We had a minor crash on the bridge that cleared quickly. Not as much damage the other day when we had a couple incidents. 36 minutes from the carquinez bridge to the macarthur maze is something to deal with driving out to the macarthur maze. No major problems at the bay brimming but waiting at the toll plaza. Were looking at the peninsula. The traffic here is okay. If redriving on the san mateo bridge over to the peninsula, it looks okay. The slowest traffic is in Contra Costa County. And then on 680 from concord to walnut creek, no crashes but we have slow traffic this morning as is the usual case. It is not lighter than usual. Bart is increasing patrols at some bart stations after a mob of teenagers stormed a bart car over the weekend. They robbed passengers. It all happened within seconds. Ktvus Christien Kafton is at the coliseum bart station in oakland to tell us what bart riders are saying. Reporter yeah. Commuters still learning about that robbery this morning. And this morning we can tell you folks coming and going from the turn styles, this is the exact area where they hopped the turn styles and up the escalators up to the train platform. It happened saturday night at 9 30. Witnesses tell police that the teens demanded cell phones, wallets and purses from the passengers inside. That whole robly took about 30 seconds, with the Group Getting on and off the train before the doors could closed. The moment that the doors opened, they jumped on board and committed 7 robberies. Six on the train car itself. One on the platform. Reporter two passengers were punched in the face and treated for head injuries. Commuters this morning are on high alert. When im on the train, im an alert. Im on alert. My phone is in my pocket. My eyes is watching. You never know when you might have to get away or get down or something. Police say there have been no reports that the attacker used guns or any other weapons. Bart is using Surveillance Video to try to identify the suspects and is working with Oakland Police, oakland unified schools and Oakland Housing Authority to try to find the teens. Bart says there were Police Officers at the station at the time of the problem re. The officers reportedly in the parking lot area. They rushed up to the platform as quickly as possible but, again, all of this unfolded so quickly, in just about 30 seconds. By the time they reached the area, the robbers had already gotten away. The Program Director at the boys and girls clubs in petaluma and marin have been arrested on suspicion. He was arrested yesterday at his home. He is accused of posting photos of i 6yearold girl from his after School Program in an internet chat room where images are shared of child pornography. He has also posted the girls name, address and phone number in that chat room. Police say therm contacted by the department of Homeland Security that tracked him through his internet ip address. Uc berkeley is preparing for protests if ann coulter speaks on the campus later this week. There were protests when Milo Yiannopoulos tried to speak last february. Coulters speech was canceled saying that they could not guarantee security for the event. They wanted to move it to may 2nd for safety reasons and not censorship. Coulter says she will be there on thursday as scheduled. Because of what happened with Milo Yiannopoulos, i feel it would be very dangerous. But because of the free speech movement, the atmosphere that we like to promote, it wouldnt be fair to bar her from coming. The more respect from people speaking on the campus, the more detrimental it will be in the long run. President trump is now backing off from insisting that money to build a border wall between mexico be included in the Government Spending bill. Democrats say they would not approve a bill that approved funding for the wall. There may be funding included for resources to increase border security. Democrats have been long clear that the border wall is a nonstarter. The wall is a big metaphor. I think if donald trump can get something in that government funding bill, about board security, he can claim victory and the democrats can say they didnt vote to fund the wall. Traffic is moving along pretty well. If youre driving on 101, it has been good. So this week has been a little peculiar. Some commutes look full strength. But, you know what, when it is this light, were not going to ask any questions. The same thing for here where normally northbound 101 is slow coming up past brisbain, but its not. Good news it that is your commute. San mateo and dumbarton bridge is okay as well. A peculiar thing. Spring break is all over the place. It starts in march, goes through april. There you go. A woman grabbed by a stranger in an attempted kidnapping in San Francisco. We were shocked as anyone would be that that sort of thing is going on in our neighborhood. Up next, how a Good Samaritan stepped in to help and how police finally tracked the suspect down. Also, the controversial proposal that could remove some sex offenders from a california registry. San Francisco Police say Good Samaritans helped stop a man from kidnapping a woman on the industry. It happened about 9 00 saturday night. Police say the woman was walking home from work and witnesses saw a man put a black bag over her head and tried to drag her into a car. A man sitting in his car honked his horn. Neighbors helped the woman. The man was arrested the next day after a highspeed chase in pete loom a. Thankfully due to the actions of Good Samaritan or great samaritan thats came to the aid of the victim, they were able to scare off the individual. Police say the woman did not know the man. His name has not been released. Police say they used Surveillance Video and description from the witnesses to track down his car the next day. The time is now 7 25. We just found out the city of berkeley is postponing a vote on whether to pull out of the federal governments urban shield program. The urban shield a training event for Law Enforcement here in the bay area. It takes place every year. Organizers say reallife scenarios are used to teach officers you to deal with a disaster, terrorist attacks and other major incidents. Critics are concerned it my militarizes police. The vote has been pushed back to may 16th. It was scheduled for today. Now, the proposal by San Francisco assembly man david chou called for a test program to catch speeders in San Francisco and san jose. The cameras would automatically take photos of cars going more than 10 Miles Per Hour over the speed limit. It was opposed by privacy groups. They were worried about mass surveillance of cars and trucks. Well, theres both strong support and heavy opposition for a proposed Homeless Center in San Francisco. It would be located on 26th street and is scheduled to open in june. According to the chronicle, both sides of the issue turned out at a Community Meeting last night. Supporters say it would provide 100 beds to the homeless and help them transition from living on the streets. Opponents think it will increase crime and litter in the area. The Albany Unified School district holds a meeting tonight. They will address a series of racist incidents at albany high school. Last month, 11 students were suspended, accused of posting racist messages and photos on social media. Some of the students are accused of exchanging nazi salutes in the hallways. That triggered protests on campus. Last week albany highs principal announced he is resigning to take another i dont know within the school district. The San Francisco Unified School District is looking to add another school in the bay view district. Officials are specifically looking at a small plot of land at the candlestick point. The lot is already set aside by the city for a Community Building which could be a school. Thetrickortreat says 12,000 new Housing Units are planned for the area and that will likely need more student whos will need additional classrooms. Getting paid to protest. This is the kind of stop and go traffic that youre dealing with. On the brighter note though, the sun and mixed clouds. Just as steve said. The south bay commute has a little sun in it right now. The traffic is not moving well. This is the bay bridge toll plaza. You can see traffic at the bay bridge toll plaza is backed up for a 15 to 20 minute delay before you make it on to the brimming. So the drive time when you get to the bay bridge, 15 to 20 minutes waiting and another 10 to 15 on the bridge. Taking almost an hour. A little less. This is 880 in oakland. A study says the gas tax bill passed earlier this month is not going to be enough to maintain the states roads long term. Ktvus allie rasmus is live for us in orinda this morning to explain why. Allie. Reporter well, senate bill 1 would raise 50 billion over the next ten years to fix californias crumbling highways and local roads. It would raise the money a gas tax, 12 cents per gallon, and higher vehicle registration fees. Next ten, theyre based out of berkeley, did research and a study on this and the amount of money that the state really needs to fix the backlog of road repairs over the next decade is more like 137 billion. The report released yesterday says that californias roads are among the worst in the nation. 70 of them in poor or mediocre conditions. The roads end up costing california drivers 840 a year in repairs. One of the most expensive tabs for drivers across the country. Second only to drivers in cop con who pay 860 per year in repairs. The current gas tax is not an effective way to raise money to fix roads longterm. As more electric vehicles hit the road and fuel efishence vehicles improve, the gas tax generates less money. The Group Recommends that the state pursue other revenue options like toll roads and a tax based on the number of miles that people drive instead of the amount of gas they use. That can be tricky. Because how do you monitor how many miles people drive . As for the new repair bill, it was passed by the Legislature Earlier this movement the bill is on the governors desk. He is expected to sign it any day. We contacted the Governors Office and the senator bales office about the bill. Happening today in san jose, the Santa Clara County board of supervisors will debate issues affecting immigrants. One issue is expected to be an ordinance prohibiting the county from taking part in any type of government identity registry based on religion or national origin. The board will talk about providing more services for families have an emergency plan if a parent is picked up and deported. Mayors from across the country are in washington, d. C. Today meeting with attorney general jeff sessions. The main topic expected to be sanctuary cities. Jeff sessions has vowed to take away federal funding from sanctuary cities by june. Some of the mayors hope to get clarity on what the Trump Administration considers a sanctuary city. No bay area mayors by the way will be at the meeting. However attorney general sessions has requested proof of communication with immigration officials from the California Department of corrections and rehabilitation. San jose Community Leaders expect this years may day protest to be the largest in years. Stores have put up signs to let customers know they wont be open on monday to take part in a strike. They say it is a way to show support for the right of immigrants, workers and other groups who are feeling targeted. Whether youre fighting for Immigration Rights or lgbt rights or educational rights, theyre all the same rights. Were fighting against the administration taking away all of our rights. A San Francisco database startup let employees take unlimited paid leave to take part in rallies and other political activities. Other startups are planning to do the same. The new policies come as high tech firms take a stand against the Trump Administration plan to tighten restrictions for foreign workers. State lawmakers are considering a bill that would remove convicted sex offends from the sex offender registry after a certain period of time. Scott weiner of San Francisco is suggesting a three tier registry. Sex offenders in the second tier would have to register for 20 years. And then those with nonviolent cop convictions will be able to petition to have their names taken off the online database after ten years. If someone, particularly the lower level offenders, if they have lived a clean life for ten, 20, even 30 years, theres no point in keeping them on the register. When you have a child who has been kidnapped and you are trying to solve that crime quickly, you should be able to turn to the sex offender registry to look for suspects. Under the plan, no one would be automatically taken off the list and a judge can deny any petitions. If it proved, it would take effect january 1st. The state department of Water Resources have released two reports on the oroville dam. Crooks in the main spillway may have led to the failure in february. The information was released as the department faced criticism from lawmakers for not telling the public enough about the risks at the dam. 200,000 people were forced to evacuate after the spillway partially gave way. That same store was burglarized last november when 40,000 worth of items were stolen. The owner of a walnut creek watch store says quick thinking helped him stop three men who tried to rob his store. The store owner grabbed his gun to scare them off. At that time, i made the decision, you know, within a split second that i just needed to draw my gun. And i did. I can see that northbound 101 traffic on the left there, boy, that looks terrible on northbound 101. You can see how slow it is. I want to show you where the accident is. Northbound 101 right here at old oakland road right before the 880. Dan change. And traffic is going to be slow in this area because of that crash that is reportedly blocking two lanes. I also want to mention that traffic getting in sunnyvale and san jose and the cupertino area is slow. Not only on 280 and 85 but also on 237. It pretty much slows right at 880 all the way over to 101. No surprise if you drive it every day. At least there arent any big accidents there. Northbound 880 in hayward, theyre clearing a crash near hesperia which is almost at 238. Look at the slow traffic in hayward. Slow in both directions driving through the area. Theres a car fire. Ill take it from here. All right. We have mostly cloudy skies. At least there are breaks in the clouds compared to yesterday when it was gray and gloomy. More clouds to the north of. Today at least 100 students get food from the pantry. The school also offers free hot meals and appreciate produce at the dining hall using the students id cards. There were times that i wouldnt eat for like a day or two and i wouldnt think about it because i was focusing on where i was going to stay. Knowing that the university cares, with that the need has grown. The students can get a supply of food once a week and they have access to hot meals in the dining hall. Theres no criteria. Many people going to palo alto or mountain view. Mostly stop and go here. Mostly stop here. 280 is also slow. People are avoiding 101 by using 280. It is slow out of downtown san jose. I can approximatity it on the map for you. The accident was northbound 101 northbound 101 right here at the 880 interchange. And our driver is stuck in traffic right about there. So you can see that its going to be a slow commute. Other commute thats are slow, northbound 101 just cleared an accident from near hesperia. 880 both directions in hayward is very slow. Not a good idea to get on 880 if you can avoid it. Highway 4 is slow as well. I tried to tell you time about a car fire at hess road. You can see slow traffic. So people trying to sneak over the hill at kirker pass road, there will be no sneaking. It is not good right now. At the bay bridge toll plaza, we are backed up for 25 minutes. 8 03. Lets go back to the desk. Bart is increasing patrols after a robbery by a mob of teenagers over the weekend. In a matter of seconds, they robbed and injured passengers. The same turn styles that the robbers jumped before storming up the escalators and the strain platform. All of this unfolding saturday night around 9 30 p. M. Witnesses telling police that the teens rushed the dublin bound bart train demanding purses, wallets and cell phones. The robbery took less than 30 seconds with the Group Getting on and off the train before the doors could closed. Two passengers were punched in the face and treated for head injuries. Benjamin was arrested yesterday at his home. He is accused of posting photos of a 6yearold girl from his after School Program in an internet chat room where users share images of child pornography. Police say he posted the girls name, address and phone number as well in that same chat room. Police say they were contacted by the department of Homeland Security who tracked him through his internet ip address. We had an earlier accident northbound 101 right near 880. This is 280 now. Youre getting to see slow traffic on both sides. 280 on the left. Southbound approaching the san jose state exits. We had the earlier crash through downtown and more slow traffic on 101 getting up into mountain view. 237 is getting a little better but not much as you head to that statement point. Weville a lot of slow traffic. 880 i keep coming back to this because it is slow. Northbound has improved. Southbound is very slow heading down into fremont and the san mateo bridge will be slow. And Contra Costa County continues to be slow, now breaking almost into antioch and getting up over the hill to concord. We dont have a great commute. Theyre all slow getting into the west val i i think people are avoiding 101 and getting on 280 and 85. Thats why it is so slow. Hayward is slow south from 238 all the way down to fremont. Still have slow traffic on highway 4 and on highway 680. I promised you a look at the peninsula. 280 out of daly city is slow. 280 is slow as you approach westboro boulevard. When you get to the bay bridge my goodness, that spider scared me. Taking a nap on the screen there. Backupped for 10 to 15 backed up for 10 to 15 minutes on the bay bridge. It will take 120 billion over the next ten years. That is according to a Nonprofit Research group. Allie rasmus is in orinda to explain why the group says the newly passed gas tax in sacramento is a good start but probably not enough. Good morning, allie. Reporter good morning, frank. Yeah. That road repair bill that was passed earlier this month would raise 50 billion over the next ten years in the form of a higher gas tax and higher vehicle registration fees. According to research, the state needs close to 140 billion to clear the backlog of repairs and maintain roads long term here in our area. The study says even that californians are driving more than ever, the traditional gas tax that we use to pay for the roads is just not working anymore. Because gas taxes have been historically low for several years and more electric vehicles on the road and cars are more fuel efficient. The state gets 20 percent less now than in 2010. The Group Recommends that the state pursue Public Private toll roads or a tax based on the number of miles that people drive instead of the amount of gas they use. Drivers see problems with that idea. Ea. A lot of people drive for work and theyre not making nearly as much money. Youre imposing restriction on people toward their livelihood. People who have to drive, they have to drive. Nobody i dont think drives for the fun of it. Reporter now, as for the road repair bill, it was passed earlier this month. And Governor Brown pushed for its passage. The bill is on his desk and he is expected tossen it any day now. We reached out to his office for comment on the study and also to jim bales office in san jose. He sponsored the bill. It happened about 9 00 saturday night on steiner street. Police say the woman was walking home from work when witnesses say a man put a black bag over her head, tried to drag her into his car. Police say a man sitting in his car honked his horn and neighbors ran outside to help the woman. The woman was able to break free and the man ran off but was arrested the next day after a highspeed chase and crash in petaluma. Thanks to the actions of Good Samaritan or great samaritans who came to the aid of the victim, we were able they were able to scare off the individual. Police say the woman didnt know the man. His name has not been released to the public. Police say they used Surveillance Video and descriptions from the witness to track his car down the next day. Well, overnight the state of arkansas executed two inmates. The first time in 17 years that there has been a double execution in the u. S. Jack jones was convicted of raping and killing a woman in 1995 and tried to kill her 11yearold daughter. Jones said he was ready to die. In the meantime a judge issued a temporary stay for Marcel Williams but he was later put to death. He was convicted back in 1994 of killing a 24yearold woman.
