Divestment gains at some colleges, but can it spread where oil rules?

But in parts of the United States where oil is a significant part of the economy, divestment isn’t discussed. Divestment advocates in Texas have made little progress convincing the state's Permanent University Fund -- which owns mineral rights on more than two million acres of land -- to part ways with oil.
