The Atlanta Police chief has resigned, and the District Attorney says they are working this investigation around the clock and will decide whether to bring charges within days. A man is dead who many authorities agree shouldnt be. His family is devastated, and police in this city are feeling this morning that their city leaders arent standing behind them. Flash point, atlanta, protesters with the death of george floyd in minnesota still fresh on their minds are now shouting for justice for the family of Rayshard Brooks who was also killed by a white police officer. A medical examiner confirms to abc news that the 27yearold died from two gunshot wounds to the back in the parking lot of this wendys restaurant. Someone burned the restaurant to the ground the next night and authorities have put out a 10,000 reward to find them. The entire Police Shooting was caught on tape. Just after 10 30 p. M. , officer Devin Brosnan is seen responding to a call about a man allegedly asleep at the wheel in a drivethrough. Hey, youre parked in the drivethrough right now. Hey, sir. All right. You good . Yeah. Reporter brooks wakes up, pulls over into a parking spot and appears confused as he looks for his license. He says hes only had one drink that day. You say one drink. What kind of drink was it . Just a little margarita. Reporter officer Garrett Rolfe arrives and puts the man through a field sobriety test. Everyone is still calm. As brooks is running away, you see him reach back and point the gun at officer rolfe. Thats when investigators say rolfe fires three shots. Brooks died at the hospital. He leaves behind four children. His wife says she feels it was a crime to shoot him in the back. My little children can feel that their father is not answering to daddy, daddy, wheres daddy, daddy. I feel like im a statistic. Like im stuck being a single black parent. They took something from me. Reporter the city moved quickly and fired officer rolfe saturday, and officer brosnan is on administrative duty. The Fulton County District Attorney tells abc news his office has launched its own independent investigation and will reach a conclusion on possible charges later this week. Mr. Brooks was very cordial. I mean, he didnt display any ill temper until at the very end when he tried to run away. Reporter atlantas police chief has stepped down because of this. The mayor has accepted her resignation saying that the use of force was not justified in this instance. The family wants both officers arrested, and again, this is a tough time for local police here who serve and protect. The union says that the officer who was fired was not shown due process, and already a number of other Police Officers have been charged in another incident that happened at the protest two weeks ago when a protester two protesters were violently pulled from their car. Here in florida, cases have been climbing for about two weeks and officials are watching closely and the mayor of the city of miami telling gma over the weekend, he would not rule out issuing another stayathome order if cases continue to rise. This morning the spread of covid19 show nothing signs of slowing across nearly half the country. Over the weekend 22 states reporting alarming increases in their daily number of new cases. Florida experiencing a steady climb for nearly two weeks with the last two days topping 2,000 new cases each, seeing as high as a 35 rise between friday and saturday. Floridas governor explaining the rise is due to increased testing in nursing homes, agricultural communities and prisons. We cant just ascribe this to increase testing. This is a real increase in case numbers. Reporter university of south florida professor dr. Thomas unash says in reality as much as 60 of the new cases can be attributed to asymptomatic spreaders, and if things dont turn around, the state could see 10,000 new cases every day. Im terry moran coming to you from the washington baa rureau abc news and were coming to you because of a major civil rights decision. The Supreme Court has ruled that lgbt americans are protected by the antidiscrimination laws of this country at their workplaces. They cannot be fired or otherwise discriminated against at work simply because they are lesbian, gay, bisexual on transgender. This is a major civil rights opinion in the Supreme Court. It was written by Justice Neil Gorsuch and joined by chief justice john roberts. Neil gorsuch appointed by President Trump, and the conservative wing. It was a 63 opinion which in ringing terms holds that the Civil Rights Act of 1964 which was passed in the wake of John Kennedys assassination meant to address the race problem in this country, that the language, the text of that law encompasses lesbian, gay, bisexual and transgender people in this country, protecting them from discrimination by their employers. It is hard to overstate the significance of this, especially since it is really a broadly based opinion. Let me just read one line from Justice Neil Gorsuch. Once again appointed by President Trump. Theres the Supreme Court there. He says, only the written word is law, and all persons are entitled to its benefit that even though the drafters, the congress that voted on the president that signed that 1964 Civil Rights Act may not have had gay and transgender and lesbian people in their mind. They wrote a law that embraces them, and today all americans are protected from discrimination at work by that law, and i want to go to our devin dwyer who covers the Supreme Court regularly for us. We were both in the arguments during this, and its Justice Neil Gorsuch who writes this ringing opinion encompassing lgbt americans under the nations civil rights law, protecting them from discrimination in employment. What do you think of Justice Gorsuch leading the way here . Reporter it is extraordinary, terry, and the 63 opinion joined by the chief justice as well. The biggest opinion for gay rights in this country since 2015 since samesex marriage was legalized and this caught a lot of advocates by surprise. There was deep anxiety among the 11 million lgbt americans in this country about whether or not this court would still stand by gay rights after Anthony Kennedy left the court, and today it has dramatically changed that landscape. Until today, terry, it was still legal across the country under federal law to fire an employment because they are gay, lesbian or bisexual. This dramatically changes that, and because of neil gorsuch, a conservative justice on this court, simply extraordinary. And out of colorado, when Justice Kennedy who had written so many opinions vindicating the rights of lgbt americans, left the court of california, people were wondering if the court would hold to this course. They do. I want to read one passage from that 1964 law. This was at issue. That law in 1964, the Civil Rights Act prohibits discrimination against any individual with respect to his compensation, terms, privileges or employment because of such individuals race, color, religion, sex or national origin. Kate shaw, the argument of the conservatives was, well, those people could not have imagined that when putting the word sex in there, they might have meant women, but they certainly didnt mean gay americans which is a word they didnt even know existed at that time. How did they get to this point when they wrote that law written in that year by those people applies today for so many people being afraid of being fired . What Justice Gorsuch said with the majority is the intentions of the people who wrote the Civil Rights Act of 1964, and understand ting of americans alive at that time are irrelevant. It matters the text they used and the words themselves encompasses Sexual Orientation or gender identity. If you were fired because youre a man married to a man and not a woman, that is because of sex. It resolves the the case, and its a simple proposition actually, and i think the advocates who argue the case on behalf of the plaintiffs successfully presented this case, and the textualist case, and neil gorsuch is very much a conservative, but first and foremost he identifies as a textualist. This is a textualist opinion that calls for discrimination of the plaintiffs. Thank you. Once again, the Supreme Court ruling that the civil rights laws of this country protect lgbt empl lgbt employees. Gerald bostic was the lead plaintiff here. He is a Child Welfare Services Coordinator in georgia who because he joined a gay softball league, was fired and he said that that cant be right. There was another plaintiff who was a sky diving instructor who told one of his customers that he was gay, and he was fired. The nba players that ive spoken to and i just got off the phone with michelle roberts, the head of the Nba Players Association essentially said they want to make sure that theyre using this moment directly and theyre not distracting the moment by returning to basketball. The league and the Players Association did already approve a schedule but some of those safety protocols are still being worked out. Now, strahan, the players are expressing these concerns. Now to a warning about the masks some of us may be wearing to help stop the spread of coronavirus. Officials in parts of california and colorado have said masks with exhale valves do not satisfy their requirements. Becky worley is in San Francisco with all the details. Becky, good morning. I see masks with valves everywhere, whether they are n95 masks like this intended for construction use or new cloth masks with valves sewn in, but some counties and the cdc warning these may not be the most effective way to stop the spread of covid19. Masks with valves. Theyre marketed as less stuffy. This ad says excellent breathability and extra comfort but masks with valves are not the kind of masks that we need to be able to prevent transmission of covid19. Reporter the concern, these exhale valves generally dont have a filter. The valve is just a silicone flap that is intended to let everything go out. New studies have been done on transmission of the virus through these types of valves. But some experts warn that while they do prevent droplets coming in, they can allow droplets to go out. Protecting the wearer but possibly not others. Workers we are the n9 arrest pier raters to protect themselves from dust particles on the work site. Reporter thats how the masks are advertised on 3ms website. On their medical site they dont list any with valves. Respirators are designed to reduce the wearers exposure to airborne particles but there is Little Research regarding if particles exit during exhalation and they point out masks without valves may have gaps around the face through which air will leak potentially including expelled particles. Those masks that have the valves in them do not comply with the recommendations. Reporter the cdc tells abc news while n95 masks with exhalation valves protect the wearer those valves may allow unfiltered air, exhaled by the wearer, to escape. For this reason it is not recommended that respirators with exhalation valves be used. And an important point, the cdc underscoring that social distancing remains the Gold Standard for avoiding coronavirus transmission no matter what mask youre wearing. That is true. You see so many of those masks out now so great information for those who do wear them. Over the weekend, an article came out in the Huffington Post about Barbara Fedida and the story citing unnamed sources alleged that fedida said derogatory things about the staff including an alleged racist comment about our colleague robin roberts. The Fulton County District Attorney is launching an investigation into what happened here and says he could decide if there will be charges later this week. This burned down restaurant behind me is now a memorial to the young man who was killed here who was shot in the back and its also a symbol to many in Law Enforcement who feel that city leaders arent standing behind them. Flash point, atlanta, protesters are now shouting for justice for the family of Rayshard Brooks who was also killed by a white police officer. A medical examiner confirms to abc news that the 27yearold died from two gunshot wounds to the back in the parking lot of this wendys restaurant. Someone burned the restaurant to the ground the next night and authorities have put out a 10,000 reward to find them. The entire Police Shooting was caught on tape. Just after 10 30 p. M. , officer Devin Bronson responding to a call about a man allegedly asleep at the wheel. Hey. Sir. Whats up, man . Hey, youre parked in the drivethrough right now. Reporter brooks wakes up, pulls over into a parking spot and appears confused as he looks for his license and said he only had one drink that day. Officer Garrett Rolfe arrives and puts the man through a field sobriety test. Everyone still calm. When the officer tries to put him in handcuffs brooks refuses. Stop fighting. Stop fighting. Youre going to get tased reporter it gets intensely physical and brooks grabs the stun gun as one of the officers. As brooks is running away, you see him reach back and point the stun gun at officer rolfe. Thats when investigators say rolfe fired three shots. Brooks died at the hospital and leaves behind four children. They took something from me. Reporter the city moved quickly and fired officer rolfe saturday. Officer brosnan is on administrative duty this morning. The Police Union Says the officer who was fired did not receive due process. The police the police chief here has resigned and the mayor has accepted that resignation saying that the shooting that happened here was not justified. Whit. All right, steve, thank you. Arizona and texas setting new records while over the weekend florida reported its biggest oneday increase in cases since the pandemic started. South carolina setting backtoback days of record cases friday and saturday and in opened to 75 capacity last week, they reported more than 300 new cases of covid19 every day since. Officials now considering issuing another stay in place order. Another key indicator is hospitalizations. Texas and arizona now setting records there. One bright spot is new york. One woman caught on camera coughing on another at a new york city shop apparently after she was called out for not wearing a mask. Stephanie ramos joins us with more on this story. Hey, stephanie. Reporter masks are a contentious issue for some across the country right now. But in this case, a woman who complained at a bagel shop about another woman who was not wearing a mask was on the receiving end of a vindictive cough. Say to it my face. Reporter tempers running high this morning after this video surfaced showing a woman inside this new york city bagel shop not wearing a mask and coughing on a fellow patron. What the [ bleep ] is wrong with you. Reporter the woman being coughed on is alison goodbaum. I felt her breath so that part was pretty jarring. Reporter she said she spotted this woman inside the shop coughing, not covering her mouth and not wearing a mask. I didnt say anything to her. Its not my place to say anything to her directly. I told the staff that i believe they should enforce the mask rule inside. Reporter she says the coffer overheard the complaint and thats when things escalated. Come say it to me face. I was shocked that that was her initial reaction was to cough on me and i was really scared because i was thinking, you know, did she actually infect me because prior to the video she said she had antibodies so she cant infect people. Reporter the store has since apologized writing in a statement the behavior of the woman is unacceptable. Customers and employees must wear a mask in all our stores. Our staff was caught off guard. Cases like these leaving many wondering is this a punishable offense . In a number of cases around the country where someone hasnt just spit on someone or coughed on someone theyve also claimed they have covid19. And in some of those cases there have been criminal prosecutions for assault or terroristic threats. Here she never said ive got covid and that could make it much more unlikely that shes ever charged criminally. While the woman in the video may not face criminal charges, alison goodbaum says she is considering pressing charges herself based off reports the woman may work in the medical field and doesnt think she should be treating patients. Experts say that even if you do test positive for the antibodies which the woman in the video claimed she did, that doesnt give you a pass. You should still follow the cdc guidelines. While its likely someone with a positive Antibody Test is immune right now, the accuracy of those tests are still not perfect. Michael. All right, we can do better. Thats right. Because we all know that the coronavirus has cut a path of destruction in so many lives with deep losses and all kinds of challenges for families. But in those families where fathers have been fortunate enough to stay home, many now are reporting that even in the middle of all of this isolation and stress and strain, they found a little gift in their lives. Husham is an artist and busy dad of four with one more on the way in july. Prequarantine i came back home and my wife was with the kids and exhausted. Reporter that sounds familiar to brennan barner, a High School Adviser trying to keep up with his own teens, 13yearold rebecca and 16yearold samuel. We were kind of rushing around, running around to lacrosse practice and to dance practice. Reporter but with life on pause recently and everyone at home, these distracted dads made a discovery. Our relationships have gotten so much stronger. Its meant a lot of time together with my kids that i wouldnt have had otherwise. Reporter fathers finding new bonds with their kids is at the center of a new preliminary study from harvard done during the pandemic. The big finding when it came to dads almost 70 said they were feeling closer to their kids. Reporter in fact, the data showing with so many dads at home lately, more than half say their children are sharing more about their feelings. Dads are able to talk to their kids about Ongoing Events in a way they werent before. They had more time to do that right now. I know youve been working on homeschooling but we hear shes been schooling you on tiktok. Yes, she has. First of all, thank you for having me on. Good morning. You know, weve been hunkering down. Ive actually loved the unstructured time with my daughter, but online schooling has been the bane of my existence. Shes teaching me how to do tiktok dances, and i never thought i was so uncoordinated, but you feel like a big old dork, i have to say. They do make you feel like that your mom is featured on your new show taste the nation. Did your mom teach you how to cook when you were younger and are you teaching your daughter as well . She did teach me how to cook. My mom was a single parent in new york city. She was a nurse. And she was famous in our family for being able to whip something up in half an hour or less with whatever she had and she taught me how to do that and im so grateful. My grandmothers and aunts in india also taught me how to cook and im passing that down to my daughter krishna. Please dont make it. I dont want to eat anymore. No, it is very good with that. This with lemon salad. Allow me to introduce my mother. Shes my rock and for a lot of my childhood it was just me and her. My love for food and cooking begins with mom. My first teacher. Love those emotional moments especially its something that a lot of people can relate to, cooking and shopping with their parents but, padma, i want to bring this up. One of the reasons why we love you so much is because you bring us food to eat while were right here in the studio. So what we have here is something from pongal restaurant in new york city, and im going to ask you what were tasting but more importantly how do i actually atook tack this plate right in front of me. Do i go after it like a burrito. First, no, i mean you can, but first of all i want to thank pongo for opening so early and preparing these dishes this. Is a traditional south indian rice, flour and lentil flour crepe so just break off a piece like you would a piece of tortilla. Pretend youre eating fajitas, okay . So take that crepe, take a good piece of it, and then use that almost like a vehicle to capture some of that chutney, you have, i believe tomato chutney and coconut chutney, and you have sambar which is lentle soil soud you have potatoes which are lightly spiced with turmeric and mustard seeds so all of these accompaniments are meant to be just grabbed, tear off a piece and grab it and eat it. This is the news so they dont allow us to use our hands. Wow. Its also interesting in your show, you are trying to answer the question, what exactly is American Food . What did you find out because i am curious to hear what it is. Sure, i mean the whole reason for doing the show is because, you know, this brand like or this concept of being a real american or having real American Food gets bandied about and often the communities that i cover dont get to tell their own story. I think American Food is an evolving organic thing that is shaped and formed constantly and refreshed by waves of generations of immigrants from asia, from latin america, from europe and africa and i think thats actually what makes america really cool and i just wanted to feature all these places and communities that are right here in america that have a lot of stories to tell and a lot to contribute to our National Identity and culture. And, padma, as you travel across the country, what was some of the things that surprised you the most while you were shooting the show . So much surprised me. Like, you know, a hundred years ago there were two functioning very successful german newspapers in milwaukee. In fact, the Milwaukee Public School system had a program where you could put them through all german Medium Schools and after the world war ii they hid that for awhile, and now a lot of german things are considered, you know, real American Food. Hot dogs, beer, bratwurst, all that stuff is actually german. I also ate packrat which is not something i had any familiarity with obviously. Yeah, i mean that day at work was a really scary one. I was kind of getting my gumption up to do it. I wanted to be a good guest. I was on the san carlos reservation, i foraged for wild onions, my whole lunch was made with what i caught that day on that land. Obviously i didnt catch the packrat because thats just one too many steps for me. But twila, the seed carrier there showing me around is an amazing human being and cataloging all this information that native americans have passed down for generations orally.
