it appears now that the house will have to take whatever the senate negotiators come with where we will surpass that deadline. the issue is also close, the treasury department saying that they can't pay the bills after november 17 and skepticism about that day. independent groups that have put out later dates as well. but you would need to have almost were every single senator agree not to hold up the process in the u.s. senate for them to get anything out on time. the house is a much quicker process. but the realization is that there will be democratic votes toopass an increase in the debt ceiling. house republicans have been a unable to go at it it alone. they tried it twice they couldn't do it today. so now they will need democrats and republicans to come together to pass any negotiation that comes out of the senate leadership. they still have yet to reach a deal there. charles: now to congressman kevin brady. he's going to help round up the votes. where exactly do we stand right now? >> well, my understanding is that the senate has renewed negotiations with republicans and democrats in the white house and i don't know when that agreement will retort exactly what the parameters will be. but today and the house, it became clear that the senate republicans would reach an agreement with the white house and the democrats and we had hoped to shape that agreement in two important ways. we think it will be resolving the key questions. redesigning the sequester for both the government and flexibility. secondly we had hoped to begii work along with the debt ceiling on the substantial steps. finally we hope that we could sort of get away from the special treatment, the lawmakers, the white house, unfortunately we could not reach agreement on the exact design of the package. charles: representative, right now it feels like to house republicans it feels like they have botched this thing with respect to any changes that could have been made. you accept or reject back really? >> what i know is when i get 218 votes with republicanss we have control of one third of the government and the chance to shape the direction of any agreement, especially one in the senate. if we don't, certainly we don't have that impact today. i'm sorry but that didn't occur but i think the effort continues to go off on the offense to reopen the government the right way and we need to raise that debt ceiling on time and i don't think there's any question on that. charles: what about the notion that because of what happened today in the house, that the senate democrats have an opportunity to go and attack sequestration or take sequester out of the equation even though it could've been something that both sides would have included just hours ago? >> i think that the senate democrats attempt to take off as minor spending cuts that we have put into place and they have created a default on america's debt and i think that that would be a terrible decision on their part. charles: the most famous republican in history when fed a house divided against itself cannot stand. the republican party at this particular times seems to be a house divided against itself. it is the right kind of leadership in washington to bring them together even when they disagree on things? >> i don't think there's any question that we are very divided at this point. that limits our ability to shape the government and a significant way. i don't think it's a case of simply of leadership or follow ship but a combination of both. coupled with what we have is a pretty healthy debate among the house republicans about the best passport and the best strategy. limiting the size of government, creating a tax reform. we need the ability to get their. charles: okay, sir. i appreciate your time and i know that it's been a very hectic day. red bull and coffee might be the best combination for you. okay, taking a look at the futures. this follows a 133 down day in points for the dow. washington stumbling and bumbling. things are so bad that the ratings agency fitch put the united states on aaa ratings watch what they call a ratings watch negative and that is where they are actually considering downgrading our credit. they say it's a convenient excuse for a sluggish economy. steve, let's start with you. the market has been somewhat resolved and i think we have still been up since the whole thing began. despite the fact that president has hinted that them that it has crashed, but it's clear that the stock market, we need to see some resolution. >> it's clear that the american public and the entire world wants to see a resolution of this kind. it is time to stop making this into a sporting game of who is winning and losing. we are all losing. the market is treating this as something that will be settled and make no mistake about it but it will have aftershocks. charles: one of the aftershocks? >> loss of faith in the u.s. dollar. loss of faith in u.s. debt. china the other day is gaining power. they love seeing this happen. they love it, they are saying get rid of the dollar and and guess who is a chelating all of this but they could get their hands on? china? eve you said china you get an a+. you're not is a phenomenal point. but i want to talk about the excuse back there. and her president obama say this is all having a dangerous and negative impact on the economy and hinting that will reverberate in the future. i heard nancy pelosi echoed the same thing. it feels like they are setting up excuses for what has been a terrible fiscal policy that has not worked at all. >> jobs. he's absolutely correct. gold, the dollar, oil, look at the agricultural sidee china is buying a great real estate, or culture land in brazil and europe, they have a big company in the united states. the largest nitrogen plant for fertilizer in the world. these guys are being very strategic. conserving resources and if it was kindergarten inside they would all be getting a timeout. the fact that we don't have jobs, we have health care that needs to be sustaanable. charles: i don't get it. we are setting up windmills. >> without government subsidies, they could not exist. twenty-two dollars a ilowatt hour for energy out of me when mel when you could buy it at of a coal-fired plant and 22 cents. who is kidding who? it to subsidize joke. >> i have to say that i cannot agree could not agree more. china gets it so well. they will spend a couple trillion dollars over the next couple of years on renewable energy. because you don't need water for one thing, you don't need water for wind. we are spending next to nothing on us. china has gone from nowhere to building a smart grid that can run the energy supply. we are going to lose the 21st century. charles: but when will this affect our stock market? >> pretty soon. it has already reflected. the typical american right now has seen his income fall since the beginning of the century. a 13 year false in real median incomes and i don't think we saw anything like that even during the depression. this is why you are seeing all these shenanigans and no one is saying that i'm an american, what can we do about growth. we have to grow this conomy still on. charles: what you say? >> stephen is correct. the people are suffering. congress and the president are majoring in minors and we are losing mass. charles: you guys are fantastic. but now we have to go to david vitter. president obama today actually saying that he would veto any bill that includes a provision pushed by this veteran amendment that cuts the subsidy for senior officials, executive branch officials and others. thank you for taking the time. i know it's busy down there. >> thank you for having me. charles: you have become the latest lightning rod. someone think that this is common sense. how do yoo guys feel about that? >> it is absolutely common sense, it should be the first rule of american democracy. it should be imposed on washington and the rules should be the same for washington and america and it is pretty darn amazing the president obama personally vowed to veto a bill that would be basically everything that he has been asking for except it would have this provision that washington elites would have to live under the same rules under obamacare. charles: in other words that obamacare is so fantastic that the president ssould use it, the vice president. it would make sense. >> is just like you said. what's your reaction when you go to a restaurant in mind that the chef will never eat a meal there. something is really wrong. charles: especially if he is opting out for mcdonald's instead. i thought this was the best plan out there. what about too little too late? from the very beginning, the house republicans have misplaced their opportunities? >> i have been pushing a strategy focusing from the very beginning and the strategy has been all over the map and has not focused on this. but i think we should get there even if it's a little late. this is an important and winning issue in the people think it is essential that we live under the same rules that they do. basic fairness and a practical reason, the sooner that we do, the sooner we will get things right in washington, including obamacare. charles: before i let you go, what about the idea that maybe the democrats in the senate and about this kind of moment even takings question out. that is the latest rumor going around. >> they've been trying to do that over the last couple days and i hope we can prevent it. it would be backing up much less not going forward and i hope we can prevent the least that. charles: thank you so much. that would be an unmitigated disaster for sure. so how do you know when the health care rollout law is an official failure? >> as you know, political dysfunction, they feel often confident one sovereign countries and also the markets. also among investors. all of those things, here in a society lead to volatility in the market. especially in commodities like oil. we can look for that impact could be felt unless we solve this problem. the going beyond this particular crisis, and left the united states can get back to having a functional political process here, it is going to damage us for a long time and our relationships with key countries that provide commodities. also in key countries that we look to to cooperate and help do have a system that invites these sorts of fights. certainly one of the great things about america is that freedom to voice an opinion for what people believe in -- but you think we have gone beyond that with this current crisis? >> i think we need a better quality of public life today. thirty years ago both parties had people that could disagree and at the end of the day they got something done. we don't have that quality with a person that is here to act in the national interest. not their own parochial local interest alone. we have to find a way to stimulate interest in public life among people that are less extreme and partisan in their views and unable to act in the national interest. charles: perhaps you are aiming the barbs at the tea party republicans? >> they are not the only ones. i think that we have extremes on both sides. the point is that all of them were elected to come here and get something done. and we are not really seeing that kind of vision and compromise that is evident. charles: no doubt in the political world today that compromise is considered a four letter word and it ccn be considered pandering. if you're going to sell your message to the rest of the country, you better find another way of doing it. but all of these people seem to be focused your point on getting reelected and they get reelected. is it our fault as would-be voters? >> well, yes. when americans are polled, the and they are polled in the centerr that is something that ought to be taken aboard by our party structure and begin to recognize that returning to the majority position in the house and senate requires where we are in this country to come up with the original policies that are going to solve problems that match the values of the center of the american electorate. the one before i let you go, and we are running out of time here, what would ronald reagan, one thing that he would do differently that is not being done right now? >> he would be making this case to the american people and leaving with his own ideas. they might not be adopted. but educating the american people on how they felt unless i'm engaged with both parties, talking to them every single week. that is what enabled him to go to eneva in 1985 with a 71% approval rating. all of the allies backing him in a joint resolution in both houses of congress with almost no opposition. but you have to work at it. we have to engage and leave. charles: bud mcfarlane, we appreciate your wisdom and history. >> you bet. charles: the tea party trying to win a senate seat in the blue state of new jersey. sierra pale in washington is on fire and lock-in is here. we will have that next. >> the american dream is the promised land. we can do it, you can do it by here by sending steve to be one of those reinforcements that we need in washington dc. charles: sarah palin firing up the crowd in this special senate election in new jersey and her mojo must be working because republican steve lonegan is closing a gap between himself and a commanding front rrnner cory booker. so he is here with us tonight, @%eve lonegan. >> you know you have the momentum, you're driving down the field, you have something. we went from being 35 points down to 12, 10, six, down to three and we will win tomorrow. >> every time it has been hard work that we are nailing it. we have exposed the failed record of cory booker in newark. and i aa a principal conservative and he is a fallaway liberal. charles: what does that mean? i don't know politics in this sense of labels. >> he believes in higher taxes, bigger government programs, very big government programs coming events obamacare is not just good but a great deal that should be implemented immediately. he wants higher taxes on small businesses. his unemployment has gone from eight to 14%. a high school dropout rate ranges from 50 to 70%. and he has a murder rate that is off the chart. the two people were newark last night alone. dismantling the police department, we can't allow that records the washington dc and yet he still works with big government. charles: you talk about this in a cloud of dust and you also have some pretty big players come in at key moments for you. you have had sarah palin and rick perry and even chris christie has gone to bat for you. >> yes, we have united the entire republican party. including chris christie, rand paul and sarah palin. charles: why are so many giant names in a party coming to new jersey? do they smell this? this victory would turn everything on its head. >> it will reignite the ronald reagan conservative movement and put a lot of backbone into the republican party to stand on principle. they talk about the shutdown and we need people to articulate a bold conservative message cutting the size of government and how that will free up americans to achieve them prosper and grow and we can do that when the government is getting so big and debt is exploding in government regulations or question every business in this country. we need to hold the line and cut the size of government. charles: the irony is that we have seen a slimmed down with the president taking credit for that as well. i have heard commercials talking about the tea party is big enough for his organization. did i hear some say it's part of the rhetoric. >> there is no tea party organization but an eclectic group of americans from all walks of life. that is what i said warner. but mainly i stand up for liberty and i want to see limited government and we should see very americans people standing up. >> the world is watching you have done an amazing job her no matter how it comes out, and you probably need to continue to press the case. because you have done it better than a lot have. thank you and hope we will talk to you again. we have breaking news just out of yahoo!. whether or not you should buy into the turnaround program by marisa mayer. an >> in tonight's big blitz. two major tech companies beating. first up, third-quarter results falling in line with revenues. >> we have them making progress. >> it's interesting because they next een market completely. they're all about yahoo, japan, and these personalities. charles: is this something that people should be looking for? >> hey, look, it's a great disruptive technology, it's getting a lot of traction and people are being dragged kicking and screaming these days and i think it's got tremendous future ahead of it. let's see what the evaluations are going to be. >> you think that the investment banking community is charging some of these other innovations. so that means that they are counting on this being a big deal. >> i will tell you why a comment to the mac's best thing that is a click away. charles: okay, the next click away might not be that good for blackberry. that is what is struggling, the company is struggling right now and they went out of their way to speak with customers today and say don't bury us yet. >> this is like rearranging the deck chairs on the titanic. the only one that doesn't know the companies that is blackberry's management. the redeeming value is that we have current technology. >> i guess you could say chance they you've been in this and they somehow still think that this can work out. everyday more and more people jump ship. >> as an investor you don't want to have anything to do with this. about five of my friends are still ha onto this and that is about it and you have some security patterns that are left there. outside of that, stay away from it. charles: robert, you go first. is this an indictment economics to ceos running the company?
