President trump we will be leading a call with elected officials as we work to restore our economy to full speed and we really think with all of the stimulus and all of the pent up demand, we will have an economy that really comes back quickly. And we would like to see it more than match what we had before. What we had before was a miracle and we are going to do it with the greatest people in the world. Sandra we have live Fox Team Coverage for you. Mike tobin has more on the protest and stayathome orders. Sandra, good morning. Nobody is saying this is a virus that was made in a laboratory, it was not an engineered virus. It was not a bio weapon, but sources told bret baier last night that there is increasing confidence somehow escaped from a lab in this laboratory was working with the coronavirus that was naturally occurring in horseshoe bats and an attempt to prove that china was as capable as the United States when it came to Virology Research and the involvement of vaccines but that somehow the virus got out. Sources also confirmed to fox news separately that two years ago the u. S. Embassy in china had sent cables back to the state department here warning that there were safety problems at that will him lab. I asked the president s about both of those things, and the idea that the virus escaped from the laboratory. President trump while i dont want to say that, john, but i will tell you more and more we are hearing the story. We are doing a very thorough examination of this horrible situation that happened. In your many conversations with president g, did you ever discuss with him state department concerns about lax safety protocols that have been reported to the state department . President trump i dont want to discuss what i talk to him about the laboratory, i dont want to discuss it. If they push back on the notion that the virus came from one of their laboratories. Listen here. The head of the w. H. O. Has stated many times that there is no evidence of the new coronavirus originated in the laboratory. Many prominent medical experts in the world also believe that the socalled laboratory leaks have no scientific basis. But on Martha Maccallums pogrom the story last night mike pompeo said china needs to complain about what really happened to sparks pandemic. The president said there are multiple sources. What we do know is this virus originated in wuhan, china. We know theres a Wuhan Institute of virology just a handful of miles away from where the wet market was. Theres still lots to learn and you should know the United States government is working diligently to figure this out. Again just to be clear no one is saying this virus is made in the laboratory, they were working with a naturally occurring virus that got out. On the president s agenda hes got a phone call with g7 leaders and also talking with members of the house and senate. He has an event on the south lawn with truckers and at some point we expect the president to announce these new guidelines that he will give to the states about beginning the process of reopening the country. Its a busy day here at the white house yet again. Sandra as usual. We will look forward to that and we have more on that coming up. Ed meanwhile protest broking, breaking out in several states, growing frustration over stayathome orders. The largest one was in michigans capital where thousands packed the streets at lansing calling for the lifting of some of the strictest restrictions in america. In michigan it feels like we are oppressed right now. Our demands are not even great. What we are asking for is to stop talking about whats essential and nonessential and look at whats safe versus unsafe. Ed mike tobin is live with more details. Good morning. Conservatives of in michigan have had enough. The Michigan Conservative Coalition executed on operation gridlike from their cars where they locked up the otherwise empty streets of lansing, michigan. They want to get back to work. They want to use their own discretion about who can safely get back to work and they are upset with what they consider the heavyhanded and arbitrary nature of the stayathome ord order. Michigan is an dire straits now. We need to get to work. We need to open up. Its time. Weve been quarantined long enough. Its time. I cant go between those houses, you cant buy paint, you cant buy lawn fertilizer or grass seed, come on. All statewide . Really . Michigans democratic Governor Gretchen Whitmer noted that demonstrators got out of their cars and she said you may not like the stayathome orders but the demonstration created a need to lengthen it. On tuesday she said you cant reopen that country via twitter. Michigan is not the only state in which residents have had enough demonstrators gathered, Democrat Andy borchert gave his Daily Briefing on coronavirus and they interrupted the governors speech with chance to reopen the government. He said that would definitely kill people. There have been more demonstrations in columbus, ohio, and austin, texas, and there are more planned for washington and oregon as well. Back to you. Ed all right, ed ed tobin, thank you. Sandra the president is looking at his plan to reopen the economy. Journey ernst is joining us now. Great to see you and thanks for coming on. This is a huge day for the country, for our economy, when we will finally see this blueprint. What that looks like it, how do we do it, what ideas do you ha have . Well i think it is important to work with the president , right here in iowa im hearing from leaders and farmers and they are anxious to get back to life as normal. But we do need to work without medical experts so that we are doing this in a common sense safe way. But again, im anxious to work with the president. I have been invited to consult with him today and we are just anxious to get where we can safely. Sandra id be curious to what you are hearing in your state when it comes to Business Leaders demands and what they feel like they need to safely have an employees return to work. Is the wall street journal this morning on Business Executives that they say ours saying they still need more testing to reopen. This is a quote. The people involved in the first call which included executives from banking, financial services, food and beverage, hospitality and Retail Industries describe current testing levels in the u. S. As inadequate to effectively reopen the economy. We need more testing to bring our workers back. What do you say to that . I would say it may be area dependent. Here in iowa, and one thing you might believe is important, making sure that those that may be asymptomatic, may have had covid19 and didnt realize they had it, or if they had it and were able to return to work, we would love to see that as well go into play. Though Business Owners know that ive got workers that will not contract the disease again, we want to make sure thats happening as well. We want to get the economy up and going but do it in a safe manner. Our Business Leaders are all over the board on this whether they want testing or they just want us to get back to work. At this point they are very anxious. And we are asking about the stimulus for Small Businesses and we saw the funding go out, there is a huge dependent on market demand for it. There are ongoing negotiations for more relief for our Small Businesses. He was pelosi on that. Last tuesday, we go from yesterday, secretary of treasury called me and said i a quarter of a million dollars. And thats we found it was not working for the, shall we say, under banked. How this was crucial for your state. So where do you stand on this as these negotiations continue . 99 of iowa businesses, it was a program that worked, i worked heavily on. This is a very important in iowa, over 22,000 loans that have been approved. We knew that funding, and the speaker wanted more data on th that. We have Small Businesses that desperately need the funding to keep their employees on payroll. If they cant do that, what we e had was a nearly crafted bill to replenish the funds for ppp but the democrats wanted to jacket with unrelated items and additional changes. We have a program that is working now and need to make sure its properly funded. They are saying this came from a lab in china, not created as a bio weapon but came from that lab as they were trying to compete with the United States on identifying and stopping or killing these viruses. My reaction is, there are a number of us that have wanted this for a while and we need confirmation, and we need the Chinese Communist government to explain what their actions were and we need the w. H. O. , the World Health Organization to step up and provide answers and they have not done that. I think they have their work cut out for us at once we are back, we need to demand answers and not only the communist party in china needs to step up and answer these questions but we need to answer the World Health Organization as well. Sandra quick reaction, that plant is closed and, it just stresses the importance of our Food Supply Chain from the United States especially important in the heart heartla heartland. And that they are going into a safe environment. So again we will be morning the loss of those lives lost. But again, we need to make sure that our workers are safe and protecting the food chain. Sandra there were two workers that contracted the virus out of Columbus Junction iowa food plants. Our best to you it in your state, thanks for coming on this morning and we appreciate your time. Thank you, sandra. Ed a former democratic president candidate Elizabeth Warren said shes open to being joe bidens running mate after endorsing her formal rival for president just this week. We had a lot of conversations about how we build in america Going Forward with lots of different pieces and parts to that. Now that im no longer in the president ial race ive had a chance to resume a lot of those and start a bunch of new ones because we both want the same thing. If he asked you to be his running mate, would you say yes . Yes. Ed and guy benson is a host of the guy benson show. He got right to the point, no beating around the bush. Often with politicians who are asked at point blank a gas or no question they hedge and they go on a 32nd ramble because they dont want to quite commit themselves one way or the other. But lorren in this case is very candid and very blunt, and if that call comes in, he saying yes. Stacy abrams who is actively really campaigning for the position, but its striking. But i think there are in a number of people who want this job and what the former Vice President to know as much. Ed and she was not quite as direct, Elizabeth Warren, when she talked about joe bidens policies and his persona. She seems more interested in the persona than actually endorsing his policies. Watch. Is a man who has a good heart and thats what we need in a leader. Someone who is steady, who is prepared, but ultimately who cares not just about himself but cares about everyone else. Thats what is going to get us through crisis and that is what is going to help us rebuild this country. Ed i raised that because when former president barack obama released his own video this week endorsing joe biden he was praising Bernie Sanders moving the party to the left and Bernie Sanders standing strong on his policies. There was a column saying it was mystifying because it seemed like obama was almost endorsing biden with sanders policies. I think the reason that we are seeing this especially from obama, was a clever guy and understands politics, they feel confident, the democrats do, that they are going to lock down almost all of the Hillary Clinton voters. What they are trying to do is show up their left flank. They believe joe biden will appeal to a certain chunk of the middle that perhaps even hillary did not but they are scared when they look at some of these numbers that show that the burn a contingent, a significant number of those voters and people who think the way that they do are either inclined to sit at home and not vote for joe biden or even some of them come out and vote for President Trump. So i think thats the goal here strategically for barack obama to say, hey. Im actually with you. Im out there on the left, i would have her run a harder Left Campaign if i could have been 2008. Times have changed. We need you in this tent. Come on in that we will see if it works. Ed really quick, heres what joe biden said this morning about covid19 in the campaign. These are people who are frightened and are looking for leadership and what bothers me so much as the president of the United States doesnt take responsibility. The president of the United States acts like this is not his nothing is his fault. Nothing is his responsibility. Ed now his wife dr. Jill biden added if her husband wins he wont be the commanderinchief, you will be the healer in chief. Your thoughts . I mean, okay, thats a nice line. I could understand why they would say that. I think republicans will point out that joe biden has been wrong time and again on the number of major geopolitical issues, even under the Obama Administration and he wrote that in his book saying biden is consistently incorrect in his instincts and i think there are a number of examples that they will take down specifically on covid19 that will buttress that point. There will be a lot of blame and probably not a lot of healing in the coming months. Ed are right, we shall see. Thanks for coming in. Sandra fox news alert, the u. S. We have stabilizer Health Care Situation, new york had one of the earlier curves. There are other places in this country that are now seeing increases in the death rate and their is some stress on their Health Care System and will send 100 ventilators to michigan and 52 the state of maryland. Sandra that was Governor Andrew Cuomo on the coronavirus response. Hospitalizations across the state are down but he says we are not out of the woods yet. Starting tomorrow, all new yorkers must cover their faces in public. David lee miller is in new york city with more. Good morning, sandra. New york states death toll for the virus has now surpassed 14,000. Under new cdc guidelines the state has to calculate not only confirmed it deaths but also probable deaths from the virus as well. Nursing homes and patients in assisted living facilities are especially vulnerable. Report this morning says in nearby andover new jersey, police found 17 bodies stuffed inside a small morgue. According to a New York Times there was 68 recent deaths at the subacute and rehabilitation center. We have reached out to the nursing home and we have not heard back. In new jersey that 12 of coronavirus deaths took place in Nursing Homes and this is a problem that has plagued to the entire northeast and beyond. Data shows 22 of coronavirus fatalities in new york state were in Nursing Homes and names of those facilities have not been released. The governor says there are privacy concerns. I have said to them, err on the side of more disclosure and thats what theyve been doing and thats what they are going to continue to do. But dont discount a persons right to privacy about the death of a loved one and your right to publicize that death because you want to. So its a balance. Beginning tomorrow in new york state, if you are in a situation where you cannot social distance, you must wear a face covering. New yorkers have to wear one on mass transit and Governor Andrew Cuomo says restarting the economy will be a gradual process and two factors will come into play when determining what businesses will reopen. Authorities will evaluate how essential the business is and how restarting or risk spreading the disease. The government also said that testing and tracing the whereabouts of people is going to be crucial to turning the economy back on and he says in order to do that they will need the help of the federal government. Leslie and sandra, yesterday Governor Cuomo like in the task of restarting the economy to the return of apollo 1350 years ago this week. He said, it is going to be a very difficult task. Sandra that will be very challenging indeed. David lee miller in new york city for us. Thank you. Ed the United Kingdom is expecting to extend its nationwide lockdown. Sandra fox news alert from wall street, wall street reacting to the weekly job numbers. This time showing 5. 2 million americans filed for jobless benefits last week alone. You are looking at reaction in the markets this morning, a look at the big board. Maria bartiromo is here with us now. Of these are numbers that i dont think you and i ever predicted would be coming especially now. So soon after we came out of a robust economy. Dow mitigated reaction, 5. 2 million and thats 22 million since all of this began filing for unemployment claims. You are right, sandra. 22 million and a fourweek period is pretty stark and it gives you an indication of where we are in the jobs market. You are talking about an Unemployment Rate now based on these numbers of up to 13 . We continue to see furloughs, people out of a job and collecting Unemployment Benefits because of a selfimposed shutdown. Looking at these numbers today, they were actually not as bad as some people were expecting. They were down from the week before and remember last week it was more than 6 million. This week it was 5. 2 million lower than the week before and there were some estimates i went as high as 8 million. These numbers are bad and there is no other way to look at it, you have to believe that at some point we will see a snap back. The conversation of course today has shifted to when will the economy open and we do have some expectations of growth in the Fourth Quarter or a snap back in quarter. I spoke with ken roback from harvard and he said it will be a jagged opening at a jagged growth story but in 2021 he was expected growth to be pretty solid. But you know its all about the duration of this virus. So we are following that and it will include testing as well. Sandra you mentioned that and thats very important because wall street journals headline this morning is that coming out of these phone calls that the president and Business Leaders, are saying if you want to successfully reopen the economy we need more tests. We need the ability to test employees that have been home and once they are there, test them so they can say stay there and not have another shutdown. So im curious what we are hearing on that and overall as far as the blueprint to reopen the country that we might see more of later today. Unfortunately on the testing situation, its been bad from the getgo. We did not have enough tests and that we are testing the way we should be but those numbers are only going to go higher. The question is, how will we know who has been tested, whos had it, who is inoculated and who is ready to go back to work. Ive been hearing about, as i mentioned to you last week something called an immunity passport, its a digital app that says im inoculated. Im tested and good to go back to work. But that is stoking fears of surveillance and stoking fears of an issue around our civil liberties. So theres that going on as well. But i think you are right, we need to see more testing in order to get the country back to work. Jamie dimon and his Quarterly Earnings report said its good to have a plan. The ceo of jpmorgan says its good to have a plan that we want to reopen by may but realistically speaking this is an occurrence we are looking at june, july or august. I dont think there are hardcore expectations that everything will be back up and running in maine. We will see a lot of changes and retrofitting going on in terms of restaurants and businesses, changes to how we work once we do get up and running and i think is weve been seeing a number of times its going to be a slow start. We have a businessman who is president and he wants to open the economy as fast as possible as we all do. And as to get to work. But really it depends on the virus and where we are. Sandra i want to talk about the president , the president is suggesting some areas of the country might be able to open before may 1st. Heres the president. President trump we think some of the states can actually open up before the deadline of may 1st and i think that will be a very exciting time indeed. Governors are looking forward and chomping at the bit to get going. Again, not all states have the same, they are very different. Some are having very little problem and some have done such a good job that they have very little problem and they are ready to go. Sandra the dow seems to be reacting to all this uncertainty it gently. This morning, the market opened up. As we listen to the president s words the dow just went down 90 points. Final thoughts this morning . There is a lot of uncertainty there. The president talks about states and i would also look at industry. One thing this has done, it has accelerated the digital transformations of digital related industries will likely havent easier time opening sooner rather than later. And sandra we will see. We look forward to seeing that blueprint later from the white house. Ed as u. S. Officials debate when and how to reopen businesses as you just her to come up the British Government is expected to extend a nationwide lockdown for several more weeks. As the coronavirus outbreak there appears to be peaking. Benjamin hall is live in london with that story. Good morning benjamin. Good morning, eddie. Is set to lock down for several more weeks and that is despite indications of the death toll is slowing. It currently stands at almost 30,000. Boris johnson is the one who would have normally taken this big decision but he remains out of action while still recuperating from the virus and his cabinet is making it on his behalf. In germany, more positive news. The economy there is getting back to work. Angela merkel announcing a phased plan where she has decided some businesses under a certain size opening first put bars and cinemas and restaurants will remain closed. And it denmark has reopen schools for children up to the age of 11 and in spain, construction work is back underway and in austria and parts of italy where thousands of small shops are able to reopen, a real boost to the hardhit economy. Also today we bring you a heartwarming story out of the u. K. He has become over here a british hero in the process. There are heartwarming stories like that from around the world and you have to hope that it is those stories, communities coming together, acts of kindness and selflessness that will be remember when we are out the other side. Certainly today everyone talking about captain tom moore on his 100th birthday. Be one absolutely, heartwarming data. Sandra Governor Andrew Cuomo ordering new yorkers to cover their pay faces in public as the state tries to keep flattening its coronavirus curve. Congressman max rose is on the front lines in new york city battling the pandemic and he will join us with what he is seeing next. Here are the facts. Stopping the spread is everything. Im going to issue an executive order that says all people in public must have a mask or nose mouth and nose covering. If you are going to be in public and you cannot maintain social distancing, then have a mask. And put the mask on. Ed that was a Governor Andrew Cuomo urging new yorkers to take proper precautions in public. He says its the key to continue flattening the coronavirus curve in the nations hardest hit states. Lets bring in congressman max rose, hes a captain with the National Guard and has been deployed to field hospitals here in new york city as a response. Good morning and thank you to your service for this great nation. What have you seen up close as an army veteran now deployed with the National Guard here in new york helping with field hospitals and other matters. What have you seen up close . First of all, thank you so much for having me, i hope you and your family stay safe and strong. I just came off of two weeks of Service Helping to stand up a covid only hospital facility in new york city on Staten Island and that Service Though pales in comparison to what i saw. I saw doctors whose own family members were sick in the hospital doing 18 hour days. I saw nurses who had seen their family members in months who were self quarantined to keep their family safe that we are continuing to serve day in and day out. I saw soldiers who had prepared, trained for war overseas that were now putting that training aside setting up hospitals and taking great pride in the fact that they were supporting our new front line soldiers. This is what makes this the greatest country in the history of the world and i saw it right on the ground. We are going to beat this, but its going to take the entire country uniting together. Ed no doubt about it, you are describing some of the horrors but also the good oldfashioned american ingenuity. Very quickly on that point, do you agree with the governor that the carpets flattening in that the worst is over in new york . I absolutely agree with the governor and comment him on his extraordinary leadership. I think its really important to note that that wasnt inevitable. That was a consequence of everybody again banding together. Government alone could never have done this, making significant changes in their social behavior and that did change the course of this virus. But if we want to open this economy back up and we have to, we have got to remain vigilant that this virus could rear its boring head so we have to make sure that we have testing infrastructures in place. We have to make sure we have a Hospital System in place that is prepared for a second surge, although we all sincerely hope and pray that second surge does not come, and people have to remain vigilant in terms of their social behavior. Then we can get this economy roaring and it can once again be the best economy, the highest performing economy in the world. Ed on that point of reopening the economy and getting it going again, there are Small Businesses that are reeling in your district and around the country. Is Kevin Mccarthy complaining that your party is not working with him on trying to extend Small Business loans. Watch. Nancy pelosi is holding up approval of more money which would keep to Small Businesses afloat, keep their employees paid for and paying their rent. But nancy pelosi says no because every moment of the time she wants to play politics and try to change history just as she tries to blame this president , President Trump, who took that. Ed leader mccarthy and republicans want two50 million more for Small Businesses. As you know nancy pelosi and Chuck Schumer are saying okay, we want that but we also want money for hospitals. Why not deal with that money in a separate bill and focus on Small Businesses . Thank you for bringing this up. I see this problem in three separate groups and if we dont deal with all three groups we dont stand a chance of properly addressing this crisis. Of course, that sba funded needs to be replenished and replenished quickly. On the same hand though our hospitals are going through an Enormous Economic crisis of their own, one that we havent discussed nearly enough. They had to turn off elective surgeries, the principal way that we generate revenue. We cant see her hospitals shut down or else this virus will overtake society once again. Lastly our state and local governments especially in the hardest hit places like new york, their tax revenue has declined substantially. They will not be able to pay cops and teachers and so many other folks. I see no reason why we cant deal with all three on the same hand. But heres the message that i would send my own leadership and i say this as a democrat. If for a second you think this is an opportunity to insert some random tenants of the Green New Deal, some random things that support the Kennedy Center or anything else that the far left calls for, that is not the time. I will be the first and i hope you will have me back on, i will be the first to come back on and say this is not the time to do this. This is wrong, youre putting lives on the line. But again, Small Business, hospitals, state and local governments, we can deal with all three. If we dont we are not properly aggressive, addressing this crisis. Ed in the last round some of that stuff was put in by democrats, theres a big debate about it. We will have you back, if some of that money is added in there. Congressman max comic max rose, thanks so much for your coming on. Sandra limit the kronos coronavirus shut down, we will talk about housing and urban development. Sandra nurses on the front lines on of the coronavirus to pandemic in new york working at full speed for more than a month now. Now one Long Island Company is trying to bring them some relief. It was quite a welcome sight. 46 traveling nurses were greeted by cheers this week as they arrive for training sessions here. The north Wells Institute for nursing has been welcoming hundreds of crosscountry nurses over the last few weeks who have been contracted to relieve the pressure. Some are retired, work part time or were able to take time off from their own jobs. I Love Community and there is not a bigger calling than Something Like this. I left family, friends and grandchildren behind to come up and help these people that needed our help. Ive never been note more proud to be a nurse. Other workers who came down with covid19 themselves and have recovered are going back to the front lines. Nurse Barbara Regan who tested positive last month came back to what she now calls a battlefie battlefield. I kept saying to my husband, i have to get better, i have to get back to work. I cant sit on this couch while everyone is there doing what they are doing and im not there to be productive with them. Many of these recovered workers say they are worried about getting the virus again but say they feel a need to come here to do what they were always trained to do, save lives. The farmers, the line workers and truckers, the grocery stockers and cashiers, and the food bank workers, because right now breakfast as usual is more essential than ever. To everyone around the world working so hard to bring breakfast to the table, thank you. To everyone around the world working so hard hello, im t. D. Jakesof the Potters House and i just want to interject a thought into your heart and into your mind during the turbulence and the unrest that we are seeing in this time. Because of the corona virus and so many things are going on in the world today theres much that we could be worried about today. But were not, because we have learned to allow our heart to rest in god. The bible says he will keep us at Perfect Peace if we will keep our mind stayed on him. Yes, you must be aware of the times and yes you must be aware of the news and yes we must be aware even of what our physicians are telling us. But we can not allow any voice to be louder than the voice of god in our spirit, and in our lives. And that is the voice that spoke to the winds and the waves and said peace be still. I pray you will allow that peace to saturate your soul and slay the wind that would assault your mind. Ed a fox news alert, an International Battle going over the source of the deadly wuhan virus as details emerge on chinas role of a Global Pandemic. Welcome to a new hour of americas newsroom, i met henry, great to be with you sandra. Sandra and you as well edit, good morning everyone, im sandra smith. Sources tell fox news theres growing evidence pointing to a bio lab in wuhan as a likely source of an accidental outbreak, as opposed to old nearby wet market as train originally claimed. China pushing back on that claim saying theres no direct evidence that the lab was involved. Secretary of state mike pompeo demanding answers. The mere fact that john had to ask the question and the mere fact that we dont know the answers and china hasnt shared the answers i think is very, very telling. What we do know is this virus originated in wuhan, china. There is the Wuhan Institute of virology just a handful of miles away from where the wet market was. We saw there were further evidence that there were days, days that went by from when the Chinese Communist party knew about the virus before they told the public at large thats dangerous. Ed meanwhile Congress Remains deadlocked as President Trump six more funds to help Small Businesses. Its running out of cash. The rescue money already appropriated is about to be done. We begin with Jonathan Serrie and his life at the cdc headquarters in atlanta. Good morning jonathan. Good morning to you. The concerns over chinas lack of transparency was a major factor in its decision to at least temporarily stop funding the World Health Organization pending a review. The president says china has an outsized influence over the w. H. O. Officials with the w. H. O. Say they would welcome a review after they resolve the pandemic, looking into their covid19 response but they regret that these funding cuts are coming right in the middle of the pandemic. Take a listen. When we are divided the virus exploits the cracks between us. The cdc and fema are drafting proposals for states to come out of medication and will likely include a phasedin approach with robust Monitoring Systems to contain new cases and outbreaks. But ultimately the governors will decide how and when to implement this because each state has unique circumstances ranging from social distancing to geography. Rhode island and providence are in a unique situation. First they had increasing cases from the new york city area and now they have new increasing cases from the boston area. They are caught between two incredible hot spots in the country. Researchers ramping up to see if antibodies and blood plasma collected from covid19 survivors can help current patients fight off the virus. Vice president pence is asking all americans who have recovered from covid19 to contact their local blood or Plasma Donation Center to participate in this ongoing research. Edit, back to you. Ed john, thank you. Sandra a local battle on capitol hill as a Lending Program to help Small Businesses is about to run out of money. Lawmakers now trying to hammer out a deal for a new funding but remain at odds over that. Republican senator joni ernst joins us last hour. We need more funding and we knew that that funding would run out just within a matter of hours. The speaker wanted more data on that and i would say the proof is already out there. The number of loans and the number of dollars going out the door, we have a program thats working now and we need to make sure thats properly funded. Sandra Congressional Correspondent chad pergram has more on all of that. Good morning. Good morning, sandra. Republicans say that fund is bone dry and thats why they are asking for 251 billion. They say it runs out today. The republicans are starting to turn up the heat. Is a statement from Mitch Mcconnell and the House Minority leader Kevin Mccarthy. It says the cost of continued democratic obstruction will be pink slips and shuttered windows. They have repeated calls for a funding bill that can quickly earn unanimous consent from all 100 senators and become laws. House Speaker Nancy Pelosi is willing to deal but wants more money for local governments and is also concerned about capital for underserved communities. Instead republicans will want to see how the money we are spending on hospitals works before we do more but thats not putting the ppp to any test of that and frankly we are getting many complaints that people are not getting the response they should get. If that is scientific, lets document that so it works as intended. House majority leader is hopeful they can get an agreement. Pelosi says the bill cant pass the house via unanimous consent and thats why shes holding out. Now negotiations continue offstage between policy, the Senate Minority leader Chuck Schumer and the treasury secretary steven mnuchin. Its unclear if all republicans are willing to spend all this money and trying to maybe hang this on democrats and there is so much disagreement here that there is concern that they may have to wait until congress is able to come back which could be wakes into the future to work this all out. They are inhibited to work out agreementagreements when all mee not dark, they are and they cant horse trade and work out agreements. Sandra chad pergram, thank you for that. Ed returning to chinas role in the pandemic and growing evidence of the outbreak started in a bio lab and not a wet market as beijing has claimed. Good morning dan. I wonder if you could weigh in first on this exclusive reporting from our own bret baier that suggest china was engaged in a much bigger coverup than we knew. Circumstantial at this point but there is a lot of circumstantial evidence that raises questions about chinas handling of that specifically. The virus lab does exist, we know that. If you think back to what happened when the virus began to break out in wuhan, china, i specifically recall there was a point at which the people of wuhan were rebelling and the mayor of the city said he was unable to do anything until he got clearance from higher authorities. It was a very strange sort of reaction. Then i recalled that doctors who had revealed the existence of the virus were themselves not only reprimanded but punished and arrested. Even by Chinese Communist standards this is very odd behavior so it lends credibility i think to the idea that the chinese could be covering up something that happened outside of that wet market. Ed and then that leads us to the question of what you actually do about it. Senator tom cotton, the republican from arkansas who was ahead of the curve on this whole story was on fox last night laying out his view. If it bears out that the Chinese Communist party is responsible for every single death, every job lost in retirement nest egg lost from this coronavirus, and xi jinping and his Chinese Communist apparatchiks must be made to pay the price of that turns out to be true. Ed he went on to say that u. S. Courts perhaps should be opened up for lawsuits that americans could file against the communist chinese leaders, on the other hand the president is doing a lot of business with china, trade and other matters hes been working on. How does this also allowed . I think the person who should be taking the lead on this as secretary of state mike pompeo. Secretary pompeo has been saying for months now that the United States had to reassess its relationship with china based on the sort of reality is we are talking about preceding the pandemic as well. Its a country of a billion people and its now a major part of the World Trading system. I dont think we can simply isolate china but we do have to have a very serious reassessment of the National Security and health risk posed by china and i hope that secretary of state pompeo has been kind of a voice in the wilderness on this point, and finally is able to take the lead and redesign and redirect our longterm relationship with the communist government of china. Ed a pro trumped super pac is out with a new Campaign Going after joe biden saying he is too to china and this will be and a central issue in a general election campaign. The door joe biden was on msnbc this morning. I will give you a chance to react. Trying to figure out this man is sort of above my pay grade. I dont get it. It seems to always be about him. Everything is about him. Its not about his political fortunes. Like this idea that we make sure we delay getting the checks out until his name could be on them. For god sake. People are scared to death, this is not about him, its about us. Its about the American People. Now the president insists those checks are not going to be delayed because his name is on it. Nonetheless, this idea of biden going after the president s leadership, how does it all play out . Its actually a significant statement. What it makes clear politically is that joe biden and the democrats intend to base the entire campaign on running against the personality of donald j. Trump. Thats what they will elevate. Everything else going around this presidency whether it was the economy the last three years with the handling of the pandemic and the handling of the task force of this pandemic, the state of the economy Going Forward is going to be set aside while they simply run against one person. They are loading up a lot on that strategy and the question is whether joe biden, the fellow we just listen to, will be able to execute it successfully. A lot of democrats still have doubts that joe biden is up to that job. And weather folks on the left, actual voters want to see that the policy is a medicare for all, we will see how that plays out. We appreciate it. Good to talk to you. And as we await, the new coronavirus guidelines we will have more efforts to reopen the economy with the housing and urban Development Secretary dr. Ben carson. He joins us later this hour. Sandra we look forward to that. Meanwhile, stocks, we have been watching them had lower this morning with the doubt down 182 points as another 5 Million People file for jobless benefits last week. Plus the growing evidence of chinas role in this pandemic, you just heard about it. What policymakers are getting wrong in their assumption about the communist regime. Ed well, its not just the federal government taking a bit hit on the bottom line because of the coronavirus markdown, many states and cities now also bracing for massive budget sort of like shortfalls. William la jeunesse is in los angeles with more. Is only so much money, and when its not coming in sales and income taxes, Capital Gains, corporate, tourism taxes, that means layoffs. If police, parks, fire, roads, schools. Columbus, cincinnati and cleveland get more than 60 of their budget from income taxes. Tulsa, denver, lincoln and nebraska could have their revenue from sales taxes. These other cities also deemed vulnerable because the revenue structure. 600 cities tell the u. S. Conference on mayors they will lay off workers. Thousands eight it will cut pay and public works. We will pick up your track, trash, your lights, we will answer 911 calls, but make no mistake, there will be big cuts. Tourism taxes are gone. San diego, 100 million in losses. New york city, 100 billion in budget cuts and a hiring freeze. I think most people will agree that there needs to be something in cuts. How deep those will be and how much you offset them, those will all be controversial and difficult questions. States equally vulnerable as unemployment claims pileup, less money coming in. California gets habits income taxes from the 1 and without Capital Gains a state again layoffs like you see here, worse, im told, than the 2008 recession. California became the first state to get 500 1,000 to Illegal Immigrants who Governor Newsom calls vital to the state economy. Taxpayer costs, 50 million. A sickly big picture this is a train coming down the tracks and you will be hearing and seeing a lot about it in the days to co come. Ed will william la jeunesse, thank you. Sandra china facing growing International Fallout as new details emerge about the likely source of the pandemic pointing toward a potential chinese coverup. Ive been looking forward to talking to you about all this this morning. First can you tell us your thoughts as you have now seen the latest fox news reporting citing multiple sources that this virus originated out of the wuhan lab come not as a bio weapon but as they were trying to learn to identify and combat this virus to compete with the United States . The most probabl probable sos not biological lab become the Wuhan Institute of virology. We knew that, and we knew that for quite some time. For instance on january 24, the lancet which is the british medical authoritative journal reported that many of the initial coronavirus cases had no karen im like connection the wet market, which is the theory that almost everyone was promoting. If it didnt come from the wet market had to come from someone else. We know that this institute stored more than 1500 types of coronavirus is so clearly they were a prime suspect. As we have seen more and more evidence come out, it indicates that that institute is indeed the source. Sandra and of course now you have seen lawmakers weigh in. Senator tom cotton very firmly stating they need to be held accountable. Heres tom cotton. I think we need to make the american courts open for lawsuits against Chinese Communist leaders. Imagine all around the world that demands for account, accountability of and consequences. If it turns out that chinese negligence and chinese corruption and treachery was responsible for unleashing this pandemic on the world. Sandra that was a response from senator cotton. I will ask you also what we heard from mike pompeo, secretary of state. China needs to explain what happened. Will we get answers . I think we will get answers if we press hard enough. If you go back to an analogous situation last week, President Trump said we must hold the World Health Organization accountable and a lot of people just rolled their eyes. On tuesday President Trump acted. Hes the one political figure in the world who is willing to actually do things that he says he will do. So i think the United States if it wants to can put the political pressure on china. This will not be easy, sandra. China is right now very belligerent. But on the other hand if we work with our partners, especially if we work with our partners, i think we can force china to do things that nobody thinks it would want to do. Sandra very interesting. By the way i wanted to get this income if this is the ministry of Foreign Affairs spokesperson responding to the fox news reporting that we just cited. The head of the World Health Organization has said many times that there is no evidence of the new coronavirus originated in the lab. Many prominent medical experts in the world also believe the socalled laboratory leaks have no scientific basis. So clearly what you are going to see is a constant denial from china. Certainly. And we learned a few days ago that china is now requiring all scientific papers on the origin of the coronavirus to be approved not only by their peers but also go to beijing to get political approval. The information suppression campaign which was really tight a week ago has become even tighter as more and more people talk about the source of the coronavirus. So clearly, beijing has something to hide and the International Community needs to answer that question, what is beijing hiding . Sandra you also talk, gordon, about inspection of these labs. We asked the secretary sorry, we asked mark esper, the defense secretary come yesterday on this program about that and i was following up on reporting from our pentagon report are Jennifer Griffin about that, and when she asked him about the possibility of that he was not opposed to that and said he would look into it further. Is that something that needs to be considered and done . Absolutely. Both china and the United States are parties to the biological Weapons Convention which prohibits countries from maintaining biological weapons programs. Im not saying this was a biological weapon but nonetheless, what this epidemic and pandemic have shown is that biological weapons are indeed effective and im sure that lesson has not been lost on chinas military. The biological Weapons Convention has no inspections regime which means we put that into the regime and china opens up its labs or we have to withdraw because clearly what china has been doing is suspicious. Therefore we need to know what what went on in that lab. Sandra a few seconds left. Now warnings from the state department that they may be Nuclear Testing in china . Yes. This would be a violation of chinas promises that it made and we made it not to test weapons pending ratification of the comprehensive Nuclear Test Ban treaty. Again, china violating its promises from all that we can tell. Sandra gordon chain, great to have you on this morning, we appreciate it. Thank you so much, sandra. Ed meanwhile the Housing Market taking a devastating hit from the coronavirus. Layoffs leaving people unable to pay their mortgages and their rent. Will there be any relief in the next phase of stimulus . We will get into that. Plus a possible end in sight with our nations lockdown with the president set to unveil a plan to reopen the economy. And housing secretary dr. Ben carson will weigh in on all that next. President trump we think this will be even more than a miracle. We are going to do it because we have the greatest people in the world with their va streamline refi, theres no Income Verification or home appraisal. And this refi costs you absolutely nothing out of pocket. Its the quickest and easiest refi newday has ever offered. One call can save you 2000. So chantix can help you quit slow turkey. President trump we will be the comeback kids, all of us. Its incredible whats going on. Im very proud of the people of this country and we want to get our country back. We are going to do it and we are going to do it soon. Sandra that was President Trump yesterday issuing new coronavirus guidelines, or at least he will be later today telling us that he would do so. Looking to reopen the economy and get america shuddered businesses back up and running. He says america has passed the peak of new infections. Joining us now as a member of the Coronavirus Task team, dr. Ben carson. Great to have you here this morning. If you could do, just give us your idea and how are you advising the president on the best way to open the economy safely . Well, what we have to recognize is that we have going into this an incredibly Strong Economy. And things were going very well. The fundamentals, the underlying structure of our economy is at very solid very strong. So what we want to do is we want to maintain that economy, bridge the gap, and that means that you are going to have to infuse some significant federal funds. But we want to keep things going so that once the virus problem has been eliminated, we can go back. It doesnt mean that we have to wait until every vestige of the virus is gone. Common sense would dictate that if we wait until everything is gone our economy will be gone, also. So we have to recognize that obviously there are risks, benefits and risks in everything and we have to weigh those things. Thats what a task force does. We look at all the different variables. If we look at the medical variables, we look at the social variables, economic variables and we tried to give the president the kind of advice that would be beneficial in maintaining Peoples Health but also in maintaining you know, their lifestyle. Sandra dr. Carson, we hear a similar sentiment from the president pointing out the robust economy that we started with before the shutdown had to happen. Over the last four weeks as we reported this morning more than 5 Million People last week alone file for of jobless benefits. More than 20 million americans over the last four weeks. Is it reasonable to think that we will come to a point where we reopen the economy and all those jobs just come back . Or are you looking out a longer road ahead from that . They wont come back immediately but they will spring back a lot faster than one might imagine. The last time we had a severe economic downturn back in 2008, that was on the back of a very weak economy. This is on the back of a very Strong Economy and it wasnt caused by economic factors, it was caused by a virus which will go away. This, too, will pass. So what we are talking about here is just maintaining the Strong Financial infrastructure and economic infrastructure that already exists. And we can do that. You know, it doesnt matter if its 5 million or 10 million or 15 million. You know, we are going to gradually get them all back to work but we have to do it intelligently. We have learned things about this virus. With learned things about its transmission. We will incorporate those things into the action plan for getting back to work. Ed mr. Secretary, we appreciate you being here today. When you talk about the economic pain people are feeling right now, there is that Small Business loan program, the Paycheck Protection Program which has been doling out billions of dollars and its literally running out of cash in the next few hours. Give her and Republican Leaders say they want 200 billion more and at nancy pelosi and the democrats say they want to have money for state and hospitals. We had a democrat on last hours, max rose, he said of his party adds a Green New Deal and other things he will call them out. He seems frustrated that we are not moving forward. How do you get a deal to make sure you can help Small Businesses . Well i would suggest to the American People that they begin to make some noise. Make some noise to your representatives. Be they republicans or it be they democrats because this is not about republicans and democrats. This is about maintaining that strong economic infrastructure so that when the virus problem has resolved significantly, we can resume a strong economic position. When people try to throw politics into it, it complicates the whole situation. I think the average american person understands that, im not sure the average politician understands that. Ed so lets get to your bailiwick which is housing, and i know you are a doctor come housing as part of your deep reservoir of knowledge but Home Building has simply collapsed. New numbers out today, Housing Starts down 20 . If there is a socalled phase number four of stimulus out there on capitol hill, what do you want in terms of mortgage relief . We have viewers who cant pay their mortgages right now, what are you going to do about it . Keep in mind that all the mortgages that are endorsed by fha, first of all weve put a moratorium on foreclosures and evictions but also we have a partial claim which means that payments that are missed can be grouped together into a sub mortgage and tacked onto the end of the forward mortgage. You dont have to pay it until you finish paying the regular mortgage and there is no interest involved so there is really no panel penalty for doing that. Those are the kinds of things that we are working on. Obviously we want there to be money to help the servicers of these mortgages because some of them dont have deep pockets and we want to make sure that the whole structure is maintained. The Housing Finance structure needs to be maintained, its not just the people who took out the mortgage. Sandra mr. Secretary and the 30 seconds or so we have left, what do you think our new normal looks like when we come back from all this . As a task force member, the hud secretary and a doctor . It wont be immediately be a situation where we have stadiums full of people, no question about that, certainly not until we have a vaccine. But we will be able to do appropriate social distancing. People will have learned appropriate hygiene techniques and most importantly we will have it Rapid Testing available. So, we are americans. We adapt. We are innovative. That is, to, will pass and we will conquer this and we will move forward. Sandra secretary ben carson, we appreciate you coming on americas newsroom this morning. Thank you so much. Ed the number of deaths from coronavirus in texas still climbing this morning. The houston area has the highest concentration of cases in the entire estate. The cities drive through testing sites are now doubling their capacity at Officials Say the facilities are open to anyone and everyone. Casey stegall has been following the story for us and his life this morning in arlington. Good morning casey. Good to see you. Texas has reported 46 new deaths and thats the highest jump in a single day that we have seen since the outbreak began. That brings the total to 364 texans who have lost their lives to coronavirus. More than 1500 people currently being treated in texas hospitals and that is also the largest number weve seen to date. Health Officials Say more than 15,000 people have tested positive for covid19. The bulk of cases are concentrated to the houston area, with dallas having the second highest total. Free masks and other personal protective equipment have been handed out in some of the hardest hit areas of houston. The city has also opened up the two public drive through testing sites to anyone. In the past, only those showing symptoms were eligible. Officials say the move now doubled the amount of tests that can be processed at those locations from 500 per day combined to 1,000. When we hit the peak, whenever that should be, that is not game overcome thats have time. The virus is still in the community and the virus doesnt care. If we give the virus and opportunity, it will take it. So as we move forward everyone in the Community Needs to keep that in mind. Starting tomorrow, to more drive through testing sites will be added at select walgreens locations in houston area. Other National Pharmacy chains like cvs and walmart as you know have announced plans to offer coronavirus screenings not just here in texas but a rollout to select pharmacies all across the country, again, as Health Officials reiterate that the only way we can safely open the economy back up is to increase testing and also follow through with those community tracing contacts. Ed casey stegall, thank you. Sandra officials in new york say social distancing is making a difference. The coronavirus curve is flattening. But new yorkers will now face another new normal. They will be required to wear face masks and public. Up next, more on what lies ahead at the epicenter of covid19 right now, it feels like the world standing still. But if you look to the land, its a whole different story. From farms to backyards, wheels are turning. Seeds are being planted. Animals are getting fed. And grass is growing. And families are giving their all to the soil because no matter how uncertain things get, the land never stops. So to all those linked to the land, we say thank you. The Health Care Situation has stabilized and the fears of overwhelming the Health Care System has not happened. People are still getting infected, but we have the infection spread down to a manageable number. Weve accomplished that. Ed some good news now from andrew cuomo, the hardest hit area seems to be stabilizing. Hospitalizations are down but the death toll continues to rise. Here in new york city more than 118,000 cases and yes, over 10,000 deaths. So is there finally some light at the end of the tunnel . Joining us as dr. Jeffrey moz us. Hes a cardiologist and professor of medicine at Columbus University medical center. Good morning doctor. I dont need to tell you how brittle it has been here in new york city, you are with one of the leading hospitals. Do you feel like the worst is finally over . A few weeks ago we were standing on an island waiting to see if this would be a 50foot tsunami that would wash everything away or whether he would just be a flood. We survived the flood but there are a lot of sick people still. I mean thats where we are getting lost. This plateau is involving a lot of people in intensive care units. Columbia is one big i see these people are sick and on ventilators for a long time. So there is still an awful lot of work going on and the sick people are still growing. Ed an important point for all of us to remember. As a president get set to announce later today his sort of latest guidelines on how to transition to reopening the economy, what is your message then to the president and the rest of the country about how we get the proper testing in place to make sure that we can make that transition . Thats a big bugaboo from the beginning. I think a lot of us were caught off guard when the first test emerged i mean when the first patients emerged that they werent flooding the areas with testing and contact tracing. What we should do now, weve ramped up the ventilators, why dont we do the same thing for the testing . Really marshaled the public and private partnerships and put an army together. I mean we have all these epidemiologic students, we have the cdc. You could put together squads of people who could really focus on specific areas that need the testing and also the contact tracing. In the technology as well. I think that should be one of the focus is now if we are going to try to come back to some sense of safety and normalcy. Ed an important point. In the last moment or so that we have are you confident the cdc is up to the task . Because as theres fingerpointing about what the governor got right or wrong or the president got right or wrong, the cdc hasnt gotten a lot of attention. This was supposed to be there deal, to be prepared for a pandemic like this. Are you satisfied that the cdc is ready . Im sure they are. The problem was, when their test failed to come they were putting a test together and it didnt work because of technical issues. Why the alarms didnt go off and marshall all of our forces, which we are doing now. But there are some brilliant people, great professionals and i think they just need the leadership in the purpose and i think they can do it. This is what theyve been training for most of their lives. Ed all right, some hope out of a lot of tragedy that weve all been witnessing. We appreciate your expertise this morning. Thank you and congratulations to all my friends at columbia. Sandra more than 5 million americans filing for unemployment claims last week as Coronavirus Closures continue to batter the u. S. Markets are reacting this morning and not a huge selloff, actually starting the day to the upside. We bring in colleen mcshane, nearly 22 Million People over the last four weeks alone heading out and cleaning Unemployment Benefits. To the starcrossed market reaction, investors knew the number would be brutal and it is. I think the contacts there is a one you would be heading on. I think this would put that number in a broader context, 22 million, not the 5 million this past week. Weve never seen anything even close to this before. Over a fourweek stretch, there were a stretch of unemployment claims weve seen in the past was fall of 1982 and it was 2. 7 Million People. This is 22 million and thats an unbelievable comparison. It gets to the point now of, what do we do . We are having this conversation about reopening the economy and what we have that we look at the help that is either on the way or is already arriving. Unemployment benefits have been enhanced so if you are getting 400 in your state payment, you had 602 that, thats a thousand and that state by state. The stimulus checks are coming out with these numbers that are going back as you said four weeks so those numbers were not impacted by those checks that just came out or direct deposits. The final point is Paycheck Protection Program. Weve reported on a lot of fox businesses and for one reason or another, first it was delayed in congress and then the rollout did not come out as smoothly as some would have liked. That number those numbers or that money has not been arriving quickly enough to help Small Businesses keep people on the payroll. Thats important, and its a piece of breaking news that we just heard from the sba, that you cant apply. They have run out of money. The demand has been so high that you cant apply for new loans. Its a tough, tough spot. Sandra and we know that now lawmakers are negotiating for more funds for the Small Business needs that are still out there. Final thoughts on those checks that are going out, the stimulus checks . Hearing sums crazy stories that they are either landing in the wrong direct deposit accounts or in some cases showing up in the mail to somebody who has passed away . I saw that. What i would say about that is, in one breath we are saying the money is not arriving quickly enough or that its taking too long in order to help people. When you do rush Something Like this and try to make it happen as quickly as you can he will run into these issues. We went through it in oh eight and or nine after the crisis they are where checks were sent out, they did an audit in 2010 and found more than 70,000 checks actually went to people who are deceased. The wall street journal reported at the time and from 40,000 plus were actually returned. Its illegal to take Social Security money intended for someone and spend it yourself but, the larger issue here is, thats rarely enforced by the way even though its illegal. But the larger issue is the timing and how quickly we can get the money to the actual people who deserve it and it needed and that is finally starting to happen. Sandra and we hope that is the case the majority of the time. We will see you at 4 00 on the fox business network. Thank you. Ed all right. Ed a President Trump set to release guidelines today at on reopening the economy after talking about it with governors as new questions are raised about how the coronavirus outbreak started. Welcome to a brandnew hour of americas newsroom, i met henry. Sandra good morning to you ed and good morning to everyone, im sandra smith. With the death toll topping 30,000, sources telling fox news that there is increasing confidence that the virus may have accidentally escaped from a wuhan lab where it was being studied. Defense secretary mark esper calling the evidence inconclusive. I cant speak to Intelligence Matters but i find it hard to trust much of what comes out of the Chinese Communist party. Theyve been misleading us and opaque, if you will come up from the early days of the virus. I dont have much faith that they are being truthful with us now. Speak President Trump over the objections of the w. H. O. We suspended travel from china. Other organizations put their trust in w. H. O. And didnt do any form of ban. Ed dr. Christopher wrays standing by but we begin with john roberts reporting live from the north one. Good morning to you. Its been a busy day for the president. So far today he spoke on a video teleconference with g7 leaders about continuing to coordinate the response to the coronavirus. He talked as he mentioned earlier with the nations governors this afternoon and then he will release the new guidelines for reopening the country at some point this afternoon as well. This has multiple sources tell fox news that there isnt increasing confidence of the virus escaped from a laboratory in wuhan because of lax safety protocol. Sources say this laboratory was working with the coronavirus which was being carried by horseshoe bats from yunnan province in an attempt to prove that china was as capable of the United States and Virology Research but somehow the virus got out. We must stress that this is not an engineer to virus, it wasnt made in a lab, it was a natural virus that somehow got out. Sources also confirms separately to fox news that two years ago it forces from the u. S. Embassy in china had sent cables back to the state Department Warning that there were safety problems at this wuhan lab. I asked the president about both of those things last night, listen here. President trump well, i dont want to say that, john but i will tell you that more and more we are hearing the story, we will see. We are doing a very thorough examination of this horrible situation that happened. In your mending conversations with president xi did you ever discuss with him state department concerns about lack safety protocols that had been reported to the state department from the embassy in beijing about that laboratory . President trump i dont want to discuss what i talk to him about with the laboratory. President trump i dont want to discuss at right now. They push back on the notion that the virus came from one of their laboratories. The head of the w. H. O. Has stated many times that there is no evidence that the new coronavirus originated in the laboratory. Many prominent medical experts in the world also believes that the socalled laboratory leak have no scientific basis. Now theres a lot of sensitivities and pointing fingers at china. For example the wall street journal reported this morning that urgently needed supplies of personal protective equipment that were manufactured by u. S. Companies in china and destine to the United States are being held up in china because of a new export controls. As i fear here at the white house that if they are too harsh on china close ppe supplies could get locked up forever. And another troubling report this morning, the Small Business association is not taking any more of those paycheck Protection Plan loan applications because the fund has been capped out. The president will be talking to bipartisan members about the house and senate today about how to get that ball moving downfield toward the goal line with another 250 billion. Ed they are trying to get a deal, john roberts, thank you. Sandra . Sandra at the epicenter of this pandemic, new york, the death toll has passed 14,000. Governor andrew cuomo issuing a new order yesterday calling for the mandatory use of face masks in public. We have to continue to stop the spread. Im going to issue an executive order that says all people in public must have a mask or nose covering. Mouth and nose covering. And they must wear it in a situation where you cannot or are not maintaining social distancing. Sandra David Lee Miller is live outside of mount sinai hospital in manhattan. Hey, david lee. Hi, sandra. As new york state beats up measures to try to slow the spread of the virus, Governor Andrew Cuomo is increasingly talking about efforts to revive the economy. The governor has hired a Consulting Firm to assist in that process and he says the restart will be gradual with protecting Public Health. The First Priority he says, and economic start up will require testing, tracing the whereabouts of people and isolation. He did not provide a time frame. A published report this morning says in nearby andover new Jersey Police found 17 bodies stuffed inside a small morgue at a nursing home. Recent deaths at the facility were linked to the virus and andovers mirror met with reporters moments ago and said authorities themselves are still trying to learn what happened. Just yesterday i had a conversation with the county and according to them, there were only ten deaths in the home. So now this morning that was updated the 22 on their website and im hearing reports of 68. So its very disconcerting to not have the proper information coming out of a facility. The latest data from new york city shows more people being admitted to hospitals for the virus and a higher percentage of people testing positive. A doctor with a nonprofit that helps the homeless of the situation on the streets remains dire. Moments ago in his Daily Briefing, new york city merit bill de blasio said the city would provide Free Hotel Rooms to people needing to be quarantined. He said 11,000 rooms are being rented anreadied and ramping upi made it clear to the president , his hometown needs him. Sandra . Sandra thank you, David Lee Miller outside of mount sinai for us in new york city. Ed despite a u. S. A spike in deaths, the Trump Administration says the overall numbers are trending downward. One model cited by the white house predicting that deaths from the virus could completely stop by the summer. Speak to the battle continues but the data suggest that nationwide, we have passed the peak on new cases. Hopefully that will continue and we will continue to make great progress. Ed joining me now is dr. Dr. Chris from her, he is part of the group the ih mbe, the model that has been cited by the white house and others. Good morning, doctor. I wonder if you could walk us through what that means about deaths coming down this summer because as i have tracked it you recently had a prediction of about 93,000 deaths in america by august 4th. That then came down to 61,000 and currently as i look at your website, you have a prediction of 68,000 deaths by the beginning of august, is that right . That is our cart one, which hopefully will have a an update later today. Its a little bit like forecasting the data, we try to take into account the older data coming in from the states so our numbers will be revised as we see progress faster or slower. Overall we think that general trend that weve seen since the beginning, a range between 40 and 50,000 deaths being where we will fall out for the country come june. Ed so where is it trending if, as i see it, april 13th is the last time you updated the model . Here we are, three days later, its at an estimate of 60,000 american deaths by the beginning of august. Any sense, i know you said it would be coming later today. Will it be lower than 60,000 . Probably going to be lower and there are two things that are driving out. First, the one in the opposite direction, some places like new york are staying so that the peak for many days in a row instead of coming off the peak, so we are taking that into account. Then what we are seeing in the mobility data that is being reported by various groups like google that some of the Southern States that we thought would have larger epidemics may have actually had a lot of social distancing, more than we expected, and that may be having a benefit. We may see smaller numbers for numbers of the states in the south. Ed is a lets try to digest that as the president digest these numbers later today. The trend we can expect is you will be predicting later today that there will be less deaths than most recently expected through the summer, but obviously this can change. Everyone needs to stay on top of it as we have heard from the medical doctors again and again. But as a president tries to move toward a reopening at least parts of the economy, roughly in the neighborhood of me first, what would be your advice than from your information with the models and all the rest about how we do this in the most sensible way . Well thats exactly what stao see is that for some states that are far along, that could be made to me and for other states where the epidemic is still really on the upsurge it may run as late as into june, where the riskbenefit around Economic Impact versus Public Health impact may shift in a certain direction. Ed has so that would suggest not a light switch as dr. Fauci and others have warned us against, dont just flip it on for the whole country, kind of a rolling opening. Can you give our viewers a preview which parts of the country will more likely be opening in june instead of me . Well i think its the ones where they were later to put in the social distancing. The one thing we know about is the social distancing and the voluntary social distancing by people as well really works. Though the longer that is in place, the smaller the number of cases left in the community and that will decrease the risk of a rebound. And so the states that put in those mandates later, the states that have yet to see cases peak, those will be the ones that will make sense to go later. The other thing to take into account is this is all about balancing risk. So even when we go back to work and potentially to school, things like avoiding Large Group Gatherings are going to probably be part of that package. Ed is so short followup, at what time can we expect this new model to come out . We are hoping for a late afternoon. We just have to do a series of quality checks and make sure that what we are telling the public is what is good as we can do. Ed we appreciate the preview, we expect to have slightly better news and we appreciate you coming in today. Thank you. Thanks a lot. Sandra sta stay at home ords sparking protests from people who want to go back to work. [sirens] sandra or that is happening. And how the government is responding. Sandra at the president s decision to withhold funding from the World Health Organization over its handling of the coronavirus outbreak is facing backlash from some democratic groups. The u. S. Has been the highest paying donor country to the World Health Organization. At the United Kingdoms second, paying about half of what the u. S. Ties. China is seventh on that list. Joining us now via skype is fox news anchor of the Daily Briefing, dana perino. Great to see you. I have a lot of questions for you but we will start off without one. What has been the backlash that we are seeing from some of these democratic groups to the president withholding those funds . This follows a pattern of something that President Trump has done from the beginning. So first you are in shock, and you might have an Immediate Reaction of, this is outrageous, ridiculous and reckless. Then because he made that announcement, i guess we are 48 hours in. This morning what i see is people saying, he does have a point. The World Health Organization does need to be held accountable and one of the ways that you actually have more influence as if you are there and pressing. I think this threat of reducing the funding is enough to wake everybody up and i think what will end up happening is you might have other countries willing to put in more. Okay, thats fine. But i still think that United States will be a majority funder. But it will exercise a lot more influence and have more of a presence at the organization then it has. We definitely need, in our world we clearly need a better system that actually doesnt fail when Something Like this happens. Sandra very interesting. Theres been a lot of continued reaction. Thats the train by the way, in case you can hear that. Sandra we can hear that. And these home studios, its so fun. We had a car alarm earlier. So the key endorsements that biden picked up this week, and this political headline caught our eye this morning. Why Democratic Unity is a huge problem for trump. So youve got the endorsements coming in for Bernie Sanders for joe biden, including Bernie Sanders. Then youve got the Trump Campaign somehow making the case that barack obama doesnt really support joe biden. Heres their statement. Barack obama spent much of the last five years urging joe biden not to run for president out of fear that he would embarrass himself. Now that biden is the only candidate left in the democratic field obama has no other choice but to support him. You continue to see them make the case or suggest that the democratic establishment stole the election from Bernie Sanders. So is this the strategy that we are seeing on the part of the Trump Campaign to be joe biden . So i think theres a little bit of Wishful Thinking on both sides but it is Campaign Season and thats what happens. On the headlines that you showed, it shouldnt really be a surprise that the democrats are unified but i actually think you could slip that headline and replace the words because democrats should be worried that the republicans are so united. That wasnt the case in 2016 and now you have the republicans very united. The other thing is, ive always said from the beginning that barack obama as a former president was not going to weigh in until there was an obvious nominee. Now, joe biden is that person. I think he would have seen a very different endorsement rollout if we werent all in quarantine and trying to do these things by skype from our basements or guest bedrooms or wherever meet we may be. I do think that president obama will be a formable person. However it would be bigger news if they werent endorsing at all but this race, the dynamics of it are not going to change for a while. Joe biden cant figure out a way to put money into the coffers or the republicans and President Trump have so much money, so they cant do that. He cant go out and build an organization. He cant even go have an event with his former president. Now that could change by late summer but until we figure out a different way to campaign, the contours of this race are not going to change. Sandra joe biden sat down for a brandnew interview and talked about President Trump and said this. Trying to figure out this man is sort of above my pay grade. The way he goes in and attacks the press and the things he says, like he is going to adjourn the congress, he has absolute authority, its like something out of a really bad play. Sandra and now we wonder and speculate on who his running mate might be. Elizabeth warren is not ruling it out in a brandnew interview. They not . Dana im sure shes not. Although i think because she was so roundly rejected by democrats and all of those states including her own home state i really sincerely doubt that she would be the choice for joe biden Going Forward. I think that might be a fatal mistake. But of course, if it he doesnt, that will come back to me and i will revise my remarks. Joe biden, when hes talking about that on msnbc, hes talking about something that democrats all say amongst themselves. The president is crazy, i cant believe he is our president , and they limit this fact. What i think he should be doing is focusing exclusively on people who are either sick or have a loved one that is sick or have lost their jobs through no fault of their own and might have to actually join food lines in order to get food. I would focus like a laser beam on trying to help those people rather than just complaining that President Trump is the president. Sandra while we ran out of time to talk about dennis quaid. You had quite an interesting interview on your show yesterday. We will watch you at 2 00 today, dana. Thanks for being here. Dana thanks sandra, bye. Ed good to see dana. [sirens] sandra a conservative Group Protesting Operation Gridlock which are restrictions the governor says is necessary to stop the spread of coronavirus. And there is similar pushback in other states. Mike tobin is following all of this live in chicago with us. While this is happening we have a group of sheriffs in michigan saying they will not impose strictly impose Governor Gretchen Whitmers stayathome orders. In a press release, for sheriffs and four counties wrote we question some of the restrictions she has imposed as overstepping her executive authority. She has created a vague framework of emergency laws that only confused michigan citizens. That argument is part of what had demonstrators out in their cars blocking up traffic at the State Capitol in lansing. Demonstrators say elements of the stayathome order are arbitrary and too restrictive. They impose the same restrictions on rural parts of the state as they do in detroit where the spread is severe. Its time to open up. The sick are being taken care of. If you are sick, stay home and in your house, the ones that can work need to work. We need to open up our businesses. Will Governor Whitmer pushed back saying their behavior such as getting out of their cars put people at risk and likely increase the need for stayathome orders. Demonstrators covered in frankfurt and chanted things like open up kentucky and we want to work so loud that the governors briefing coronavirus was interrupted. They believe we should reopen kentucky right now immediately. Folks, that would kill people. Who would absently kill people. A reopen virginia protest is supposed to be getting underway and North Carolina and texas are some of the states that have already seen protests. Sandra, back to you. Sandra mike tobin, thank you. We really need the Chinese Government to open up and let the world scientists know exactly how this came to be and how this virus began to spread. There were days that went by from when the Chinese Governments leadership knew about the virus before they told the public at large that its dangerous. These are the kind of things that opened governments and democracies dont do. Ed secretary of state mike pompeo calling for more transparency at the least from china after the Associated Press reported that beijing knew about the coronavirus outbreak for 60 days before warning the public of a potential pandemic. Source is now telling fox of the virus probably escaped accidentally from a wuhan lab as china tried to compete with americas virus fighting capabilities. Congressman, i want to apologize in advance if we interrupt you, the governor of new york andrew cuomo will be speaking in a moment or two and we will try to get you on both sides of that. In the meantime as the leader of the house Foreign Affairs committee, what do we do about this . Ive been investigating for months and its clear that the Chinese Communist party was engaged in what i call the worst coverup in human history, causing economic death and destruction. We know when this virus first appeared december 1st, actually back to midnovember, the Chinese Communist party went in and detained eight of the doctors who were sounding the alarm that we had a different kind of virus here that was more lethal. They detained of those doctors and got retractions from them. After that point in time they went into the laboratory and destroyed lab samples in an attempt to cover up and also control the investigation. Then, you go into the january time frame and it becomes very interesting because at that time you have not only the doctors but taiwan and the w. H. O. Medical personnel in wuhan warning the w. H. O. , and now we just found out an internal communist party memo from within in january at very high levels, warning that this was in fact human to human transmission. Why is that so important . Because its infectious at that point. Then getting to the w. H. O. After all this evidence is before them, they need to determine if they should issue an international Public Health emergency. They are gridlocked and director general is the one who tested the tiebreaker deciding not to warn the world that we have a Global Pandemic on our hands. Then finally, theres a festival going on in china at that time called the spring festival. 5 Million People leave wuhan and traveled throughout china and then millions of people from china travel internationally. This could have been stopped. This could have been contained but instead now, we have a Global Pandemic. Ed in you point to the World Health Organization. Bret baier was careful in its exclusive reporting on this to say that the u. S. Intelligence committee is still gathering facts and its not clear whether World Health Organization was an on a coverup or whether they were relaxed, too soft on china. The president has reacted in part to that saying hes going to halt funding to the w. H. O. And yet nancy pelosi has the statement, we can only be successful in defeating this Global Pandemic through a coordinated International Response with respect for science and at data. This decision to cut off the funding is dangerous, illegal and will be swiftly challenged. Given all thats happening here in the context of the World Health Organization into china, what do you think about nancy pelosi rushing to w. H. O. s defense . I think w. H. O. Has a responsible role to play but i dont think it can carry that out with its current leadership. I think he is a puppet of the Chinese Communist party and he touted the one china policy against taiwan and would not allow taiwan into the w. H. O. He gave speeches in china and when he was foreign minister in ethiopia they received for billions of dollars of foreign assistance. There is so many ties to the communist party, im not saying doing away, i think they have an Important Role to play but we cant have any confidence in the w. H. O. Moving forward as long as pedrtedro is at the top. Ed obviously hundreds of millions of taxpayer dollars has gone into w. H. O. Congressman, don mike mccaul, we appreciate you coming on. You can see it as promised, andrew cuomo addressing the media. From 18,000 to 17,000 mark. Thats good news, total hospitalizations down. We talk about the flattening of the curve and the apex, how long is it flat and when does it start to curve . We dont know. But this is a good sign today. If you look at the net change in hospitalizations, its down more significantly than it has been so thats positive news. Three day average which again is more accurate than the daytoday counts, im a little skeptical about the daytoday counts. This is all a new reporting system. But the three day average is more reliable. Icu admissions number is also down significantly for the first time so thats good news. Integrations are down and thats really good news because integrations ultimately lead to the worst news. 80 roughly of people who get intubated never come off the ventilator. The number of new people who are diagnosed with covid, about 2,000 still yesterday. So when you see the reduction in rates, remember what we are talking about. We are talking about a reduction in increases. You still have 2,000 people every day, about, who are walking into a hospital for the first time or who are being diagnosed with covid for the first time. 2,000 is still a lot of people. But, the good news is it means we can control the virus. It means we can control the spread and we did not know for sure that we could do that. We speculated that we could do it but we didnt know. So now we know that we can control this disease. The bad news is 2,000 people walked into a hospital for the first time with the disease and the worst news is 600 people died yesterday from the disease. That is still continuing at a really tragic, tragic rate. Of those deaths, 577 hospitals, 29 in Nursing Homes. Weve been watching the Nursing Homes because Nursing Homes in many ways are at ground for the situation. Last night the number of Nursing Homes was relatively low. Everyone asked the same two questions, when is it over and how do we get there, how do we start to make our way from here to there . When is it over . As i said to come one is it finally over . Its over when you have the vaccine and thats 1218 months. We said to the fda, anyway we can be helpful in the testing of that vaccine, how do we accelerate that and how do we expedite it . New yorkers are ready, willing and able to do that with the fda. Maybe there is a medical treatment between now and the vaccine, that would be great. But those are unknowns and its out of our belly wick. We are working on companies that are working on the treatments and we are testing treatments in our but that is a pure medical research and development function which is beyond us. At the same time, how do we on pause in new york . New york is now on paused. First, do no harm. Dont let the infection rate go up to the best of your ability, dont lose the progress you have made. Second, now go back that we have some stability and we can actually work with the Health Care System which we had on overdrive for many, many weeks. Ed youve been listening there to the governor of new york, andrew cuomo reporting to the media and to the public that 606 more people died in new york state yesterday because of covid19 but that is down from the previous five days, still very high but he said that things were Getting Better and new hospitalizations have been down. He said this will not be completely over until we finally get a vaccine. He also talked about trying to on pause things to get the economy going and that something obviously that President Trump will be talking about later today. In the meantime, back to you, sandra. Sandra thank you very much. We will continue to monitor the new york governor for any breaking news as we get it. Meanwhile, what happens next with your son or daughter as they entered junior year . Do they have to study for the a. C. T. Or s. A. T. Exams after all . Dozens of colleges are dropping standardized testing requirements. How will that Impact College admissions . We have lots of questions about that coming up. One call could save you 2000 a year. Sandra dozens of colleges across the country have now decided to drop a. C. T. And s. A. T. Requirements for 2021. Here to discuss this and all this changes that we are seeing to colleges missions is a College Board president david coleman. David, good morning. Thank you so much for being here. Of parents at home have so many changes about whats happening right now and certainly all the unknowns in the future. First, how is this pandemic, the coronavirus pandemic affecting College Admissions particularly for the coming school year . There are is so much going on that is affecting juniors and of course seniors whose graduations have been canceled and the College Board is larger than testing. We are trying to give families and students everywhere steps they can take to have a clear path to college. Some schools are requiring they examine some schools are optional, and what that means is for all students, they still have an option to confirm their grades and show their strengths through taking the exam. Our job at the College Board is to make sure that every family and every student has that opportunity to show their strength regardless of their income. Thats why we made a set of announcements, how even with the virus as strong as it is now, we will be ready to provide that exam in schools in the fall and if schools are not open at home. Sandra david, i know some of those commitments we put together and we have billeted them for our viewers including weekend s. A. T. S every month starting in august, you are committing to. The s. A. T. Will be offered in schools this fall and the digital s. A. T. At home if schools dont reopen this fall. Now that this has happened its almost like you ask yourself why there wasnt some sort of remote way to take the standardized tests, but i know that something you are working on as well. You know, its kind of profound because the virus in itself is a terrible cost but it forces us to embrace some new tools. For example in our advanced Placement Program there are no 7 Million Students who have viewed come in nine days we set up online courses and youd be amazed what adolescents are capable of. In the metal comic middle of this they still want to do their work and 90 of them have told us they want to take their ap exams at home. Im so impressed at the ap Teaching Community and students and systems, that they take the credit theyve earned working so hard throughout the school year. Sandra obviously the s. A. T. And a. C. T. Serve a purpose. What do you think are the consequences of the absence of tests . I think again if you know in a test optional environment many students will still submits scores to confirm the strength of their grades. And whether colleges test optional or not, that should only be one way to show your strength. A low score should never be a veto on your life so i think families served if they are proud of your scores, send them forward. Please remember that the best of Test Preparation is free on con academy for the world. No matter where you are on any device, families can stay sharp and practice for free. What i would most average is a kind of calm, deliberate approach. Sandra we are running out of time and we have the breaking news with the governor there but still lots of questions and i hope you come back soon. Still a lot of colleges assessing this fall and whether or not they will hold inperson classes. I will be back whenever you need me. Thank you. Sandra great, thanks.
