The north of england has been particularly hard hit by coronavirus warrington, the latest Northern City to be put into the highest tier of restrictions. Nottingham will follow later this week. More than 50 conservative mps have now written to the Prime Minister calling for a clear road map for how to get out again. In their letter, they warn that coronavirus threatens to continue to increase the disparity between north and south. They say that their constituents have been some of the worst affected by covid, with many losing jobs and businesses. And they ask borisjohnson to reflect carefully on the conservatives promise to People Living in the north during the last election, with the levelling up agenda and to make the region central to the countrys economic recovery. They suggest one way of doing that would be to prioritise and speed up big projects like a major rail upgrade to connect northern cities. Many of the mps who signed the letter represent constituencies that were traditionally held by labour until last years election. A downing street spokesman said the government had stood then on a solemn promise that it would improve peoples lives and that, although the pandemic had meant 2020 was not the year we all hoped it would be, the governments ambitions for the country were unchanged. One of the mps who signed the letter said it wasnt about giving the government a tough time, but a row with leaders in Greater Manchester over restrictions did put Government Strategy for the north of england back in the spotlight. This letter is likely to put more scrutiny on how it plans to deliver on those ambitions in such changed circumstances. Almost a year since the last election, that he needs to start delivering on some of the promises that he and the conservative party made back then, because the Prime Minister knows, as these 50 or so mps know very well, that if the tories are to hang onto their hefty majority come the next election, four years away, which may seem a long time away, they need to ensure that they do not lose these seats in the north of england, Scottish Borders, north wales and elsewhere and those are the mps who have written to the Prime Minister here. So downing street saying it is absolutely committed to its levelling up agenda, but i think this reflects a nervousness and frustration amongst those mps that the government needs to start delivering on its promises. For the mayor joe anderson the crisis became very personal when his brother bill died with the virus. In his First Television interview since that devastating loss, i went to meet him. Im delighted to say im joined byjoe anderson, the mayor of liverpool. Thank you very much for inviting us here during what are really tough times. And i know yourfamily has been directly affected im so sorry about your brother, bill. Last week, we had 61 deaths in liverpool. Bill was one of the 61. This week, its up to 74. So we know the serious issues facing many, many families in the city. And, of course, bill was taken so suddenly that we never got the chance to say goodbye or to be with him. And both bill and his wife had covid. Jenny, im glad to say, is fine now but, of course, the loss of bill is a great blow to us all, because six weeks prior to that, wed lost my brother through cancer. So its been a traumatic time, to say the least. And tell us about bill, because he was notjust your brother, but he provided for you, as well. We had a reasonably tough upbringing. My father was in the merchant navy, but very seldom worked. He was an alcoholic. Bill went away to sea when he was 16, but provided for the family, sending money allotments, as they were called, to my mum. That kept us going. So i always looked up to him. He was somebody that inspired me, somebody that was, you know. Somebody that gave, as i said, more to this world than he ever took out. Hell be sadly missed. Been overwhelmed by the messages of support. Had he had covid for a while . Had he been ill for a little while . He was taken into hospital on the friday afternoon, around about two oclock, immediately put into the icu and within eight hours hed died. His heart had give up because he couldnt cope with the covid pressure. And you were very busy at the time, werent you . Dealing with things. Yeah, the sad thing was is that bill often spoke to me a couple of times a week over Different Things. And sometimes id just press the button saying, call you later sorry, busy. And i did that. And, um, because i was so busy we were dealing with funding issues on the phone to the government, Different Things as liverpool was entered in tier 3 so i was hugely busy that afternoon. And about two hours later, jenny rang on bills phone and i knew something was wrong immediately because when i heard her voice answer the phone. Thats his wife. Yeah, thats bills wife, jen, and and she told me that he was in hospital, yeah. So that was also sad. However, of course, with covid, theres very little you can do. You cant go visit, you cant sit, you cant be with somebody thats got covid. And its happened to thousands and thousands of people notjust here in liverpool, in the city region, but across the country. Its a disease that, you know, takes no prisoners. Its heartless in how it deals with people. This makes things so hard, doesnt it . That you cant go and say goodbye. I think the good thing for me is that, you know, weve already been contacted by people that were on duty, and a friend of the family one of the icu doctors his father sailed with bill. Thats incredible. And so he looked after him and made sure that he was ok. He actually did an extra shift to stay there with billy. So that was good to know that there were people talking to him, people, you know, having a conversation with them, people actually taking the time out to make sure that he was all right. You want a point at this time to be able to celebrate and remember his life, as well. Will you get a chance to do that . Well get the opportunity to laugh at the things that he did and, as a brother, ive got many tales and stories to tell about him but also remember what he did for people, you know why he was, you know, such a remarkable man because of what he did for people and the fights that he fought on behalf of people and the things that he gave and he never took back. At the time that he died, there was a protest or demonstration in liverpool people saying that, you know, this was perhaps a hoax. So what do you say when you see that . Its frustrating and it makes me angry. It makes me angry because i see and feeland hearand i get lots of messages every single day, every single week about the sacrifices that doctors and nurses and front line staff are making. You know, theyre not only sacrificing themselves, but sacrificing our families. We know that liverpools obviously in tier 3 would you back tougher restrictions if it were necessary at any point . I would back tougher measures if its necessary. You know, this is a fight against a virus that we cant see but we know is there, and we know its taking untold damage on peoples well being, health, Mental Health, but also a huge toll in terms of families as members of families are dying as a result. And i think that has to be our priority. That has to be the number one focus in reducing the Covid Infection rate in the city. So if anything was needed and required to actually bring it down faster, or to make things tougher, than i would do that. However, i want to make sure that we are giving tier 3 a chance and an opportunity to see if the measures that are in place now have that impact. Will the city survive . Weve lost around about 220 businesses in the hospitality sector. That has an enormous impact on the funding of liverpool city council. But we will get through it. People in this city are resilient. You know, people in this city are passionate. The values and the principles that we hold, they will see us through and well support one another. You know, everybody in this city knows that the fight that we have is with covid 19, not each other. And well Work Together, stick together, and well make sure that we get through it. It is a significant piece of research. Ive had patients trying to get Antibody Tests through the private surgery since march, to see whether levels are. On some occasions we have had to repeat those tests to make sure they have immunity. Whats interesting about this report is that it doesnt showers if you are really infected how severe that infection is going to be. That is the most significant bit. If you have some antibodies, that means it protects you somehow. Also what this Research Shows is that the whole notion of herd immunity does not really work because it means that if about 95 of the population havent had immunity, that cant provide you, from person to person, getting the protection we thought was going to happen. This is where the vaccine is so important. That is a way race against time trying to get the vaccine out. It all comes back to what we as individuals can do to protect ourselves to stop spreading the virus, wash your hands, cover yourface. The virus, wash your hands, cover your face. That brings an end to the herd immunity argument, you think . It does sort of put the fly in the ointment. As we know right at the start borisjohnson ointment. The north of england has been particularly hard hit by coronavirus warrington, the latest Northern City to be put into the highest tier of restrictions. Nottingham will follow later this week. More than 50 conservative mps have now written to the Prime Minister calling for a clear road map for how to get out again. In their letter, they warn that coronavirus threatens to continue to increase the disparity between north and south. They say that their constituents have been some of the worst affected by covid, with many losing jobs and businesses. And they ask borisjohnson to reflect carefully on the conservatives promise to People Living in the north during the last election, with the levelling up agenda and to make the region central to the countrys economic recovery. They suggest one way of doing that would be to prioritise and speed up big projects like a major rail upgrade to connect northern cities. Many of the mps who signed the letter represent constituencies that were traditionally held by labour until last years election. A downing street spokesman said the government had stood then on a solemn promise that it would improve peoples lives and that, although the pandemic had meant 2020 was not the year we all hoped it would be, the governments ambitions for the country were unchanged. One of the mps who signed the letter said it wasnt about giving the government a tough time, but a row with leaders in Greater Manchester over restrictions did put Government Strategy for the north of england back in the spotlight. This letter is likely to put more scrutiny on how it plans to deliver on those ambitions in such changed circumstances. But i think whatever the intention behind this it is certainly being seen as a warning shot to the government and effectively these mps putting the Prime Minister on a notice to start delivering some of the promises the conservatives made up the last election or risk losing votes. The main point is that the coronavirus pandemic risks not only highlighting the north south divide in england, but making it worse. They want a clear route map for those areas in the tightest level of restrictions, they want the government to get on with those big Infrastructure Projects they planned, and also a tailored economic Recovery Plan for the north. Downing street saying its ambition has not been hampered by the coronavirus pandemic, but although the next election might seem a long time away, four years away indeed, this reflects a nervousness among any mps many mps that the government doesnt have anything to show for its promises. There is a package of support ofjust under £6 million that will be split for Public Health needs and to support businesses, but there was tier 3 rules come into effect here, it reduces the interaction you can have with people. You remember early this month we were in nottingham reporting on it having one of the highest rates of infection in england. At one stage that was 830 per 100,000 people but that was 830 per 100,000 people but that has steadily dropped and is now around 444 per 100,000 people. But official leaders here say that, whilst the rate is dropping in the 1822 whilst the rate is dropping in the 18 22 age group, that they are concerned, a bit like we were hearing in warrington about a rising older age groups. Today they are seeing raise the neck a rise in hospital admissions. That is why the restrictions are proud now. Nothing, most live, broxtowe and gedling will also move from tier 2 to tier 3. They willjoin restrictions on other parts of england, including the closure of pubs and bars that dont serve meals. For a place like nottingham that will have a huge impact. The team at Imperial College london found that levels of protective antibodies drop quite rapidly which could suggest an increased risk of re infection. The timing of the vote has been criticised by the democrats whove argued that it should have been postponed until after the election. In the last half hour, whitbread, the owner of premier inn and brewers fayre, has announced results. Vish is here with the details. Whitbread, which owns premier inn and restaurant chains beefeater and brewers fayre, says last month that it plans to cut around 6,000 jobs across the group. Well, last week the chancellor announced some new support for businesses, with extra money for those in hospitality. Thejob support scheme which will replace the furlough scheme at the end of this week will see the government cover around two thirds of workers wages, if they do a minimum of 20 of their normal hours. Grants were also made available specifically for accommodation, hospitality and leisure businesses in high risk tier 2 areas thats worth up to around £2,100 a month while in tier two. And restaurants are also benefiting from a vat cut to five percent. That cut will now run until the end of march next year. But will all these measures be enough . We are doing everything we can to make sure that we contain that. You know, when you look at it, it is still care homes, universities, schools. Actually, what we need is. What we are trying to do is buy time. We need to do it ina trying to do is buy time. We need to do it in a way that saves our industry and saves the millions of jobs that are about to be lost within our industry. Is it also, like you say, a matter of confidence. You go into a restaurant and know you will be safe. Yeah, i lived in brighton and we were the biggest town to use eat 0ut lived in brighton and we were the biggest town to use eat out to help 0ut biggest town to use eat out to help out and we still have one of the lowest cases in the uk. We are big eaters out in brighton, but people are taking it very, very seriously. The experiences we had the beginning of the year, theyve certainly made it easier for us to have a feel for which patients we need to admit to Critical Care urgently, which patients we can maybe send to a respiratory ward. Really, right at the beginning, we didnt really know how long people would need to be on a ventilatorfor, and who would get better. And i think weve got a much better understanding of that. It means many patients are Getting Better sooner, and spending less time in hospital. The most frightening thing that ever happened to me. Albert, whos 67, collapsed at home in the middle of the night, but is now out of intensive care. He thinks many dont take coronavirus seriously enough. It can attack anybody. It doesnt pick and choose, but its certainly not a joke, thats the last thing it is. The royal victoria infirmary has far fewer Covid Patients than in april. The staff feel better prepared this time, but now they face a long winter. I think it took a lot of courage first time round for our staff to come and face up and front up to this, to a disease we were unfamiliar with. I should think the familiarity we have with it now, means that processes are smoother, we feel that days are shorter. Its still a challenge, theres no doubt about that. The hospital is expanding its intensive care facilities. This ward is being revamped, ready to deal with any surge. The rvi treated the very first confirmed Covid Patients in the uk in late january. Back then, the disease was a complete unknown. Now, half the patients here, like gordon, are taking part in Clinical Trials, looking for new treatments. I just want to help. If you. You know, if you dont do anything in life to help others, you dont feel so good. So its just important to say yes, weigh up the consequences and the side effects, which are all clearly printed, and its a no brainer. In march, nonurgent surgery was postponed to make way for covid. Yes, we got £135,000 in july, but it had to be spent in 12 weeks and, in fact, at that time we did spend it to help families who we re did spend it to help families who were having problems in that period. We link in with an organisation but dyla n we link in with an organisation but dylan ago called bread and butter but what we are doing now, we are putting extra funding in from other sources to make sure we are providing free food not only to families who have children on Free School Meals but any family who was in difficulty and i think this is something we have to do. We have to make sure that nobody in darlington goes hungry during this october holiday period. Essentially that money that you were given ran out a couple of weeks ago. Was it ever explicitly said that money should be, some of that money should be put aside forfree be, some of that money should be put aside for Free School Meals . How was it divvied up . Local authorities do have flexibility to prioritise funding and so, you know, we have taken it out of our general funding pot, but we do feel it is extremely important that we do provide this funding. As i say, we work closely with bread and butter but also organisations in the town and they, you know, businesses have been providing food, as well. I think it is just Great Community spirit and this is what we have to do in these difficult times. What are your plans when it comes to the Christmas Holidays . Will you do the Christmas Holidays . Well, obviously, we would hope there may be a u turn and the government will certainly look at Christmas Holidays, but yes, we will have to make the same. More than 50 conservative mps have written to the Prime Minister, calling for a clear roadmap out of tough coronavirus restrictions. The mps, who represent areas in the north of england, north wales and the Scottish Borders, say the pandemic is threatening the governments efforts to level up the country. Im sure you have read this letter. They say in the letter, the north has seen a level of disruption unparalleled with other parts of the country and it threatens to continue to increase the disparity between the north and the disparity between the north and the south still further. Are you concerned by what they say is a north south divide . Concerned by what they say is a northsouth divide . Of course im concerned, as we all should be. People like jake berry and simon clarke are champions for their constituencies and for the north. If you look at the announcement we are making today, on seven towns getting £180 million as part of the £3. 6 billion tans fund, places like blackpool and warrington, there are 45 towns out of the 101 towns that would share that money. 45 of them are in the northern powerhouse. 14 of the hospitals in our Hospital Building programmes are in the northern powerhouse. We are looking at the industrial strategy refresh. The industrial strategy was developed in 2017, in a world of near full developed in 2017, in a world of nearfull employment, developed in 2017, in a world of near full employment, and they quite rightly worried now about the post pandemic world for their constituencies. So we are repressing the industrial strategy. As well as a big announcement. I knowjake really does care about stuff around jobs and skills. The Prime Minister announced. The government will stand behind it and pay for it. They say in the letter, and you are reflecting some of it, you state m e nts reflecting some of it, you statements have been some of the worst affected by covid, with many losing jobs and businesses. That is happening right now. One is that money going to make a difference . That money is happening now. The announcement today for 39 billion, 39 million for blackpool, for an enterprise zone, for warrington as well my 21 million, so this money is happening right now, as well as, of course, the additional 200 billion that we have put behind all businesses, all people in work, both the people who are employed and of course the self employed as well. You have seen the further extension of thejob you have seen the further extension of the job support you have seen the further extension of thejob support scheme where, if employers have to close down, an employee can get a two thirds of their wages in the tier 3 areas. In their wages in the tier 3 areas. In the lower tier in the area is still impacted, where demand has lowered, the employee will only need to find about 5 . And the employer has to find a 5 . The employee will only have to work one day a week to still get that additional support. There is support across the board for businesses. And as well as targeted support for manchester and other areas, warrington thats going into tier 3, but for those areas to be able to cope further and their businesses to be able to survive the pandemic. And very specifically about those tiers come over because we know that many hundreds of thousands of people now living in the highest level of restrictions, they are calling in this letter for a Clear Pathway down the tiering system, a way out of it. They say people want to see measures come to an end. What is the pathway . Its a really important question. In every area that is entering tier 3, the highest tier level, there is a provision within that to say that after 28 days, it will be reviewed to see where we have got to. If we Work Together both nationally and locally, and do the right thing, follow the rules in era, make sure we work with local leaders, they are the best place to people to deliver that message and that additional help as well, then i think we can get through this and get through it and come out of the other end. Its and come out of the other end. Its a really tough balance, louise, between the harms of the virus and the harms to the economy, livelihoods, and of course lives ultimately in health if you lose yourjob or business. We try to strike that balance every day. What are the measurements it will be judged on, going from tier 3 to tier 2 . So the experts, whether it be the bio security centre, Public Health england, local Public Health officers, will Work Together to look at how quickly we can bring the r number back down. Its at 1. 2 to 1. 4 nationally. We want to bring it down to one, so that we stop the greater infection from increasing exponentially. At the moment were seeing some good science, early signs, but i would be very cautious about this. The rate of infection is slowing down but not slowing down sufficiently enough, because our priority has to be to protect lives, to protect the nhs but also balance that against protecting the economy and lives. Can i also ask about the discussion is ongoing in the past ten days about Free School Meals, particularly in the holidays . Boris johnson says, we will do everything in our power to make sure no child goes hungry in the holidays. Whats he doing . I will tell you what we are doing. 0ne he doing . I know you were listening in that interview from the leader of darlington council, saying that money has already been spent. It was not ring fenced, was it, for children and Free School Meals . Yes, and so local authorities have chosen to target. Warwickshire county council got 500,000. The leader is chosen to continue to deliver those meals through this half term and for christmas. As well as, of course, the additional welfare support, £9 billion going into welfare. Plus, we have run the holiday activities and Food Programme pilot this summer, £9 million, very proud of it. I initiated it when i was to the children and families minister in the department for education. We fed 50,000 children, 70 local authorities. The best way to do this is Work Together with charities and local authorities to make sure no child goes without food. And more importantly, the activities they do as well. You talked about that money specifically, and money that has been spent. This £63 million, that is now coming to an end. What now . He said no child goes hungry in the holidays. What concrete measures happen . As i said, local authorities have stepped up, like warwickshire cou nty have stepped up, like Warwickshire County Council are doing it for this half term and christmas. The additional help with the £1000 per family through the welfare system, three universal credit, is an additional help that goes on until march, april next year. That, all combined with what local authorities are doing, is helping children. And of course we are looking at the pilot as well. 50,000 children, 70 local authorities. I was speaking last night to Carol Shannon in stoke on trent. A brilliant lady. She has delivered 150,000 meals through the summer. She will continue to do more this half term and for christmas. It is notjust about the meal. In some of the wards in stoke on trent, where there are high crime rates, parents would see that four hour respite a day for their children somewhere safe where they can continue to have activities, whether arts and crafts orfurther activities, whether arts and crafts or further learning, activities, whether arts and crafts orfurther learning, to bridge some of the education gap because of covid. A lot of work going on, as well as breakfast clubs. 35 William Patton is going to breakfast clubs. This is a combined effort of the whole nation, together with the help of the government and the taxpayer. So as it stands right now the government is not committing specifically to Free School Meals for half term and the Christmas Holidays, you are not committing to that . Free school meals continue as we brought schools back and that carries on. Half term and christmas . I hear you. We are learning from the pilot. Local authorities have used the money we have given them. We have announced an additional £1 billion for local authorities as well to continue the activities, as well to continue the activities, as well as, of course, what other charities are doing, and of course £9 billion going to those most vulnerable families. We saw your piece that you did on samuel, about him living on the 15th floor of a block of flats and trying to, you know, get the children not to touch the inside of the lift in case they picked up the virus. And it was that that really made me think. Took you back to when you were. Yeah. Little. I lived in east london in a block of flats. I thought, if we could get him down here to north devon, you know, theyve got the best beaches. We got all countryside, lots of place. So you can run round here, theres room. And for the next week, itll be all theirs to explore. Oh, its lovely. The boys are enjoying themselves. I know weve only been here for an hour or so, but theyre really enjoying themselves. I dont know, i cant find the words. Its just. Overwhelming. Just to see them doing what theyre doing now. 12 steps from one side of the room to the other and probably eight or ten width wise, but here look. Just run wild. Beautiful. Look at them loving it. So when author lee child decided the time had come to retire, he didnt want it to be the end of the story. He handed the creative reigns over to his brother, andrew, and together theyve written the latest novel. We can speak to both lee and andrew now, from their homes in the us. Good morning both. Thank you so much for joining good morning both. Thank you so much forjoining us. I love this story. Lee, first of all, why come to this decision that you needed to hand over . Well, it all started about a 60 years ago, to be honest. When i started Primary School and i was wrestling with sums and reading, my grandad was retiring. I didnt know what that meant. My mum said, it means he doesnt have to work any more, he can stay at home and do what he wants. I thought, that sounds pretty good. So in a way it has been a target on my life. But i did not want to let down the jack reacher readers, who i love. We have had such a great writer together for 24 years now. I didnt want to let them down, i didnt want to stop the series. How could i keep it going . Initially i thought, if i can find some magic potion that would make me 15 years younger and more full of energy, that would be a solution. Then i realised, im related to that my brother is very similar to me. He is a great writer by himself. Would he do it . So i asked him. And happily he said yeah. Now andrew, you can talk us through in terms of creative control, has lee been able to let go, or is he still guiding things carefully . He is guiding very carefully but he has given me plenty of creative freedom, because lee is a very logical guy. Part of the idea, as he just said, was to bring in some extra energy, a little bit of nudging jack reacher closer towards the 21st century, so it wouldnt make any sense to set out with that as a goal and put the shackles on me. He has been great in terms of the creative freedom. And also, part of the appeal ofjack reacher books is how propulsive they are. So if i needed any help with, how do we achieve that, he has been right there. At the beginning before they lock down, literally looking over my shoulder. Once we got to the point where we couldnt physically be together, he was there at the end of the phone, the end of the text and e mail. It was great from that point of view. He gave me lots of freedom. I will come back to you any moment lee. Andrew, tell us about that conversation . It is quite irresponsibility, isnt it . Oh my goodness, it certainly is when he popped goodness, it certainly is when he popped the question, i was actually driving. We had been to a book event together in denver, colorado, won one of my other books id launched. We had been down to this store for the event. I was driving back. It wasjanuary, which the event. I was driving back. It was january, which meant the event. I was driving back. It wasjanuary, which meant horrendous weather. I was desperately trying not to cross the car and kill us. Then he landed that idea on me. At first i was shocked. That he would even consider letting me take the reins ofjack reacher, his wonderful creation, global phenomenon. Then i was worried, would i be able to do it . But ultimately, he mentioned the jack reacher fans. I am the worlds oldest of jack reacher fan. Jack reacher fans. I am the worlds oldest ofjack reacher fan. I read the first one when it was written in pencil and a piece of paper. So the thing that clinched it for me was, didl thing that clinched it for me was, did i want to be the one who was going to make it that there were no more jack reacher books . I couldnt live with that. I said, lets try it. We came up with the plan to do the first two or three together and may branch out on my own. So far, things are going according to plan. Lets go back to lee. Tell us practically how it works . Does andrew write most of it and you check it, or are you writing bits together . Can you let go . Have you handed the baby over to the baby sitter . Handed the baby over to the babysitter . My biggest worry, to be honest, was that he would be better at it than i was i made him do the plot because, as he said, part of the idea was to drag jack reacher just a little bit closer to the present day. So i wanted him to do the plot because hes more modern than i am. He would get it more in tune with Current Events and so on. So he had of the plot. And the problem is that all writers work slightly differently. I work with no plan at all. So constantly we would write a great scene and we would be really ha p py write a great scene and we would be really happy with that and andrew would say, ok, what do you see happening next . And i would say, ive got no idea, because thats how i used to work. I would make it up asi i used to work. I would make it up as i went along. It took us a few months to get used to that, working together. Andrea is not a huge planner but slightly more of a planner but slightly more of a planner than i planner but slightly more of a plannerthan i am. Planner but slightly more of a planner than i am. Andrew. That was the only real difficulty. I dont have a problem giving him away. Because any way the whole aspect of being successful is a character is, first of all, the author owns him. The authors are the only people youve ever heard of him. Then its only people youve ever heard of him. Then its readers. The ownership migrates outward. So jack reacher is actually owned by millions of individual readers. Andrew is one of them. He is perfectly entitled to do what he wa nts perfectly entitled to do what he wants with him. I am happy to sit back. I am wants with him. I am happy to sit back. Iam really looking wants with him. I am happy to sit back. I am really looking forward to two or three years from now, when he is doing it by himself, so i can just read them like a normal reader. Readers must be so excited to know it is going to continue. This might seem like a long time but there is some nervousness among conservative backbenchers at the government is not giving enough sea and to answer boaters questions and deliver on promises. The government is dealing with its response to the coronavirus pandemic which means it has not had time or capacity to do very much else, but answering some of the criticism or the questions posed at least by the mps in this letter this morning, business minister Nadhim Zahawi here on brea kfast minister Nadhim Zahawi here on breakfast praised these mps possibly can upfortheir breakfast praised these mps possibly can up for their areas but also insisting that the government is investing in the north praised these mps for speaking up for their areas. To get you a flavour of what these mps have had to say, they say the coronavirus pandemic has exposed in sharp relief the deep, structural and systematic disadvantage faced by our communities, essentially that the north south divide has been exposed by coronavirus and is at risk of getting worse, so they want Infrastructure Project accelerated and a spoke plan for the north. Downing street said they ran for the last election on a solemn promise to the people of the uk, although 2020 has not been the year we have hoped for, our they say, are unchanged. It has come a bit earlier, it was due to come into full sun thursday but was brought forward to today so people in warrington, more than 200,000 people, are waking up under tighter coronavirus restrictions meaning they cant operate as they normally would have done, they cant mix with people not in their immediate family or support bubble anywhere indoors, outdoors, if they meet in a public parkitis outdoors, if they meet in a public park it is the rule of six, and the biggest impact would be on businesses, herbs that do not serve substantial meals will have to be closed states which do not serve. Every year, cider producer hawkes asks local people to donate their excess apples and receive a bottle of booze in return. This year, with coronavirus restrictions in place, theyve turned to postal donations as well. And the london based producer has been inundated with tonnes of fruit. Good morning morning it has been a bumperyearfor good morning morning it has been a bumper year for apples and when life gives you apples, you make cider, of course. Theyve had 12 tonnes of apples donated from all across the country. We have some here from glasgow. This box. This lot have come from birmingham. And this lot just north of newport in wales . Doing my bit for the cider making process, they go into the vat, all of those, and from there they get sorted, you can see them coming out of the conveyor belt. Look at how lovely they look they have been washed and sorted. Then they get chopped up in the machine. Down there. You see them being chopped up in the big grinder and from there they go up through that tube, they go into this machine. They go forwards and backwards about seven oreight times, forwards and backwards about seven or eight times, the juice forwards and backwards about seven or eight times, thejuice is extracted. Thats what you can see being collected underneath. Just follow me through, the pulp ends up here. That gets used, goes to make biofuel. The juice is put into these huge vats for a couple of weeks, gets fermented, and its stored for about six months, then its ready to drink in about march or april but lets find out more from elliott. He is the product of Development Manager here. Explain how all of this came about. We were making ginger beer in 2014, people in the local area thought we were making cider so they started dropping apples outside the production facility. We thought, if we are given apples we should make cider theres a huge amount this year, why is that . Theres been a massive, bumper crop this year, because we had a really wet winter last year. What happened was, given the huge sunny period we had over the summer, there was a massive blossom and all there was a massive blossom and all the blossom means loads of great pollination and that means loads more apples. Bigger quantities of apples, that is what we are talking about. I know from personal experience, my mum has an apple tree, this year we have given the neighbours, their families, and tree, this year we have given the neighbours, theirfamilies, and so on, but if we had sent them in here, what would be get back . How does that work . Every three kilos of apples donated we give one cider backin apples donated we give one cider back in the special boxes we created, they hold ten kilos of apple so everyone who donated one of those boxes got a three pack of cider back. This is a group of northern conservative mps coming together and saying we want to refocus on how we can build back better across the north of england and in truth, there is also an element of lets build back with hope. And support that levelling up agenda which we know the Prime Minister is absolutely committed to for delivering for the north of england. Are you concerned some of the ground the conservatives picked up in the last general election, particularly in the north, which was one of the big stories of the general election last year, will be lost and maybe has been lost already . last year, will be lost and maybe has been lost already . I dont think the ground has been lost, i think we have the most tremendous opportunity in the north of england. Look at something called the pmi, the barometer of confidence in manufacturing, you see in september every single part of the north of england was recovering faster on that measure than london. That is a huge opportunity. In this letter is about saying to the government lets come together, give people hope about how we can see the back of this awful disease and lets use the powerhouse of the northern economy to ensure that we can come out of this a better, fairerand more to ensure that we can come out of this a better, fairer and more equal society which we know is a vision the Prime Minister shares. Last week we saw and we were talking about the rout with regards to Greater Manchester and the tiered restrictions and the funding that was discussed, promised, withdrawn and eventually came to some sort of arrangement but do you feel come on the back of that, there is an accusation that the government is out of touch with large areas of the north . How do you respond to that . Of course, manchester is not the north and there were brilliant and productive discussions with lancashire, i understand the discussions with liverpool in South Yorkshire went well, as well. This government has really shown it is going to stand shoulder to shoulder with the people of the north and this letter saying lets build back with hope, show us the way out of these restrictions, show us how we can unleash the power of the manufacturing economy in the real economy across the north of england to enable britain to recover from this terrible disease. There are groups in your constituency who are offering Free School Meals during this half term and you along with many of your fellow conservative mps voted against that motion last week for the government to do that. Would that not have been a way to start a procedure like this . First of all, well done and congratulations, not just to those groups up and down the country who are playing such a fantastic role supporting children in poverty. Theres two reactions to this, the first is the one advocated by the labour party which is to send people a £15 voucher if they receive school meals through the summer holidays. The second approach is the approach by this government, giving people more money through universal credit and family tax credit every single day of the week. That is the approach i support. Because anyone who tells you Child Poverty is just an issue during the School Holidays does not understand the issue itself. And that is why i am really supportive of what the government has done and on top of that, over £1 million has gone to lancashire to target the most vulnerable, £80,000 to Rossendale Council in my constituency. Those councils, every single day of the week when school is in, are in charge of feeding those very same children, in fact, they run most of the schools. They have a granular understanding of those in need and its right they should administer this scheme. When senior conservative say you have misjudged the mood of the nation, you disagree . This is one of the largest Testing Programme that has been done, we went to 365,000 people who filled in a questionnaire and hidden Antibody Test, dated a fingerprint blood sample and tested themselves for antibodies, injune, the third round, about 6 of adults in england we re round, about 6 of adults in england were positive, when we went back, not to the same people but another representative sample in september, it was about 4. 4 , about 26 lower. So were looking at antibodies, it is not everything about the immune system but it suggests that immunity is likely to wane over time after you have been infected, we are now about six months past first wave. Presumably that makes the search for a vaccine even more important . M makes, well, two things, the first is that even if you know you have had coronavirus, you have had covid, you cannot be sure you will not get it again so we therefore advise everybody to follow recommendations about hand hygiene, mass acquiring and keeping a distance from people. And secondly, of course, it means we are and secondly, of course, it means we a re really and secondly, of course, it means we are really in need of a vaccine which would hopefully produce a more long lived immunity to protect people. This is not particularly surprising, seasonal coronaviruses, which we have known about for a long time, they tend to produce an immunity budget wanes after six to 12 months. Many people might have hoped that they might not get it again, but this is completely opposite. They may not get it again and they are likely to have some of the immune responses that might be protected and maybe they could get a milder infection in the future, so it is important that we continue following a people who know they have covid and find out whether they are at risk. Some people have been proven to have reinfection, but it isa proven to have reinfection, but it is a small number. Hopefully there will be some continued resistance, but we do not know as it is such an early stage of the epidemic. For the mayor joe anderson the crisis became very personal when his brother bill died with the virus. In his First Television interview since that devastating loss, i went to meet him. Im delighted to say im joined byjoe anderson, the mayor of liverpool. Thank you very much for inviting us here during what are really tough times. And i know yourfamily has been directly affected im so sorry about your brother, bill. Last week, we had 61 deaths in liverpool. Bill was one of the 61. This week, its up to 74. So we know the serious issues facing many, many families in the city. And, of course, bill was taken so suddenly that we never got the chance to say goodbye or to be with him. And both bill and his wife had covid. Jenny, im glad to say, is fine now but, of course, the loss of bill is a great blow to us all, because six weeks prior to that, wed lost my brother through cancer. So its been a traumatic time, to say the least. And tell us about bill, because he was notjust your brother, but he provided for you, as well. We had a reasonably tough upbringing. My father was in the merchant navy, but very seldom worked. He was an alcoholic. Bill went away to sea when he was 16, but provided for the family, sending money allotments, as they were called, to my mum. That kept us going. So i always looked up to him. He was somebody that inspired me, somebody that was, you know. Somebody that gave, as i said, more to this world than he ever took out. Hell be sadly missed. Been overwhelmed by the messages of support. Had he had covid for a while . Had he been ill for a little while . He was taken into hospital on the friday afternoon, around about two oclock, immediately put into the icu and within eight hours hed died. His heart had give up because he couldnt cope with the covid pressure. And you were very busy at the time, werent you . Dealing with things. Yeah, the sad thing was is that bill often spoke to me a couple of times a week over Different Things. And sometimes id just press the button saying, call you later sorry, busy. And i did that. And, um, because i was so busy we were dealing with funding issues on the phone to the government, Different Things as liverpool was entering tier 3 so i was hugely busy that afternoon. And about two hours later, jenny rang on bills phone and i knew something was wrong immediately because when i heard her voice answer the phone. Thats his wife. Yeah, thats bills wife, jen, and and she told me that he was in hospital, yeah. So that was also sad. However, of course, with covid, theres very little you can do. You cant go and visit, you cant sit, you cant be with somebody thats got covid. And its happened to thousands and thousands of people notjust here in liverpool, in the city region, but across the country. Its a disease that, you know, takes no prisoners. Its heartless in how it deals with people. This makes things so hard, doesnt it . That you cant go and say goodbye. I think the good thing for me is that, you know, weve already been contacted by people that were on duty, and a friend of the family one of the icu doctors his father sailed with bill. Thats incredible. And so he looked after him and made sure that he was ok. He actually did an extra shift to stay there with billy. So that was good to know that there were people talking to him, people, you know, having a conversation with him, people actually taking the time out to make sure that he was all right. You want a point at this time to be able to celebrate and remember his life, as well. Will you get a chance to do that . Well get the opportunity to laugh at the things that he did and, as a brother, ive got many tales and stories to tell about him but also remember what he did for people, you know why he was, you know, such a remarkable man because of what he did for people and the fights that he fought on behalf of people and the things that he gave and he never took back. At the time that he died, there was a protest or demonstration in liverpool people saying that, you know, this was perhaps a hoax. So what do you say when you see that . Its frustrating and it makes me angry. It makes me angry because i see and feeland hearand i get lots of messages every single day, every single week about the sacrifices that doctors and nurses and front line staff are making. You know, theyre not only sacrificing themselves, but sacrificing our families. We know that liverpools obviously in tier 3 would you back tougher restrictions if it were necessary at any point . I would back tougher measures if its necessary. You know, this is a fight against a virus that we cant see but we know is there, and we know its taking untold damage on peoples well being, health, Mental Health, but also a huge toll in terms of families as members of families are dying as a result. And i think that has to be our priority. That has to be the number one focus in reducing the Covid Infection rate in the city. So if anything was needed and required to actually bring it down faster, or to make things tougher, than i would do that. However, i want to make sure that we are giving tier 3 a chance and an opportunity to see if the measures that are in place now have that impact. Will the city survive . Weve lost around about 220 businesses in the hospitality sector. That has an enormous impact on the funding of liverpool city council. But we will get through it. People in this city are resilient. You know, people in this city are passionate. The values and the principles that we hold, they will see us through and well support one another. You know, everybody in this city knows that the fight that we have is with covid 19, not each other. And well Work Together, stick together, and well make sure that we get through it. So while everyone else was doing boxed sets and jigsaws, bananarama were writing away . Yes, absolutely. It aint what you do, its the way that you do it it aint what you do its the way that you do it and thats what gets results. It was 1981 when bananarama first shuffled onto top of the pops. Keren and sarah have been the two constants in the band ever since. Writing the book has allowed them to think about their contribution to pop history. There were moments where i got quite emotional. Like, i think writing the book for me brought a real sense of achievement. That maybe i wasnt as proud of myself as i should have been. He was really saying something. There were so few girl groups around at the time, that i think thats probably why we sort of stuck out as something different. Yeah, we worked hard and i think we deserve our place in pop history. The discovery could boost plans for further exploration of the satellite, and even hopes of a human base there. It is significant, the first confirmation of water on the moon. Weve had lots of water on the moon. Weve had lots of indirect evidence that there is water there and we had a lot of missions that are planned to go and explore these potential water deposits but now it is actual confirmation which is really exciting. What is most interesting about it is that this water is not necessarily stored in these really ha rd necessarily stored in these really hard to access areas that we thought it might be. So potentially, there is more easily accessible water for us to go and investigate. What is easily accessible water it mean, potentially, building a base on the moon . What is the logical next step . Easily accessible, this is all relative, we think these water molecules are perhaps trapped inside some of the glassy grains there on the service and they still need to be extracted which is quite intensive, you still need a lot of energy to do that but bearing in mind, a few decades ago we thought the moon was bone dry, this is still really exciting news. But we have been planning to have a moon base and this is definitely, in the long term, the goals of major space agencies and this isjust term, the goals of major space agencies and this is just at potential, extra bonus, if it is more easily accessible. This is not related to evidence of life on the moon, is it . No, we are not really considering life at this point. Like isaid, considering life at this point. Like i said, its trapped inside these glassy materials, its frozen in a star, incredibly dark and cold craters. Life is not really part of the discussion at this point. When we speak about the subject we speak about the moon being potentially a future stopping point on the way to mars so how far off Something Like that rb .
