Most of these plans dont include the funding part. If you tax people in that top 1 at 100 , took every dollar they make every year, it still wouldnt pay for it. Paul we have a shot here of Elizabeth Warren answering a question about how she would pay for it. Direct question, you said middle class families are going to pay less. Will middle class taxes go up to pay for the program . What families have to deal with is cost, total cost. Thats what they have to deal with. And understand, families are paying for their health care today. Families pay every time an Insurance Company says sorry, you cant see that specialist. Every time an Insurance Company says sorry, that doctor is out of network, sorry, we are not covering that prescription. Paul kim, that didnt sound like a direct answer to me. Yeah, i was going to say, that was Elizabeth Warren not answering the question. And whats remarkable, she was asked twice by the moderator to admit that she was going to have to raise taxes on middle class earners in order to pay for this program. And she essentially did, right, by not answering the question. She kept saying total cost will go down. This is a distinction between her and bernie sanders. Bernie sanders has been honest, that he would raise taxes on pretty much all americans. I mean, hes also making the argument that costs get reduced. It was notable here that Elizabeth Warren doubled down on medicare for awful shes been a bit cagey about when she would do it, h how she would do it. She seemed to come out and stand with bernie on that issue. Paul she says, yeah, okay, im for medicare for all but shes really, really, slippery, not just about middle class taxes but also about private insurance and longed for a followup by george steph kno stephanopoulos. She said she believes in covering everybody at the lowest possible coster. Why didnt we all think of that earlier . [ laughter ] meanwhile, all of the action has been between bernie sanders, mostly his very hard medicare for all policy which he has spoken about and said hes going to raise taxes and joe biden saying we can build a public option and Elizabeth Warren is sneaking up the middle by not answering the question. The moderator tried to get into it a little bit. All of the candidates on the stage were going after the sanders option, not the warren option. Paul cory booker said after the debate on one of the other networks, did say joe bidens stumbling, its kind of the way hes having a hard time presenting, thats a legitimate issue. So this is going to come out more i think from some of the candidates. Yeah, well, it would have been braver if cory booker had said that up on the stage instead of afterwards. I think right issue, this is going to come up. I think it is probably a legitimate question. But i think castro did it the wrong way. Because as james said, he actually got his facts wrong. And he did it in an aggressive, sort of nasty way. There should be a discussion about maybe whether or not joe biden has got the fight in him to do this, if hes the best candidate. But it wasnt a good look. Castro has done this in every debate, how he tries to distinguish himself, is to come out and say harsh things about his rivals. Paul james mentioned in the other segment that he thought klobuchar had a couple good moments. I did too. Seems to me that if anybody on the socalled moderate stage up there or the others in the race has a chance to break through, it might be her because of her standing in the senate, shes close to iowa. I think she is a genuine centrist. Shes a liberal but shes center left as opposed to left. But the problem she has is bidens got to go down, it seems to me, before she can emerge. I think thats right. One thing that may help her, shes polling at about 1 , theres some other candidates paul she made 2 in four polls to get in the debate. Fair enough. I think at this point its kind of a distinction without a difference, what really happened is they were no longer compatible, something that also happened with jim madis as well. And i think the principal who is advising the president recognized their advice is not being followed consequentially and you start something yourself the question, well, what am i doing here if im not going to be listened to. And the president has a right to take advice and counsel where he wants. Hes directing Foreign Policy and National Security, not the nsa or National Security advisor. Paul i understand that. Okay. The resignation, what does it mean . In terms of policy. Are there going to be any changes substantially on policy . Listen, i think anybody thats spent any time around President Trump dealing with National Security and Foreign Policy knows that he drives hes the pivotal person in the room when it comes to it. He asks all the tough questions and is literally driving policy development and division making. And there are advisors at times who disagree with him, disagree with each other. I dont see any major policy change coming. I do see major process change coming because ambassador bolton who i know and i agree with a lot of his views, in full disclosure here, he walked away largely from the formal envelops of teeing up all the process for the president , establishing what the risks are, largely walked aa way from that. I think that wi will be put bacn place. I think it serves the president very well. Lets be drank here. Theres personality differences here and that is something of an elephant in the room between bolton and the president and a also john. John is known as somebody who speaks his mind. Hes got some pretty sharp elbows at times. And i think that that could wear people down a little bit. Paul you know, none of that i think it was a factor. Paul none of that is a secret. John bolton had that manner for 20 years. Heres what i worry about, that in fact john bolton was one of the few inside the administration who is willing to say mr. B president president , i think this is a bad idea. For example, i think having the taliban going to camp david on the week of 9 11 is a bad idea and i think calling off military exercises in north korea is a bad idea. I wonder who is going to speak up against some of those some of the president s poorer instincts. No, i mean, i think he has a relatively strong National Security team, secretary pompeo is the leader of that team and he does that on a continuous basis. Its done much more privately. I think the president will still be served well. I think the major difference i believe that ambassador bolton had with the president , certainly is on afghanistan. No doubt about that. But its also on personal deploy massey. This da diplomacy. This president puts a huge emphasis on diplomacy, specifically dealing with adversaries, north korea, wanted to meet with ruhani and has met with xi and president putin as have other president s as well. I think john certainly saw that, he wanted to tee the issues up more, make progress on those issues before we put a president in the room with them. Thats not going to change this president. He puts value in it, personal diplomacy still going to be there and were going to go forward. Im not as concerned about major policy shifts as you are. Strategically, i think this administration is generally moving in the right direction. There are problems with execution, to be sure. I dont agree necessarily with what has been going on with the taliban. Ive seen the deal. I talked to our chief negotiator. I think it is a bad deal. I dont think it serves the National Interest of the United States. I hope we walk away from it and if we ever talk to the taliban again, we have to have on the table a permanent cease fire prior to those negotiations or we should not sit down and talk to them. Paul a win this week for republicans in North Carolina, where state senator dan bishop pulled off a 2 point victory over democrat dan mccready in a special house election, narrowly saving a seat held by the gop for nearly six decades. President trump who won the district by 12 points in 2016 headlined a rally there on the eve of the vote. And the race was widely seen as a test of his strength in the suburbs, getting into the 2020 campaign. So what can each party learn from tuesdays results . Were back with kim strassel, James Freeman and Kyle Peterson. Kyle, what do we learn that would affect 2020 . The biggest thing is that republicans are still struggling in the suburbs as they did in 2018 when they lost house seats in suburban dallas, for instance and theyre doing much better in the rural areas, that was the dynamic on tuesday in this North Carolina special election and its a big swing. So trump won the district by 12 points. He won North Carolina in the president ial by three andahalf points and dan bishop won by 2 points and so paul if you look inside those numbers, mecklenburg county, the suburbs of charlotte, the democrat won by 13 points this time where he had only the last democrat won by 10. So it was actually worse. Right. A special election is a different animal. So the turnout was somewhere around a third of voters instead of 55 or 60 in a president ial election. As trump is looking at this and thinking about 2020, hes got to be worried about the suburbs, not only outside of charlotte but outside of places like detroit and other places that he needs to win. Paul the gamble, the strategy for the republicans is well get trump into these places and when trump is on the ballot of course hell be his own motivator. You come in, you get out, you turn out that trump base in the rural areas and you can offset the losses that are very real in some of the big city suburbs. That i has been the white hoe strategy. Its overt now. Thats exactly what they did here. They flew President Trump in and by all accounts it worked in this district. They got a lot more rural voters out there with the base. Its a lot diceyer process because of the narrow victory that bishop won. Its going to make those margins that much tighter everywhere you go. It doesnt take into account that in a general election the democrats may be just as good at getting their own people out. That being said, i do think there is some warnings from democrats, the democrat who won here, mccready, he had run before, had huge name id and he was a conservative democrat. A lot of people are pointing out that if you would have run a person, that was up on the democratic president al stage in that district t margin of victory would have probably been bigger for the republicans. Paul i think more than 30 house seats held by republicans now that are actually less republican than this one. So theyd have to keep all of those in 2020 and then pick up a lot of the seats they lost to take back the house. I think its going to be a very difficult thing to take back the house. Its going to be a challenge. I think if theyre looking on the bright side here, democrats ran less well in this special election than they did last year. And you wonder why did mccready do more poorly when his opponent, the republican the last time around had this scandal that forced a new vote. Now, you would think would have tarnished the republican brand. You mentioned some of the suburban trouble for the gop on the other side of it, the trouble for the democrats in robeson county. This is a diverse district. Republicans did much better this time and i think its in part because of the social issues where the party and you see the president ial candidates going to the extreme left. They had the bathroom fight in North Carolina about which bathrooms people should be allowed to go in. The residue i think is impacting here. You mentioned some of the especially rural voters. Paul what kind of candidate does a republican need to run to win back some of the suburbs . Is it a moderate, maybe an economic conservative, not so culture conservative or is it like some on the right say, youve got to have a full bodied conservative. It depends on the district and the state. In the suburban areas you need somebody who is strong on the issues and speaks softly and carries a big republican stickies maybe a good way to put it. I mean, you cant have somebody who gets too far sideways with the president. Because as weve seen, he will come down really hard on that, like in South Carolina with mark sanford, who was in the house and then and got booted. So you need somebody who can do both of those. Paul kim, briefly, what do you think the chances are of taking back the house for the republicans . I think its going to be a really tough slog, partly going to depend on how well the president performs out there, those coat tails are long and they can harm or help depending on the situation. People think its an easy solution to cigarettes but its turned out that it has its own difficulties. Paul the Trump Administration announced wednesday that it would ban the sale of most eflavored cigarettes amid growing concern over teen use and a recent surge in lung ailments. Ecigarettes have been tied to respiratory illness in three dozen states and its suspected in six deaths. Is the ban on such flavored products the right response . Were back with kim strassel, kate odell and Kyle Peterson. So kate, what do you think of this ban . Idoes this comport with the science . I think we should take those stories you mentioned one by one, because there has been this increase in deaths, in illness that seems related to vaping but so far the samples that have been tested by Public Health agencies seem to suggest the main issue is thc or cannabis derivative. Meaning these appear to be modified products that were bought in black market, off the street cannabis, not related to nicotine only systems, at least thats what it looks like so far. The second story you mentioned has been percolating for some time, which is that some of these nicotine devices that are intended to get adults to stop smoking have been picked up by kids who may not otherwise use nicotine. The flavor ban intends to go after the problem of kids using these devices and i dont think that it will be i dont think it will be effective in moving kids away from the devices but i think it could turn aaway from using adults away from using the devices. Paul the real Health Advantages of delivering nicotine threw through these d. Nicotine isnt risk free. Its addictive. But it doesnt have the tar elements that are killers. Right. Youre not come busting tobacco. Thats part of what makes cigarettes so dangerous. Its safer than cigarettes with the proviso that cigarettes are dangerous and bad for your health. You want to balance the competing equities. Nobody wants kids getting addicted to nicotine. You also want adults to have an option for a less dangerous product that contains nicotine. I think one thing were seeing here is that Public Health agencies are not very comfortable with the idea of harm reduction. They do not like to deal with situations where no harm is not an option, meaning weaning an adult from one product thats very harmful to one thats less harmful. Paul heres a question for you. I know youre an expert on black market and some of the unintended consequences of regulation. If you ban legal flavored cigarettes and kids still like them, arent they more likely to go into black markets and find this on the streets and then they might be poisoned by the thc and the marijuana elements that have been problematic already . Yeah, of course. And what we should be in general trying to push is push kids away from using these products. But that is not necessarily a job of the federal government. And as you say, when the federal government produces one rule designed to stop a certain kind of behavior, it often inspires even worse behavior and in places where its harder to watch. So, look, this is partly a community issue, a parental issue, weve got stories out there of parents who are buying these devices for their kids for fun because they dont know the harm. So theres an education aspect here too. But this very quick and unthoughtful response from the white house, which is also it doesnt help from a Health Perspective and, you know, i think good conservatives too should not be about outright banning products. Paul i guess the argument is if you cant its hard to control, as long as youre selling these flavored cigarettes. Its hard to control the messaging to children. So why not just ban them totally, thats the argument. Shirks i guess i would say shirks i guess i would say two things to that. Its important to keep the amount of harm cigarettes cause in view. 500,000 people a year die from cigarette related illnesses, 1300 a day. If some portion of those people who are 10 or 15 years away from joining that statistic could get off cigarettes by vaping mango vape fluid or menthol vape fluid, that is almost an un unalloyed good. I agree with the difficulty of doing this. The journal said one of these companies, the fda is upset they made unauthorized claims to adults that the ecigarettes are safer than traditional cigarettes. Paul i guess this is popular with suburban families and parents and thats got to be part of the big driver here politically. All right. We have to take one more break. Tell your doctor about any changes in medicines youre taking. The most common side effects are swelling of the arms and legs and confusion. We spoke up and it made all the difference. A hit to the Supreme Court for sending a message to lower courts by allowing the trump asylum rules to go forward with the litigation proceeds. We have had this flurry of Lower Court Judges who issued National Injunctions every time a term policy they do not like is not only imposes judges preference without an elective executive but debates among the lower court. The Supreme Court tells them to knock it off and they have done so again but they may have to step in and do more if it continues.
