Teen detained by counter human trafficking team


–On Jan. 26, 2021, in San Luis Obispo, investigators from the San Luis Obispo County Counter Human Trafficking Team (which is comprised of an investigator from the San Luis Obispo County District Attorney’s Office and a detective and sergeant from the San Luis Obispo County Sheriff’s Office), California Highway Patrol/ Coastal Division, and the FBI were answering online sex ads as part of the statewide effort to curb human sex trafficking under the umbrella of “Operation Reclaim and Rebuild.”
Detectives answered a sex ad in which the female appeared to be very young, likely under the age of 18. Ultimately, a “date” was arranged and the female subject from the photographs in the sex ad showed up. The female was detained, and after significant investigation, was determined to be a 15-year-old at-risk missing juvenile out of Nevada.

Local and regional politicians urge protection of monarch butterflies


The U.S. Fish and Wildlife Service itself estimates that there is a 96-100-percent probability that the population of western monarch butterflies will collapse within 50 years.
–This week, Rep. Salud Carbajal (D-Santa Barbara), Rep. Jimmy Panetta, (D-Carmel Valley), and Sen. Jeff Merkley (D-Oregon) wrote to the Principal Deputy Director of the U.S. Fish and Wildlife Service expressing concern with the recent decision to forego listing the monarch butterfly under the Endangered Species Act and urging substantial investments in monarch conservation efforts so this crucial pollinator does not go extinct before protections are in place.
This monarch butterfly faces growing threats from the loss of milkweed and habitat, global climate change, and disease, according to Carbajal’s office. The most recent population count for monarch butterflies shows a 99.9-percent decline in population for monarchs west of the Rocky Mountains, which overwinter in California. Just two decades ago, roughly 1.2 million monarchs overwintered in California. This year, that number is down to 1,914. The U.S. Fish and Wildlife Service itself estimates that there is a 96-100-percent probability that the population of western monarch butterflies will collapse within 50 years.

Fresno homicide suspects arrested in Avila Beach

–On Feb. 3, San Luis Obispo County Sheriff’s Office deputies responded to the 3200 block of Avila Beach Drive in Avila Beach for a domestic disturbance that was occurring in a parking lot at that location. Upon arrival, deputies conducted a record check of a vehicle associated with the subjects. The check revealed the vehicle was associated with two homicide suspects out of Fresno.
The suspects were identified as 21-year-old Davon Thomas and 23-year-old Emanuel Johnson, both from Fresno. A law enforcement advisory warned that the suspects should be considered armed and dangerous.

SLO City Council to discuss use of tear gas at protests


–The City of San Luis Obispo is releasing an “after-action review” report of the response by the San Luis Obispo Police Department to a protest on June 1, 2020 to the community. The San Luis Obispo City Council along with the San Luis Obispo City Manager requested the police department to examine its response to the use of tear gas on protesters, who had entered the US 101 freeway and blocked several downtown streets. The council is expected to discuss the report at its Feb. 16 meeting; the public is invited to review the staff report and after-action report ahead of time.
After action reviews are a common tool used by police agencies following a significant incident to document the response and provide a foundation for community dialog. “It’s important for the police department, the community, and the city council to fully understand all aspects of this major incident. We want to understand what made this protest different from the nearly 70 others the city supported last year, what led up to the use of tear gas, what options police leaders had when responding to the protest, and more,” said Derek Johnson, City Manager. “This report will help us all as we collectively move forward to reinforce trust, support the constitutional right to peacefully protest, and minimize the possibility that tear gas or similar tools will be used in the future,” he added.

School campus in Paso Robles closed due to COVID-19 cases

–The Paso Robles Joint Unified School District made the decision to close the campus of the Winifred Pifer Elementary Friday morning out of “an abundance of caution” related to COVID-19 cases.
All educational programs at the school site have been transitioned to distance learning for the remainder of this week and next week, according to Deputy Superintendent Jen Gaviola. The school site is reportedly being thoroughly cleaned and disinfected.
“PRJUSD is committed to the health and wellness of our staff, students, and greater community,” wrote Gaviola in an email. “The school site is will reopen for in-person classes on 2-16-2021. Thank you in advance for your support in this matter.”

SLO city water recovery system performs well during storms


–Although the Central Coast recently experienced intense storm systems, the City of San Luis Obispo’s proactive preparation reportedly allowed for minimal disruptions to regular services. This was exemplified by measures taken by the City’s Water Resource Recovery Facility (WRRF), where a comprehensive upgrade to the facility—called SLO Water Plus—is currently underway while also maintaining full operational capacity.
SLO Water Plus is the city’s largest capital investment to date, totaling approximately $111 million in construction costs. Upon the project’s completion in 2024, the upgrades and enhancements will provide significant long-term benefits to water quality and the environment. This will be accomplished by the facility’s ability to recover resources traditionally classified as waste, improve the facility’s efficiency, and position the city to reduce its dependency on reservoir and groundwater supplies.
