Its still not known how he got the virus. There are now 36 confirmed infections across the uk, with the first case in scotland, on tayside, announced yesterday evening. This is a serious situation, but we have well established procedures in place and theres no need for the public to be unduly concerned. But the public can help, because we are still very firmly in the containment phases of this infection. Last night, some of the first britons released from several days in the usa in washington state, a nursing home is still under lockdown amid fears dozens might have the virus. Local scientist thought he thought the true number of infections could run into their 100 is because the virus had been running undetected for many weeks. And at the source of the infection in china, the daily toll of new infections continues to fall. But, with another 42 fatalities, the global death toll from covid 19 has now passed 3,000. They emphasised that containment is the state they are at now, they talk about the need for the government to do all they can but is well individuals, in terms of self isolating if you have symptoms if you have spoken to nhs 111 , symptoms if you have spoken to nhs 111, and basic things like washing hands to minimise the likelihood of spread of infection. When you hear the language they use, you get a sense of the scale of the concern, there is an open acknowledgement in government that there will be more cases within the uk and the they are not willing to rule out any potential contingency measure in the coming weeks and months. They are at the moment to say that schools should remain open, sporting fixtures would go ahead but they are willing to look at that again if postponing or cancelling them if it might be necessary. This is a new virus, so we as individuals dont have the capacity to deal with it evenifin have the capacity to deal with it even if in most cases, people only have mild symptoms. Thank you. Lets speak now to fiona trott, who is outside the quarantined hotel in tenerife. Whats happening there . It has been a logistical challenge over the past day or so but it looks as though some of these british guests are on their way home. It a logistical challenge because of communication on the ground. Said that passengers could fly if they had the covid 19 test and it was negative. And they showed no symptoms at the airport. It had to be within a 24 hour window. But some guests said they did not get results until 22 hours later, another said they did not get it at all. The Foreign Office said, we have experienced some confusion and we are sorry for that, we are in regular contact with hotel staff and the spanish authorities to clarify the spanish authorities to clarify the situation. The result should be communicated within three to 12 hours, it appears as though that is not happening in some cases. Around 25 british guests left the hotel last night, more are on their way this afternoon. The Holiday Company jet2 said, we are pleased to confirm that gas could fly back if they test negative for covid 19. Guests could fly back. A bit of a respite through this week, we have still got a lot of flooding out there at the moment but slightly dry air, sunshine and showers, not as windy as it has been, but things are feeling quite chilly out there and we have some frosty nights in the forecast. Temperatures out there at the moment a little bit below freezing in one 01 a little bit below freezing in one or two spots, for scotland, Northern Ireland and northern england. England and wales, most of us freezing or above with more cloud around. 0vernight, quite a bit of cloud and outbreaks of rain across southern and south eastern england, a bit of sleepiness on the Northern Edge and some wintry showers packing in from the north west. Today we will fairly quickly lose cloud and rain from the south east, that should clear away by the middle of the morning. Plenty of showers in scotland, wintry over the hills. They tell us they had been bussed up to the border by the turkish authorities. And then crossed into greece by cutting the barbed wire on the borderfence. Further down the road we find a group of west africans. They say they walked along a dirt track to get here, evading tear gas and border guards. We want to go to germany. We dont want to stay here in greece. You understand . We want a better life for us, for ourfamilies, thats why we cross. As the clock approached midnight, we came across four young migrants from the middle east. You guys have come from iraq and you have come from syria . As we started to talk, men with their faces covered and no insignia, arrived. Please. The migrants were put in the back of a van which had no number plates. Greece says fewer than 200 migrants have managed to get through since friday, and theyve all been detained. At one of the closed border crossings we caught up with the defence minister. We saw people being taken away in a vehicle yesterday without number plates, and men with their faces covered. Is that normal procedure here . In my mind normal procedure for one country is to guard and secure its borders. Thats all i have to say. But they are getting through the fence. Ahmed is one of the few migrants we have met we met who came from syria. I dont money, i dont water, i dont food. I dont everything. What is effectively happening here is that the turkey is using the migrants, in fact it has got a very large refugee population on its soil in camps, as a bargaining chip, leveraged with the European Union, effectively saying that if the European Union doesnt give it more support in relation to syria and the attacks on idlib, where another massive influx of refugees, potentially, could come into turkey, that they will allow, encourage, push even, more of these migrants, more of these refugees who are in turkey, towards the border with greece and the border with the European Union. 0bviously with greece and the border with the European Union. Obviously there are some people crossing already, as you saw in the report, but there is the threat thereof many more that could potentially as well. What has been the reaction in greece to the new arrivals there . Well, we are up in the border area. Over the last day or two, we have been seeing those people come across, not particularly welcomed by the local community. Yesterday evening we had the announcement by the greek government that it would no longer process the asylu m that it would no longer process the asylum claims of anyone who had come here across the border trying to seek asylum. Normally if someone manages to get into greece and they get picked up by the authorities, they are effectively held here while their claim is assessed and it is looked at whether they have the right to stay and get some sort of status in the European Union. That is no longer the case. Greece has suspended that for the next month because of the seriousness of the situation. It says anyone it picks up situation. It says anyone it picks up will not be looked at and simply sent back to where they came from, which is almost certainly turkey. Very interesting to hear from you. Thank you very much. In berkshire, willowbank infant school has also been closed, because a member of staff there has contracted the virus as well. They had been away, not a school trip. A Second School has been closed as a precaution because that member of staff had been there ona training that member of staff had been there on a training day. All three schools, the head teachers have sent out letters to parents explaining the situation. 0bvious risks, of course, with a Primary School, lots of little children playing closely together in a fairly confined space. The troubled Northern Rail franchise is in the hands of a new operator this morning, after being taken over by the government at the weekend. So what changes can we expect . There is an air of anticipation here at Manchester Victoria and indeed right across the northern network. That is because as of last night the government has been in control here. Grant shapps, the transport secretary, has said there is no magic wand. He cantjust secretary, has said there is no magic wand. He cant just wave secretary, has said there is no magic wand. He cantjust wave it and make everything right. However, people believe that at least things are changing. Lets look back at exactly how we got here. May 2018, we have the new timetable. After that there was chaos. We had disruptions, delays, cancellations, the hashtag northern fail seemed to be trending on social media all the time. The German Company operating the trains, Arriva Rail North and, blame beyond their control. But in january the government said enough was enough and decided it was going to be, the operator of last resort. This is a hugely complex network. You have got around 3000 Services Operating by northern every week. Over 100 million passengers every year. So exactly what is going to change . Year. So exactly what is going to change . Staff will stay year. So exactly what is going to change . Staff will stay the same. The people of the top comedy man at the top, has now gone. But we are being promised that there will be some improvement pretty quickly. Things like a deep clean of trains, more electric trains in place, some Better Technology to reduce overcrowding and the opening of 30 longer platforms. The government has also said they are going to be working closely with political leaders here in the north and also passenger groups, to try and make sure that they make the improvements that people really want to see. And they promised they are going to report back in 100 days on the progress. But in terms of passengers, i have been talking to a few of them this morning. Many say it is going to take a lot longer than 100 days. The train is very disappointing now. Most of the trains are cancelled, especially when the weather is a bit bad. It really affects people. Yeah, people who are going to work, you know. Something has to be done. They are always late, overcrowded, never on time. Make it more accessible, more lines. It is probably going to ta ke yea rs more lines. It is probably going to take years to sort it out. There are good days and bad days. It is not just the operator. There are lots of things associated with that as well. The new rolling stocks. Network row need to do more on the infrastructure. Network rail. Lets talk to tony miles from modern railways magazine. Just listening to people there, they are talking about potentially a year to two years before we see any real meaningful improvements. Are they right . They probably are, yes. Things like changing the timetable, crucial to Getting Services back on track, the earliest is probably december and even that is quite ambitious. That is going to take some time. Looking at the whole service pattern, it will take some time and bringing in the extra trains. Some are being used still by other companies. They wont come to the north until that company has finished using them. Some of the plans they are talking about, the quick fixes, they were already in the pipeline, those 30 longer platforms were begun by the previous operator . Yes, areva have a few things in place already, the platform lengthening, discussing how timetables need to be changed. The government is making a very clever move because it is building on the work already started. Had it awarded the contract to areva trains, exactly the same thing would have been done. In terms of progress within100 days, we could see some changes . We will see a report in 100 days. They wont do anything in the first 100 days, other than cleaning and talking to staff and getting them feeling confident and loved again and part of the new business. These are the things we need to do to get the rare were back on track. Some of that is important because we see the hashtag northern fail all the time. We know that some of the employees here feel really hard done by. They do need that little bit of love now . Absolutely. It is a difficult time, particularly when the businesses in difficulty and you dont know how you fit into it. The 100 day report will conclude, if anything, that the business is under resourced. The staff dont need to worry but they might need to be looking at how they are going to be enthused to tackle things like feeling confident about cleaning the trains and loving the railway again. A lot of building of enthusiasm across the workforce. Some of that will come from the top. We have heard this morning there is going to bea heard this morning there is going to be a new md. They said, ok louise, you have got a marathon of a 19 of the worlds biggest sand dunes. What . i said. I had a wash and i had to follow that arrow. And self navigate over these dunes. Me and rob render. We worked as a team that day. I was the navigator. When we hit the sand dunes, he would find the path up the sand dune. I would follow in his footsteps. You learn to rely on other people. Totally. We had a very emotional talk along the way. It puts you in places you are not expected. Yeah. And the funny shoes i was wearing. You have to wear those. Meanwhile, a school in reading will remain closed for the next few days after one of its staff tested positive for coronavirus. The inquiry into the Grenfell Tower fire resumes this morning after being on hold for several weeks. One of the 12 new cases of coronavirus confirmed in the uk yesterday is a Health Worker employed in a Cancer Clinic in hertfordshire. There are now 36 confirmed cases in the uk. More than 3000 people are now known to have died worldwide in the outbreak. The Prime Minister will chair a meeting of the governments Emergency Cobra Committee this morning to discuss the uks response. Andy moore has the latest. Ahead of chairing a cobra emergency meeting, borisjohnson went to visit the Health Professionals in the front line of the fight against coronavirus. At the laboratories of Public Health england in london, he expressed every confidence in the people around him. Coronavirus is a concern. It is a novel illness, but its something that this country really amply has the resources to deal with. We have state of the art testing facilities, we have a fantastic nhs. We will have to get through this, but believe me, we are going to beat it. The jump in cases announced yesterday includes a family cluster of three adults related to a man in hazlemere, who was confirmed as testing positive on friday. Its still not known how he got the virus. There are now 36 confirmed infections across the uk, with the first case in scotland, on tayside, announced yesterday evening. This is a serious situation, but we have well established procedures in place and theres no need for the public to be unduly concerned. But the public can help, because we are still very firmly in the containment phases of this infection. Last night, some of the first britons released from several days quarantine at a hotel in tenerife, flew home. Its hoped that many others will soonjoin them. Frustrating at times, mainly because of the communication difficulties between spanish and uk authorities. Apart from that theyve been great. In the usa, in washington state, a nursing home is still under lockdown amid fears dozens there may have the virus. A local scientist said he thought the true number of fections may run into the hundreds, because the virus has been spreading undetected for many weeks. And at the source of the infection in china, the daily toll of new infections continues to fall. But, with another 42 fatalities, the global death toll from covid 19 has now passed 3,000. Yes, good morning. The Prime Minister chairing, the chief medical officer and the chief scientific adviser will be there. Its quite striking the language we are hearing from the government in terms of its approach to the coronavirus, talking about this meeting being about setting out a battle plan for how the government and society at large should tackle the issue in the uk. There is an acceptance that not only is the number of cases going up that it will go up further. The government needs to think through this containment phase, as we hear there, in the report, in terms of minimising the spread, but also talking about privately the prospect of it getting much worse and what the government were to do in those particular circumstances. Over the weekend as a Health Secretary matt hancock was saying that they rule out nothing, and what they might have to do if the significance of this was to ratchet up quite a bit, so the language is quite striking with a couple of days ago, comparing with a couple of days ago, comparing with that, the government is now talking outwardly about this. Talking about setting up a war room in the government in terms of communication to ensure that Public Health messages are pumped out around the country. I think there is an awareness within government while they want to be seen to be doing all that they can as a national level, they also want to communicate to us as mothers of the public to do the obvious stuff like washing our hands. We heard that some holiday makers have been able to come back in the last few hours or so to the uk, whats the latest this morning . Thats right, after five whats the latest this morning . Thats right, afterfive days whats the latest this morning . Thats right, after five days of quarantine, some of them are back in the uk. We believe around 25 of them left the hotel yesterday but it has been a challenge for them because as you know, airlines has said, we can fly you back if you have a negative covid 19 test and you go to the airport and you show no symptoms. But it has to be within 24 hours because although it is undetectable, it cannot be passed on any later than that. It has been a challenge for customers because for what we understand, they have to try and get a flight from their travel company, back time it and make sure the test is within that 24 hour window, then it appears as though they dont get their certificate to prove they are fit to fly until they check out so they have to try and get a verbal confirmation before then and make arrangements with their travel company and get on a flight. Some of them here yesterday were saying, they didnt get any verbal confirmation at all until 22 hours later, another guest told us they didnt get any result at all and could not book a flight. All individuals who are in contact with the clinician have been identified and the appropriate treatment taken. The risk is very low to the people at the mount vernon centre. A bit more detail on who has been diagnosed with coronavirus. We are speaking to the labour party about their view on the governments response to the coronavirus, and also talking to liz truss later on. We have got the Health Secretary yesterday talking about potential measures that could come in the next few days. This Health Worker, there are few more details, they say, we would to offer assurances that it remains safe for patients to attend Mount Vernon Cancer Centre is noble and patients should be attending as normal and patients should be attending outpatient appointment as normal. There are so many, you mentioned 100 on the british side, a similar number on the eu side, too many to fit into the eu side, too many to fit into the eus headquarters so they are going to go to a Conference Centre in the centre of town instead. Then the first sign we will get about any progress is on thursday when Michel Barnier is planning to do a news conference. Not just barnier is planning to do a news conference. Notjust big delegations, there are also big differences between the two sides. Lots of different things, for example, just how much should this Free Trade Agreement to rely on current existing eu standards, which are written down in eu rules and regulations . The technical one which is going to be a big deal, called governments, how do you actually organise and oversee all the different bits of the relationship and is there a role for the European Courts ofjustice . It feels like the good old days, brexit talks, trade deals the greek government has announced that its suspending the processing of asylum applications and will immediately return anyone who enters the country illegally. The move comes after several days of clashes at its land border with turkey, where thousands of migrants are demanding to be allowed to cross. Eu officials have called for emergency meetings of ministers to respond to the crisis. I love being given gifts, but imagine this. The number of uk cases jumped yesterday, and some have accused the government of being too slow to respond to the outbreak. The shadow Health Secretary, jonathan ashworthjoins us from westminster. Good morning. Thank you forjoining us. First of all, what is your reaction to this jump in cases . Well, my initial reaction is that all my thoughts are with all of those who have contracted the virus andl those who have contracted the virus and i once again pay tribute to the extraordinary efforts of our nhs staff and our Public Health england staff, and indeed the nhs leadership and the chief medical officer, who has shown Exceptional Leadership throughout this outbreak. This is clearly now very, very serious. I am pleased that the Prime Minister is now attending a cobra meeting. He hasnt actually been to any as i understand it, to deal with coronavirus so far. But it clearly is things are developing and with medical opinion expecting this to become a global pandemic, we really do need urgent reassurances from the government about the next stage of their preparations. And i hope mattock hancock, the Health Secretary, can come to the house of commons today to outline the government plans Going Forward. He did mention, and i am sure you are aware of this, that it may be necessary to follow chinas example by shutting down cities to prevent the city spread of coronavirus. Would you support that . the city spread of coronavirus. Would you support that . I would support anything that puts the Public Health interests of the country first. Because this is a very serious virus. It appears to spread a very, very easily. People are vulnerable, particularly elderly people, particularly elderly people with a range of chronic conditions from respiratory problems, diabetes, cardiovascular conditions. This is extremely serious. If the medical advice and the scientific is to take measures along those lines, and of course we will support them. I have been broadly support supportive of the government so far in trying to contain the virus and slow its spread. I do have wider concerns about the ability of the nhs to cope. Because we know, after ten years of cutbacks, we have lost 17,000 bytes, we know the nhs is under immense pressure. We know it is short of 40,000 offers full nurses. I do have questions about the ability of the nhs Going Forward andl the ability of the nhs Going Forward and i urge the government to consider an emergency funding package for the nhs. However, this virus is serious and it appears to spread very easily and we need to contain it and slow down the spread. The medical advice is to do Something Like that. Hundreds of thousands of people fall victim to scams in the uk every year, many of them are run from criminal call centres in india. Now cctv footage from inside one scam call centre reveals how it works and just how easy it is for you to lose hundreds of pounds in a matter of minutes. Its running a scam which is thousands of people around the world. Ripping off thousands of people around the world. Panorama was given the footage by an online vigilante who has hacked into dozens of illegal call centres in india. He goes by the name ofjim browning. Well, i bet youre looking at google right now. The call centre is making around £300,000 a month. The owner denies its a scam. But weve got the recordings of 70,000 calls and they show customers are being ripped off. Indias call Centre Business is one many rely on but it also has a dark side which is heard but rarely seen. Its embarrassing in some ways to fall victim. It was very persuasive. What happened . I was on the computer and it came up on screen that i had been blocked. It gives you a number to phone. It keeps making a siren sound almost. It makes you panic. I found almost. It makes you panic. I found a numberand the almost. It makes you panic. I found a number and the guy said to me, somebody has got on your computer and theyve hacked into it. Theyve done a load of child pornography and all of that. The police may come around to your house. You get scared. Ijust feel sorry around to your house. You get scared. I just feel sorry for everyone else. I come on the show to stop other people from getting caught. They asked you for how much money . They originally asked for 900. I told him, money . They originally asked for 900. Itold him, i said, well, im a pensioner. Ive got no money. It ended up £200. Still £200 that is gone. Nothing you could do on your computer. There was a pop up that said you need to call this number. It seemed real. A little arrow was going way to go and everything. He had total control of my computer as well. I dont know how he did it. What should dave have done in that situation . Its awful when Something Like this happens. The first thing is not to panic. This is what they are trying to make you do. That is what happened to you. The siren comes up. This is scary stuff about child pornography. Dont panic. Think about it. May be shut down your computer, breathe. Then go back and have another look. Basically, no computer company, no microsoft, no isp, no Antivirus Company will ever do that to you. You know when you get those dodgy e mails sometimes are saying, we need to verify your bank account details. I always copy the e mail and put it into a search engine. Because often other people have been subject to that same sort of issue and they will say, this is hoax e mail. Of issue and they will say, this is hoax email. That is a good thing to do. They are quite hard, they are designed to fool you. That is a good thing to do. They will never contact you like that. They will never use never you like that. They will never use never send you a link. All providers are really good. They know about that. There is a test you can do on google. It is a fitting test. You can test yourself and see how good you are at spotting them. You didnt even know it was a scam until you are contacted by the programme . That is correct. What did you think about that . I felt disgusted. They took me to do an interview for them. They played the whole conversation i had with the gentleman. I was surprised how many times i said sorry to him. He kept saying, i will come around and meet you, i am only in portsmouth, i will come to london with a bottle of wine. Making out like he was your friend . Yeah, that was it. You pay £200. You feel he has helped you out because it could have been 900 . Has helped you out because it could have been 900 . Thats right. I thought i had saved 700. How common i things like this . It is very common. It is one of the oldest scams in the books. It happens all the time. At the end of last year there was an operation in calcutta calcutta to there was an operation in calcutta calcutta to shut down one of these. But you hit one on the head and another three popped up. What do you do if you are suspicious . You talk about not ringing the number. Do you need to report it . Yes, reported to action fraud. It is online. They keep tabs on this kind of thing. It is hard to report. These places are almost never in the uk. But reporting at least gives action fraud a sense of the level of crime. There is advice as well. Are you more vigilant now, dave . Definitely. I checked with my banks and everything. They dont get in touch with you. They give you a special number to give in. That is the only way. They want to send you an e mail. If you get one of those on your phone, dont even read it. Good advice. Obviously change your password. Have a really strong unique password for each individual service. Keep the computer up to date. Some sunshine eventually today, we start the day with a bit of cloud and some rain. This rain, Higher Ground especially, you might get a bit of sleet mixed in there but as you can see, it sweeps away fairly quickly. The wind is light today, plenty of sunshine, variable amounts of cloud. The risk of an isolated shower but largely dry and temperatures between eight and 10 celsius. Now, were still at risk of one or two showers overnight but again they will be isolated, few and far between. Largely dry, largely clear and again, the wind reasonably light with a minimum temperature, down towards 0 celsius so the chances are we mightjust get a bit of frost first thing tomorrow morning. One of 12 new coronavirus cases confirmed in the uk yesterday is a Health Worker employed at a Cancer Clinic in hertfordshire. It comes as the Prime Minister prepares to chair a meeting of the governments Emergency Cobra Committee this morning. Yesterday saw the biggest dailyjump of cases diagnosed in the uk. 36 people are confirmed to be infected. 100 british negotiators are travelling to brussels this morning to begin new trade deal talks with the eu. Meanwhile, Boris Johnson has promised to drive a hard bargain as he set out the uks negotiating position for a post brexit free trade deal with the us. Joining us now from our westminster studio is the International Development secretary, liz truss. Thank liz truss. You for spending some time with thank you for spending some time with us this morning. Lots we have would like to talk to about. In terms of the eu trade deals, it seems the war of worlds has started, not the most promising of start . The war of words. It is important that we have control over our rules and regulations, we have made that very clear. Countries like canada andjapan very clear. Countries like canada and japan have good deals with the eu on terms that we want and there should be no reason why we cannot get those as well. It took seven yea rs get those as well. It took seven years to get the canada deal, seven yea rs of years to get the canada deal, seven years of negotiations. We are in a very different position. You just like into the deals and now youre saying its a different position. You just said the deals were similar. We are closer to the eu with our deals already so it should be relatively straightforward to secure that deal. Can i ask you about the fishing element . The french europe minister was on the Andrew Marr Programme yesterday saying if that part of the deal colla pses, saying if that part of the deal collapses, the whole deal will full down. French ministers say, if there is no deal sorted for access to british waters, there will be a blockade of calais within 24 hour is. This is a huge area of concern, isnt it . We are not going to trade away our fishing isnt it . We are not going to trade away ourfishing in isnt it . We are not going to trade away our fishing in a deal with the eu orany away our fishing in a deal with the eu or any other negotiating partner for that matter. So what happens if there is a blockade of calais, where 17 of uk trade relies on that dover to calais crossing . Im not going into what ifs. We are going to get a deal with the eu which does not involve selling out our fishing. The same is true about the deal i am talking about today, the deal with the us. I am not trading in what ifs. President macron says if the fishing deal. , that would trigger street protests in france, which is already economically fragile, the french Economic System at the moment, its not a case of what if. Surely you are discussing the potential of a blockade of calais which is essential to uk trade with the eu . We have been very clear in our position in fishing in the eu talks. We will not be selling out our fishing. Talks. We will not be selling out ourfishing. One talks. We will not be selling out our fishing. One of talks. We will not be selling out ourfishing. One of the main reasons people voted to leave the eu was they wanted britain to become an independent coastal state, to have control over our own waters, its as simple as that. Every single part of the country stands to benefit, particularly the midlands, north east and scotland benefiting the most. There are big opportunities there. Are you prepared to walk away from both of those negotiations with the us and the eu . It seems that both of them, its quite a fragile arrangement at the moment. We are prepared to walk away from both deals if we dont get what britain wants. There is a deal to be done. There is no reason why we cannot strike a deal with both the eu and the us to the benefit of british citizens but were not going to get a good deal by simply agreeing to whatever the other party is putting on the table. Two other issues id like to talk about, the first the governments in one priority, apparently, coronavirus, there is a cobra meeting this morning. We have been talking to the shadow Health Secretary about measures that might be taken. Can you assure our viewers this morning that the government is well prepared for what might and potentially could happen over the next few days and weeks . I can assure you that this is the number one priority of the government, making sure that we have everything in place to deal with coronavirus. The Health Secretary is leading cobra today, the Prime Minister will chair it, we have a battle plan which sets out all of the areas we are working on, for example, a war room which will mean that there is a Public Information campaign, we have the best scientists and doctors, we have the best Communication Specialists in place to make sure that we have everything prepared. The 1. 1 would make is that all of us in the uk can help that effort, making sure we wash our hands properly, for at least 20 seconds, using a bar of soap. There are simple precautions that everybody can take to make sure we are part of the effort. Is it going to get worse before it gets better . We have had 36 confirmed cases so far. We are prepared for all scenarios. We are doing all we can to contain the disease at the moment. And we are working very hard on that. But we need to be aware that things could get worse, thats why we have the plan in place, thats why we have a dedicated minister dealing with coronavirus, and we are making sure the resources the Health Services are there to deal with it. The Health Services are there to dealwith it. There is huge discussion around social media this morning with our viewers, about what the next step is. Matt hancock was talking about it yesterday on the Andrew Marr Programme, about what could potentially happen, what steps the government could take. If you get the medical advice, are you ready to say, we are going to isolate cities and make sure the people from, lets say, for example, manchester, dont travel to liverpool . Is that something you are thinking about are considering . We will always take the best possible medical advice and well take it very seriously. Well take action on the basis of that medical advice. On the basis of that medical advice. On the Health Secretary has said as hes not anything out in terms of response at that stage. We are still examining itand response at that stage. Some shower clouds which is a sign of the day, there will be showers around, sunshine and showers, not quite as wet and windy as it has been recently. Things will feel quite chilly with some frosty nights. Later on in the week they could be some rain but a bit of a respite in the flooding situation. Temperature is pretty chilly, freezing or below for many of us, there across the scalp because we have had milder across the south because we have had some epics of rain. More wintry showers packing in from the north west. Sleet and snow showers across the Higher Ground of Northern Ireland and particularly for the west of scotland where it will be quite windy. Thursday into friday, this area of low pressure moves through so we will have a bit more rain, nothing too heavy at this stage. Towards the end of the week, another area of low pressure, just arriving in time for the weekend. Does not look quite as strong so not wet as windy as it has been recently. I was iwas in i was in the desert last week listening to the extraordinary weather that you are having. But that has gone now, has it . Yes, a quieter interlude for the moment. We will talk about that later. And by our main story. The number of coronavirus cases in the uk is still relatively small compared to other countries. The first cases were reported at the end ofjanuary in york, a Chinese Student and a relative who were staying in the city. Over the next week a further seven cases emerged , including five linked to a businessman from brighton. He contracted the virus in singapore. Four britons evacuated from the diamond princess cruise ship tested positive while in quarantine at Arrowe Park Hospital on the wirral. Since then, there has been a steady increase, but yesterday there was a big jump with 13 new cases, meaning there have now been 36 people infected across the uk. How concerned are you by that . Good morning. The increase in numbers of cases that we have seen affected both in this country and in other countries in europe and in southeast asia, do make it likely that we will see in due course whitehead has spread transmission in the uk. What we dont know is exactly how widespread that will be. All of our efforts at the moment are still to identify anybody who has got the illness, to identify their contacts and isolating them, and doing all that we can to reduce the spread of infection. Thats important because that will reduce the intensity of infections so that the intensity of infections so that the challenges we may inevitably face with this will be reduced as faras we are face with this will be reduced as far as we are able to reduce them. You seem to be indicating that widespread infection is inevitable. Can you put a number on it . No, we cant put a number on that until we know. I wouldnt say it is inevitable but it is highly likely. The point of that is we have to be prepared for a range of different eventualities. It is not clear, if you look at the experience in other countries, some countries do appear to have managed to have get this a little bit more under control. We have seen the numbers coming down in china. Other countries are struggling more and are seeing increasing numbers. Thats why we must be prepared. There are some things that are important to say. The first is that this is, for the vast majority of people, a mild disease that will make a full recovery. We know that children and otherwise healthy adults seem to be at low risk of getting the more severe complications from this illness. It is therefore older people and people with severe underlying illnesses that we should be most concerned about. It is a point we do see. That is why the focus of our attention will be to make sure that they can be looked after as well as possible. But even then, even if you are older or have a severe underlying condition, the chances are that you will be able to make a full recovery from this illness. Its important to bear all of those things in mind. With regard to older people and people with underlying conditions, should they be taking extra special precautions, for example . All of us will have a pa rt for example . All of us will have a part to play in reducing the spread of this infection, reducing the intensity of it. The faith that we are in at the moment is containment. We are trying to identify everybody and avoid any spread from those infections. Then we move into a phase where we try to delay the more widespread infection, make sure that the peak of that infection is as low as possible. During that period, of course, anybody who is unwell, should self isolate. Phone nhs 111 if you have been in one of the countries concerned and take advice from there. We also should advise avoid, if we have respiratory illnesses, we should stay at home and not go to places where we can spread that infection to other people. That is particularly the case for people who are more vulnerable to complications of infection, particularly older people and people with severe underlying illnesses. And then of course there is everything that we should do. Washing our hands regularly. If we have a cough or a sneeze, to catch it in have a cough or a sneeze, to catch itina have a cough or a sneeze, to catch it in a tissue, through the tissue away and pin it. That is a very important message. We understand that a patient in essex became the second person in the uk to be struck down without actually having travelled abroad. Is that a significant change, do you think . M the cases we have had so far the vast majority still have links to travel abroad, to places where infection is in other countries. But we are beginning, i think, infection is in other countries. But we are beginning, ithink, to infection is in other countries. But we are beginning, i think, to see the first few cases where that may not be the case. That is part of the reason for saying that i think at this point we should expect to see some wider transmission in due course in the uk. We are not there yet as we speak. It could happen relatively quickly. It may take a little longer. But it is very important to be prepared. And to do all that we can now to reduce the chances of infection and to slow the spread of this infection because thatis spread of this infection because that is what will help us most over the coming few months if we do see a more widespread infection in the uk. Can you give me any more information. We know there were new cases announced yesterday, one of them was a Health Worker. Can you give me any more information . cant give you any more information about that or individual cases. Anybody working in the Health Service who has an infection will be asked to self isolate. As for anybody. And with anybody who suffers from infection we will then be tracing all of their close contacts. In the case of somebody who works at the Health Service, that may include patients who that individual has seen. Public Health England has been doing that around the clock over the past few weeks, doing it very successfully, and we will continue to do that. We will be in touch with people who may be at risk from contact with that individual and advising them how to self isolate and individual and advising them how to self isolate and what individual and advising them how to self isolate and what steps may be required. One final question. We know cobra is meeting today, we know the Prime Minister will be in that meeting. What do you think the priorities . What should they do . What the cobra meeting will be doing is looking at all the range of different eventualities that could come as we see more widespread infection, assuming that is what happens. And the range of responses that we may need to make across the country in order to deal with that. Of course the important thing for all of us is to know that we have all of us is to know that we have all got a part to play in that. Washing your hands, catch it, bin it, kill it. Dont go out when you have an infection, when you have symptoms, respiratory illness, cough, fever etc. We have all got a pa rt cough, fever etc. We have all got a part to play to help reduce the spread of this infection. The wind is light today, plenty of sunshine, variable amounts of cloud. The risk of an isolated shower but largely dry and temperatures between eight and 10 celsius. Now, were still at risk of one or two showers overnight but again they will be isolated, few and far between. One of 13 new coronavirus cases confirmed in the uk yesterday is a Health Worker employed at a Cancer Clinic in hertfordshire. It comes as the Prime Minister prepares to chair a meeting of the governments Emergency Cobra Committee this morning. Yesterday saw the biggest dailyjump of cases diagnosed in the uk. 36 people are confirmed to be infected. Coronavirus is of concern. It is a novel illness, but its something that this country really amply has the resources to deal with. We have state of the art testing facilities. We have a fantastic nhs. We will have to get through this, but, believe me, we are going to beat it. In a moment, well get an update on the british holidaymakers staying at a quarantined hotel in tenerife from our correspondent fiona trott. And well also hear from sally challoner, who is outside a school in gloucestershire which has been closed until wednesday after a staff member tested positive for the virus. But first, lets get more now on the governments response from our Political Correspondent chris mason, who is in downing street for us. We have just been hearing that this is now the governments number one priority . Yes, i think it really is an can really tell from the language being used in government house, how seriously they take this now. This cobra meeting, the government civil contingencies Emergency Planning committee, gathering mid morning this morning, chaired by the Prime Minister, the chief medical officer will be there, the chief scientific adviser will be there. When you look at the briefing weve been given about the meeting and the language thatis about the meeting and the language that is being used, you get a real sense now that all of whitehall, the whole infrastructure, if you like, and the government of the and the nhs, will be focused on dealing with this. This mornings meeting will sign off, we are told, a battle plan containing a detailed set of countermeasures for dealing with coronavirus. There is an acceptance from the Prime Minister that there is little doubt, he says, that this will present a significant challenge for our country. The number of cases has been going up and is expected to go has been going up and is expected to 9 up has been going up and is expected to go up further. So, across the piece, planning is being put in place for dealing with this containment phase, at the moment, to try to minimise spread. That is something that they wa nt spread. That is something that they want individuals to care about, in terms of hand washing and self isolating for those who believe they may have symptoms. But also, for the government to work out what it will do in the coming weeks and months, if, and it remains an if, this outbreak was to get significant worse. Thank you, chris, good to talk to you. Good morning. Some are already back in the uk. Some more are due to leave this afternoon. There have been challenges for people here at this hotel. Airlines say, we will fly you back if you have had a test for covid 19 and it is negative and you show no symptoms at the airport, but it has to be within a 24 hour window, because even though it is not detected, it cannot be passed on. For the guests here, what it appears they have to do is to try to identify a flight they can get on, back time it so that they can have the test within a 24 hour window, but they might not get their certificate to fly until they check out of the hotel. So they have to try and get a verbal confirmation so they can go ahead and book that flight. They can go ahead and book that flight. We have heard from some guests that they have not had verbal confirmation until 22 hours later, or not at all. So, there have been some challenges. However, some are already back in the uk. We believe around 25 left the hotel last night. More are due on a flight this afternoon. We have had a statement from the Holiday Company which says it is pleased to confirm that customers will be flying back to the uk with us, they say, on a dedicated flight this uk with us, they say, on a dedicated flight this afternoon. Subject to them showing no symptoms on departure. When they get back to the uk, they will still have to self isolate until ninth march. A Primary School in gloucestershire has confirmed one of its Staff Members has tested positive for coronavirus, after recently returning from a holiday to italy. Lets get the latest now from sally challoner, who is outside St Marys School in tetbury for us this morning. Sally, what more do we know . This is St Marys School in tetbury, it is going to be closed for at least two days after a member of staff here was tested positive for the coronavirus. They had been away on holiday to northern italy, not a school trip, they had gone in half term. A friend of theirs who had also gone on the trip was also tested positive. The school was closed, it has had a deep clean the although members that member of staff had been in the school last week. A couple of other local schools, including one in redding, have also closed after a member of staff there tested positive for coronavirus. Again, they had been away, not on a school trip. Another school nearby has also been closed asa school nearby has also been closed as a precaution because that member of staff had been there on a training day. In each case, the head teacher has been sending out letters to the parents explaining the situation. There are obvious risks ina primary situation. There are obvious risks in a Primary School like this, lots of Young Children playing together, infairly of Young Children playing together, in fairly close confinement, but as we say, the risks apparently are still very low but the schools remain closed for two days. 100 british negotiators are travelling to brussels to begin talks about a new trade deal with the eu. The first phase of discussions, which will also cover co operation on security and transport, is due to last four days. Joining us now from brussels is our correspondent adam fleming. Adam, weve talked to you so much, not for a while, and there is a sense that really hard work starts now . Yeah, and there are a lot of areas they are going to cover. Heading into march, things are looking a bit quieter and calmer. There is some sunshine and showers around. This is the radar image which shows an area of rain which will be clearing away from the south east over the next few hours. But more wintry showers coming in from the north west. Some of them will be fairly heavy in scotland. Falling as snow over Higher Ground. For Northern Ireland some rain and sleet. Further south and east, you are more likely to stage dry during the day. Temperatures, around 7 10. This evening, we will see the shower is up this evening, we will see the shower isupa this evening, we will see the shower is up a little bit. Some of them will be heavy and wintry across central and western scotland. There will be further blustery showers across Northern Ireland and a few of those showers will work into western parts of england and wales in the evening. Further east, you have got clear skies as we head towards the end of the day. Overnight, some of the heavy showers will work further south and east. With temperatures down to freezing or even a bit below, there could be some icy stretches and some frost around tomorrow morning. For the week ahead, not completely dry. It will be that mix of sunshine and showers, but it will be less windy. It will feel quite chilly, particularly overnight, but most of us will be fairly pleased to hear that some dry weather is at least on the cards. There could be a bit of rain on wednesday and friday, but the flooding situation should start to improve over the next few days. Last year, hundreds of sub postmasters people who run post Office Branches were vindicated by the high court. For years, theyd wrongly been accused of stealing money. Now, over 50 cases of possible wrongful prosecutions are being looked into. Heres what happened. Between the years 1999 and 2000, the post office rolled out a Computer System called horizon. It was first reported in 2004 that computer problems could be behind financial shortfalls being recorded in local post offices. But in 2009, it was revealed that a number of sub postmasters across the uk had been held responsible and prosecuted, with some receiving prison terms. Last year, more than 550 people brought a class action against the post office, costing millions of pounds. And finally, in december, the High Court Ruled that the horizon Computer System had contained a number of defects that caused the shortfalls, and that sub postmasters were not to blame. Breakfasts Nina Warhurst has been meeting some of those who are now fighting to clear their names. When the judge said this sentence, i was just lost. Im thinking, im not going to give birth in a prison. I was thinking, this is, like, a nightmare, just a bad dream. Just a bad dream, i will wake up and everything will be fine. Sorry. Its ok, its ok. Yeah, i used to own that one. We felt so proud, we felt that we had accomplished. Exciting. Very exciting. It was short lived excitement. Cant even look at the sign. Sorry. Its the kind of story that sounds like it belongs to fiction hundreds of men and women who ran small post offices accused of theft, accused of fraud. They lost their reputations, some of them lost their homes, they lost their life savings. Those who went to prison lost their freedom. We must have justice for the postmasters and post mistresses. This is a national scandal. Get to the bottom of the issue, we must. Years later, a judge would conclude they werent to blame. 20 years ago, the post office introduced a Computer System called horizon. Very quickly, sub postmasters were reporting problems, things werent adding up, there were big shortfalls. But the post office stood by their system and began prosecuting their staff. Seema was tried byjury in 2010 after an audit found a £74,000 shortfall in her accounts. Even on the judgment day, i didnt bring my bag, they said to me to bring the bag, so i said, why should i . Because i wouldnt get a sentence. Because definitely, why would somebody do that . Because, why would i get a sentence when i havent done anything wrong . I wouldnt be sent away. But you were for how long . 15 months, on my sons tenth birthday. On my sons tenth birthday, it was 15 months. Sorry. And youd just found out that you were pregnant . Yes, after being trying for the last eight years. I was so, so, so scared of my babys health. What if somebody come and stab me, because the people were self harming then, the people were having drug issues and all that. I was scared. But it kept me going if i didnt have another life inside me, i would have done something to myself. So, you came out of prison when you were six months pregnant but had to wear a tag. For good behaviour, i was released early. But the moment when i went into labour, that was the most embarrassing moment. Because, with the tag on, what would they be thinking, what kind of mother i am . So you tried to be invisible . Oh, yes. To the extreme, for the youngest one, for the eight years, we didnt celebrate any of his birthday. I wanted to protect my kids. You know, theyre so talented, theyre so talented, but i did not want them to feel ashamed that im their mother. Sorry. Youve missed out on so much. All of those moments that youre supposed to have with your baby, with your little boys, those birthday parties, hanging out with friends, friends coming over for tea. No, all lost. All lost. Seema thought she was alone. So did hundreds like her. But it later transpired that sub postmasters across the country had been raising concerns with the post office. In 2006, jos life was turned upsidedown and she was accused of taking £36,000 from the village shop she ran in hampshire. I am not the kind of person that would have a breakdown but i was probably as close as you would ever get to one. Ijust didnt know, i had no idea what was going on. Ijust sat there in the end just crying, almost, like, numb with it. Id borrowed money from the house, basically, id remortgaged and put £9,000 in, because every time there was a big discrepancy, i knew i couldnt be out, and i was literally shovelling money into the post office. You were advised to plead guilty, there was a plea bargain made, and they said, look, to keep you out of prison, plead guilty. Talk us through that, standing in a court room. Pleading guilty to something you hadnt done. And they said, well, if you plead guilty, it will halve the sentence. And you might not go to prison. So. So, you had to stand there and plead guilty. And plead guilty. 14 times it got read out and 14 times i had to plead guilty. You just wanted to scream, but id been told that i had to look like i was sorry and. And ijust couldnt explain it, the whole thing was crazy. Part of the Ripple Effect of being a convicted criminal is, there are certain jobs you cant do, but you werent allowed to be left alone with your granddaughter in her class, were you . My little granddaughter, yeah, its things like that, you just think, oh, its a criminal record, but actually, theres things that you cant do that you should be able to do. Weve all been, like, pillars of the community, and weve been treated like, well, like criminals. But then, in december last year. Hundreds of former sub postmasters accused of stealing from the post office say theyve been vindicated following a High Court Ruling that the Computer System they had to use was flawed. A high courtjudge found there were significant defects in the horizon system, likely to have caused the shortfalls. Jo and seema and hundreds like them were told they could now walk with their heads held high. Ijust felt, i am not going mad. You know, we didnt imagine this, it really did happen, it wasnt our fault. You lost your parents in that time, before the december ruling, and you made them a promise, didnt you . Yeah, both of them, i made a promise that i would never stop fighting until i cleared my name. I miss them terribly. When we have little landmark moments, i always have a little tea, have a little tear, and i will look up and say, yeah, still going. So, yeah, the day will come eventually when we clear our names criminally, and, yeah, ill have done myjob then. The post office has admitted it made mistakes but says its learned lessons and agreed to a £58 million settlement, though much of that will go on legalfees. There are growing calls now for an independent investigation into what went wrong, something the Prime Minister indicated could happen. Will the Prime Minister today commit to launching an independent inquiry . Im happy to commit to getting to the bottom of the matter in the way that she recommends. But seema and jo are still convicted criminals, still unable to find jobs, still living in the shadow of shame. Theyjoin 54 others in waiting for the criminal Case Review Commission to unpick what exactly happened and decide whether to overturn their convictions. This is, they say, the biggest ever case of its kind. Through the agony of losing so much, the friendships that have been gained are now deeply cherished. Well get there in the end. In the end. But more than ten years of their lives have been lost. That was Nina Warhurst reporting. You can understand why they want to have their names cleared, and we will stay with that story, we will keep talking to them on bbc brea kfast keep talking to them on bbc breakfast over the next few months. And a big thank you to everybody who took part in that report. Storm dennis brought widespread flooding and disruption to wales. Now, weather experts are warning that was just a taste of things to come. Homes and businesses have been left with thousands of pounds worth of damage. But a leading meteorologist has told the bbc that the government was warned to prepare for more frequent flooding four years ago. Wyre davies reports. The floods that tore through these communities have left devastation in their wake and residents driven from their homes. A man in his 90s rescued by stretcher on his birthday. A young woman almost drowned in her bed by rising water levels. People are shell shocked. Im surprised that, you know, everybody survived, because the water came in so quick and a lot of people were surprised so quickly, a lot of people could have drowned. Lives and livelihoods were completely overwhelmed as the river taff burst its banks. Rising waters at this car showroom and that hundreds showroom meant that hundreds of vehicles were written off. Businesses like this Furniture Store in pontypridd were cleaned out. This will cost thousands to replace, and unlike some big stores, theyre not covered. The damage isntjust financial. Insurance was due for renewal recently. The flood cover was removed by the Insurance Company so weve had to renew with no flood cover. Im not sleeping right at the moment. Theres a lot of stress, there is a lot of worry. Ive spent two years building up from nothing. There was nothing in here. Its a new business and its all gone. The council is giving flooded businesses £1000 each to get them back on their feet. The Welsh Government has promised £10 million towards emergency help. But its nowhere near enough. Lives have been turned upside down in communities like this. The human cost is clear. But it could cost hundreds of millions of pounds to clear up and repair the damage to homes, businesses and communities. But there were warnings that this wasnt going to be a one off, that this is the shape of things to come. So, just how prepared are we . A leading meteorologist says the authorities were warned to be prepared for the worst in a report on Climate Change four years ago after floods in 2015. These used to be maybe one in 100 year events, one in a generation events, now theyre happening probably once every five years, theyre happening on a much more frequent basis. And that frequency will probably continue to increase as we go forward in time. So, youre talking about nearly a 40 to 50 increase in the amount of water thats coming down these valleys into these river flows compared to what we saw during some extreme rainfall events at the end of 2015. That should ring a lot of alarm bells in political circles, shouldnt it . Absolutely. I mean, the evidences here, were seeing it here and now, not just. The report was talking about what might happen in the future, we are seeing it playing out in reality. There are other consequences. There are more landslides and earth movements in these valleys than anywhere else in the uk. A legacy of coal mining. And increased rainfall can make disused coal tips unstable. Now is the time to definitely re evaluate where we are and using new technology, like laser surveying, and do a re evaluation of the valleys and identify these old tips and evaluate them all one by one. As the clean up continues, the Welsh Government says that addressing the issues around Climate Change is a priority. The warning signs are there. More rainfall and flooding is inevitable. Weve had some frost and a bit of ice across Northern Areas of the uk. Some rain across the south and while there is some rain in the forecast throughout this week, its not quite as wet as its been recently, not as windy, either. But it will continue to feel quite chilly with some frost at night. Now, through today, weve got low pressure towards the north west, and thats giving us the north westerly airstream, and that brings in some showers. But the wind still only a bit strong across scotland and Northern Ireland, that will continue to feed in these showers, turning wintry again over Higher Ground. Early morning rain across the south east of england, that clears away and then we are left with lots of sunshine for england and wales, eastern scotland, southern scotland, and through Northern Ireland. Again, temperatures falling away. The risk of some ice again in these northern parts as we go into tuesday morning, temperatures here down to 1, 2 celsius, still quite chilly further south. There could be a touch of frost for some of us first thing tomorrow morning. Not a great deal of change tomorrow, still that area of low pressure towards the north of scotland, again, just bringing in some showers throughout the course of the day. Those showers could, at times, be a little bit heavy, especially towards the north and the west of the uk and some of those showers drift their way further south and east, but, again, there will be some spells of sunshine for many of us throughout the day on tuesday.
