Announcer live from cnbc global headheadquarters, the fa the news, the truth with Shepard Smith. Good evening one more week until the election joe biden is in georgia where a democratic president ial candidate has not won since 1992 President Trump playing defense, holding rallies in michigan and wisconsin, two states he flipped in 2016. Polls show the president trailing in michigan and wisconsin and a tight race in the state of georgia joe biden getting some backup from former president obama in battleground florida with the sort of drivein rally in orlando. Theyre both sticking to their own lines of attack, hammering President Trumps response to covid19 donald trump has waved the white flag, abandoned our families and surrendered to this virus. But the American People dont give up. They dont give in and surely they dont cower, and neither will i whats his Closing Argument that people are too focused on covid. He said this at one of his rallies. Covid, covid, covid, hes complaining. Hes jealous of covids Media Coverage meantime President Trump promising an economic superrecovery if hes elected. Normal life will fully resume, and thats what we want, right . We want a normal life. Normal life. Take us back take us back seven months ago, we want normal life. If its a choice between a trump boom and a biden lockdown right now trump is rallying in salem, wisconsin. Live pictures here about three hours north and west of milwaukee before hes heading to nebraska for his third rally in a single day were covering both candidates beginning with Frank Holland in atlanta following the biden camp frank, to you. Reporter shep, just to give you a sense of how red georgia typically is, a democratic candidate for president hasnt even campaigned here since bill clinton back in 1996 that all changed today joe biden holding a drivein rally here in atlanta. Hundreds of people in their cars honking their horns showing their support for the biden harris ticket. Biden and President Trump essentially tied in this state a week before the election bidens Campaign Spending nearly three times as much on ads in georgia, really trying to seize the opportunity to essentially steal a red state. As of today, 3. 06 million have casted ballots biden trying to win georgia in his race for the white house its time to stand up and take back our democracy and anyplace we can do it here in georgia, we win georgia, we win everything reporter earlier today biden in warm springs, georgia where president roosevelt was diagnosed with polio, biden looking to make a connection with the Current Health crisis and sharply criticizing the trump response to the pandemic that biden said, quote, rocked the nation the Biden Campaign looking to connect to battleground voters in michigan, florida and wisconsin, wisconsin spending ten times more the poll of battleground states shows that joe biden has a fourpoint lead over trump in those battleground states that include arizona, North Carolina and florida. Now ayman is molgg ti now eag the Trump Campaign reporter President Trump is saying he wants this more than biden does he started in west salem, wisconsin and went to lansing, michigan hes expected to make another stop in omaha, nebraska. Hell bed down in vegas with what is expected to be a busy day tomorrow, too. The president , while predicting a great red wave next week, doing something joe biden cant do hes touting now his new Supreme Court nominee who has just been confirmed. Heres what he said. We made history and we confirmed Amy Coney Barrett to the United StatesSupreme Court. And Justice Barrett will defend our rights, will defend our liberties and our godgiven freedom. Shes going to be fantastic. Reporter now, it was 37 degrees and drizzling in michigan today, but the president clearly basking in the crowd and made the argument that joe biden isnt drawing that kind of intensity. President trump had a surrogate of his own as Melania Trump rallied in the battleground of pennsylvania, and tomorrow the president is going to campaign in arizona, seeing an opportunity there to defend a state he won back in 2016. This coming as nbc news flips that state from lean democratic into the tossup category. Now maybe an opportunity for the president to defend that state as well, shep. Eamon javers, thanks. The Biden Campaign hitting the trail in georgia while President Trump does a Campaign Blitz in mustwin midwest. Nbc News White House correspondent Kristen Welker was at bidens drivein rally in atlanta. What did you see, kristen . Reporter shep, glad to be with you congratulations on your show this is the first time talking to you on this show, really love it this is a campaign thats on offense. I spoke to one of his top Campaign Officials who said we wouldnt be here if we didnt think we couldnt win. Were looking to every path to 270 possible and we see a potential opening in georgia why . There are a number of different reasons. One, there has been an uptick in africanamerican voters as well as suburban voters and if you take a look at some of the early vote totals, shep, 1. 4 million more early votes than at this time in 2016. So they are energizedby that the message from Vice President biden that he is glg to oing toe healer in chief. He did that, as you just heard, against the backdrop of where fdr went to heal from polio, in warm springs, and then he went on to turn the country out of the Great Depression biden will use that as the backdrop to try to make the case that he will heal the country from the pandemic, from this economic crisis and from the divisions that have beset this country and deepened of course, this is a potentially risky strategy you have some democrats saying, wait a minute, maybe you should be focused on those critical battleground states, focused on the midwest and not looking to expand the map but, again, the Biden Campaign believes this is the right course as they search for 270. He will be in the critical battleground state of florida later this week, but then hell be in iowa and other areas of the midwest. The other person that i cover, hes really been on defense. His strongest argument is the economy. His aides want him to be focused on that, but hes also spent a lot of time lashing out at various perceived rivals but he is really focused on things throughout the midwest for things he thinks he needs t win the election a top candidate for both candidates is obviously pennsylvania and last night an explosion of violence in west philly after a Police Officer shot and killed a black man named Walter Wallace after responding to a domestic disturbance call and a man with a weapon, a warning now. The video youre about to see is graphic and disturbing he has a gun no no no oh oh lets look at it again. The video shows the cops telling wallace to put down the knife. Then wallace approached. Then police opened fire. Cops say wallace went to the hospital and that doctors could not save him the shooting led to mass protests in west philadelphia. These are the scenes from last night. During this, at least 30 Police Officers were injured, close o e a hundred people in the end arrested, and then fires in the streets. Tonight the area braces for more demonstrations there in west philly and sbinto the heart of h city cbss rahel solomon. Rahel . Reporter they are boarding up and closing early throughout west philadelphia, you can see a heavy Police Presence meantime, right here at the corner of west 31st and locust in philadelphia, the scene has quieted down a little bit, certainly compared to yesterday, but even earlier today earlier today we saw Family Members, community members, angered neighbors chanting, say his name, and black lives matter you said his name was Walter Wallace jr he was 27 years old. I spoke to Family Members who said he had Severe Mental Health issues his mother said while he had Mental Health issues, he was a great father he spoke to his three boys every day. Another Family Member telling me that the video widely circulated on social media that you just showed, shep, she says it clearly shows Police Used Excessive force. Take a listen. I saw the video and all of that its just like overkill. It shouldnt have happened like that it shouldnt have happened like that reporter now, shep, one thing being raised repeatedly is why didnt officers use tasers and something less lethal . We found out today that officers who responded did not have tasers the mayor jim kenney says they expect more protests, perhaps into early next week things are quiet now, but well see how things progress through the night. Mother nature is on the attack really like we havent seen in a lifetime think of it. Storms and floods and fire over time and of intensity that tops all records. Again and again. 2020has brought an onslaught o an extreme, really like nothing in memory. From severe Tropical Storms and hurricanes to devastating wildfires and drought. Heres the big picture from nasa look here. Through the first nine months of the year, the United States has reported 16 weather disasters as shown on your screen here that caused at least 1 billion in damage each. That ties an alltime record, and the year is not over 2020 has been awful by so many measures, and its building in multiple locations right now in colorado, three of the largest fires in state history this year, two of them burning across the landscape at this moment in Southern California, crews battling two major wildfires, both burning out of control now. And here you can see all of them from this year the ones in red are still burning. So far theyve ripped through a record 4 million acres and killed 31 people compare that to last year, 250,000 acres and three dead all of that from calfire then theres the gulf of mexico. Another powerful storm is churning now zeta hit the yucatan as a hurricane last night, slammed resorts in tulum and heavy rain and wind over land a Tropical Storm now, as they do over water, zeta is getting strong again, taking aim again at the gulf south and potentially louisiana, a state thats already been battered by two hurricanes this year, and six tropical systems total, just louisiana. Then in america, 11 named storms have hit land. Zeta will be 12. Thats never happened. Never that we know of. Forecasters expect it to come ashore tomorrow. We have nbcs Miguel Almaguer in california where the blue ridge fire is raging reporter in this neighborhood firefighters are conducting structure protection. You can see this wildfire continues to kick out of control, and its not far from a subdivision in the irvine area its been a cat and mouse game for firefighters over the last 24 hours as you mentioned theyre really battling these powerful santa ana winds that yesterday reached upwards of 96 Miles Per Hour thats the strength of a category 2 hurricane firefighters continue to battle these winds and the fires that kick up in these neighborhoods the good news, no structures have been lost the bad news, these winds will be a pest for firefighters for the next several hours here. The good news, by noon tomorrow they should have subsided. In Southern California and in the northern part of the state, they cut power to about a Million People to cut down on fires. What a day for this state as they battle those blazes and winds. Hurricane zeta, or what will be zeta, when it touches down. Morgan reporter it really is incredible to think, but its an unprecedented storm season in many ways. Somehow the city of new orleans has been spared the worst. We watched hurricane laura, hurricane delta veer to the west, and then we saw sally pivot to the east and hit alabama. As for now, the current course of zeta is on the path to new orleans or at least a glancing blow, and that brings serious cause for concern here this city always vulnerable to storms, but especially more so with this one because one of the four major turbiortururbines thr the pumps has been taken off line they just had a rainstorm that caused significant flooding in neighborhoods that would have been kept dry. So people that live outside that protected area where it doesnt even exist, there is a lot of apprehension ahead of this approaching storm. The gulf of mexico five or six miles from here, the only thing between us and a hurricane is god thats basically it. Reporter as of right now, Tropical Storm zeta marching toward us at about 16 miles an hour, packing winds at 65 miles an hour. Its expected to be 80 to 85 miles an hour when it makes landfall where im standing, and it could stretch all the way to tennessee where damaging winds couldalso cause destruction there. Morgan chesky in the big easy now the Horrific School bus crash in chattanooga, tennessee. The cdc confirmed two People Killed this picture taken at a Childrens Hospital in chattanooga. On a vaccine, no guarantees of any kind though pfizer said today it does plan to ask for emergency approval for one next month. But first it has to find out whether the vaccine works, whether its safe. We thought we would get data from pfizers late stage trial this week, but now the company is reporting it likely wont be out until after the election big problems hospitals are filling, cases are surging as Scientists Say the worst is still to come cnbcs meg tirrell now meg, whats the word on the vaccine trial . Do we know reporter shep, essentially there just havent been enough cases yet in the trial to know whether the vaccine works. When youre evaluating one of these vaccines, you have to have a certain number of cases to be able to tell whether people in the Vaccine Group are getting infected less than people in the placebo group. So pfizer says they will report the results when theyre conclusive, either the vaccine works great or it doesnt work at all if its somewhere in between, theyre just going to let the trial continue and collect more data now, pfizers ceo telling me today that it takes about a week to analyze the data once they get that information, so even if they got it tomorrow, it would be after the election when they would be able to report it out to the public. And then it will take until the end of november to get the safety data they need to be able to apply for fda clearance in all looks good the rise in cases and hospitalizations leading to new restrictions newark, new jersey back under curfew tonight starting at 8 00 p. Time for the top of the news in about 173 hours till the last polls close on election day. Nearly 70 million votes already cast and if youre thinking of using the Postal Service to mail in your balballot, time to start thinking of a plan b almost 50 of all first class mail was not delivered on time thats from the week of october 16th, making it 14 weeks in a row during which the usps missed its target the safety, the certainty, and the vote is now a critical concern. In wisconsin, about 40 of active registered voters have already cast their ballots but if the mail is slow, those votes could be thrown out. The Supreme Court, you see, has now declined to change the states voting laws, which means absentee ballots received after the polls close will not count at all even if theyre postmarked today. Nbcs shaquille booster on the top of the hour in wisconsin whats the fate of this decision reporter the practical deadline to return those ballots by mail, suggesting people use a secure drop box or early voting location beyond this date. It was back in april during that primary, the widely criticized primary, that 70,000 votes were only made legal by a court order that allowed latearriving ballots postmarked by election day. The court order yesterday takes away that relief, and that suggests many milwaukee officials to say they are condemning that decision what it means for a large municipality like milwaukee is that a lot of people will lose their opportunity to vote. Reporter its that simple. Its that simple. That lawsuit was very much about recognizing delays with postal delivery and affording municipalities the opportunity to count latearriving absentee ballots. Reporter now, the latest numbers on the Wisconsin Elections commission tell us there are about 300,000 absentee ballots statewide that have yet to be returned Election Officials are also warning it will be a slow count for those absentee ballots there is a lot of the manual labor and they are not even allowed to open up the envelopes until 8 00 election night. Shep to test the speed of the mail ahead of elections, nbc stations across our nation have been running their own test, sending more than 1400 letters between major cities for the last several months. What did they learn in the postal speed test . Heres cnbcs kayla tauschi. Reporter as lines wrap around polling stations nationwide, mailin ballots are flooding into the u. S. Postal service, an autumn crush following a summer of discontent warnings of delays and cuts to resources just ahead of a high stakes election. Are you highly confident that those ballots would then be received extremely highly confident. Reporter with confidence in question, nbc stations have been putting the post office to the test, sending hundreds of letters Cross Country since august nearly all arriving within a week, 88 within three days. The post offices ontime benchmark. Then came october. Only 79 of our more than 800 letters arrived in that time frame, and a dozen, or 1. 5 , were unaccounted for after ten days a potential headache if those were ballots and their addressee was the board of elections the real challenge comes if ballots come in and they have to be counted, making sure theres enough people to do it, making sure the ballots come in early enough so theres time reporter and in battleground states like florida, late ballots could have an impact more than 5 million voters have requested to vote by mail. If 75,000 votes disappeared, thats onethird ballots must be postmarked by election day and can be counted for up to ten days after the head of elections in Hillsborough County says this. I have to load the early voting totals into the server shortly before the election. So by 7 00 election night, well be releasing a lot of unofficial results. Reporter the post office did not respond to our questions about the potential reasons for the slowdown that we experienced, but said they will be accelerating the delivery of ballots between now and november 24th shep kayla, thanks so even if your ballot does arrive on time, there can still be problems. Just look at tearrant county in texas. It includes big cities like arlington and ft. Worth. About onethird of all mailin ballots have faulty barcodes they are unreadable by machines. They are now in the process of duplicating those ballots, hand marking each one tarrant got about 60,000 votes that are affected. Once the ballots are added and the votes counted, theres only one number that matters in the end. That number is 270 thats how many electoral votes it takes to win. Steve kornacki now with the math for the campaigns. Thats right, shep, so lets take a look here this is our battle for 270 map what youre seeing here in gray, this is the battleground for this president ial race, and it looks like a lot of states, theres 13 of them here, but you can break them up into a couple different categories pretty easily these three, new hampshire, minnesota and nevada, those are three blue states, Clinton States from 2016 that the Trump Campaign says they think they can flip and theyre trying to flip in 2020 obviously if they did, that could change the map a little bit. But so far if you look at the polling, at least, in those three states, the polling has been favoring joe biden. So trump would like to flip one of them, but if the polling proves right in those, that would put biden at 232 that was Hillary Clintons number in 2016 that would mean every other gray state you see right here, that was a state that trump won in 2016 where hes playing defense now, you can see he needs to shore up a lot to get back to his 2016 win. Where does President Trump have the best shot in texas he won by nearly 20 points in 2016 it looks very competitive right now. Its an absolutely mustwin state for the president. If he does get it, you can see his electoral vote will creep up there. If biden were to get that, absolutely catastrophic for donald trump if trump can get texas, that would keep him in the game his campaign would also look at ohio and iowa, states he won by nearly 20 points in 2016 they look competitive right now, but they become mustwin states for the president. You can see that would start to get his numbers up there as well where else would the Trump Campaign look . Florida. 29 electoral votes the polls look about even right now. Trump carried it in 2016 that would put him over 200. Everything im clicking on here is a mustwin state for the president. Were just working through here to see what it would take if he were to get to 270 then his campaign would also need to get North Carolina, the polling there looks close. Would need to get georgia, the polling there is basically dead even now you see the map is really trying to narrow what would trump need here he would still need two states wisconsin, michigan, pennsylvania he would need two. Most likely his campaign is targeting pennsylvania aggressively and theyre targeting arizona aggressively he would need probably those two but some combination there all those battleground states i just showed you, this would have two of them, two of them potentially flipping to biden with trump still winning trump playing a lot of defense out there. He needs a lot to break his way. The path we just showed you, thats what it would take to get him reelected, and you can see there is a lot of states there if he loses them, that alone could be ball game for him a week to go, steve thanks a recordsetting year for california and the gulf coast. Meantime, a whole different set of winds Tropical Storm zeta already slammed parts of mexico and the yucatan as Southern States from louisiana to mississippi, alabama and the Florida Panhandle brace for what could become a fifth hurricane to hit that coast this season lets get to al roker. Man, you are busy these days oh, boy, i got to tell you, shep, it is. And right now, at least the good news, there is some good news, the santa ana winds are dying down but take a look at whats going on out west right now. Weve got 53 active large fires. 8 million acres have been burned so far right now in california, 19. 8 active wildfires, 14 million acres burned so far. 2 million acres was the record back in 2018 this year, 2020, 4. 1 million acres. Thats five times the fiveyear average and its more than double the old record, and were not done yet the good news is the strong winds are subsiding this evening, but we still have a critically dry offshore flow continuing, and so thats still going to keep a very warm, dry condition, and so we could still see some spot fires starting to develop, shep. Were not out of the woods by any event, but thank goodness this santa ana situation will subside tonight. You know, friends down south, al, they are weary, especially in south louisiana and south mississippi, and here we go again. Yeah. One more time. Right now zeta is a Tropical Storm, but we do look for it to strengthen currently weve got Tropical Storm warnings and hurricane warnings stretching from southern louisiana to the Florida Panhandle. Currently its 450 miles south of the mouth of the Mississippi River, its at 65mileanhour winds. Zeta is stretching from the panhandle of florida new orleans is in that cone, and it comes onshore as a category 1 storm, and then thursday races up into the northeast. And if you look, shep, to the north of new york city, interior sections of new york into interior new england, there is a big cold front in there, cold air, and thats going to bring maybe some snow. Strong winds will be coming through tomorrow with wind gusts of up to 80 Miles Per Hour and then were looking at a storm surge anywhere from 5 to 8 feet and rainfall, shep, is going to be generally about 8 inches of rain in the Lower Mississippi valley, but that heavy rain extends into the ohio and Mississippi River valleys and into the northeast even if youre not on the gulf, if youre in the northeastern part of the u.
