Economic advisor steven moore joins me this morning on the state of the economy and President Trumps fans, on the role of the Federal Reserve, its ability to set Interest Rates, all that and a lot more as we look ahead right here right now on sunday morning futures. Maria and we begin this morning with an update on the situation at the southern border. New numbers from customs and Border Protection show that apprehensions have dropped for a second month in a row suggesting the administrations tough talk with mexico and guatemala appears to be working but acting dhs secretary says we are still in crisis mode, just two weeks ago on this program he talked about the ongoing fight to build a wall. It was a big victory at the Supreme Court to allow the department of defense to move forward with that 2. 5 billion to really accelerate the progress on the wall, and kind of double what were doing with the congressionallyappropriated funding which is going well as you know were up to 54 miles since we talked building every day down on the border and thats already providing significant new Operational Capability in helping us control some high traffic areas of the border. Maria of course, the wall was one of President Trumps Biggest Campaign issues and promises in 2016 and it is sure to remain at the forefront of his reelection effort in 2020. My first guess is the former white house chief strategist steve bannon also joining us from the border state of arizona steve, its great to have you this morning thanks so much for joining us. Maria thanks for having me on. Maria youve been doing a lot at the border. First off give us your take on where we are in this crisis. We have seen a real improvement in the last two months given the president S Partnership with mexico. How do you see it from on the ground . Well listen its a crisis but President Trump, i think, his actions are starting to have a huge impact. Hes got the deal with guatemala the safe harbor of the safe nation deal which is to lets sort the problem out of the Asylum Seekers down there, in the northern triangle and also worked with mexico on the migrant protection program, now that they go back to mexico to wait and in addition, this threat of the tariffs really got and i can tell you because ive been down in the southern border for about the last three or four weeks hes got the Mexican Marines and the mexican military up on the northern border to stop the cartels this is all about the cartels. They control the border on the mexican side. What President Trump is doing is trying to break the back of the cartels and now like your previous guest said from a couple of weeks ago or last week getting that defense money that 2. 8 billion President Trump and the army core of engineers are starting to build a new wall and replace old wall on the southern border so i think things are heading in a positive direction, but thats because President Trump having fought everybody from congress to the media to the Progressive Left is now in the cartels is really starting to see real traction. Maria you make a good point about the drug lords when we took the show to the border a couple of months ago i was stunned at what i witnessed in terms of children being put in these dangerous situations and what i was told by the Border Patrol people, there were kids crossing and this picture here of an eight and 10yearold they lost their mother, and we were just shocked at what was going on in terms of these kids being put into these positions, because some of them are with people who are not their family, and they were rented to these people so that they can look like families, because the loopholes allow them in, but the issue is is that once you get close to the border, the drug lords want to shake you down and say okay, you cant go these extra five steps until you give us money, so it really is a very dangerous situation with those drug lords. Look these cartels are very sophisticated military operation they understand that the Human Trafficking part of this, maria is a highermargin business than even the Drug Trafficking and thats whats been allowed to happen. President trump is trying to stop it but remember the whole purpose of the wall is to get people to go through the ports of entry where the rule of law takes place and you can sort all of this situation out. Thats what the southern wall is so important. Its not a total solution but its the beginning of a solution , but youre see seeing right now and i think mexico and guatemala and others understand the threat that these cartels pose to the citizens of northern mexico, to the citizens of guatemala and the citizens of the border towns of the United States President Trump has taken pretty dramatic action. Maria you have been trying to work with private property openers to build wall where you can away from the governments efforts right . Tell us what youre doing, steve well the army corps of engineers, remember President Trump is building like 1,200 miles worth of wall and there are certain sectors where the army corps of engineers have deemed it too difficult and weve built our first amount of wall actually down in el paso sector, in the most dangerous part which is the Border Patrol posts the most dangerous part really going up the side of a mountain. We have stopped the encouragement 100 since we built the wall. Im down in arizona this private group as we build a wall that the hero, the air force veteran, has found that weve raised about 25 million im down in arizona were in the Rio Grande Valley weve had about 30 different private land owners approach us now, they seen our wall in new mexico and actually help them, these are areas where the army corps of engineers has determined these are niches. Were a niche player, President Trump is building long runs of wall on the southern border right now. Maria this of course is a Campaign Promise that the president is keeping. I want to ask you about the state of play for 2020 going into this incredible election that we have, up until just about a month ago, a lot of the president s skeptics, or the democratic hopefuls have been calling it a manufacturing crisis. Youve seen the democrat contenders. Who do you think is most poised to be a real threat to President Trump . I said this last week, maria , i dont see anybody on that stage right now that can take President Trump one on one. I pride myself, hes calling his star pupil, his top pupil ive been steady studying this thoroughly and i dont care what the polls say on biden. Joe biden is not a standup to donald trump. Hes weak on china, youve seen what hes said the last couple of days. If the Democratic Party thinks that joe biden is going to be able to go on with donald trump in the general Election Campaign theyve got another thing coming he will run the tables on biden. Now the second to your candidate s or the other candidates like kamala harris, Elizabeth Warren i just havent seen it yet. I havent seen it on that stage and i certainly havent seen it in iowa where i think they are taking a very unsophisticated approach to china. I just havent seen it. I dont believe and i say this im not so sure that his opponent has even declared yet. I think you got to watch guys like Hillary Clinton, bloomberg, michelle obama, a whole wrath of pot that looks very closely to see because the democrats number one focus is to defeat donald trump, so im not so sure theres a candidate up there, certainly nobody on that stage takes on trump one on one. Maria so you think michelle obama, Hillary Clinton or Michael Bloomberg can still come into this race . Oh, i think theres going to be ample opportunity to come into this race later in november , december, even when the primary starts. Maybe a candidate cant win the primary season but they can take it into convention. Look, the democrats are going to be very focused on one thing. This is why tom styre jumped in so late two weeks ago. The democrats are focused on defeating donald trump. They realize unlike the republican establishment, hes a historic figure and a transformative president. They want to just like in 2018 they are totally focused like on the house of representatives, they are focused on defeating trump. Thats where they want to go and ive got to tell you, in the primary season, i think theres a number of potential Democratic Candidates still out there that could join this race. Maria i want to take a look at the policies as well. Isnt it too late . Is it a money issue . No, first off, they will all have tremendous resources, in fact bloomberg is committed for 5 million already to the race, no. Its for the primary season and by the way i think they can grind up the primary season and take you to a convention. Remember, the democrats want to defeat donald trump. That is fair focus and to defeat donald trump youve got to defeat him. Hes the toughest candidate ive seen in my lifetime, tougher than ronald regan and so youre going to have to bring it. Like i keep saying if youll beat donald trump youve got to learn to hit a fast ball. Joe biden right now cant hit changeups, so i think theres a lot of intense, very smart people in the democratic side analyzing this and i just dont see this as of right now, standing up to donald trump. Also some of their policies and how theyve abandoned previous policies to be so radical. Remember, what President Trump had to do on the border is all about the rule of law. Hes going to get 50 of the hispanic vote in this country, because they understand with what hes done with limiting the illegal alien labor, its made jobs theyre got more unemployment than 50 years, wages coming up etc. , so i think they see the rule of law and the breaking of the cartels youll start to see hispanic votes change and democrats, this is not being lost on democrats. Some of the radical policies like open borders, shutting down i. C. E. , starting to dock the Border Patrol, these are not going to be accessible to the mainstream of the American People. Maria aoc said she wanted to do away with the Homeland Security department, altogether which of course overseas i. C. E. In terms of the policies youve got Elizabeth Warren really wanting to take a knife to private equity to big business. I mentioned that oped in the journal today, Elizabeth Warren the Vampire Slayer. Are we setting ourselves up for socialism versus capitalism in 2020 . Well thats certainly, look some of these policies are so off the chart. Look im a populist and economic nationalist. Wall street has a lot to answer for for the industrialization that the country has gone through particularly the hedge funds and private equity and what happened in china. I know well get to that in a second is Elizabeth Warren is kind of taking part of donald trump really empowerment of economic nationalism and shes taking a much more socialistic way with her economic patriotism but shes still at the end of the day, i dont think she delivers the goods. I think it amounts to happy talk so i think donald trump has working class people. People up in the upper midwest in western pennsylvania, michigan, wisconsin, ohio they know that donald trump is the first time theyve had a voice in the room. Youre not in the room youre not in the deal and donald trump has been their voice on china, on these trade issues, on doing a new nafta on starting to bring jobs back to the country and particularly for low skilled workers and manufacturing workers i think they understand that trump has their back and the democrats policies get more and more radical as we go on. Maria on china the president suggested that maybe we will not see another talk in september, another meeting between president xi and the president to talk about china Peter Navarro has been very articulate in terms of the seven sins china has done whether its currency manipulation, forced transfer of technology, getting that in the country and a number of other issues can the president do a deal with china without the promise these things will be reversed . I think this is once again where the elites in this country have allowed this situation to deteriorate over the last 20 or 30 years and what President Trump has done those seven sins that Peter Navarro keeps talking about were the seven verticals that lighthizer negotiated over a year and a half. It was the chinese that walked away when they realized these are pretty fundamental changes to their economy, particularly on stateowned industries, sub cid diplomats particularly in cyber theft, theyve been taking American Innovation for free for 10 or 15 years trump is stopping that and thats why you see the socalled elites on wall street and Corporate America keeping saying the sky is falling the sky is falling. Trump has been so consistent about this. Hes been so consistent about the signal hes sending to the chinese, here is what we need you to do to come into the world free market economy, and i think right now, with the chinese really saying were going to stop agriculture purchases, and saying that theres not going to be any meetings until september i think President Trump got him. Hes got all the face cards right now. He holds all of the cards hes being very consistent and look, this is an economic war that the chinese have been at the United States and got a Technology Part its got a currency part and a trade part. President trump has done a very solid job and also done a solid job of look there are people out there like navarro, myself and others that are much more hawk ish on china and the Chinese Communist party than President Trump. President trump has a great relationship with president xi. He still calls him his friend and hes gone out of his way to accommodate this to get a deal. Well have to see. I dont think youll see a deal between 2020 i think the Chinese Communist party want a weak democrat as president and i think the American People are going to see through this particularly a guy like joe biden who is financially in bed with the Chinese Communist party they are going to see through that and thats what i think is going to really frame 2020 and going to be a huge boost for President Trump. Maria what do you mean financially in bed with the chinese . Tell me what youre referring to in terms of joe biden. Well the great book clinton cash that plow up Hillary Clinton about her corruption is the empire went after the biden family particularly Hunter Biden Hunter biden took a 1. 5 billion in private equity from the bank of china. Remember the bank of china is one of the few Central Banks thats not independent. It reports directly to the Chinese Communist party. It is the basic funder of his private equity firm. His private equity firm then invests in the Surveillance Technology that enslaves the chinese people. This is whats so outrageous about it and joe biden will not touch this. Politico the other day did a huge expo say of this. The Biden Campaign just wants this to go away. They have to understand something. Its not going to go away. People in the upper midwest are going to understand that joe biden has been a globalist from day one hes backed all these terrible trade deals of President Trump is starting to unwine and reformat because the trade deals with trump support American Business and American Workers. The American Workers are going to understand thats why joe biden is not going to be able to stand up against donald trump in the upper midwest. The president has to do other trade deals unilaterally with europe, maybe the uk, as theyre trying to leave the eu. Whats your take on whether or not nancy pelosi brings u. S. Mca to the floor and will the president be successful in these other trade deals, with european nations . I think she has to. Look, they gave lighthizer all their markup and their changes, and remember mexico has already approved this canada is waiting to approve this. President trump i think has cut a good deal here, he accommodat ed both of these nations particularly gets this could be tent situation in mexico so china cant gain the system, and sending products through mexico. Its a deal that works with people works with the farmers. I dont know how nancy pelosi holds us back anything but partisan politics but what President Trump is trying to do on trade is reformat what the elites in this country and the corporates in this country have basically gone away to de industrialize our country, maria and also to effect and lower the wages of American Workers this deals with korea and talk about with japan, the new nafta deal which i think will be approved a number one priority for the trump adminitration, lighthizer and when people come back and also e u, this gets back to the center piece the entire realignment around china because china is the one that makes a difference and the europeans and the japanese canadians and mexicans are the industrial democracy and President Trump is steadfast in really, i think, restructuring this capitalism. But you do have an interesting scenario going on when you look at the leadership changes in italy perhaps, in brazil, youve got brexit on the horizon, with Boris Johnson. Does the president have allies here to go against china with him . Not just allies. Hes really started a, i think a World Revolution in this regard. This populist nationalist movement of standing up for the little guy. Brexit in 2016 were linked but now because the European Parliament elections and what happened, calling for elections, in italy and he will be Prime Minister even without a coalition. If he runs and this thing takes place in september and october he could get over 40 of the vote. Youve seen Boris Johnson and ni gel firage in the United Kingdom and the rise in france, and of course, ran on it saying we dont want china in here by ing brazil, and a very close allie President Trump you see the trump method this trump protecting the little guy, protecting your workers, of having the rule of law when he comes to immigration, its starting to actually go throughout the world, the salvin i situation is very very important in the fall to see what happens there but its very close allie of President Trump and youll see those guys, i think, back off of this one belt one road with china. Youve got pushback from even jerry nadler whose trying to workup and an impeachment inquiry. Nadler says this goes out of touch to the democrats. He actually announced on friday, i think on cnn, hes got a formal he calls it a formal impeachment in were it actually rolling. This thing with private citizens castro i think bar far is the worst because the billionaires can take care of themselves but youre seeing elected official, democrats, that are starting to turn on private citizens to support President Trump. Weve never had this in this country. This shows you the stability and order that donald trump represents versus the chaos and anarchy of the radical left. I am stunned i come from a democratic family. Our family were democrats, kennedy democrats for years. We change because of the vietnam war, later because of all of us went into the service, but ive got to tell you the Democratic Party has been so radicalized and what youre seeing castro go down in austin, texas is unacceptable to really weaponize peoples donations, private citizens donations this is going to get very dangerous, maria and its got to be stopped and somebody in the Democratic Party has got to step up and take leadership. Theyve got to call these people out and they have to hold them accountable. If people want to give donations to either the left or the right it should be their right as an american to do that. Thats what free speech is political speech and we shouldnt shut that down. Thats how afraid they are of donald trump. They will go to any mechanism to defeat his presidency. Maria its interesting to hear universal now scrapping the film , the hunt, following the gun violence uproar. Your take on that . I know youre a film guy, and this film was supposed to be about the socalled deplorables. I dont know much about the film but obviously now they are scrap ping it. Whats your reaction . Well the people say its a satire but you dont know. I just think its a situation where youve got deplorables and working class people that are the placings of these elites and actually you go be hunted is not the type of thing you should have out particularly in todays environment. Remember this thing, these horrible tragedies by these monsters last week, this monster that went to el paso and shot these innocent people in a walmart on a saturday going to Getting School supplies for their kids kept people coming from mexico and the hispanic americans down in el paso, also the monster on the left this antifa supporter, Elizabeth Warren supporter, the anarchy who actually looks like now pulled a gun on people that he knew a week beforehand, you know , in this environment, to put up film like that shows the in responsibility of hollywood, and trumps called him out. Remember, donald trump is not going to be silenced. Hes in your grill. So if you do this and i think universal blinked. They realize they went over the line and if trump had not stood up and called him out, they would have put that picture out and who knows what the would have happened if that picture had come out. I had for several months people have been contacting me saying that hey i tried to find you on twitter, i couldnt find your account. Why is that . Then you had a report that came out where in fact there were four people in the house of representatives, and the only four politicians in the country, the elected officials that were being well they dont call it shadow banning but effectively we were getting caught up in some type of trap to where people couldnt see our twitter feed. That was mr. Gates, mr. Meadows jordan and myself. Maria okay. So i dont know what twitter is up to. It sure looks to me like they are censoring people and they ought to stop it, and were looking at an illegal remedies that we can go through. Maria my next guest wrote an oped in the New York Times recently on why he wants the fbi and the cia to investigate google, and googles work with china and the chinese military. Peter thiel is the founder of talent here the cofounder of pay pal and a facebook investor and board member. He joins me. The crux of the argument is that the crown jewel of googles r d effort are the Artificial Intelligence technology, and this ai means a lot of different things. It could be used in a lot of different ways but it clearly has a lot of military applications for processing satellite images, helping create process data, automating drone warfare, cyber warfare all these ways at ai is a dual use thing, like Nuclear Technology has both military and civilian uses. There was a project contract that google was a part of, where it was supplying this ai february noology to the u. S. Military. It pulled out from that as a result of employee protests, inside google. At the same time, google has its a major Ai Research Lab in china, where even though its not working directly with the chinese military, in effect, all the Technology Gets handed on to the chinese military, and this is not a controversial crazy conspiracy theory. This is in black and white, in the constitution of the Chinese Communist party, as of 2017 got amended to stress that there needs to be Civil Military fusion in china, where all things need to be integrated and anything that has civilian uses must also be handed over to the Peoples Liberation army the pla maria that in and of itself tells you what the priorities are of china right now. We are watching china put military bases across the world. They are bullying other ships in the south china sea. They are wanting to become the largest super power, and more about Civil Military fusion i want to hear. In other words any technology that comes into china has to be reviewed and used or looked at if it could be helpful to the military. Sure its a communist one party state and so things are sort of fused. Its not like the u. S. Where you have Different Companies and different people, and you have a government sector and a private sector and these things dont always coordinate or work together. In china these things are still tightly coordinated acrosstheboard. Whats actually happening is machine learning, Artificial Intelligence, and that is much more mundane, much more things like helping process satellite images, helping with the cyber warfare, things like that, and thats a social credit scoring system in china where you use computers to track people and control the society more as sort of a police state version, theres a military version. All sorts of different applications of this and in that sense ai is just you should think of it as just the cutting edge of the computer revolution today. Its sort of the most advanced computer red that were doing. Maria tell me how this came about where google decided to walk away from the u. S. Government and work with china . Well you can always speculate on whats actually going on inside google. I think googles selfimage would be that its globalist, itsnational somehow, cost month poly tan. I think the reality is more that its incredibly zeroing in on the google example where the ai deep mind effort was described by its own founder as a Manhattan Project for ai, so even though this was meant as probably marketing hyperbole in a way, i think that people outside the u. S. Might very well take that literally and so if you go around saying here is the Manhattan Project for ai, pay attention, world, i think that would attract the attention of foreign governments, foreign intelligence agencies and i think that in particular, the question about chinese interest and this is one that needs to be looked at much more carefully and thats why ive argued that the fbi or the cia should be looking at this. I think it is unprecedented in the last hundred years or ever that a major u. S. Company refused to work with u. S. Military and has worked with our geopolitical rivals so this is not a liberal conservative thing. This is not a, this is an absolutely unprecedented. Maria what do you think can be done . I think the first thing to do is just do what were doing today and just talk about it. And this is like an open secret in Silicon Valley. A lot of people think this is like kind of crazy what google is doing. Outside of Silicon Valley when you talk about it and i sort of feel like im the little kid saying theres no clothes its just a secret hidden in plain sight. Maybe what google is thinking if they dont give the technology to china through the front door, with their ai lab in beijing, it will go out the back door through ip theft. I think we are at a point where this relationship is going to be rethought quite a bit. There was sort of a strategy under president nixon and reagan to build up china as a counterweight to the soviet union, and i think that made sense in the 70s and 80s. It probably stopped making sense in the 90s and we kept doing this with china, and so i think this sort of way that we have interacted with communist china has probably not made a lot of sense since about 1989 and i think it is being rethought, President Trump is rethinking of this, hes changed the conversation nationally, on this , and i think it wont go back to the status quo ever. Maria well i think for a long time, american ceos were so interested in getting their product, front of 1. 4 billion people and they thought oh, this is another huge market and we want to be in it, that they just forgot to protect their own products, and then things changed when we learned that xijinping was going to be dictator for life. Yeah, so i think theres always, there are always corporations that act in these sort of selfinterested ways, or shortterm ways. Theres id say theres less of that on the u. S. Corporate side than there was a decade, a decade and a half ago and i think just a lot of companies that have tried to do things in china have had mixed to negative experiences. I think how we navigate china is quite a tricky question, but the question about google strikes me as a very different one. So you tend to try to rebut things if theres some small mistakes in it, you fact check people to death or things like this, this one the google response has been basically no comment and like everybody in Silicon Valley has certain conflicts or it can be portrayed as conflicts of one sort or another and if you, if we stop the conversation every time, you said well youre involved with some other tech company, then we could never have this conversation. Its just another way of shutting down debate and shutting down discussion. Maria but its more big tech is under fire for other reasons as well. There is evidence of censoring of conservative conversation. You saw what happened to mitch mcconnell, and twitter shutting down his account. You see what happens with others , the president as well. What about that . I mean, do you get pressure because youve supported President Trump . A lot of questions there. So i think theres always an inside and an outside question. The outside question is where these companies are doing with china, are they censoring speech , and the twitter mcconnell thing you could say its an innocent accident or is it an intentional act of political sabotage which of the two is it and i think one of the reasons the republicans are so concept skeptical of the excuses big tech has for these repeated accidents is that the inside story is not good because on the inside twitter is not a company where you have lots of people writing checks to senator mcconnell if you had a lot of Campaign Donations from senator mcconnell we might say well, you might say this is a certain innocent mistake and we wont complain about it too much. Thats not whats actually going on, and it has sort of the feel of a very unhealthy oneparty state in a way thats not good for Silicon Valley or for the politics of this country generally. Maria the president cant even have a fundraiser without the people getting bullied about that fundraiser. Its gone im sort of the main outspoken supporter of President Trump inside Silicon Valley. There are many other people in Silicon Valley who support the president , but theyre not going to say it and so thats always the problem. It doesnt mean that everybody agrees. It normally just means that everybody is too scared to speak up. Maria theres also breaches in privacy, from big tech. Youre worried about google and you make a really important case so i wanted our viewers to hear you say it in terms of Civil Military fusion, what google is doing in terms of working with the chinese military. What about this fbi surveillance proposal setting up this clash with facebook . People are worried about being watched and listen to and here and we have the fbi surveillance of facebook. Whats your reaction to that . Well thats a very different kind of debate. You have to, theres this debate around encryption and should messages generally be encrypted. I do believe we should be supportive of encryption and make it harder for Law Enforcement in certain ways, but on the other hand, it also can mean that you have less privacy to things can get broken into in all sorts of other context and so yeah, if you deen crypt everything, maybe stuff goes back to our rivals in china and things like that, so i think the dogmatic back door encryption that the fbi pushes is something i would disagree with. Maria because once theres a back door . Maybe the fbi gets the information, maybe other people get it . I dont trust the fbi to keep it protected inside the fbi.
