Today, Boris Johnson today, borisjohnson will set out plans aimed at preparing the nhs in england for the winter ahead. This will include funding to keep the Nightingale Hospital open through till the end of the Financial Year in march. Their workload with covid 19 patients was much less than expected, and they were put on standby. Some are now being used for scans for cancer patients, but Spare Capacity will be maintained in case there is a second wave of Coronavirus Infections. A deal will also be done with hospitals, which provided beds for energy is used during the crisis. Funding will be allocated to cover routine operations for nhs patients. On top of the £3 billion of england, there will be money allocated proportionally to the devolved administrations. The Prime Minister will also confirm plans to boost testing by the autumn and a new Marketing Campaign to raise awareness of the test and trace scheme. The British Medical Association representing doctors said it was vital to understand whether the money would be enough to boost capacity for a potential second wave, and also meet the needs of millions of patients who have had ca re of millions of patients who have had care delayed during the pandemic stop hugh pym, bbc news. Security services are now warning that russian spies are targeting organisations trying to develop a Coronavirus Vaccine. Keir giles is an expert on Russian Security issues. When we hear they are trying to access this Coronavirus Vaccine research, how would that have been done . Well, we havent got many very details on what the technical processes involved were. We can assume the companies that are looking into these vaccines will aggregate security anyway, because they will be concerned about commercial competitors going out of the same information. But what little we do know does mention spearphishing attacks where the hackers craft e mails and messages that look like they are from a trusted source. The aim is for them to have people click a link and enter login credentials, whether it isa enter login credentials, whether it is a medical database or banking credentials, it is the same technique to have people handing over details they need to crack open that information. What do you hear when you does make what you think when you does make what you think when you does make what you think when you hear the russians say, it is nothing to do with us. It is almost always a denial. When does the language change enough think ok, they kind of admit it but dont admit it . That is an important point without the moment. But these are groups that are used to carry out cyberattacks was that whether its carry out cyberattacks was that whether its beginning information as we have seen with a vaccine, or interfering with political processes abroad, as we have seen with the attacks on elections in United States and france and now also here in the uk. This seems to have been a classic russian leak attack and then new pastor to people who you think will use it on your behalf. Captain sir tom moore will be knighted by the queen today in his own personal ceremony at Windsor Castle. Good morning. A sporting disaster that could have cost millions. Jofra archers breach of bio secure rules could have been a disaster, according to the director of english cricket, ashley giles. The nhs in england is to get an extra £3 billion to help deal with pressures this winter, thats including a possible second wave of Coronavirus Infections. Some of the money will be used to keep Nightingale Hospitals open to the end of the Financial Year. The British Medical Association, which represents doctors, says more detail is needed on how far the money will go. Lets talk to our political correspondence iain watson. Iain, weve heard a lot about a second wave and what those numbers might look like. The government reacting to that. Thats right, naga. Very frightening numbers the government was active scientific advisor, a Commission Report showing that could be as many as 180,000 deaths in hospitals if there is a second wave. So the government is trying to tackle this in two ways, first of all, to say there will be enough capacity in the nhs to do with a second wave, and keeping these Nightingale Hospitals open which we re Nightingale Hospitals open which were underused in the first wave. They will be open until march next year at least. But to prevent a second wave from happening, the government is doing a range of things, first of all, ramping up testing to around 500,000 a day by the end of october. The reason for thatis the end of october. The reason for that is so people getting conventional illnesses, they need to have Rapid Testing to tell them where they stand in addition to that. And they will be expanding the amount of people eligible for free flu vaccines to take pressure off the nhs in that way. But also there is going to be new powers for local authorities to impose local lockdowns, so that when for example, outbreaks happen, they dont get involved in discussions between local and central governments. They can actfar local and central governments. They can act far more quickly and with far more data to suppress the virus so you dont get a nationwide or even citywide lockdown in future, and you can get under control that i was under control. The British Medical Association is sceptical whether there will be quite enough money to deal with covid and routine operations in the nhs which had to be cancelled, of course, during the first wave. And we have been hearing about more regular or normal operations, the idea is to get them back going. In the Prime Minister is going to be talking about encouraging people back into the office . Well, thats right. To get the economy going, getting people back into the office entering a whole range of other things as well for as well. Getting people into the sandwich shop. Public transport has been underutilised, so also encouraging people to take public transport. But i dont think it will be an edict to return to normal immediately. There isa return to normal immediately. There is a road map over the next nine months, kids going back to school, so it should be more possible for people to return to the office than simply working from home. The boundary is changing, so some of the areas that are outside of leicester will be released because of lower infection rates there. Making the nhs battle ready the government hopes an £3 billion will help the Health Service deal with pressures this winter, including a possible second wave of Coronavirus Infections. Downing street says it will make the nhs battle ready. Were joined now by saffron cordery, the deputy chief executive of nhs providers, the Membership Organisation for nhs trusts in england. Cani can i check these numbers with you . We are hearing enormous numbers in terms of finances. £3 billion of extra funding. Can you put that in some kind of contact for us . extra funding. Can you put that in some kind of contact for us . I think actually that is a very, very good question because, if you think about the nhs as a whole, its annual budget is around £120 billion a year. So that might give you some idea. Its, you know, a little under 396 idea. Its, you know, a little under 3 of its annual budget. So perhaps that helps in terms of putting it in some kind of contact. But i think what we need to see is additional funding say is additionalfunding for the nhs is obviously welcome, but i dont think we are clear yet what this money will be used for and what this money will be used for and what it will cover. And that is what nhs trusts on the frontline really wa nt to nhs trusts on the frontline really want to hear, because they are facing a triple whammy of pressures coming up. They have the pressure of winter itself buys the possibility ofa winter itself buys the possibility of a flu epidemic alongside coronavirus. They are dealing with this ongoing pandemic and needs to be ready for a surge. And finally, they need to start getting usable services up and running, so they are dealing with a lot of ongoing pressures. Dealing with a lot of ongoing pressures. So while a £3 billion sounds like a lot of money, we need to be absolutely clear how an wearer that money is going to be spent. How and where. Are you clear where it should go . We are absolutely clear we need to have robust local services. Thats about making sure hospitals can be set up in a way where they are not using eight bedded wards, but they can quickly transform their wards into single bedded wards so we stop the spread of infection. We need to make sure we have local Community Services in place to keep people out of hospital. We have got to make sure our Ambulance Services and 1111 really at the top of their game, they can manage any additional surge in demand. And also, we have got to ensure our mental Health Services, which have experienced extreme demand over the previous and coming period, i really able to function. Listening to that, that list you have just gone through about what is required, and then i will refer back to the £3 billion some, do these two things equate . Is the sum of money being posed in extra money sufficient to do what you think needs to be done to prepare us . We are not yet clear about that. Because i think the £3 billion, according to the information that i have read so far, which is the number 10 downing street press release, which is all we have had, also talks about covering a major flu vaccination campaign, it talks about keeping nightingale wards open, and it also talks about maintaining the additional independent sector capacity. They are all very important things, but you put those alongside others we have talked about, and you do get to perhaps find a difficult place. On the nightingale wards, the Nightingale Hospitals, they are very, very important to manage any surge that we have with the coronavirus pandemic. But weve got to think about whether staff where these data coming from from those hospitals, because they take extensive staffing. We need to make sure we use the Nightingale Hospitals but make sure our local services are as robust as possible. Im listening carefully to the words you use there, saffron cordery, and you use there, saffron cordery, and you said we could be getting to a difficult place. Given the alarm or concern, which ever phrase you want to use, about the potential scale of a second wave, when you say a difficult place, we went through this before where we said we had to be prepared. Notwithstanding this £3 billion announced today, do you feel were to the same place, not prepared . I think we know the nhs frontline is really in a much better position to deal with the coronavirus pandemic. It has been there before, so it knows how to deal with that, and i think its got it deal with that, and i think its got itis deal with that, and i think its got it is in deal with that, and i think its got itisina deal with that, and i think its got it is in a place where it really can manage that, assuming that we put all of these wider measures in place. And i think that is where we need to be really clear. We need to be stopping the spread of infection, we need to be, you know, really containing the number of cases coming through. And we really need to make sure that we are thinking not just about a e departments, not just about hospital trusts, which are critical in this, but also about those Wider Services around them which play a vital role. What i would put in the mix here is also social care. Where is the funding announcement . Where are the plans for social care . It is so long over to have a major announcement on the future of social care. We need to see some action quickly there because the nhs and social care really function hand in hand. You the case of Shamima Begum, the east london schoolgirl who fled to syria, has proved highly controversial. In february 2015, she travelled from her home in bethnal green, along with two classmates and travelled to syria to join the Islamic State group. She was just 15 years old. Her citizenship was revoked by the home office on security grounds, after she was found in a refugee camp in Northern Syria in 2019. Ms begum took legal action claiming the decision was unlawful but a special immigration tribunal ruled she could be stripped of her citizenship. Yesterday the court of appeal ruled she should be allowed to return to the uk to pursue her legal case. The home office says it will appeal. We can speak now to maya foa, director of reprieve. The National Cybersecurity centre, our experts, have provided advisory statements in conjunction with the United States, and canada, to warn that they have assessed russian intelligence agents have in essence, sought to get into the systems of pharmaceutical companies, Companies Involved in the covid 19 action, those involved in preparing a vaccine, to seek to get into, then to use available and investigate what is there, we think with the intent of then extracting property and other information. This is incredibly serious. Its appalling that any government should act in this way. We have called this out, we have obviously given advice to Different Companies as well in terms of the steps they can take to protect their systems, and also to mitigate action. But i think it is right we have worked collaboratively, collectively, at the National Cybersecurity centre, determining it is right to call the south was that their attribution is around 95 loss in terms of who was responsible to call this out. Attribution was around 95 plus. It has information being stolen . There is no evidence to that, but we do know these groups have managed to penetrate into systems and be able to look around. And assess what information is there. It is extraordinary when governments, when different organisations around the world a re different organisations around the world are doing their bit, trying their hardest to secure a vaccine, to do that research, to then discover that effectively a government that is seeking to suggest that they play by the rules, then to see this sort of action happened, completely unacceptable. We have called this out and we will continue to call out incidents where we see Government Agencies and organisations are taking steps to ensure there is that sense of vigilance. And that is the key thing here, by making this assessment, by making this Public Statement from the National Cybersecurity centre, they have done with the us and canadian counterparts. Are you telling us this morning that an attempt to break into the Security Systems or Health Information systems related to the Coronavirus Vaccine has been stopped . Is that what has happened . This is something that has been detected. This is, as the ncsc has thatis detected. This is, as the ncsc has that is an ongoing incident, which is why we have put this alert out there, there are mitigations that have been put in place in terms of, for example, organisations having two fa ctor for example, organisations having two factor authentication, and making sure all systems are up to date in terms of their cybersecurity as well as either procedures and processes the ncsc will be advising. So you are unable to say at this stage that this has been stopped . It is an ongoing situation . It is an ongoing situation. But by calling it out, by virtue of the steps that have been advised and are being taken, that obviously it is that mitigations ares there. But, charlie, its the experts we have, and indeed, the ability we have through the National Cybersecurity centre, to be able to identify, to determine, to attribute in this way, and equally give very expert advice in terms of the codes and sorts of attacks that have been fulfilled, and why the advisory goes into quite a lot of detail, quite a lot of technical detail, so those chief officers that deal with cybersecurity within organisations can see that and assess systems. And if needs be, provide further advice from the National Cybersecurity agency. Are you able as security minister to say categorically that russia interfered with any of our election processes . You will know, charlie, that the foreign secretary made a statement yesterday to highlight that a Russian Organisation is not being attributed to the russian state, but again, 95 plus confidence, sought to amplify and illegally obtain and illegally obtained report relating to us trade to in essence influence our election. Completely unacceptable. It has again been highlighted in this fashion by the foreign secretary in terms of this intervention. Again, incredibly serious. Were not suggesting this has been widespread. This has been an incident, but any time of in this way is completely unacceptable in terms of our democratic processes. Listening to you, mr bracken jar, other people be listening to this and wondering, what does it mean in terms of our election process . And i know the papers are due to be released this coming week mr broken brokenshire, but in practical terms, what does it mean . What we are saying here is there was this incident that took place. In other words, the illegally obtained report, and i am somewhat constrained about what i can say about this because there is an ongoing criminal investigation in relation to that report. In essence, russian identified actors sought to amplify, sought to distribute that through social media, by harnessing the way in which that report had originally been put out onto the internet. That is what were saying here. Quite careful in terms of the terms of what we are seeking to provide that information, but we think it is right that this is stated, that people understand this is the case. Obviously the intelligence and scenario in parliament will be providing their separate report in relation to other russian activities. And obviously that report will be published and will respond to that in the appropriate way. As an issue closer to home to do with the government advice on working, whether you should be in the workplace or not. And that is the messaging we had given but equally, once people can return, in a careful way, we are seeing that return ellipses a lot of people would be thinking what this means is you effectively are choking off the responsibility in making the decision about whether you should go back to work stop what what this means is you are effectively soaking up responsibility. That this is all down to employers, just like with the pubs. It was down to the landlords make the right goal. Why doesnt the government made clear goals that people can understand . Right call. That is about the guidance we issue. It is guidance to employers, different settings, whether that be shops or other places as well, to be able to prepare and ensure that these workplaces do reflect Public Health guidance, do reflect that need for covid safe guidance, do reflect that need for covid safe spaces. That is the whole point. That is why we have produced incredibly detailed guidance advice for employers, for businesses, to do precisely that. The nhs in england is to get an extra £3 billion to help deal with pressures this winter, including a possible second wave of Coronavirus Infections. Some of the funding will be used to keep Nightingale Hospitals open to the end of the Financial Year. Nhs providers, the Membership Organisation for nhs trusts in england, says their members on the front line want to hear where the money will go. They are facing a triple whammy of pressures coming up so, they have got the pressure obviously of winter itself plus the possibility of a flu epidemic alongside coronavirus. They are dealing with this ongoing pandemic and need to be ready for a surge. And also, finally, they have got to start getting usual services up and running. So, they are dealing with a lot of ongoing pressures. Whilst £3 billion sounds like a lot of money, we need to be absolutely clear how and where that money is going to be spent. Were joined now by our Health Editor, hugh pym. You heard what was said there and the government have made it clear that money will be available. Yes, i think the important elements of this are that it close up uncertainty for the nhs in england, that money is going to nhs england come over what happened to the Nightingale Hospitals can be kept going and case there is another second spike which has spending implications . And secondly, because the private hospitals who are already providing beds to the nhs, could they take on a certain amount of routine surgery, nonurgent operations and that sort of thing . Those deals have been done orare of thing . Those deals have been done or are about to be done and that £3 billion will cover that and one or two other things preparing for winter but as you heard, the question is, ok, a lot coming down the track this winter and a lot more might be needed. What about the possibility of a second wave . It is something people are talking about and trying to predict when it might be which is pretty difficult but scientists are talking about possible numbers . Yes, we had the academy of medical sciences a couple of days ago asked by sir Patrick Vallance, the chief scientific adviser for the government to come to look forward and modelled the worst case scenario, how bad it could get. It was very much worse case and they said it was very unlikely but they said a second surge, it may be injanuary or february next year, coinciding with a flu outbreak, could result in a 120,000 deaths between september and june. But there was another scenario, may be a medium scenario, with considerably fewer deaths. They we re with considerably fewer deaths. They were just with considerably fewer deaths. Are certainly the warning is that the virus is still out there and local outbreaks are the priority at the moment, but the winter could bring more problems. Well, as a result of the extended lockdown, ten leicester businesses are now starting legal action against the government to challenge how theyve handled the situation. Firstly, before we talk about the legal action, what has been the effect of the lockdown and the extended lockdown, these particular circumstances affecting you . Obviously devastating and yesterday, again, to learn that we have to wait another two weeks before we can even think about opening our businesses is just truly unbelievable. I speak on behalf of myself and many Business Owners here in leicester who are really struggling, to even think about what it looks like coming back to our businesses and to open. Leicester is might city its where im from, born and bred and very proud of that but right now im not feeling very happy about the city and what is happening. Hence the legal action so can you explain what that is . We have decided to serve the government because we dont feel satisfied with the data, the lack of consultation and the whole process. From the outset, we we re whole process. From the outset, we were offered some grants which were merely a drop in the ocean to start with, and they lasted about a week or two. To find ourselves four months back in this situation, how can that be possible without any further support from our local council and government . To be clear, the legal action is about you seeking compensation of some kind for the extra time that the position at leicester was in . Yes, thats right. Matt hancock and which is we re right. Matt hancock and which is were served yesterday and they have been given seven days to look at this. I wrote to sir Peter Soulsby two weeks ago and i asked him to roll his sleeves up and fight for business in our city and what he would do about it. I dont see much happening in the response. I was referred to the website. We are looking for answers, there is a lack of clarity and there is confusion. There is quite a lot of lies here in leicester i just feel, there is quite a lot of lies here in leicester ijust feel, the eyes of the world are looking at our city and not in a good way. It is negative pr and, you know, people are making a mockery of the city. It is terrible but that the city was struggling previously before this happened and now we find ourselves in this situation, you know, where do we go from here . The government had to answer. He says what is needed for businesses in leicester is clarity, support and not negativity, the eyes of the world a re not negativity, the eyes of the world are looking at leicester and its making a mockery of the city. can understand why barrie is so angry and can understand why barrie is so angry and i share his anger put it frankly, it was a political decision. Public Health England did not recommend we should be put into lockdown, it was a political decision that took us into lockdown, that took the tory areas around leicester out of lockdown yesterday and ultimately it will be politicians who decide when we come out. Didnt the rate of infection come up . Is this not preventative . No. , we finally managed, after weeks of asking for it, to get some data about the level of infection in different parts of leicester put it came through wednesday before last and we have been analysing it. It is now very clear that the infection rates are high in about 10 of the city and i have said to the secretary of state that that is the 10 we should be focusing on, not the sledgehammer to crack the whole city. A Government Spokesperson has said that, seeing that cases in leicester were significantly higher than other parts of the country, we make no apology for working with leicester leaders to take Decisive Action to reverse this trend and save lives. The government priority is to protect the public which is right local partners in leicester have been able to access Government Health data from the 19th ofjune. Is that your understanding . No, of course its not. We got the positive and negative test wednesday before last and that is the first time we have been able to analyse which parts of leicester a re have been able to analyse which parts of leicester are affected by the virus, and there are some parts that need our attention but they needed it weeks ago. Now we need to be focusing on those parts and working with those communities and streets and neighbourhoods, those families, working with them to combat the virus in their area, not across the whole of leicester and certainly not across an area that is divided from the county around it because of the way they voted at the last election. Have you been given any information as to how long this will last or what needs to change in terms of the infection rates . No. There is no objective assessment as to what would constitute success for this lockdown. It was a political decision that took us out, and a political decision yesterday that removed the lockdown in the tory voting areas and it will be a political decision that takes us out. I dont understand, when i read that that seven day infection rate in leicester was 135 cases per 100,000 people when lockdown was put in at the end of last month, three times higher than the next highest city. Is there not a duty on your pa rt city. Is there not a duty on your part to also be mindful of the Health Implications of this and the reasons behind it . Of course it is and im desperately concerned about that 10 of the city where the virus is atan that 10 of the city where the virus is at an unacceptable level but the fa ct is at an unacceptable level but the fact is that the so called seven day rate does not tell you anything. Tells you is the percentage of positive tests we have been getting for about ten days, and that is what we needed to know weeks ago it would have enabled us to focus on those areas where the real problem is rather than take this sledgehammer to crack the whole city. With the result of a test you have had recently, how do they compare, the percentage rates, to surrounding areas . They are higher. In that 10 of the city where the results are coming through with high levels of positivity, we have about 20 of those tests coming through positive which is far too high and that is where we should be focusing and should have been focusing weeks ago if only the government had trusted us if only the government had trusted us with the information they had. So for the boat businesses in padstow, we now have an email group working out how we can not be on the pontoons at the same time to allow separation between the passengers. And again the same on the beaches, we work with one of the big surf schools which is close to our surf school, the two big operators and how best to work in the water together. Padstow is synonymous with rick stein. His businesses employ 600 people in the area. The Cookery School has been converted into a pop up restaurant. His son, jack, tells me how hard closing the doors has been. If you had offered us to open first week ofjuly, when we went into lockdown, we would have said that would be great because we are a seasonal business. This Summer Season will save us, there is no doubt if we had missed out on this revenue, i think we as a company, 45 years old restaurant company, we would likely be not trading next year, simple as. She was brought up in new zealand but is now back in padstow and adapting her business to cope with coronavirus. We normally cram people in like sardines, really, so it was a tough decision but we decided forjuly and august, wed go takeaway onlyjust to deal with the social distancing. We cant cram people in like we normally did and with only six tables, it really isnt worth it so weve done takeaway. Weve created a whole new frontage, and it is going really well. But we are back at a theatre, we have had shows this week and as ben has said, from monday we are starting a bigger season with music every monday and a lot of exciting theatre to look forward to. We have, a couple of weeks of small shows and then tie stones in his pocket featuring one of ourart is stones in his pocket featuring one of our art is here and then we have willy russells educating rita coming here in august and we are so fantastic, Stephen Thompson and Jessica Johnson are playing that and it will be amazing. For all those people who might have stayed away because it was too busy, if you can come in the autumn, the sea is spectacular, to go and look at the arts and culture and heritage, a lot to do through the winter. One of the things that is happening now is the supply and demand is so out of kilter so how do we reconcile those factors . It is and at the moment, reduced capacity as well. Cant even have two normal trading months but there are all these people who have been denied their spring break, staying away from the summer, maybe a bit great like me and getting on a bit for that autumn period and next spring, it will be wonderful to come down here and thats what we hope to pick up here and thats what we hope to pick up but also to deliver a wonderful experience for those who want to come it is quieter so we can maybe get the holy grail are getting more visitors out of season. We were speaking to security ministerJames Brokenshire a short time ago and one thing we learned is that this is an ongoing situation. Yes, if you can imagine Intelligence Services around the world a re Intelligence Services around the world are all on the alert and have been pretty much since the pandemic began and the search for a vaccine began and the search for a vaccine began because they knew this kind of hacking attempt would be made. As the minister made clear, its still an ongoing operation. If you think about it, what youre dealing with here is laboratories, universities and Research Centres and think tanks, which traditionally have not been that secure because they havent really been targets before. Now they are and so Security Services have placed layer of protection. What we have seen yesterday, and the warnings today, isa yesterday, and the warnings today, is a very clear warning shot across russias bowers. But also other potential states and hostile actors in the world to say, if you try to do this thing, you will be called out. Russias bows. Do this thing, you will be called out. Russias bows. And we have had a flat denial from russia. Thats what happens in these events. Whenever they try to do it, we have seenin whenever they try to do it, we have seen in the past they have tried to hack into the uk nhs and into energy systems, they issue a flat denial, in the way they did with the skripal case. The real question is what action do they take, notjust their words. To what end would russians be attempting to break into and get information in relation to the vaccine . Probably the most valuable piece of intellectual property in the world today is a vaccine for covid. And the first country that can get it cannot only start to treat its citizens first but can also win geopolitical bragging rights. For the russian state to be able to say, we have the vaccine first, will be a huge diplomatic coup for it, and so the expectation is they are trying to get as much data as they possibly can to get ahead in the race, or at least maintain stability with others. Basically there are scientists all over the world alljockeying forward and there is a race on to see who can get the vaccine first. They were trying to steal as much data as they could to help the russian cause. One thing often absent in some of these situations and has been in relation to russia in allegations before, is the definitive, the absolute proof that this has come from one place and one organisation. Although there has been attribution here and quite a lot of evidence, how close are we to be able to saying we know for certain, or the government knows for certain, or the government knows for certain, they know who and where it has come from . We had two revelations yesterday, the first that the russians were trying to hack vaccine intelligence, but also they made an alleged attempt to interfere into last years general election. On that the government said it is almost certain there was a russian interference by russian actors. On the vaccine hacking, foreign secretary dominic raab was explicit yesterday in naming and blaming russian intelligence. On that point, the british, americans and canadians were explicit in naming russian intelligence specifically which means they would be pretty sure of their facts before they would go as far as saying that. The white tower is behind me, built in 1078. Tourist attractions are suffering of late and thats because Foreign Tourists are simply not coming. We know why, the logistics associated with coronavirus and airports are shut for example. This place would normally have around 15,000 tourists on an average summer day. Right now they are getting around 500. Looking down here, the ravens are being released this morning. They are in cages, but they really do rule the roost this morning, letting down to roam free around the tower of london. The legend has it that if the ravens leave here then that crumbles and the kingdom falls. Its all part of the kingdom falls. Its all part of the mystique that brings tourists from all over the world. Andrew is the governor here at the tower of london and its hisjob the governor here at the tower of london and its his job to get them here but its pretty tough right now with tourist numbers falling and you need people to come from overseas. Youre absolutely right. Normally on a summerday like youre absolutely right. Normally on a summer day like this we would have between 10000 and 15,000 visitors but we predict no more than around 700 per day and we are not hitting thatjust yet. You need that money all year round but clearly you make most of it in summer because somewhere like this costs a lot of money to run. Absolutely, we have the cost of keeping the buildings in the amazing condition they are, the cost of staff and other running costs. We need that money coming in all year round. We are in july with a bit of the summer left and autumn is also really important so do you expect to get people back in those months . Its a lean period at the moment and we predict a lean period to the end of the Financial Year next march. That means we get around 400,500 people, year next march. There is no better time really to see the tower without the usual crowds so its a call to arms for londoners in particular and anyone who can get into london easily. You will see lots of hand sanitiser all over the place. We have a one way route in place so people feel safe as they move around with plenty of signage. We have booking ahead online so we are encouraging as many people as possible to do that but if you forget you can still get in. Rather peculiar in that you actually live here, you work and live here with some of the other staff. Talk to me about that because you have had four months of lockdown in the tower of london so what have you been doing . Anybody who works he has the bestjob in london and in the uk. Its even better that we get to live here. Around 125 live here on a routine basis. We normally close only three days in the year, so all ofa only three days in the year, so all of a sudden to find that period extending into uncertainty and then lasting months, it was novel to start with but quickly became a bit dull. Starting tomorrow, south Asian Heritage month hopes to explore the links between the uk and the subcontinent. To kick it off poet Hussain Manawer has written a special piece. Were joined now by presenter anita rani and dr binita kane, who were both involved with the founding of south Asian Heritage month. Good morning to you both. Good morning your bubbly, arent you . I cant tell you how my heart swelled hearing that go out on the bbc breakfast. It has been such a labour of love. That brilliant poem and the music as well was original. My cousin shot it and i sat with her in the edit so to finally have it go out to launch south Asian Heritage month feels very good. Anita, why do think this needed . Its about ownership of storytelling will stop there are 3 million of us living here and this is about owning our narrative and telling our stories. I made my who do you think you are and it was a great experience a few years ago, and we talked about partition. The overwhelming story was, how come we dont know this story. It baffles me that we know so much about the empire and imperialism but there is so much of it we dont know and its usually the dark stuff we dont know. We are a Huge Community here, making up a beautiful, diverse landscape of this gorgeous island we live on. This is our home and Everybody Needs to know who we are, why we are here and Everybody Needs to understand its about that knowledge, education and celebration. Its not just about that knowledge, education and celebration. Its notjust about looking to the past and talking about history, its about talking about history, its about talking about our identity as a specifically british and asian and that is unique and wonderful and multifaceted. To be honest i cant believe we havent had it for years already and its long overdue. Good morning to doctor kane. First and foremost, you are a long doctor, thats your line of work. I suspect your time has been preoccupied with other things just recently. It certainly has. The pandemic has definitely thrown a curve ball pandemic has definitely thrown a curveball at the campaign but we have repurposed it very quickly to relaunch online over the last six weeks and the response we have had from the public has been absolutely immense and we are so excited about the programme. Anita was talking about some of the wider issues and why its so important to have more knowledge and people learning more. But there is a crossover with the bame community and the pandemic and the risks. And that becomes part of the risks. And that becomes part of the story as well. Absolutely. I think what the pandemic has done, it has thrown open a lot of issues, laid issues on the table and laid them bare. Its a real moment in time whenl them bare. Its a real moment in time when i think we need to do some soul searching and ask ourselves why this has happened and we need to look into it to understand the reasons. All of that is part of what we are trying to create, a space for south asian people to really own their narrative, as anita said, and create space for us to discuss these issues. Which areas particularly . Its a wonderful phrasing, the learning curve, but what particular for you where the areas of learning . Itook for you where the areas of learning . I took part in anitas bbc documentary, my family, the partition. I had the Incredible Opportunity to be the first person in 70 years to go back to the place where my ancestors and my family came from. They had to flee around the violence of partition and fell into hard times. They became refugees, my grandfather died. I came back from this experience feeling like i had been walking through life with my eyes closed. I then realised, have i had my eyes closed or has nobody told me my history is important. I felt that something has to change because there are hundreds of thousands of young people in this country who dont understand where they come from and people dont understand why our country is so beautifully diverse and all of our stories weave themselves into that. Anita, you will be very aware of the black lives matter protests and movement. What has happened of late that is so important is that questions are being asked and there is a space for anybody to feel they can ask questions, however lacking in knowledge they feel they are, and also for those being asked to allow that space and to offer the information without fear as well. Thats so important now, isnt it . Absolutely. If anything is going to change we need that space to have dialogue and conversation. And curiosity and they want to understand rather than just living in this fear of what people will say. Just ask, pick up a book or follow someone on social media. Get involved with south Asian Heritage month. We have a duty to know, who are your neighbours and who are the people who live here . The history is interconnected, we are here because of colonialism and there are so many stories, but we are here and we have unique identities now. Its absolutely about understanding, knowledge and education and we all have the responsibility to take it upon ourselves to open our eyes and horizons a bit more. What is obvious is the delight from both of you, good luck with it to both of you and thank you for telling us about it. Its the first night of the proms tonight, and things are going to be rather different with the Royal Albert Hall closed for audiences for the First Time Since the blitz. It will kick off with a recorded performance by musicians followed by some of the musical highlights from previous years. Heres our entertainment correspondent colin paterson. The 125th anniversary of the proms, and they never looked or sounded quite like this. No live concerts for the first six weeks, instead, the opening performance tonight on radio 3 is a special commission recorded during lockdown. 323 bbc musicians in their own homes combined to mark beethovens 250th birthday. They are playing a mash up of his nine symphonies. Accompanied by two dancers, who are in a beethoven bubble. Ian farrington was chosen to create the piece. There is an entire season, an entire proms season that has had to be replaced. So, yeah, its a wonderful honour but not one that i was expecting to do. And, um, i have made the most of it and its something i have enjoyed writing hugely and something that i hope captures a lot of the celebratory spirit of the proms. And the whole piece, including a nod to saturday night fever will be shown on sunday night on bbc four. From then until the august bank holiday weekend, the proms will feature reruns of archive performances. But for the final two weeks, a return to the Royal Albert Hall and Live Performances from the likes of Sheku Kanneh Mason and nicola benedetti. For the orchestral pieces, it is not clear how many musicians will be allowed on stage. So four different programmes have be planned for each concert. And as for the last night of the proms, its unclear if the public will even be allowed in, singing along to land of hope and glory. At the moment, the audience can just hope. As youve heard this morning, captain sir tom moore will receive his knighthood from the queen today, and months after he began his Fundraising Efforts, he continues to inspire others to do the same. We will hear from his family in a couple of minutes. Turning to who he has inspired. Maureen lightbody, from groomsport in county down, turned 95 yesterday. Congratulations for yesterday shes walked a thousand steps each day since the beginning of lockdown, raising almost £13,000 for charity. Our Northern Ireland correspondent chris page has been to meet her. This is the last lockdown lap for maureen lightbody. On her 95th birthday, she is, for the 95th time, walking a roman mile thats 1,000 paces. The venue for the strolling and striding has been the Playing Field next to her home. And every single one of the last 95 days, youve been doing this walk. Ive been doing this walk, this one way, for 95 days. The weather has been so kind to me, thats what was so good. And the completion of the challenge called for a socially distanced celebration. Little did i think that first step i took, this would happen shes just short of the fundraising target of £15,000 that is going to cancer care in memory of her husband, george, who died of the disease 33 years ago. Maureen and fundraisers like her are making sure that cancer is not the forgotten c in this pandemic. We think maureen is absolutely amazing, shes been so motivated throughout this challenge. The original motivation for maureen came from watching the walk of someone else from her generation. It came from captain, sir captain tom, because when i saw him, and then my granddaughter in england said, when she rang she said, gran, your generation is great, the things you can do, and i thought, what can i do . And i came away and thought about it but it was the 95 that made it, 95 days for 95 miles for 95 years. Itjust seemed to make a pattern so when i set it up, it was just meant to be. Like captain sir tom, maureen served in the second world war. At 18 she joined the womens royal naval service, the wrens, in the nearby town of bangor which was a major base for battleships. I trained to be a bs signaler, and every ship that comes in the lough, had to sign in with a code, and then we would answer in a code. Newsreel the yanks are coming with a vengeance. It was a buzz, all the american ships in, the big ones went off on d day, the arkansas, texas and nevada, massive ships, there were 30,000 or something american troops. Unbelievable. For her 21st century endeavours, maureen received this message of encouragement. On behalf of captain tom and the entire family, congratulations on the amazing walking youve been doing. So maureen, its another big day for captain tom moore, he is receiving his knighthood. Do you have anything to say to him . I have congratulations sir captain tom, im delighted for you, im very proud of you and you are my inspiration, and im five years younger and i thought, if you can do it, i can do it, and im delighted with the result that i have got, and your result. And then we will take a leisurely pace down to windsor today, no falling or tripping. We have a fairly regimented day ahead of us. I believe this is the first individual investor chair, im not entirely sure but i think so, so i think protocol is being written as we speak and we will simply do as we are told. Always a good thing to do as you are told how excited are you two about this, georgia and benjie. And its the first time the queen has done this sort of ceremony in person since lockdown. Its a special day for the entire family andl special day for the entire family and i have to say thank you to everyone who has supported us. We wouldnt be in this situation without everyone on the other side of the camera so from our family, thank you for putting us in the situation. We are so proud of him and im so excited for this day. For this to be the first public personal engagement for the queen since lockdown, it had to be significant and its something we know she has taken an interest in. Its very significant. Given the birthday honours have been shelved until the autumn, so there are no investiture is, the fact tom received his knighthood early in may, this is an opportunity for the queen to meet the great man face to face and acknowledge his achievement, raising just under £33 million for the nhs. Thats no mean achievement in anybodys book, but to do it at 100 is an amazing achievement. This is the queen acknowledging, today tom will meet the queen, she will tap him on each shoulder using king george vis sword. Its a bit like you have allowed the nation to be pa rt you have allowed the nation to be part of the story. Its a wonderful day, but we are kind of thing on it from the outside. But this is your familys story. This is personalfor you. Do you think you will get time in amongst what will be a lot of attention to have your own moment within the family . I think so, but we willingly shared that story. 15 weeks ago. Of course we never expected the outcome that we have today but we shared it and we continue to share it and we willingly and gladly share it because we still remain utterly humbled as a family. We are just a regular, ordinary family doing the best we can to make sure that tom is supported in his endeavours. And we wa nt to supported in his endeavours. And we want to share it. This is the public story. Dickie arbiter, just a word on the queen, because she is absolutely making clear that she is seen as much as possible. She has taken on this reassuring role as head of state. She has. She has always said she needs to be seen to be believed and today she will be seen. The last time we saw her physically in person was the middle ofjune in the alternative trooping the colour at Windsor Castle. We saw her twice with coronavirus speeches on april the 5th and again with the ve day speech in may. To see the queen in person, this is a step in the right direction and hopefully a step back to a new normality, but it will be a very slow steps and this is very significant in that she is investing sir tom with his insignia, meeting the family and sharing a few moments with him, as everybody else would like to do.
