused the government of breaking promises on reforms and criticised continuing human rights violations. ....
