Is a Charter Amendment to amend chart to require that members of the board, commissions and advisory bodies be residents of the city and of legal voting age, replacing the requirement that members of boards, commissions and advisory antibodies be United States citizens and registered voters, at an election to be held on november 3rd, 2020. And i want to turn over the first comments to the lead sponsor supervisor Shamann Walton. Thank you very much, chair ronen. Thank you very much to m colleagues on the rules committee. Im excited that were hearing this overdue Charter Amendment for making sure that our undocumented immigrants have opportunities to serve on special committees and on commissions. And i am also even more proud to announce that we have unanimous cosponsorship from the entire board of supervisors. I want to start off by thanking all of my colleagues, president norman yee, gordon mar, sandra fewer, hillary ronen, aaron peskin, matt haney, rafael mandelman, dean preston and catherine stefani. This is imperative that we announce that we are all unanimously in support of this, because this is something that is going to push San Francisco to be more equitable, which has always been a part of our core values in the city. Currently advisory bodies, that were created by the charter, can carve out exceptions to age, residency and citizenship requirements. This Charter Amendment will remove the citizen requirement, allowing qualified individuals to apply and serve on committees and commissions. In San Francisco, we often worked hard to ensure that no community is left behind. And this is why this ordinary is so historical is should have been in place a long time. All voices should be allowed at the table. And this is just one step forward towards achieving that equitable voice. And im very confident that san franciscans will vote this Charter Amendment into law. I want to thank all of those who have worked to make this ordinance a reality, particularly supervisor president norman yee who worked closely with our efforts on this. One of his aides in his office, as well as tracy garza in our office. Their collective work, working closely with sarah sousa and members of the immigrant community, has led to this point where we actually have a Charter Amendment in writing and going to the ballot in november. Thank you all so much for your continued, tireless support of our immigrant community. And just the last thing, i want to say as we look at all of the unrest, all of the inequitablable thats been happening in our country for years, particularly at this time where were continuing to see Law Enforcement killed, unarmed it black people, unarmed people of color, it is very imperative that our equity fight continues to spread across all areas and populations of people who have been unjustly and inequitably isolated. So this Charter Amendment is in the spirit of that. And in line with that. I just want to thank everyone for being supportive of allowing this equitable immigrant voice at the table, for communities who continue to pay taxes, contribute to our economy, work closely with our families. It is very important that they have a voice on policy bodies, on bodies that govern the celebration and laws that we pass here in San Francisco. And with that said, i just want to the appreciate everyone. Thank you so much, chair ronen, for the time. Lets get this Charter Amendment approved through the rules committee today, so that we can get it approved at the full board and get the voters onboard. Thank you. Supervisor ronen thank you so much. I just wanted to thank supervisor walton for bringing this item forward. And also thanks to sarah sousa, gabriel and the many from the Community Leaders who proposed and have advocated for it. Along with all of my colleagues. Very proud to cosponsor this crucial and long overdue. It is not only needless and cruel, it actually harms the entire city. Some of our most qualified, potential Commission Nominees are not United States citizens. And the entire city is harmed by this arbitrary barrier to their Public Service. I know that firsthand i tried to nominate a person who was highly qualified to serve as our district 4 sfmta citizens advisory representative, but unable to move the nomination forward, simply because of the restriction to appointment of u. S. Citizens, which cant be waived, no matter how qualified the individual is. This is an affront to our values, our immigrant communities and its pastime we affirm the right of all san franciscans to lead. They already are in so many ways. Thank you. Ronen thank you. Supervisor stefani, did you want to say anything . I want to echo supervisor mars comments and thank supervisor walton for bringing this forward and bringing this forward today. Thank you to community advocates, too, who also worked so hard on this, especially sarah sousa, who reached out to our office. So impressed with this and be happy to be of support. I really want to add my voice to this measure, for obviously reasons, for the reasons that supervisor walton stated in the reasons supervisor mar stated as well. I think its a voice thats missing. A voice that needs to be heard. And im happy that all of us could be in unanimous support for this. I look forward to working together to make sure this passes at the ballot. The goal of this presentation is to inform you on the specifics of the Charter Amendment and its impact and how were moving forward for justice and liberation of our community in San Francisco. So as we know, were all san franciscans. And we all deserve a seat at the table. Currently so next slide, gabriel. So currently the existing law prohibits aspiring citizens from serving on appointed boards and commissions. This is an equity issue. When you have immigrant Rights Commission and you dont allow immigrants to serve on those commissions, youre not able to formulate equitable policy outcomes. This is one component of the bill of the charter, which again is allowing all san franciscans to serve on commissioners, advisory bodies and boards, regardless of immigration status. And the second component of the Charter Amendment, which im really excited about, is actually expanding the language on metrics to on diversity of commissions. Basically gender, Sexual Orientation and other demographic components, variables to ensure that we have a more inclusive evaluation. This report is conducted by the status of women, a commission of status of women. And so this is a great second component that we would like to highlight. And so, next, can you go to the next slide, gabriel. Im on yes. Can you take on this next slide, gabriel. Yes. I sure can, sarah. Thank you so much. So, you know, big benefit of this is how many additional folks can enter Public Service and contribute. You know, we see the data on the screen. 7 of the population, but 3 of appointees. Latin men are 7 of the population, but 5 of appointos. Asian women did we lose gabriel . I cant hear him. Supervisor ronen it looks like we might have lost him. Let me ask. Clerk it looks like his computer may have stopped responding. Supervisor ronen yes. While we figure this out, do we want to open this item up for Public Comment and well continue the presentation after Public Comment . I can continue the presentation. Supervisor ronen okay. Sorry. Thank you so much. I apologize for the technical issues. Supervisor ronen no problem. Weve been having them all morning. Okay. So we were on slide number 3, right, is that correct . Slide 4. Supervisor ronen oh, slide 4. Okay. If the clerk could put up slide 4. What gabriel was alluding to, is the representation component and who is left out. As people of color are underrepresented, and there is definitely a disparity issue among immigrants, meaning aspiring citizens, documented and undocumented. And then so this is about not only a place to hear immigrant voices. Next slide. Not only uplifting the voices, but also engaging young people. San francisco residents that are 660 16 and 17 years old would also be eligible to serve on boards and commissions, if we pass 16 in november. So this is a dual action to ensure that, you know, f16 passes, young people are, regardless of immigration status, are able to serve on commissions. And we also had a huge history in 2016 when we passed proposition n and f. So allowing parents to serve on school board im, to actually vote on school board elections, which was a big victory for us. And then second, you know, this is a widespread empowerment. Were saying that, you know, as we take cue, belong that immigrants belong, that all communities belong. When we remove systemic barriers that prohibits them from serving, from having a seat at the table. Next slide, please. Is gabriel back . Okay. So moving backward not forward, right. When we think about the percentage of appointees, we look at the demographic and we cdbg a disparity we see a disparity. People of color are less likely to have seats on commissions that make key decisions. With the shorter amendment, were sending a message that we prioritize the voices of women, immigrants, people of color, people that have been left out of the seats for a long time. Both women of color and immigrants are underrepresented. And so again this Charter Amendment will ensure that we are amending that inequity in the system. So were moving to slide 8. So in order to improve service delivery, we must ensure that we have people that represents the community, to fight and advocate for resources for covid19. As we know, the Latinx Community and people of color have been disproportionately impacted by covid19, due to systemic barriers. So its crucial for them to have a seat at the table, to ensure that they share their perspective on what resources should be allocated to the community, what are the needs, and whats the most impactful what are the most Impactful Solutions that will help the crisis in their community, along with addressing the violence, with the death of, you know, george floyd and amill car and luis. We saw the lack of accountability. We need members of the community representing those commissions, to ensure that we hold accountable. That we are addressing this issue of violence to people of color. It goes back to representation, and the importance of s. F. Commissions for all. And moving to slide 9, a person, regardless of immigration stat status, should be eligible to hold civil office. And we are the largest and most diverse. We come from different countries. We are beautiful and bring our cultural and lives and traditions. And also resources to the communities. So again its important that San Francisco leads by example. Next year the governor is sig signing into law sb225 with allows citizens shall actually serve on state commissions. So now its time for San Francisco to follow the governors action on uplifting all californians and ensuring that they have a seat at the table. Were also fighting for sb288, which would amend the election code, to allow actually noncitizens to run for local seats. So this is not only part of the Charter Amendment, this is for liberation and justice. So i want to move to the slide 10. I just want to say for all of the endorsements, thank you supervisor hillary ronen, to your staff, supervisor Shamann Walton, president norman yee, assembly phip king and i want to thank harvey, San Francisco latino democratic club. Educators of San Francisco. The Community Resource center, african advocacy network, violent connect. And other organizations that have supported, as well as chinese for informative action, who also have shown leadership. And along with all of the Domestic Workers that have fought for a long time for immigrant justice and for all of the Community Members that are supporting, thank you. Thank you. My name is kate fry. I teach citizenship at city college of San Francisco. I also teach english as a second language. I work with immigrants every day. And i see all of the people in San Francisco. We have over a third of our population comes from other countries. I see an amazing diversity of knowledge, of life experience. I see a lot of passion among my students and desire to get involved. And i know that everyone should have a voice, especially in decisions that are going to impact them. And i dont know how many of you participated in the marches or actions in this past week, but i was at the one from mission high school, as many other. It was led by youth of color. This is the future. This is the leadership that we need. And as a citizenship teacher, i know that the citizenship test is challenging. A lot of people who were born in this country could not pass that test. So it should not be a barrier from people participate. I think we know that now more than ever. Everyone needs to have a voice, especially in things that impact them. Thank you so much. Next speaker, please. Caller good morning, madam chair, and everyone. I represent affirmative action. I wanted to thank the elected leaders and also the cochairs of the campaign for your work and your leadership in sponsoring pushing forward the Charter Amendment. We continue to endorse and support this Charter Amendment, because it allows for our political systems to open the door to marginalized voices. And so that communities that have been excluded from the political process, can have an equal stake in the physic process. It will facilitate fair representation in our governmental processes, that reflect the needs of our diverse constituency. And Civil Rights Organization that is, you know, committed to multiracial democracy. We stand in solidarity with the black community. Responsive spoils to divest incarceration and detention, we have to make sure our political processes are able to create and reflect the needs from our communities and that our government is for the people, by the people. Yes, we can. Please proceed. Caller okay. Okay. My name is maria. Im the organizer of voices in San Francisco. And in 1998 i was appointed to the advisory committee. Then later as cochair of the committee. I became a San FranciscoHealth Authority commissioner, representing health plan consumers. I was reappointed and still currently an active San Francisco authority commissioner. My service to the commission was much needed, even before i became a citizen. And i know many parents are very well qualified to serve on this commission, regardless of their immigration status or age. The factors should not be barriers. The city has a Health Care Safety net that covers everyone regardless of their immigration status. It is important to hear the voices of everyone, so that their Health Care Access and needs are better met. I also serve on the childcare planning advisory council, a body that creates a childcare needs assessments and priorities for the city and the state. I started sit on that committee when supervisor yee was chairing it. And before i became a citizen. I was considered undocumented at the time, because i was my political asylum was still pending. We need parents on the planning council. They struggle with childcare needs, they need to have a seat at the table also. They need to qualify for childcare, and may have parents who are not citizens. And concerning the childcare in california is under the department of education, the Supreme Court has declared that all children have the right to public education, regardless of their status. But often their voices are not heard. So their parents must be allowed to represent them. And even the children themselves, when theyre 18, i mean, 16. We are proud of our diversity in San Francisco, of being progressive and being a sanctuary city and being a trailblazer in the country. We have to put our money where our mouth is. Thank you. I have worked with sarah to drop the resolution in support of the aspiring citizens Charter Amendment, that the commission will vote on today at 5 30. And heres my personal statement. A fundamental tenet of our democracy is representation in government. Today in San Francisco we have neighbors, friends, Community Leaders who call the city home. But who do not have a voice on our San Francisco commissions, boards and advisory committees. These government bodies have tremendous influence on our lives, whether its police, accountability on the police commission, building Affordable Housing or advocating for immigrant and human rights on the immigrant rights and human Rights Commissions, among the many others. The Charter Amendment to allow San Francisco residents to serve on San Francisco commissions, boards and advisory committees regardless of immigration status, is long overdue. And critically important during a time of pandemic, economic volatility, and violence that disproportionately affects our Brown Brothers and sisters. Thank you for supporting this. As you know, covid19 has disproportionately affected among our communities. It is imperative and long overdue for Political Representation to be on the table. So i implore and everyone to vote on this Charter Amendment. And communities that have long been oppressed and silenced need to be heard. I want to thank you for your leadership on this issue and excited to continue to work with her and push this Charter Amendment forward. This is a personal issue to me. As a gay immigrant, who immigranted from malaysia, a country that threatens gay men, i came to San Francisco in search of safety and community. San francisco has been a safe sanctuary that embraces immigrants of different backgrounds and identities. We pay taxes like everyone else, many of us as essential workers but do not enjoy the same level of access to basic resources, that would help our immigrant families who are disproportionately impacted by the pandemic, put food understand table and keep our families safe. We have been under attack by the administration, yet we do not have a platform to advocate for our needs, or have the power of policy changes that directly impact our everyday lives. Representation matters. And this is why im supporting the Charter Amendment as an immigrant, who wants to publicly help my did city. I look forward to seeing the day when all immigrants have a seat at the table. Thank you. Thank you. And we need to value so we can bring what we bring to the economy and how we can be also help to be making decisions that affect us. I also would like to address that me as an immigrant, i notice how much representation is lacking. So i would like to all of you supervisors to consider this proposal. So im joining you here speaking about thanking all of the leaders, local leaders and all city leaders. And also, you know, our comrades and friends from the community on this initiative. And ive been thinking to myself, what a missed opportunity for so long. Its been quite a while immigrants are in the city. And even those would be qualified to serve on commissions, they did not do so. Maybe sometimes because of lack of education, because of lack of maybe maybe because of lack of information or just because of language weakness. And now, you know, today were talking about the amendment. And what im saying everybody, ill not just talking about undocumented immigrants. Even those who are documented. But also feel out of knowledge. They sit on the side. And everybody is invited to join in. And again, you know, its a time to remind all in the community that were not alone. We have Election Officials who are there and thinking about us and caring for us. So its time for us to take the opportunity and at the same time im asking everybody this is an opportunity for education. Please proceed. Good morning, madam chair and supervisors. My name is rachel. I am the arts and culture administrator. And im calling in today to show our support for the aspiring citizens Charter Amendment. We commend the board of supervisors on the unanimous support for this item. And the individuals and organizations involved in pushing this forward. The diversity of our city is whats made San Francisco a unique place to home and visitors to experience an array of cultures. This Charter Amendment will be a step forwards equitablable Decision Making for the city breaking the cycle of allowing those with privilege to represent communities they may not have direct ties to. Furthermore, the added language, including more diversity on appointed seats, including gender, Sexual Orientation and youth, for example, will further ensure that those who are at the table will reflect the demographics of the population, that will be impacted by this by the decisions that are made. In these challenging times, where systemic racism is no longer an option, having the voices of individuals that can put these systems in check will be a pathway towards abolishing racist practices. We stand in solidarity with the black community and indigenous and people of color communities that are heavily impacted by the Current Public Health crisis and the continued police brutality, that has gone unchecked by the federal government. Yes. My name is okay. Thank you. My name is lou. Im a mother of two children. Im bilingual, multicultural teacher. Im trying to raise the students to understand all of the multiethnicity of our city. So im very happy that youre opening this space for young people to participate. This is so important for them to feel empowered and also experience leadership. Now is the time to open that door. And give them the opportunity to exercise their rights. So we are living through these turbulent times. I really want to thank you, because this space is going to empower children so much and i see that gap. Im also volunteering in spaces to connect families that speak other languages or have other cultural backgrounds. Translating from the spanish to english, also empowering youth to participate in board rooms for the latino community, we can see a lot of connection. An the systemic barriers we have to beg through the system. They have an opportunity to connect. Thank you very much again. You have our 100 support in this issue. And im also part of the voices. I just wanted to know that the synchronousty of the topic we just had on charter allowing noncitizens to participate. Its very much in line with the same issue of expanding inclusivity in our government and public participation. This particular seat on ethics is designed to public outrage and public participation. Other seats are designed for audits and law and so forth. And so im very pleased that this seat that im being considered for. Thank you. Supervisor ronen thank you so much. And i know that you have tremendous history and experience with the Ethics Commission, as well as City Government in general. And although january feels like a lifetime ago, its been a little more than four months since the initial bust by the fbi, whats been revealed to them an extensive web of corruption, bribery and in City Government. Im thankful the illegal maneuvers are being uncovered. Obviously we should not rely on the fbi to keep San Francisco clean and honest. And so, you know, just an overall question for you, how will you approach getting in place the changes we need, so badly in the city and concentrate on sort of a larger issues of corruption in San Francisco, as opposed to sometimes what the commission focuses on these little technical violations that are obviously unintentional. If you could talk a little bit that, mr. Bush. Surely. A large part of the commissions record has been on the regulated community. Rewriting the rules for lobbyists, rewriting the rules on Campaign Finance and rewriting disclosures. Its not been very much open to what its doing for the public. So, for example, on the question of mr. Larue and the money that was going, some of that was going through the detainments. They would ask someone to give money to a nonprofit group. And our system, the way it is right now, is that that information is filed, but as a p. D. F. So its not searchable. So you couldnt go through and say, i want to search contributions that are coming from city contractors. Well people who have permit requests or something of that nature. And i think that thats a fairly easy fix to be done right away. The second thing is if you have a whistleblower complaint that comes in or any other kind of complaint, its suppose to go to the board to the City Attorney and to the district attorney. But when that does when they are sent over there, theres no record that they were sent there. And theres no record that they came back. So its really a question of if you want to do something thats going to happen within a month, those are dots that could be connected to make people feel like theyre being listened to and empowered. Larger than that, i mean, there are other issues about how the commission is established. I was involved in the to begin with. There are issues in how its funded. [audio cutting out] the mayor approves and board approves. But when that budget is presented to you, it doesnt tell you whats not being done. It will say, well be able to hire so many people on the do so much. Well not tell you that we cannot do the annual report of what the Ethics Commission has been doing, which they havent done for five years. They will not tell you that we cannot do the audit thats required, with at least one lobbyist every year. And havent done that in five years. So i would suggest that when they present a budget, this coming year, they tell you whats not going to be done that was part of their mandate, so that you have a decision whether or not thats what you think the priorities ought to be. Supervisor ronen thats a great idea. Thats an absolutely great idea. Sorry, i didnt mean to interrupt you. I just really liked that idea. Were you finished . I am. I could run on all day. Today my guest is the director of the Behavior Therapy Center of San Francisco and Professor Emeritus in counseling psychology at the university of San Francisco. Doctor, welcome to the show. Thank you. Lets talk about managing anxieties during this pandemic. What types of issues are people facing at the moment . There are a number of issues and i really want to point out that this is affecting everyone and has come on very quickly. So it is normal. If you are not experiencing some anxiety, something is a touch off because this affects us all. I think some of the main ones are our health and worried about getting the virus and our developing serious complications. I think for a lot of people who are single, living alone, in isolation, has been very difficult. I think being in close quarters with people who we normally have some space from now are together 24 7. Thats produced a lot of stress and anxiety. That loss of connection with others. We already addressed. And having kids home. For a lot of people. Yes, absolutely. What are the other problems that they might have . I think without that dynamic, the good things are not a problem. It is the difficulties we have. And when were together 24 7, again its like hooking everything up to an amplifier. So, what kind of problems could be created from working home from home, perhaps for the first time in your career . A lot of people are not used to working at home and a working at home just isnt the same. For one thing, there is a lack of social interaction. Some people find that that affects them greatly. Some people are actually finding theyre getting more work done at home without distractions from work. The lack of structure is probably the most common. We see it here with work at the office. People are kind of watching. We know that our schedule is, suddenly youre at home and you are on your own. Absolutely. If those are some of the issues people are facing, what are some of the techniques people can use to overcome their anxiety . Caller i think there are many. One of the first is how managing and keeping track of your thinking, we think and talk to ourselves a lot. Thats normal. We have a dialogue with ourselves often and we need to monitor that a bit. People tend to ruminate versus problemsolve. That is they tend to worry about all the things that might go wrong. And what i suggest is, look, there are things that can go wrong, but ruminating about the worstcase scenario is not going to be very productive. Sit down, figure out what the things are that you have to deal with and try to problemsolve. I think any of the selfcontrol techniques for anxiety can be helpful. And there are dozens of them. The common ones are meditation, relaxation techniques, yoga, for example and another is diaphragmattic breathing. If you google that, you can learn diaphragmattic breathing in about 10 minutes online. Its incredibly simple and it is a really nice way to reduce anxiety in the moment. Selfcontrol procedures, exercise. Whether if youre fortunate enough to have equipment at home, thats great. If youre not, get outside and go for a walk, keep your safe distance, of course. But you need to be active. Thats helpful. I think people marry be dealing with information overload at the moment. How do you suggest people manage that . I was just going to say that. I think it is really important to kind of limit the information you get. Not in terms of accuracy. I think in terms of accuracy, you want to identify a few sites where people are coming with evidencebased information and scientific information so you can form yourself well. Once youve informed yourself, you need to not be watching all day long. Ive talked to people who are mesmerized from the tv and a it keeps that anxiety going so you need to limit your viewing for sure. This can be stress for people who have economic concerns and worried about their family and friends and loved ones who are essential workers. What would you suggest they do to help manage anxiety and stress . There is a number of things. One of major ones for depression is behavioral activation. Simply, it really means that people will tend to not be depressed as a number of reinforcing activities to engage in. Whether it is hobbies, you read, you listen to music, you crochet, you whatever. These kinds of things are very important so you want to make sure that youre engaging in activities that literally make you feel better as opposed to sitting around ruminating, worrying about the worstcase scenarios that might happen. What about trying to do some selfdevelopment . Yeah. Its a very interesting time. Ive talked to a couple of my own clients who are finding, in a very positive way, that this isolation, while at first can generate a lot of anxiety, particularly if youre just not good at living alone. For a number of people, its giving them a chance to sit back and really think about what is important in their lives, what are the priorities. I think that maybe if there is any Silver Lining in this epidemic, its really forcing all of us to kind of rethink whats really important. Indeed. You know, though, at the same time, there are people who are feeling very lonely at home. How would you encourage them to overcome that . You get online. Facetime, skype, zoom, like what were doing right now. You can stay connected. Its very possible. Most connections are important. We are social critters and we need that connection. I think for people who dont have those options, pull up photos, take a look at pictures of family. You need to stay connected. And its very important. And finally, do you have any suggestions that are specifically for families . Yeah. Well, again, i think one of the interesting things thats come about from all of this, is i talked to families on video is theyre obviously spending more time together. While its a bit awkward, particularly for parents who are in the house working a lot. Its a chance to really deepen relationships and spend more good, quality time together. I think parents really need to step back and kind of plan their day a little bit. Not micro manage it, but have some ideas. Can the family play games together . A lot of people i talked to, theyre even together as a family for the first time. So i think there are a number of things that people can do. I think it is qulaouzful for the families to take five, 10 minutes and say how did the day go . I talked to someone in the phone book before we started who said they noticed what time of day all their anxiety kind of comes together and they start sniping at each other. Now theyre taking a few minutes at tend of the day to say, ok, how are we doing . I think they need modeling good behavior, something you can do within the family, too, to try to thats right. I think thats relevant. Very relevant to how children are going to do. Most of the research from crises, particularly things we cant control showed that children do as well as their parents do. So i think it is important for parents to think about how theyre react aing and they stay calm because whatever they do is modeling, coping for their children. So, that can be very useful. It can also be problematic. When we talked earlier, you mentioned that acknowledging that your kids are afraid is important. Yes. I think that ties to your last question. I think modeling you know, its not incompatible with saying, yeah, you know, mom or dad is a little nervous, too. It means a lot of stuff is going on, but were going to be ok. Were going to stay together. We have our time together. Were going to be safe. Well fill in the blank. So you can do both. You can reassure but in a realistic way that once the kids know its normal to be anxious in these times. Thank you for coming ton show, doctor. I really appreciate the time youve given us. What we plan to have this summer and what people can do to either sign up or what other programs to do to prepare under the new guideline for the programs that they want to make available to people. So, lets get started. Phil, you we hit the ball running, both you and maria su got together because we knew the schools were going to close. But we also knew that there was an essential workforce out there. People who were driving muni, people who were working at hospitals. They had children. They needed child care. They were concerned about taking their children to their elderly parents. They couldnt leave them at home. Tell us a little bit about the program that you established that is available currently and will potentially be extended once programming starts for june 15 during the summer. Thank you, mayor. Yeah. You asked us as soon as the schools closed to start thinking about our kids and working families, particularly our Health Care Workers and First Responders and people who were needed to help in the citys response. And so the department of children, youth and family and Recreation Park Department are working closely together under the guidance of department of Public Health, set up an emergency child care system that is now in its 12th week. We, over time, served over 475 kids, 19,000 hours of child care offered during that time and we served over 4,000 meals at over 25 different sites. The program runs between 6 30 in the morning and 7 30 p. M. And kids have been involved in Distance Learning and a little bit of recreation and its really been, you know, wasnt what we were used to doing and we had to stand it up pretty quickly, but it has been an amazing experience and im really grateful for my partner in runing this thing, maria, and the department of youth and family who have been terrific. And i want to just add because i know that, you know, sadly, you had these kids and these pods with limited number of social distancing. These are kids coming together on a regular basis. Something similar to what were going to be doing this summer. And, unfortunately, there have been people who have made nasty comments or complained or even yelled at, you know, the kids. And so what i want to say to people is to back off and mind your own business and to leave kids alone. Because at the end of the day, these are kids whose family members are putting their lives on the line to help support this city. So, i cant reiterate enough that its important that folks really just stay in their lane, mind your own business. Were providing essential service. And we want to extend this and make this available to more kids. So, lets talk a little bit about phil, can you just talk a little bit about june 15 . Sure. Were going start programming and were going to extend the number of kids that were able to serve. Not just in our park system, but our overall Summer Program so i want you, phil, to touch on what will be available for our park system, both for our young people and our teenagers and then were going to jump into maria su to talk about programming in general. Sure. So, our child care operation its summer, and child care was intended to operate while during the school year while the School System when the School System was closed and what families and kids are used to during the summer is camp. Youre right. The truth of the matter, it will look somewhat similar in that were going to have pods of 12, but beginning june 15, rec and park between rec and park t private sector camp providers and our nonprofit providers we expect that there will be over 200 different camps available to kids can. We are going to prioritize. Kids of parents who are working in essential businesses, who are part of the citys response, who are, you know, in allowable businesses and, frankly t kids who need us the most right now. Many of our kids in the city have been without their coaches and mentors for going on 10 weeks and we want to reengage and make sure that these kids, above all else, have something to do this summer. So, starting june 15, camp providers will be allowed to operate. Theyre going to need to certify that theyre going to comply with the health order and guidance coming out of Public Health, which means kids still need to be in pods of 12 for older kids. The minimum session for camp providers will be three weeks and the boll rationale behind that is to keep kids from normally during a normal summer kids go to one week of this camp and one week of another camp and the health and our Public Health officials have asked us to keep kids together in a consistent pod. So well have three threeweek sessions beginning june 15. At rec and park, were planning over 25 different camps. We expect there to be another 40 to 50 private camp providers operating in our park system. I believe that maria is estimating nearly 100 nonprofit camp providers will operate around the city and then there are some other muscle private providers that will be operating on, you know, nonpark property in different spaces. Were going to start working with camp providers as quickly as possible, right after were done speaking with you. And for our camps, for rec and park camps, well begin priority registration on may 26 for all of the participants that are currently in our Emergency Child Care Program and our kids in our Scholarship Program who are a little bit more vulnerable and who really, really need us. Were going reach out to those populations first and then citywide, registration for rec and park camps will begin on june 6. All of this information will be laid out on the department of children, youth and familys website, dcyf cares. Org. And ill turn it over to maria to talk about the other providers and program staffing. Thank you, phil. Thank you, mayor, for this opportunity to share with our residents of the work that were doing right now. So, like the mayor shared, we are in the process of expanding the opportunities for families, particularly for summer. Were really excited about this because, as a parent myself who has two children, this is going to be great opportunity for our young our young people to go out there and engage with others and just really address the social isolation issues that we know is happening in our families right now. So dcyf is really excited to be partnering with rec and parks and the rest of our summer providers in the city to stand up all of these programs for the dcyfspecific agencies, which are the nonprofit agencies, that our department provides supports to, we are going to be working with them to open up camps and programs that they will then be made available for all of our families. We are looking at around 100 programs that will be available for families starting june 15. We are asking all of our nonprofit agencies to follow Health Guidelines, which still has shared, restrictive groups of young people in consistent threeweek programming at a minimum. We will also put on our website, dcyf. Org care. More information around the health order, around the drexives and the guidelines, with how private camps are also fulfill all of those requirements and then document that they are going to open up. So look for that website to go live actually the website is live now. But look for the forms to go live soon. Great. And over time, mayor, i think were going to try to inventory try to provide parents with as much information as we can about all of the camp opportunities because we have to think about it as a network this summer because of the Health Guidelines. So, we hope to be able to have a list and some reference materials for not just rec and park camps, but all of the private camps happening around the city, too. Yeah. And i want to touch a little bit because, you know, child care has been important because we have allowed that to continue for essential workers. Can you talk a little bit, maria, what we can expect as it relates to the 0 to 5 age group and what might be available during the summer . Yes. So, were really excited that this new health order that you have authorized with our Health Department to allow the expansion of Child Care Services for more families. So, there are child care programs for children 0 to 5 right now that are providing services for our essential workers and other allowable businesses. Under this new health order, we are now opening that opportunity for more families. We have hear that there are families out there who are working, who need care, who really, really need care for their children. And for children to need to need opportunities to be with their friends. So, this health order will allow more families to have access to these slots, these child care slots. I do want to caution folks that we are still following Health Guidelines and so the slots are going to be limited. We are restricted to a Smaller Group of children per site. So i just want to set expectations for everyone that its not just usual child care as we remember how it was a year ago. Yeah. And i do think its great that, you know, this is providing an opportunity for kids to come together. So were talking about pods of 12 within the course of a summer camp or preschool or in other arenas so that not only can kids can parents get to work, but also it gives these children an tounlts interact with one another because im sure, especially if it is a child who doesnt have any siblings, to be able to play with another kid was like i know everything for me as a kid and i just feel so awful that these kids cant go out there and enjoy one another. This is an opportunity and a great opportunity. But i also, sadly, know it is a very limited opportunity. But do want to touch on, you know, teenagers because i know one of things that happens often times they are always left out. So i am commited to making sure that opportunities for all is available so that we have paid internships for kids during the summer. And that we make that available, especially for our teenagers. Because, you know, already theyre missing their graduations and activities and events. And we want to make sure that they have a productive summer as well and theyre not left out. So, maria, make you can touch on what might be happening with opportunities for all and i know that with rec and park, we have a number of teens that are going to be working and helping with these camps during summer. Lets talk a little bit about, you know, how kids who are teenagers can sign up for some of the programs. Thank you, mayor. So actually a lot of our programs are doing a lot of connections to young people now but theyre doing it remotely. Theyre doing a lot of wellness checks and followup on what academic support these young people need. So, once again with this health order, were now allowed to have facetoface and inperson connections with these young people. So, were going to work closely with our nonprofit agencies to help young people connect to internship opportunities or actual Job Opportunities at some of these Summer Programs or at offices that are slowly opening up. So, theres great opportunities for private sector folks who are now interested who are opening up and would be interested in being a mentor for a young person this summer. That would be amazing. However, if that is not available, our young people are actually engaging in projectbased learning right now. So a lot of our young people in our Workforce Program will be doing Small Projects that are that is remote for the agencis that theyre assigned to. There will be engagement but it is so much better if the engagement is in person and not remote. I do how do they sign up . Item 1, resolution authorizing the officer of the treasurer and Tax Collector to amend a software as a Service Agreement and support contract with citybase, incorporated, to extend to a fiveyear options period of two years each, for a new term of april 17, 2018 through april 16, 2023 and increasing the contract amount by 27,400,000 for a total amount not to exceed 37 millio million. Chair fewer if you very much, madam clerk. We have a representative from the treasurer and Tax Collectors office. Thank you so much, supervisor, for letting me speak about this contract. Im going to share my screen, and while i do that a little bit, im going to try to babble and give you some time. It is a contract with citybase. It allows us to do all of our online Payment Processing credit cards, debit cards, as well as echeck. This is a contract where the city is not actually allocating this contract awarded amount to citybase. The amount is really an effort to be incredibly transparent with you as well as to make sure we have really competitive processes. The fees that we pay citybase as a contract actually come from the revenue itself or are added by our constituents. Ill talk specifically about that and how it comports specifically in your daytoday life when you make purchases. Citybase is an online Data Platform thats used by the majority of our departments any time you do any kind of credit card payments, including taxes, fees, as well as in our Community Clinics or d. P. H. As well as our parking meters. It is serving as a gateway, which ill present later, as well as Payment Options right now. It is a very simple, clean method for people to pay to get their information quickly into the Payment Gateway and then allow them to pay obligations that are owed to the city for services or taxes. It allowed for visa, debit, and a. C. H. , as well. Were trying out an investment for our ability to do online payment. Its to, really, improve services for our constituents so they can pay for things, which is particularly helpful for shelter in place so they dont have to come into our place of business. As i tried to explain on the payment page, there are three ways we pay citybase. One is for taxes and fees, and in that case, we are adding a service fee on top of the tax and fee. Government entities are the only ones allowed to add a fee outside of the industry because its the only way that we can make sure that our services are reduced. Were not taking the service fee out of the principle owed to the city and sheet. Other things that are services such as electricity and dog license fees, there is no service fee. The department is paying that fee to citybase. Its akin to when you and i pay for something at a grocery store, we dont see what portion of that is going to the gateway provider, we just pay the amount. And then, we option have a free option for online payments, and that is echeck. A small portion of the payment, but a very large volume comes through echeck. Youre essentially putting on the digits from the bottom of your check where you would be putting in the back of your credit card information. To illuminate that a little bit better, there are two different ways that we experience a payment to a Credit Card Company just created to pay a tax sale. Lets say the bill is 110. The option to allow you to pay by credit card, theyre agreeing to add to that the 2. 4 or 2. 5, depending on the type of tax, theyre actively agreeing to add that 16 15. 28. That 15. 28 goes to citybase to pay for all of those mastercard and visa fees and the rest goes into our general fund. On the flip side, you have a fee, and because its a service, im paying 45. The 2 that i would be paying to citybase, or part of that 45, and then essentially, animal care and control is paying citybase the 2. The net effect for the city is 43, with 2 going to citybase to pay for visa and mastercard and all those other charges and 43 coming into the city. This will enable us to collect about 17 billion for the city and county. We estimate that the majority of the costs will be coming around 18 million of the 37 million will be coming from the constituents, so thatll be me paying my tax and adding and agreeing to that amendment. The other is when its baked into cost, like dog license, copayments, you know, parking meters, and such. So again, i want to reiterate that we are regulated by what we can add a service fee to and what we cannot add a service fee to. It is important, i guess, for the credit card industry that this option is possible. And then, obviously, we have the echeck that i spoke about. This is a completely free option for all online users to pay that dont have to you know, they dont have a credit they dont want to use their credit card because they dont want to pay the additional charge, they have a free option to pay it. That echeck option is a great option and probably highly utilized for tax fees for obvious reasons. This gives you a sense of transactions by department. I did not include t. T. X. Because obviously the average is so varied between business and property, so it wasnt as meaningful. And the purple, which you can barely see, is what the department or the taxpayer is charged. Chair fewer yeah, yeah, let me look at this. So these are examples what were looking at here is People Animal Care and control, were using a dog license as an example, is that correct . What youre saying is someone would pay 45 for a dog license, and then the city gets 43 for it, and 2 goes to this company that allows them to use a credit card or debt credit card, is that correct . Yes. Chair fewer and then, on the business tax bill, the fee is a little higher, 2. 5 of the base fee or do so is the citybase fee 2 on all transactions . No. I can explain it a little bit. The industry determines the fee on the normal credit cards that are utilized to pay those items. So for property tax, for example, the fee is a little bit less if it tends to be Consumer Credit cards that are less expensive through the entirety of the banking and rural merchant. These are Mastercard Networks. If you think about our uses, we have cards that have rewards and mileage and then cards that have nothing. All of those benefits that we are afforded as consumers are paid for at this level. We gave them the power of utilization and transaction by card type as well as monetary value so we can get the most competitive rates out there. Unfortunately, you know, whif youre getting safeway not safeway, but a cup of coffee, the generate is 3. 5 to 4 , so the city is able to negotiate a favorable rate for ourselves and our constituents. Chair fewer so youre saying if youre using a card through a visa or Mastercard Network, its one fee, and its another fee if theyre using a card outside of the Mastercard Network . The rates fluctuate, so we have the normal rates for business tax and property tax, for services, so, you know, its not fluctuating type by type, so these are averages that we have. Its a 2. 5 at the average. That is the rate for business tax, and its dependent on the history of the types of cards that have been utilized for business tax. Chair fewer so would you then assume if youre using a different kind of card to pay that, then that fee may be higher . Yes. I know a lot of people have different kinds of cards. People use cards that often have miles frequent flyer miles, when we were able to travel. Those rates are normally higher than somebody using, say, their bank card, but this is the rate just for that type of so for business tax, its 2. 5 , for property tax, its 2. 25, which we were able to negotiate a better rate. Chair fewer so its not per card, its for individuals, all individuals in use. Correct. Chair fewer when you get into things like parking meters, for example, does that make a difference what card you use . That we were you know, we did a very competitive process with marking meters because obviously, you know, 40 cents for a tie, 2. 25 is really expensive for the city and m. T. A. So we put together what we call an m. T. A. Ticket, so theyre allowed a different pricing structure. Its a really small decimal percentage on the 1. 2525 or 1. 30 or 1. 40, depending on whatever were paying on our parking meters. So if you have phone apps on upay, you sometimes see pricing over the day,. 99,. 99, and that makes it cheaper for m. T. A. To process the day. If i use parking meters three times a day,. 25,. 35,. 35, im charged once, and that makes it easier for the city to be able to pay the industry. We were the first city to be able to do that. Chair fewer and what about people putting money on their surface cards . Surface cards are n clipp cards . Clipper® cards are not part of the larger municipal m. T. C. Contract, so its not part of this contract and not part of these pieces. I cant speak to that. Sorry. Chair fewer okay. Very interesting. Please continue. No, i apologize if we advanced. I think i know what happened. I had to request control, but i still havent been given control, which is a challenge, so i apologize. Can we advance one more . So this is just the average transaction costs by department except for the office of the treasurer and Tax Collector since the costs there are so varied. The purple shows you the cost in relation to what theyre paying for. So you can see that the fee is quite quite low. When i say that, again, some of these are fees that the constituent pays, and some of these are things that the department pays as part of the fee itself. Chair fewer miss shaw, so when people use their credit cards to pay their property taxes and things, are they advised that theyre being charged to do that . Yes. They actively have to affirm that theyre being charged the service fee. Only a few things have the added fee, which is only taxes and fees. Were only allowed to add fees to things that are taxes and fees so that the citys general fund or principle is not diluted because we have to take some of that money and pay for all of the inner change banking, visa, mastercard components of a credit card transaction, and we always have a free option, which is echeck, which is akin to putting in your credit card number, but its putting the digits on the bottom of your check in, and those are free on all the platforms, and its 29 cents by the city, and thats to make sure we have an online payment platform. And that is a very popular pay that people pay for taxes and fees around the city. If we didnt, credit card business would be very different. People use it because its free. A Credit Card Fee would be much more significant on a credit card charge. Chair fewer okay. And then, i think my next question is we werent able so i see how this is actually a service that makes it easier for people, but i also think that the company has an incredible client in the city and county of San Francisco. This is the best rate we can get . I think gouging people at this time and also, people feel more safer using a credit card also now on a lot of these transactions is that i actually feel im wondering why we werent actually able to negotiate a better rate on this than 2. 5 . 2. 5 might sound like a lot on property, but its actually a really competitive rate. Coffee shops and things that you buy are usually 3. 5 . Thats why some places that you go to say they wont accept a credit card payment unless you owe an amount over 10 because it costs so much for that service. Its one of the its fully funded the next day, and its as incredible tool that we use. It essentially means that the business is floating up the city and county because they havent cleared all the money thats been transacted upon. Chair fewer well, you know, and Credit Card Companies are charging 30 interest on balances that are unpaid, and so, i mean, theyre getting in bed with a huge thats corporation. Were just feeding that debt for them and that theyre collecting upwards sometimes of 33 interest on unpaid balances. But having said that, lets hear from any comments or questions from my colleagues . Are you through with your presentation, miss shaw . I think there is just one more slide to go forward with, which is really that this also affords a p. C. I. Compliance. What this means is if theres a breach, we are not we are protected around liability. As you can imagine, there are many attempts to break in allaround. The proposed resolution thats before you approves the Second Amendment to the existing agreement between the treasurer and tact Collector Office and citybase for online services. It extends the agreement to 2023 and increases the amount from 27. 4 milli 27. 4 million b million to 37 million. There are some new transactions that are being added to the agreement. So we summarize these sources and uses of funds in table one of pages 4 and 5 of our report. That is consistent with city policy and city processes, so we do recommend approval, and im available for any questions that you may have. Chair fewer thank you very much. I just want to say for the record that i understand that this is a service thats very important to the city and county of San Francisco. I also want to say that Credit Card Companies are gouging people, and theyre gouging the American People for multiple reasons. People who dont have other means of credit, people who dont have savings, so even though i know this is a service that were going to depend more and more on, i just have to say this on the record. This is immoral to charge people these high interest rates, and by doing this, we are also perpetuating that cycle of indebtedness and poverty, and i just want to say that i you know, i feel very reluctant on this today to vote on this and pass this out of committee because i think that people who are trying to recover will have an even harder time, and we know these Credit Card Companies tend to not give credit to many people in our community, that it is difficult for many people to get credit cards, and i think that there is an abuse of credit card use in our society. I know this is an important vehicle for the city and county of San Francisco to collect fees. It worries me, i think, that we are not able to get a better deal than this, and so my next question to you, miss shaw, is what are the other city and counties neighboring what type of transactions these are actually getting from the Credit Card Companies and are they using the same company . Yeah, thank you for the question. I do want to reiterate that we do have the free option, the echeck, for those very reasons, some of those that you mentioned. Chair fewer and what are their rates . We are finding that santa clara is piggybacking on this contract, as well as denver and austin. They are benefiting for themselves. Denver, austin, santa clara just agreed to the piggyback, not as a request by their own choice. They did a request for a contract, as well as seattle and another one, and im trying to think of any others that we know of. So our neighboring communities are looking at these contracts and finding the rates to be acceptable. We will continue to look at these and continue to be as transparent as possible with our rates. Chair fewer some of these cities are looking at these contracts and putting them in a Community Benefits package ask asking them or including it in optional, of course, for the people who get into these contracts to have a Community Benefit contract. So i would advise the city and county of San Francisco treasurer and Tax Collectors office to look into that. So i dont see this Credit Card Company citybase, i think is its name. You say were getting a great deal. I think theyre getting a great deal. We are bringing customers to them. They dont need to advertise or anything, that every transaction, every service that we use in San Francisco, the infrastructure that we pay for, all the parking meters that actually, theyre benefiting off of all of that. Theyre benefiting multiple times by the taxpayers of San Francisco. They are benefiting also by these user fees for convenience, and theyre also benefiting when theyre charging upwards of 30 interest on people who cant afford this in their lives. Is there a time constraint on this contract, miss shaw . Yes. Supervisor fewe chair fewer and what is that . Its a contract with two extension options for two years. Chair fewer no, what is the time for the next r. F. P. . Its a tenyear limit, and we wont go back for r. F. P. Until we reach the tenyear limit. Chair fewer so this is an item that can be continued, is that what im hearing . Yes. It would mean that we would i would have to look at when we would hit the existing threshold to see if we can continue to do the collections that we have live right now. The ordinance would allow departments to amend contract agreements that generate more than 1 million in revenue specifically for the purpose of adding fema requirements to those contracts. In order for them to get fema reimbursement, they have to meet certain requirements that the city and controller have produced. So in your committee packet, theres a memo issued april 22 by the city administrator that outlines those requirements. They include things like making sure you have an independent estimate, making sure youre using the right contracting procedures, and that type of work, and so all that information is in the committee packet. This ordinance would allow Department Heads, with the agreement of the City Attorney, only to add to these fema requirements to these contracts. So rather than coming back to the board of supervisors to amend each revenue agreements just to add the fema requirements, this would be authorized during the emergency. The Department Head would have to certify that the expenditures are being made as part of the emergency, and then, the controller and City Attorney would be able to seek reimbursement from cal fema and o. E. S. This is already the case for many contracts that dont come before the board, but relative to revenue agreements, the advice was we would have to come back on each revenue agreement, rather than the emergency addition that allows us to add fema resources citywide and make sure were in the best positions to have state and federal departments reimburse us. The purpose of the resolutions are to approve the hearings the city conducted on may 11, 2020 in order to comply with the federal tax equity and financial responsibility act, or tefra, including the submittal of applications to the California Debt Limit Allocation Committee to secure an allocation of bonds to make the projects happen. The proposed bond issuance will be conduit financing and not require the city to pay any of its funds for the repayment of the bonds. There are two different projects up for your consideration. The first is the ambassador writs. The ambassador writs will involve the rehabilitation of two buildings located at 55 mason street and 216 eddy street. All of those are single room occupancy units. We are pursuing a unique financing structure where a portion of the units will be utilizing a 4 rehabilitation and acquisition credits and another portion of the project will be pursuing a 9 allocation for the city and county of San Francisco geographic set aside. And this particular request is related to the bond allocation, so the 4 component. The project team anticipates that approximately 187 units will be allocated to the 4 portion. This bond allocation will cover the project rehabilitation, projects in need of some pretty significant life safety upgrades, including seismic upgrades, upgrades to needed kitchen and baths and other life safety related improvements. 100 of the units will be affordable to households earning no more than 100 of sfami. 89 of those units will be set at 80 of sfami. Temporary offsite relocation will be required in order to rehabilitate inside of the units, so that is ambassador writs. It will cover a major upgrade, so seismic updates, accessible kitchens and bathrooms, so making the building safer and just kind of doing a major rehab. It will be affordable to households making no more than 10 100 sfami. Similarly, no residents will be displaced as a result of the rehab, but there will be temporary offsite relocation needed in order to rehab inside of the units. In terms of the schedule for the projects, mohcd will return for bond approvals in late 2020. Im the acting director at mohcd, and im presenting on 2340 san jose avenue, which is also known as balboa park upper yard. As similar to the presentation made by my colleague, Carolyn Mccormick, were presenting this resolution for you today for the approval of the hearings that the city conducted may 12 in compliance with the tax Equity Financial report act or tefra and some bond applications later. That includes debt limit allocation committee, and a number of other allocations, and other activities that take place at mohcd. Thisll be an 80 million bond issuance, and this is conduit financing. Theres no obligation by the city for payment. The obligation goes to the developer. This is an exciting project. Its 141 units at the southwestern side of geneva and san jose. Were going to have a Family Education center, a Family Wellness center, and some Community Serving retail. Two thirds of the units are going to serve households earning up to 50 of the San Francisco a. M. I. The remaining onethird of units will also be affordable for households up to 80 of the a. M. I. Out of the affordable units, were going to have 39 units subsidized with a housing voucher that will be set aside for residents at sunnydale. This is an option for households who opt to move into the new units at the upper yard site. As folks might know, the site is currently being used by our department of homelessness and Supportive Housing as a vehicular triage center. Thats going to be in place until the end of this year, and the land and jurisdiction will transfer back to mohcd for development. So well be back before the board later this year for our bond issuance and approvals. So on behalf of our office and the project sponsor, which is related california, with mission housing, i would like to thank you for your consideration. Im happy to take any questions. This is a project that we have spent a considerable amount of time focusing on from the minute that i came into office as was presented by mohcd. We were the first site in the city to do safe parking. I was just at the site a few minutes ago. Its working exceptionally well. Weve been able to transition people into transitional housing, so thats been working really well, and this particular this particular site is extremely important in that this will be the first affordable Family Housing development ever built in district 11. We have this one and the valenci funeral home. Ive been on the phone for the last month with the state office of finance as well as related, one of the main project sponsors, to ensure that we are given strong consideration for this bond financing allocation and then made available in the next round of tax credit allocations. When we came into office, this project was anticipated to be built maybe another year or two out, but i want to thank and acknowledge the mayor for working with our office to do a local match significantly, and i know that were going to talk about that later in the budget agenda later today, but this project and the valencia funeral home represent over 260 units of Affordable Housing for families that have never had that opportunity in our district. So i want to thank mohcd. I know that this is an application for bond financing. We support that, and weve been doing that. And i want to also state for the record very clearly that this project has never lost any money. The one at the valenci funeral home has never had any money taken away from it, but in fact has had the support of this budget chair, has had the support of the mayor, and has had the support of the community to move this forward in an accelerated fashion, particularly with the funding we got with the support of the mayor and this budget chair last year. I am forgetting names, but the woman who was speaking at the Housing Project at balboa mentioned sunnydale and specifically mentioned the setting aside of 39 units, and my understanding was that the sunnydale projects house a lot more than 39 units, and i just am wondering what is going to be done to address the conditions at sunnydale because its been terrible there for many decades, and yeah, i feel like many more than 39 families are going to be needing new digs. The sunny the revitalization of the sunnydale housing is part of the hope s. F. Program that will replace all of the Public Housing and add Additional Units and affordable units over the next 10 to 15 years. The replacement of units is already underway at sunnydale. We have already completed 55 units and have 139 under construction. The 39 units that i have pointed out today is a very small number of units that need to be replaced. What were doing is offering folks, as i said, at their option, the opportunity to move offsite if they so desire. It its going to take us so many years to repair and replace all the sunnydale units. This is a small number of Units Available foor a large number of households, but the good news is the sunnydale revitalization project is well underway and showing great progress. Chair fewer so this project at 2340 san jose avenue is not going to be jeopardized by the mayors balancing plan . That is exactly right. Initially, when we found there was going to be a need to balance our sources, we found other sources within the pipeline budget and had dedicated those for this project, so theres no need for anyone to be concerned that we dont have the funds for this project. As supervisor safai pointed out, its a huge priority for the city and for our office, so rest assured, the project is unharmed by that recent rebalancing. Chair fewer thank you very much. Supervisor safai . Supervisor safai yes, yeah, i just wanted to say a couple of things. So one, i started my career in this city working for the Housing Authority. Im very authoriproud to have former Housing Authority commissioner. When we were working with the Mayors Office of housing, the mayor mayor, and the stakeholders, we wanted to do our share to help and allow families in Public Housing. This wont be the only site in our district the valenci funeral home will have some Housing Residents from potrero hill and sunnydale have some units set aside for them. I think when youre thinking, sunnydale has almost 800 units 770 almost 770 units. Its the largest Public Housing site in the citys portfolio. Potrero hill, if you add the annex and main site together, its also one of the largest. So the idea of relocating hundreds of families all at the same time is not really an option, but theyre doing it in phases. So when Affordable Housing comes online, i think Mayors Office is giving the option of relocating. We fully embrace that and think thats a very nice way to transition families rather than have them be relocated into different places, but they have the option of moving into brandnew mixed income Affordable Housing. The other thing i wanted to say, and im glad that you asked that question, this isnt the first time that these projects and this project in the city have had to switch out some funding. Its a normal part of the process. As projects come online, sometimes, the Mayors Office of housing has to shift funding around. Back in 2018, they did that because their 88 broadway in district 3 was ready to come online and our project was still going through the planning and entitlement phases, and so but we were able to gain that and accelerate the project by one sb 30 which allows for the acceleration of entitlement and review. Thats one, and then two, as i said in my at the sastatements when you and the Mayors Office and i got together, we ensured that this 2340 would get one of the gap fundings as needed. That helped us applying for different state financing to kind of close the funding out for both of these projects. So id like to set the record straight in that regard because switching money doesnt mean youre losing money, and in fact, this project has been accelerated in a good fashion. Item 9 is a resolution retroactively authorizing the Airport Commission to accept and expend a grant in the amount of 254 million plus additional amounted up to 15 of the original grant amount that may be offered, from the federal Aviation Administration for any purpose for the period of january 20, 2020 through january 19, 2024, contingent on receipt by the Airport Commission of one or more grant offers from the federal aviation commission. The two items before you for consideration are both part of the federal coronavirus aid and security act. Item number 8 is the airports noise insulation program, which is the expansion of the federal share of the existing airport improvement grants, and item number 9 is an accept and expend of s. F. O. s allocation of the airport c. A. R. E. S. Grant in the amount of 254. 7 million, which is s. F. O. S portion of the grants money that takes into account airport debt service. Item number 8 is an accept and expend for the airports noise insulation program, with a total budget of 12. 7 million. Prior to the award of the additional c. A. R. E. S. Money, the Airport Commission could award up to 7 million. With the expansion of the funds, the federal Aviation Administration will fund 5. 2 million, and the c. A. R. E. S. Will fund an additional 2. 8 million. Additionally, the airport required matching fund was reduced by 500,000. Due to the increased funding by the c. A. R. E. S. Grant, after the original item was introduced, the airport is requesting that the resolution be amended to reflect the updated amount as well as to include c. A. R. E. S. Grant language and conditions. A copy of the amended resolution has been provided to the clerk, and the budget analysts report has a recommendation to approve and reflect the higher grant totals. The airports excuse me. A copy of the amended resolution has been provided to the clerk, but i would be happy to send that to the committee, as well. The second item is item number 9, its a grant accept and expend s. F. O. S portion of the c. A. R. E. S. Act. As stated in the airports Financial Recovery plan which was shared with the Committee Last month. S. F. O. Will use the grant funds to pay for debt service on general airport Revenue Bonds. A budget analysts report is not required since there is no matching requirement with these moneys. The airports finance team is currently projecting a 364 million shortfall through fiscal year 21, request a conservative estimated recovery by fiscal year 2223. The 254 million in c. A. R. E. S. Grant funding will apply to this shortfall. The rest will be covered through identified contract reductions from projects that have been deferred and potentially through p. S. C. Revenues. The Budget Analysts Office does recommend approval on the a. I. P. Grant, and i would be happy to answer any questions you have on either of the grant items at the airport. Chair fewer i see there is an amendment mentioned that will be presented. [inaudible] yes. The budget and legislative Analysts Office report does include the higher grant amount. Basically, we have substituted the higher amount in the funding that has become available through the expanded a. I. P. , so we took the original not to exceed amount of 7 million and increased it to 7,077,0 7,077,039, which is available. Chair fewer so im seeing that this amount is not substantive. It commits the airport to 5 million in matching funds, so this project would be 12. 8 million. We summarized the sources and uses in our table on page 22 of our report. As you see here, of this amount, 5. 2 million is from an f. A. A. Grant. Another additional nearly 2. 6 million is from the c. A. R. E. S. Act, and 5 million is from airport Revenue Bonds. And as i understand, i just want to make sher, the 2. 6 million in c. A. R. E. S. Act funds is separate from whats being requested in the subsequent legislation.
