university system, it has not increased tuition in three years either. a spokesperson says raising prices is on the table for next year. enough is enough. that's what activists are saying tonight after a pedestrian was killed today in san francisco. 51-year-old lori helmer was jogging when she was hit by a golden gate transit bus. it happened just after 6:00 this morning as the driver was turning left from lombard on to van ness. investigators say they still don't know whether that jogger was in the crosswalk when she was hit. >> the driver is one of our senior drivers for golden gate transit. he's been with the agency for more than 35 years and he has a very good safety record. he's obviously distraught right now. >> crosswalks, to be honest, you have two simple lines marking a crosswalk. >> van ness is considered to be one of the most dangerous corners. five people have died along that corner just this year. a woman died at the san leandro bart station. she jumped in front of a train in front of 9:30 a.m. passengers then faced delays because bart stopped the trains for about two hours to deal with this entouragedy. buses shuttled some of them around the closure. initial reports say the victim was a child, but bart later confirmed that she was, in fact, an adult. and sky 7 hd shows us where a man was shot and killed in antioch. a blue car drove up about 11:30. somebody in that car fired several shots at the victim who sadly died at the scene. detectives have been looking for clues and so far no arrests have been made. one of the victims' relatives described him as a family man who was not involved in any kind of trouble. fremont police say a robbery suspect tried to brob officers with tens of thousands of dollars so he could escape custody. 21-year-old dee andre mcleod is due back in court on monday. they officered him the claim that he offered them $70,000 to fake a car crash so he could get away after his arrest yesterday. back on october 16th, police closed interstate 880. he darted across the freeway while a swat team raided his motel room. he is suspected of robbing an elderly couple october 5th. he is being held in jail without bail. to be the the state of california has a fiscal crisis. ironically, consumers are doing so well at recycling beverage containers, the fund for redemocracies has run out of money. david louis is live in san jose with a classic case of unintended consequences. >> reporter: the redemption fund is losing money to the tune of $100 million a year. the problem is the break even point for the fund is 75%. so we're doing far better at recycling than the 1986 program ever expected. that means there's not enough money to pay back the nickel per bottle that consumers are entitled to. the state auditor is recommending to the legislature it needs to generate more revenue for the funds, and among the possibilities, raising the five cent redemption rate or cutting out recycling programs that also are supported by the fund. one of those programs is the san jose conservation core and charter school. educational programs help small businesses and governments to recycle and operates a school for adults to complete high school degree credits. we definitely worry. and, you know, we know that they have tough challenges to face in sacramento, so we're definitely worried about that. and it really will have a huge negative impact on our program if the legislature or somebody in the administration chooses to really eliminate funding for programs like ours. >> reporter: would you pay a higher redemption rate for recycling? >> yes. >> reporter: why is that important to you? >> well, recycling is important in general. everyone should recycle more. i don't think money should be the issue. >> reporter: another recommendation from the state auditor, crack down on people bringing in containers from other states that tap into the california redemption fund. that alone is thought to drain the fund by over $33 million a year. so far, we have no indication from the state legislature how soon they're ready to act on this important deficit problem. we're live in san jose, david louis, abc 7 news. >> all right, david, thanks very much. developing right now, investigators are working to find out what caused a fire at a thrift store. take a look at the images. this is incredible. clouds of thick smoke and fire poured into the air in river side drive. it happened this morning. it all started in an employee's room and then spread. firefighters from several area departments from the roof and the ground. fortunately, the star was not open at the time. but everything inside that consignment store was lost. taxpayer money is finally getting into the hands of victims from the napa earthquake which hit august 24th. officials say $2.4 million in state and federal assistance has been paid to victims of that magnitude 6 quake. fema has been accepting applications for assistance last week, and in that time, nearly 1,900 homeowners and renters filed claims. well, it is the prospect of earthquakes, mudslides, and flooding that has one weather service -- the weather service saying ining marin county is o the worst places to own a home. people are just stunned to hear this. they've been talking with wayne friedman and he is live with the story. it really is quite surprising. >> reporter: stunned would be a pretty good word. it's interesting. everybody who lives in marin county would say this is paradise, a great place to live. it's also, by the way, a great place to own a home. median value roughly $900,000, going up by 10% in the last year. so here comes this report on a reputable website saying if you do own a home here, you're taking a risk. in tiburon, residents will have to deal once again with the imminent threat of a perfect day. >> what threat? >> a threat defined by weather.com that defies what they see and feel with what might be. due to the multiple threats of flooding, earthquakes, and wildfires. weather.com ranked marin county as the 17th most dangerous in all the united states to own a home. >> that's in the whole country? >> reporter: the research is based on statistics compiled from fema and other federal agencies. if tree, it would make owning a home in marin county almost as risky as in forest county, mississippi, which was decimated by hurricane katrina. >> i'm more comfortable with earthquakes. i know earthquakes. >> weather.com explains that marin scored so high, or low due to the multiplicity of factors, which included potential dollar losses. it got big bumps from the new year's flood of 2005 and scored 100 out of a possible 100 for earthquake risks. the san andreas fault runs right through marin. in the fight to legalize same-sex marriage tonight. the sixth circuit court of appeals upheld bans in ohio, michigan, kentucky, and tennessee. the ruling could set the supreme court to rule on the constitutionality of same-sex unions. this is the first court to uphold state bans since the supreme court struck down part of the federal defense of marriage act last year. >> governor jerry brown going for higher aspirations. today speaking in beverly hills, he jokingly called himself president of california. >> i ran for president three times. now i'm president of california. and it's bigger than most of the countries that attend the united nations. >> well, some political pundits suggested brown may run for the actual presidency in 2016. we'll see what happens. the flu season is now under way. many people are now turning to local clinics and hospitals to get their flu shot. have you gotten yours yet? chris nguyen is live in san pablo, where one hospital is making it easy for people to stay protected. >> reporter: yeah, employees here at doctors medical center have been out here since about 2:30. they're hosting a free drive-through flu shot click infor adults. it is winding downright now. as we've been learning throughout the afternoon from people who have stopped by, they have appreciated this hospital's commitment to the community. the sun is bright, no sign of winter, but flu season has just begun. >> aching from head to toe. sweating. just miserable. that's the best way to describe it. >> and you don't want to ever go through that again. >> ever. ever since that, i've always got a flu shot every year. >> reporter: an easy way for members to get their shots. >> i even dressed so that it would be easy from the car. but i appreciate the convenience. and my friends have all been saying have you gotten your flu shot yet? >> reporter: these drive-through clinics are nothing new, but with recent concerns about ebolaing the chance for the medical community to set the people straight. >> the most important factor to be worried about ebola is the patient either coming from the endemic area, from west africa, or they have contact with patient with ebola. >> reporter: instead of ebola, the cdc is encouraging people to focus on flu prevention. every year, thousands die to complications related to the disease. this map shows the current level of influenza across the country. california showing sporadic activity. but these people out here today aren't taking any chances. >> it's certainly convenient. we don't even have to get out of the car. i've got my 90-year-old mom here with me. i found out about this because we have a neighborhood watch. >> reporter: free flu shots from now until 5:30 tonight. doctor's medical center doesn't have a pediatric ward, so shots are first come, first served for adults over the age of 18. anyone is welcome to stop by and take advantage. in san pablo, chris nguyen, abc 7 news. a bay area doctor left today for liberia to treat ebola patients. he is affiliated with ucsf and the uc berkley school of public health. he is planning to impose a 21-day quarantine on himself when he comes back, and that means isolating himself from his 2-year-old daughter and his wife. and facebook is adding a message that will appear on news feeds over the next week, so users can donate to non-profits battling ebola in west africa. it's also deploying terminals to boost internet and phone services in the affected years. last month, mark zuckerberg and his wife made a $25 million donation to beef up u.s. efforts to fight the disease. the end came today for a couple of palm trees near the new eastern span of the bay bridge. crews removed two of them this morning just a few weeks after we questioned the health of these trees. back then, cal trans told us the trees were fine. turns out they weren't. tests show the trees had pink rot. it's a fungus common among palms in coastal areas. the same thing happened to a few trees in san francisco. the sick palms will be replaced. the other 35 trees are doing just fine. there was a showdown today at san francisco's golden gate park as a result of tuesday's election. protesters blocked the entrance to the soccer fields to keep construction crews from working. they're upset the city started tearing out the grass field to begin replacing it with artificial turf that's allowed under measure i. the protesters say the city is being sneaky by not waiting until all the votes are counted. the director of the park and recreation department says there is no doubt the measure will win approval. san francisco mayor ed lee went down to the stadium today, but not to get a workout. he was getting a look at the track's renovation. work began a few weeks ago to install a new rubberized track. a new shot put area, new drains, and even replaced the goal post. >> this track will be the home for many, many high school track teams. people who want to run. private citizens, residents that want to just run and exercise. >> so much history there. it was built 90 years ago. it was the home of the 49ers until 1970 and was even used for a "dirty harry" movie. the upgrades will cost about $3 million and the stadium should reopen by february of next year, just in time for track season. >> that's nice to see. so much history there. consumer news. driving at night can be dangerous. visibility obviously a big problem. but there is new technology promising to make driving after dark much safer. >> this is so intriguing. consumer reports is partnering exclusively with michael finney. >> this video is truly amazing. wait until you see this. it's really important. each year, cars hit and kill more than 4,000 pedestrians. the accidents happen mostly at night. so consumer reports is check out all the new technology to make it easier for you to see in the dark. during evening hours, pedestrians are tough to spot. even with your headlights on. auto engineers regularly test headlights and know their limitations. >> even with the best performing headlights, the driver probably doesn't have enough time to see, react, and brake for objects ahead unless they're going very slowly. >> reporter: the latest night vision systems help remedy this with advanced cameras that detect thermal heat and make visible what your eyes can't see. this system is available on the latest bmw 7 series and other luxury cars. if it determines that a person or animal is too close or moving towards your line of travel, it will also give you visual and audio warning. the system worked well in consumer reports evaluations at its test track and would be helpful on dark or foggy roads. the engineers also checked out another system, dynamic light spot. it not only uses infrared technology to detect people or animals, it also shines a spotlight. >> for those of us that had the opportunity to drive the dynamic light spot, we thought it worked very well. it illuminated pedestrians before we were even able to see them. >> reporter: at this point, it's not permitted in the u.s. current regulations limit how bright lights can be and prohibits lights that might be confused with emergency vehicles. consumer reports says you should be aware that headlights can get hazy and cloudy over time. you've seen it. it reduces visibility by up to 80%. headlight cleaners can help. consumer reports recommends the sylvain ya headlight restoration kit available online and in auto parts stores. it runs about $21. >> i didn't know that. that 7 hd, and we'll talk about the weather forecast. kaufman bay and pacifica dropped nine degrees this afternoon, only in the mid 60s compared to the mid 70s yesterday. we saw a wind reversal and that's what brought along the cooling. live doppler 7 hd showing you just a few clouds right now. i want to give you an update on el nino. a month ago, you take a look at the sea surface temperatures near the equator. we bring you up to present time. this week, we'll notice the ocean temperatures are edging higher. there's a 58% chance of a weak el nino developing this coming winter per the climate prediction center. unfortunately, very little impact to our drought. and speaking of, take a look at the drought a month ago. 58% of the state was dealing with exceptional drought. there's been a slight improvement. as of today, 55% in exceptional drought. let's hope for rain, because right now, it doesn't look like any in the seven-day forecast. lovely view from our south beach camera, as we look towards the bay there. oakland, san jose, currently 70 degrees in morgan hill. here's our view from the emeriville camera. mostly clear there. temperatures in the low 70s. still real mild around santa rosa, fairfield, livermore. napa 67 degrees. one other picture. financial district in the clear. coastal clouds return tonight. a little cooler tomorrow. and we are looking at a weekend warm-up on the way. easy for me to say. here's a look at the cold front that is dissipating. once again, this one not expected to bring us any rain. high pressure rebuilds this weekend, and that's what's going to bring those temperatures up by a few degrees. so patchy low clouds towards morning. we'll see a few high clouds as well. a little cooler for your friday afternoon. tomorrow morning, starting out in the upper 40 toss the mid 50s, with some low clouds near the coast. you might want to bundle up when you leave home for work or take the kids off to school for the afternoon. a nice day. 68 in san francisco. 72 oakland. 73 on the peninsula in palo a o alto. 74 degrees in san jose. a look at the acuweather seven-day forecast. temperatures will inch up a little bit as we hit the weekend. low 70s to low 80s. above normal for this time of year. just like today, today's high temperatures are running a good nine degrees above normal. and then as we head towards tuesday through thursday of next week, temperatures will come back down closer to average, mid 60s to mid 70s. still no rain in that seven-day forecast. let's hope that the pattern really changes, because typically around this stanford university. scientists have discovered a new species of deep sea coral off the coast. a noaa research team discovered the coral in a canyon 600 feet under water. the coral may provide new information about deep sea ecosystems. that's because most corals traditionally serve as a refuge for marine life. we are kicking off the abc 7 thanksgiving food drive today. >> all month, abc 7 will
