According to the latest survey registered voters trust the gop more to handle Border Security, the economy, crime, and immigration. Republicans are also trusted more to protect Constitutional Rights and by a slim margin protect democracy. Its hard to believe in the wake of january 6th. Meanwhile democrats are narrowly favored when it comes to looking out for the middle class. Theyre also trusted more to handle education, covid19, abortion rights, and health care. Since an nbc news poll taken last year, republicans have somehow flipped the script on the issue of protecting democracy. Last year dems held a 7Point Advantage over the gop. Now republicans lead by one point. The gop has also made serious gains on the issue of looking out for middle class. The current 2 point lead for democrats is down from the 8 Point Advantage back in 2019, and the smallest the gap has ever been in the history of this nbc news poll, which dates back to 1989. Worrisome trends there perhaps for democrats. Meanwhile the top democrat, president joe biden, hell join striking auto workers on the picket lines today. The president will meet with Union Members in wayne county, michigan. Sources are telling nbc news uaw president shawn fain is expected to be there. Tens of thousands of auto workers walked off their jobs nearly two weeks ago after their contract with general motors, stellantis and ford expired. Theyre demanding better wages which the president supports. I think the uaw gave up an incredible amount with what the industry was going over and they saved the automobile industry. And i think that now the industry is roaring back, that they should participate in the benefit of that. And taking a look at significant increase for Salary Increase for executives and growth in the industry, they should benefit from that. According to the white house this is the first time a sitting president has visited a picket line in modern times, but its not the first time for biden. Back in 2019 when he was running for president , biden joined several strikers including a uaw picket line in kansas city. Joining us now White House Reporter for the associated press. Some pretty surprising numbers, to be candid, and worrisome ones for democrats and in particular the Biden Campaign on issues of defending democracy, which just seems hd to fathom but also on ones that voters may be thinking about as they head to the llot box, issues like the economy, crime, immigration and Border Security. Whats your take . Good morning, jonathan. Well, those are all issues that President Biden has been struggling on since he took office. Certainly the economy, immigration. I think what one of the things you see with the Immigration Number is a carryover from the trump years where he was very prosealing the border, blocking immigrants, and he was just viewed stronger on that issue by the public than democrats are. And so some of that would seem to me to be just a bit of a carry over from that. So, darlene, lets talk about the president s trip later today. We just heard him there. Hes always been prolabor. He identifies himself as being very friendly with the unions. Hes had experience on picket lines before. This also seems to me this seems like a bit of an unofficial start to the campaign. The president is going there today and we know donald trump is going there tomorrow. Trying to win support of Rank And File members and michigan is one of the most important states on the battlefield. Thats right. Michigan is one of the handful of states that will help decide the 2024 president ial election next year, so overlaying the visit by both President Biden and former President Trump is 2024 president ial politics, and both men kind of using the visit to try to appeal or tap into some of the angst amongst Working Class people about the economy and their jobs and so forth. The uaw and former President Trump have been concerned about President Bidens push for auto makers to move toward Electric Vehicles, and thats one thing well see former President Trump trying to exploit, perhaps tomorrow when he visits. And then you have the president who has said that hes the most prounion president ever in the history of the United States of america going there to walk a picket line, to kind of demonstrate that, in fact, he is behind the uaw workers. Yeah, certainly the white house trying to create important images for the president. As you say darlene trying to stand for the union movement. Meanwhile, in the building behind darlene, congress will be back in session today and the House Republican leadership is looking to move forward with the series on individual Spending Bills. However, debate on those bills wont get the house any closer on a solution to avoiding a shutdown, which likely means both chambers will need to approve a Stop Gap Bill in order to approve the Government Funding. House speaker Kevin Mccarthy said yesterday his caucus is working on such a plan but did not provide any details. Mccarthy, did, however, express his frustration over the conservative hoed outs in his ranks who said they would oppose such a move. Why would they want to stop paying the troops or stop paying the border agents, the coast guard . I dont understand how that makes you stronger. Dont understand what point youre trying to make. Meanwhile, the New York Times is reporting members of the senate had begun working on a Stop Gap Funding Bill of their own to send onto the house. A major Sticking Point is whether to include contentious provisions such as aid for ukraine or Border Security or whether to focus the bill solely on funding the government. Donald trump, meanwhile, returned today the Campaign Trail in south carolina. The gop front runner held a rally in somerville yesterday. This was the first event in the state since back in skbrl. During his speech trump talked about the 2016 president ial race and appeared to confuse his then opponent jeb bush with former president bush. They thought bush was bush was supposedly a military person, i said great. He got us into the middle east. How did that work out, right . But they all thought bush might win, remember jeb. Menendez held a Press Conference yesterday where he said he had no pla t upez his senate seat and continued to deny any wrongdoing. The Garden State Lawmaker also attempted to explain nearly 500,000 in cash that prosecutors said was found in his home stuffed in envelopes and hidden in clothing. Last night in an appearance on inside with jen psaki, former House Speaker nancy pelosi also called on menendez to step down while comparing the situation to indicted republican representative from new york, The One And Only george santos. If, in fact, were going to say if youre indicted you should resign, we have a situation in the house as you know from the state of new york that would hold to. But right now, sadly, because of the challenges that we face, because the skepticism that exists in our country about governance, about this Republican Party that doesnt believe in governance, doesnt believe in signs so wants to take down everything in order to give tax breaks to the wealthiest, weve got to stay focused on that, and for that reason itd be probably be a good reason if he did resign. Trump wrote this, the republicans lost big on debt ceiling, got nothing and now are worried they will be blamed for the budget shutdown. Wrong. Whoever is president will be blamed unless you get everything. Shut it down. Close the border, stop the weaponization of justice, and end election interference. Trumps comments could prove troublesome for mccarthy as he could only lose a handful of votes, and members of his caucus may use trumps comments as cover. So lets talk about former trump weighing in so so helpfully to Kevin Mccarthy. Whats your sense as to how that could impact negotiations it seems hardright republicans were already hell bent on a shutdown. Does this just add to it . I think that commentary there is not living in reality. Shut it down, dont do anything unless you get every single thing you want doesnt deal with the fact that Kevin Mccarthy husband a fiveseat majority in the house and were in a divided washington where republicans only control one seat one chamber, right . And the second thing is, yes, i think it adds fuel to the fire for conservatives who are looking for an excuse, potentially any excuse not to vote for a Government Funding bill. You have already seen some republicans on the House Freedom caucus side point to the former president s comments as buttressing their kind of whole Point Of View that a Government Funding bill is not something they should be talking about. Of course thats just the reality here. Were five days from a Government Shutdown. Theres no deal in the offing here to have a longterm funding bill. On that the house is set to consider a series of Spending Bills today. First, we expect those to pass, and yes or no do we think any progress will be made in the Lower Chamber in the next 24, 48 hours to avoid that shutdown . It is very unclear right now about whether or not the speakers going to find the votes on this procedural vote. Remember last week there were two big procedural votes that didnt go forward and that kind of left the house in shambles. They tried to come back, find another pathway forward. Whats interesting now is were also seeing the senate kind of Reverse Strategy here where theyre looking at putting forward a bill that will be a Funding Package likely 45 days. But to not include that Ukraine Funding and not include that disaster relief, two kind of poison pills on the house side. You have really started is to see both chambers try to find a pathway forward, try to coalesce because all the leaders say they dont want to shutdown the government, but were barrelling very fast towards that being a reality. When Senate Minority leader mcconnell said the other day when the government shuts down, republicans tend to take the blame which contradicts what donald trump was saying. Mcconnell grounded more in reality. Give us more on what the Upper Chamber is looking to do here and in particular on the idea of Ukraine Funding, which is white house is watch s nervously. Yeah, its really a pretty drastic shift from what were starting to see from the senate in terms theyre pulling back from the idea Ukraine Funding has to be part of this package. Theyre trying to find something they can send to the house in their kind of reality they believe the house could actually pass. Whether or not that happens i think is still very far to be determined, but i to think its not the senate and certainly republicans and democrats in the senate are giving up on Ukraine Funding, i think the point they know in 45 days, in 30 days theres going to be a longterm Funding Package that gets passed, and theres probably going to be even more money that is needed for ukraine, and so i think its also dealing with some of the politics in their own chamber where you have some senators like senator rand paul, the republican from kentucky whos really going to slow down this process if Ukraine Funding was part of it, but not saying theyre just going to be done with Ukraine Funding but more kicking the can down the proverbial road i guess, if you will. The s p 500 climbed slightly yesterday, but stock futures continued to fall overnight. We just showed all the red on the board. Whats the outlook on wall street this morning . Yeah, so, good morning, jonathan. It actually doesnt look really good. You had that slight positive tilt yesterday. Today rather we are seeing that negative move. September and even october in some parts are known as the bad killer months really because prices were soaring around the 1929 and 1927 crashes. All of those have had some sort of impact on how people view these months. Relatively overall were seeing, for example, nasdaq is down more than 5 in the month of september thus far. The s p 500 has lost about 3. 8 . The Dow Jones Industrial has lost more than 2 . So big, big losses being seen across this month all on the basis of the market perhaps having run too hard. A little bit of down time as we head towards christmas where people will perhaps be positioning themselves just slightly differently. But for now its not looking too good. Another thing not looking too good the chances of avoiding a Government Shutdown. And its looming over the markets, and the Credit Rating agency came out with a stern warning to the United States yesterday. Tell us more about it, arabile. Yeah, so they pretty much have said any sort of shutdown would actually be credit negative, meaning it would be bad for the United StatesCredit Rating according to moodys. Lets remember moodys are the only Ratings Agency to still have the United States on a Triple A Rating with the previous two with fitch and s p having done so previously. Of course 2011 who can forget the s p downgraded the u. S. Already from that Triple A Status and just in august having seen the u. S. Having been downgraded there. One more Ratings Agency holding out but really saying this will be a week it may not necessarily be a long shutdown but it is enough to make people wonder whether the United States can keep up with all of its payments consistently for a number of years. And another negative headline here is that global trade is falling at astonishingly fast rates. Tell us more about that. Yeah, i seem to be the bearer of bad news unfortunately this morning. That certainly is the case. Trade volumes down 3. 2 globally. Thats as you said the worst figure, the steepest drop since early months of the coronavirus pandemic. Thats august 2020. Its on the back of, for example, china having dropped off with regards to its trade numbers. Thats gone down 1. 5 annually, 2. 5 contraction. And the u. S. , on the other hand, dropping off less than all the others. 0. 6 . But overall the world remains weak particularly in the coming months, and sentiment here is that because things have gotten more expense so inflation has gone higher, Interest Rates have increased as well, and the savings people had when it came to the covid19 pandemic are beginning to wear off. Its all beginning to take its toll, and unfortunately does make things a lot more difficult. Theres a lot more spending for countries, companies as well as consumers, and unfortunately it does mean that trade with other nations is getting bogged down. The United Auto Workers union strike is entering day 12. Tens of thousands of employees at general motors, stellantis, and ford are demanding a 40 wage hike over four years along with better Retirement Benefits and shorter workweeks. The companies so far have only offered about 20 raises. The Biden Administrations push towards Electric Vehicles is also driving talks. Those cars require less labor to produce and the jobs are predominantly nonunion, which is why the uaw is now seeking more protections. Joining us noato break this down for us Business Reporter at axios and coauthor of the axios closer newsletter, nathan bowman. Nathan, good to see you. Lets talk about the negotiations themselves. Has there been any progress made or the sides still talking, and give us a better sense of the Economic Issues driving them. The uaw says they have made egprogress with ford, which is why they decided not to expand the strike against ford while they did decide to expand the strike against gm and stellantis. I think theres been progress on wages on all sides. Gm, ford, stellantis have all offered 20 wage increases like you mentioned, but the benefits gap is still significant including at ford. I think benefits is where its going to be difficult to reach a deal. Lets talk about the Electric Vehicles part of this. Just for viewers watching, why do they jobs tend to be nonunion, and is the administration which of course is really pushing for evs, are they getting some criticism from Union Members . What uaw is concerned about there arent going to be people on the line to make the vehicles and, b, theyll not be unionized because the biggest electric vehicle maker in the country tesla is nonunionized and so is hyundai,volkswagen, all these auto makers that make vehicles in the. S. But do it without unionized labor. The uaw says they want this to be an equitable transition, but the Biden Administration wants both Record Contract here, but also they want Electric Vehicles so theres some pressure on both sides. Yeah, and certainly the president as we talked about earlier, you know, fancies himself member maybe the most prolabor president ever at least in decades, and that seems to be as you say in confct with the ev push especially from the uaw perspective. Donald trump will be in detroit tomorrow hitting on a similar issue. Do you think the visits could have an impact on negotiations . I do think thats possible. I think the president and President Trump are kind of At Battle Is See who can be the most prolittle guy here because basically eye going to say im sticking up for the average worker but in much different ways because President Biden says he still wants Electric Vehicles. Trump is going to come in and say the Electric Vehicle Push is why the union faces all these troubles, so theres that political clash there. Thats obvious to see, but i think in term of whether its going to affect negotiations, i think President Biden has been very careful to say he wants Record Contracts but hes not going negotiations. If this continues, though, well have to see if the president comes under pressure to get involved directly. Yeah. Certainly, theres some Rank And FileUnion Members who have supported donald trump in the past, but the uaw leadership has been deeply critical of trump, though they have yet to offer their endorsement of biden. Yeah, go one step further there, nathan. At what moment do you think the white house would have to get involved, and what has been the Economic Impact so far of this strike . I think if the Economic Impact drags on for several weeks, then in the economy in the midwest, in particular, it could see a one quarter recession, according to analysts. I think thats where this becomes an uncomfortable thing for the president. He already has gene spurling, his economic adviser on the scene, the acting labor secretary, theyre on the case, but as informed observers, willing to help if necessary, but not stepping in on negotiations. To your earlier point, also, the issue here for the uaw is that in 2016 and 2020, about onethird of their members voted for donald trump. I think they were very startled by that. This is a historically progressive union. A lot of their folks are on trumps side. Uaw is against trump, but theyre not necessarily 100 on the biden camp either. Theyre straddling the line, as well. The republicans in the house dont start doing their job, we should stop electing them. Thats President Biden yesterday issuing a rebuke of republicans amid the looming Government Shutdown. Congress returns to washington today after the jewish holiday yesterday, and they face a tight deadline of just five days to strike a deal. The gopled house is pushing for significant Spending Cuts which could lead to a partial shutdown, while the senate is now pivoting toward a shortterm funding solution. Joining us now to help us make sense of this, nbc news capitol hill correspondent, our friend, ali vitali. Great to see you again. So tight deadline to be sure. Can you give us the very latest on where negotiations stand behind the scenes in the house . What is going to happen there today . Look, theres not a lot of optimism to be had here, jonathan. Because when they left town last week, they were in complete disarray over what the path forward would look like. While most lawmakers went home over the weekend, some key republicans stuck around town here to try to help mccarthy continue to cobble together a deal. There is a push right now to do a continuing resolution, which is effectively just a timesaving measure, something that will buy them a little bit more time for them to get all of these 12 Appropriations Bills together in a way that might be more palaable to conservatives. There is an appetite for that, but not enough so that there are still five to seven republican members within the house rightmost flank that would make it so theyd never support a cr. We know that five is the most that mccarthy can lose. This is where those tight margins once again come to bite him and make his path forward that much more difficult. Now, i will say, we saw the speaker yesterday. We continued to sound notes of optimism. The clock is not out on this yet, but, certainly, as were watching, theres not a lot of reason for optimism, especially as so many of these hard liners are really seemingly dug in. These hard liners now, ali, getting a vote of support from former President Trump, who is urging them to instigate a shutdown unless they get, quote, everything. Well, we know thats not how negotiations really work, as the guy who wrote the art of the deal should know that, too. How do you think trumps influence plays into this . The other thing in the art of the deal, and both of us lived by this in 2015 and 2016, was know when to walk away. For so many of the Freedom Caucus members, they are happy to do that and leave mccarthy in his own mess. While mccarthy, in tandem with mcconnell and house and Senate Democrats dont want a shutdown, several of the hard liners are absolutely fine with the idea they might have to shut down the government to get what they want here. Their Permission Structure is totally different. Theyre going to go back home to their conservative base and say, hey, yeah, we shut down the government, but im doing it because we finally need to get our spending under control. Theres a positive Permission Structure for them to do that, which goes completely against the grain of the idea of just making the government work and keeping the lights on. Thats what mccarthy is dealing with here. Its not just everyone is in agreement they want to keep the government open and, oh, how do we do that . We have differences of opinion. There are some people who are absolutely fine with exactly what trump is saying, which is, get everything we want, and im not afraid to walk away because im cool with what the fallout of that could be. Mccarthy and the republicans are not, but the small group of people who are dug in are. Theres where trump might provide them a little cover, though i am very much of the mindset that the hill, while it does look like it is remade in the trumpian image, especially on the House Republican side, doesnt necessarily go by his whims. We saw that, for example, during the speaker battle. I dont know it would have gone 15 rounds if trump had the power to just say, this is the person who i want you to choose. Clearly, we saw what that played out as, too. The fact he is giving these folks some more leverage, some bolstering, yes, that helps them politically. But in terms of changing the dynamics on the hill, i dont know im of that mindset. Real quick, ali, we hear how tenuous mccarthys grasp is on power, but if not him, who . If there is a move to push him out, is there someone who could win the votes to become speaker . I ask this all the time, and i dont have anyone who is consistently the answer. Steve scalise is going through cancer treatment. Elise stefanik, jim jordan, but those people arent the kind who could coalesce the entire conference around them. Mccarthy had trouble doing that, too, so i dont know. I dont know either. It is going to be i dont know. A busy and dramafilled week in the building behind you. Im sure well be talking soon.
