mountains just be patient everybody is in on some decent totals. the wind advisory starts at noon for the severe winter weather advisory but it is mainly rain into late tonight. over four inches are certainly in the forecast. we have steady relight rain and when the first system moves through it will drop off but the front comes tonight and the rainfall will pick up. and does not matter if you are northeast or west everybody near the coast everybody is a -- in on the system. this is the best system by far this season. we have not had anything like this since june. mendocino and lake county will be included. the burn areas, if they get too much rain too fast too soon it will produce some issues even though the ground will suck up a lot of this last week the ground got enough moisture. the stage is being set for a rainy day. you can see the line stretching from half moon bay over to redwood city into san mateo and that is why they have so much rain. 40s and 50s not budging but the wind will be moving soon. in the mountains wind and rain will be a big story than the snow. we do have a winter advisory starting tonight going into tomorrow morning. the cold air may not arrive until two morning -- tomorrow morning though. let's look at highway 24 as we have this slow traffic in this area we have an injury crash on the right-hand side. it does not look to be serious but this freeway had already taken a hit because of an earlier crash in oakland. now we have more slow traffic on highway 24 through here. when you get to the tunnel things improve but as we look at the road centers, look at all of this on highway 24. it is just jampacked. you might want to consider using bot. -- bart. we have a 30 minute drive from the carquinez bridge to the macarthur maze. it is raining pretty hard and east bay especially alameda and oakland which is my traffic has been very slow. 880 southbound is slow from hayward into fremont and south bay all of the freeways are jampacked especially 85 and highway 17. if you drive from santa cruz to los gatos you need a lot of extra time. 7:03, let's go to alex savidge live from the east shore freeway. i would imagine you are going pretty slow alex. >> reporter: things are moving along somewhat. we are getting on at ashby avenue. i am looking out and headed westbound traffic looks to be moving okay. we will pop out and give you a live look to see exactly what we are seeing in front of the truck. things are moving along surprisingly well as you move toward the maze. this is coming through berkeley and emeryville, but traffic all morning long has been a mess already with the steady rape we have seen a all across the bay area. the crashes really started piling up early this morning. this is the scene in the south bay and in the santa cruz mountains they had a lot of issues. this crash happened on southbound 17 near summit road and this was an suv with several people inside of it. it rolled over, lost control on the slick roads and the suv landed on its roof. we are told that nobody inside of the suv was seriously injured which is certainly good news. we spoke with the driver who told us he lost control on the wet roads. >> it was a light sprinkle may be moderate rain. it was not too heavy just too slick for my tires. >> reporter: it does not have to be the heaviest rain and you could still lose control even if you have a light sprinkle but the rain has been steady across the bay area. this was another accident on southbound 17 near redwood estates. the car spun out and hit the center divider, thankfully nobody was hurt. we will bring you back out to the east bay and we are headed through emeryville westbound on 80. coming up to the maze this morning and traffic actually is moving along okay here as we move into the 7:00 hour but we have seen a lot of crashes throughout the east bay, especially in oakland. a couple of crashes on 580 early on and a couple on highway 24. chp officers are talking to us and they say they are running from call to call this morning and usually, as you have reported, it is the single car crashes. the solo spin outs which is the big issue. people are going too fast for the conditions. take it slowly this morning because it is raining and the roadways are very wet. back to the desk.>> alex savidge thank you. the storm is moving to the bay area certainly a reminding of the flooding from last winter. christien kafton is live in san jose where people near coyote creek have a good reason to keep an eye on the rain and the creek.>> reporter: good morning. we have been watching the skies as everybody is trying to get a sense of what we are looking at with coyote creek. and a couple of minutes we will have the sunshine and we will be able to get a good situation looking at coyote creek. you can see the work crew repairing one of the damaged sumer -- sewer systems from the flood. the storm today filling coyote creek with water and everybody is hoping we don't get a repeat of the floods from february when the storm hit and followed a series of storms that had left the ground saturated with no place for the water to go. coyote creek then jumped the banks and fled a number of neighborhoods. 14,000 residents were evacuated and $100 million in damage was caused. the city of san jose failed to anticipate the likelihood of the flood despite a similar flight 20 years ago but responded well to the aftermath. since the flooding work crews have built up protectors near the banks. the san mateo mayor says the city has worked diligently trying to prepare for these storms. we will have a live interview coming up later on with the mayor of san jose but for now you can see that crews in the bay area are really recovering from that series of storms, the flooding we saw in february. certainly a lot of concern about the storm. we heard from steve that it is not coming down that hard now but we do expect rain throughout the day getting harder this afternoon which is really when the nerves will start ramping up when the ground is saturated and there is no place else for the water to go. that is when we have the likelihood for had record lows over the weekend. it was 20 below in one part of maine. in new york city a water main break yesterday at jfk airport flooded one of the terminals which added to the delays the airport was trying to recover from after last week's snowstorm that stranded thousands of passengers. a lot of people spent the weekend digging out. >> the first thing that goes through your mind is the car. how do we get out?>> even animals are suffering in the bad weather. dead fish are turning up in florida because they can't handle the cold water temperatures. new york city firefighters battled an electrical fire on the roof of trump tower in new york city. the fire was in the heating and air-conditioning system. it sent up a lot of smoke. one firefighter suffered minor injuries and another person was treated for a serious injury. we are working to find out how the injuries happen. the fire is now under control. in about 45 minutes from right now bay area billionaire tom stier is due to make a major announcement about his political future in washington dc. he is a san francisco billionaire. he has funded a campaign calling for the impeachment of president trump. he has previously said he was considering a run against the california senator dianne feinstein. there has been speculation he could run for governor of california or maybe even president. we will keep you posted. latter-day former state senator mark leno will officially file papers to run for mayor of san francisco. he is one of several people who will run in a special election in june. filling out the rest of at least term which will be ending january 2020. tomorrow is the deadline for anyone interested to file the paperwork with the department of elections. the acting mayor london breed announced friday she would be running. supervisor jane kim and former supervisor have said they will also enter the race for mayor. coming up today we will talk with heather knight of the san francisco chronicle and she will detail the mayor's race, who is running and how that affects everyone else. coming up, the rain is expected to bring much trouble for people in the north bay fire zone. in a moment, the freeway. there is a lot going on with slow traffic. some serious accidents have settled down because speeds are lower and people really can't go that fast so we are getting the fender bender issues but no serious crashes like earlier. 56 minutes between the carquinez bridge and the macarthur maze. 25 minutes to get to the bridge. if you want to look at the optimistic side it is pretty slow but accidents are beginning to tail off. there are a lot of fender benders but it is very slow. if you are trying to get to work on a schedule leave the house early this morning. we are looking at the san mateo bridge slow and westbound 92 there is a report of a car fire in this area. the dunbarton bridge traffic is also slow this morning. the south bay commute at 85 and 101 are very slow but look at 680. 680 northbound approaching mckee there is a crash in an area where you would not expect. just give yourself plenty of time this is 280 in downtown san jose. you won't be on the same schedule and now there is a report of roadway flooding northbound 880 at the broadway offramp in downtown oakland. 7:17, let's bring in steve paulson. i would think jackson would have an issue as well. we do have a really steady rain. i cannot keep these rain totals current because it is coming down steady. berkeley kensington, emeryville, marin county, southern marin county and the peninsula. they are taking the bulk of the precipitation. the wind is not an issue yet but it will be later on. alameda 3/4 inch, san mateo 2/3, palo alto 1/2 inch. mill valley more than this even. oakland airport .58, danville 1/2 inch, brent ville .44. this is the area with the most rain. vallejo 3/4, menlo park .45 and union city .44. marin county with .56 inches in daly city as mother nature delivers my birthday gift that is what antonio had to say. well, happy birthday antonio. you can see the heavy rain in marin county. we have an update on kentfield within the next couple of minutes so i would bet they have 3/4 inch. based on what we have seen in these other areas this will be a system where we have a couple of issues. one of them the flash flood watch for the burn areas. certainly down into southern california as well but for napa and mendocino county sonoma and lake county. the wind advisory starts at noon and we have a winter weather advisory but that is later tonight into tomorrow. this is a warm system with not a lot of cold air until tomorrow morning. we have tapped into available moisture and it will be steady rain turning heavy. study in the morning but with the steady rain again the heavier amounts only about 1/4 inch in santa rosa and the russian river. this system show signs of favoring areas from southern marin county to the peninsula southward, that is the track being taken. there is the first system and here comes the secondary. that will be the wind and heavier rain. in fact some impressive rain totals for tonight. the forecast models take that more toward santa cruz mountains and monterey late tonight. meantime it is going to be very steady and the rain will add up to over one inch for some. heavier amounts in hayward, san mateo all the way back to half moon bay. montero and half moon bay have had 1/2 inch. 40s and 50s with the easterly breeze and cranking up in this year there will be wind. in the sierra nevada the winter weather advisory starts tonight with the cold air showing up tuesday. most of us will not see snow as it is above the lake level. this is the best system by far but unfortunately this might be too much too soon. 50s and 60s for the a lot of local stocks to watch, and/or the music streaming service and snap from southern california the parent company of snapchat downgraded this morning. the companies are facing challenges hindering growth, both stocks are down but not by much unlike gopro. when the opening bell announced they were halting trading early on for gopro announcing a weak outlook. they plan to leave the drone business because of increased competition. gopro will cut 20% of the workforce. it is based in san mateo and that stock is taking a big hit. looking at the broad markets there is a live look at the dow jones down .25% at 25,243. the nasdaq and s&p 500 are taking a hit as well just about the same percentage wise. flu season is continuing to get worse in california. there are reports that so many people have fallen sick. many california pharmacies have either run out of flu medicine or are in very short supply. emergency rooms are filled to capacity and more people have died from the flu. as of friday, 27 people younger than 65 have died in california since october because of the flu. it is not too late to get your flu shot. two apple investors are telling the company to step it up when it comes to fighting smart phone addiction. in an open letter the california state teacher retirement system and new york- based partner llc asked apple to add more parental controls. studies show excessive smart phone use can lead to high risk of depression and suicide in children and teens. other side effects include disrupted sleep cycles and inability to pay attention in class. these things are not just for teenagers. we talk about this with our kids but grown-ups also spend too much time on the smart phone. setting controls and timers might help. >> there are a couple of measures with apps allowing parents to limit their time and their children's time spent on the smart phone. you can also track usage and location. this leads to the question of the day, should technology talk about. it is dicey this morning. this is the best system by far in the rainfall rates are really clicking along fast. in marin county over around el cerrito and kensington with berkeley over to oakland and alameda even on the peninsula. seriously, as soon as i update them they are getting higher. this is a day where rainfall could exceed four inches for some may be in marin county. russian river 2 to 3 inches but the santa cruz mountains are in line for a lot. wind advisory starting at noon. the snow will not arrive until tomorrow in the sierra. kentfield at .79 just this morning. 2/3 san mateo, palo alto 1/2. sfo .65, oakland airport .58, dental .53 and brentwood 1/2 inch. in middletown there are 3/4 inches arriving right on schedule. this is one we have been counting on and here it is. sometimes the forecast models are right on. there will be some four inch totals in the santa cruz mountains and coastal hills certainly into marin county but everybody up to two inches. light steady rain with the first impulse coming through picking up until noon and then it will taper until the front arrives where the rainfall rates could be very intense. the first system from the southwest with a lot of moisture developing and then the front comes through. the low will dive to the santa cruz mountains in monterey but a lot of the moisture is now lifting northward. get ready in the north as the rain is coming for santa rosa and the santa cruz mountains. i have seen about .37 in ben lohman which is nothing for them. right now it is mostly about marin county into the peninsula. 40s and 50s and it looks to be a day of clouds and rain. when this comes tonight there could be very heavy rain causing some hydroplaning issues. 50s and 60s for temperatures. i know we have a lot going on on the roads. we have a lot of flooding unfortunately on the roads making it tough. let's start with highway 24 westbound. we had an earlier crash on the oakland side and those crashes are now gone but the traffic is very slow. it is solid from walnut creek and you can see for yourself look at the slow traffic on 680 and 24 headed out to oakland or into san ramon. 680 from concorde into alamo is also slow. one hour between the carquinez bridge and the macarthur maze. when you get here it is another half hour to get to the bridge. we went back to normal even a little bit more than normal a little slower than normal in oakland in front of oracle arena. 880 though is slowing from southbound direction to union city. 7:33 now let's get to the desk. a flash flood watch is taking effect later today for the north bay leading to flooding and erosion problems in the wildfire burn areas. allie rasmus is in santa rosa. the officials are busy closely watching conditions. what is the latest? >> reporter: currently we are in fountain grove and the rainfall as you can see is pretty moderate but the heavier rainfall is expected later this afternoon. where we are, in this neighborhood you can see the remnants of a burnt home next to us but next to that home you can see that there is a property where there used to be a home that was cleaned up and leveled. around the perimeter you can see they have set up these straw tubes to prevent erosion problems. this is the kind of preparation work santa rosa officials have been urging property owners to do for the last two months since the wildfires to prepare for heavy rainfall. the storm is expected to drop anywhere from 2 to 3 inches of rain in santa rosa for the next 24 hours with the heaviest rainfall still to come. >> we are hopeful because there has been a lot of good work being done. from the city, county and state levels. they have all been doing work to prepare us for the storm. hopefully the rainfall rates do not produce any incidents but if people do see mudslides please call 911. >> reporter: in the meantime the excavating and debris clearing work continues in fountain grove. you can see this excavator doing minor work even in the rain. the assistant fire marshal for santa rosa has said in a sense the fact that it was so dry this winter it is advantageous because it gave officials and homeowners a lot of time to prepare for the rain.>> allie rasmus from santa rosa, thank you. the rain system moving to the bay area now will be bringing a lot of rain and snow to the sierra. the national weather service issued a winter weather advisory for tomorrow morning starting at 4:00 in the morning for interstate 80 and 50 through the mountain passes. the storm will be dropping several inches of rain and snow. the advice is to be really careful and watch out for the slippery roads with strong wind and low visibility. for all the latest on the weather conditions download the ktvu burglars who are on the loose. kevin sykes says he and his roommate found for people raking to his truck yesterday morning on summit drive. he try to stop the thieves and that is when he and his roommate were shot. he has been released from the hospital but his roommate is being treated currently.>> it happened so fast. you know, i was looking back on it i probably should have handled it differently, but i just wanted to get those people. >> the thieves are two men and two women in their 20s. police are looking for them still. with children returning to class today the oakland unified school district testing is showing problems with lead tainted water. the group healthy black families inc. says recent testing shows dozens of oakland schools and child development centers have had at least one water tap that has failed to meet the guidelines for lead in school drinking water. a coalition of groups submitted a letter to the district urging officials to immediately shut down any and all water fountains that tested positive for lead above one part per billion until needed repairs were made. the sale of recreational marijuana is now legal in san francisco. on saturday dispensaries started selling recreational pot . dozens of people lined up to buy it. there are seven dispensaries in san francisco selling marijuana , in the coming weeks more are expected to get the necessary licenses. there are new concerns that marijuana dispensaries may not get enough pot to keep up with demand because there are not enough state licensed distributors to transport the marijuana from farms to the dispensaries. the bottleneck in the supply chain has some dispensary owners worried. not a single distributor license has been given out in los angeles. the white house is on the defensive after the release of a new book about the administration. president trump is trying to move forward with the 2018 agenda as a government shutdown is looming. doug luzader has more from washington. >> the president has been mounting a defense on twitter over the weekend, part of a response to the book "fire and fury" and he is trying to limit the impact of the book on their agenda. a wave and a thumbs-up from the president on his return to the white house yesterday from camp david. he ignored questions but his chief critic recently author michael wolff has been talking. his book "fire and fury" depicts the president as disconnected and even mentally unstable. >> if i left out anything it is stuff that was even more damning. it is that bad. >> white house supporters were out in force defending the president.>> statements like the one that was made about how we think of the president is ridiculous. >> even the president's former chief strategist steve bannon the source of much material from the book expressed regret in a statement. this comes on a weekend when the president huddled with republican leaders to strategize and figure out the approach to infrastructure as well as immigration reform and federal spending issues. hoping to diffuse a government shutdown this month. all without much help from democrats. >> it is a midterm year and democrats have no incentive to work with the president. >> on both sides the midterm elections may overshadow everything with democrats seeing this as an opportunity to retake both houses. in washington doug luzader fox news. as early as today, josi garcia zarate could be turned over to federal officials. on friday garcia zarate who was acquitted of murder in the death of kate steinle in san francisco was sentenced to three years in jail for a gun charge linked to the death. with credit for time already served he will not serve any more jail time on the charge. felony gun possession was the only conviction to come out of the six week trial. zarate now faces federal charges for being an undocumented immigrant imposition of a firearm. his lawyer says they will fight the charge. we are getting bored that the department of homeland security will be ending deportation protection for almost 200,000 people from salvador who have been living under temporary immigration status. the associated press has reported it was decided to end the temporary protected status who came to the us after a devastating earthquake in el salvador in 2001. the protected status must be renewed every 18 months and today is the deadline. the trump administration has been phasing out temporary protective status granted to more than 400,000 people from 10 countries who fled armed conflicts, earthquakes and other natural disasters. staying prepared in coyote creek. how crews are working to protect areas hit by flooding last year as the rainy season ramps up. accused of looting the home of elderly actor from the popular netflix series "13 reasons why" has been arrested accused of looting the homes of elderly residents in marin county. 23-year-old bryan box is from vallejo. he worked as a caregiver for the elderly and he is accused of stealing jewelry from at least six homes between september 22 and november 7. in one case bryan box learned one of his former clients was in the hospital. he called the man's wife saying that her husband had died. when the woman went to the hospital he burglarized their home. police arrested box last month in vallejo after comparing burglary reports and chaffing his movement on surveillance cameras. box had a minor role as a high school student in the "13 reasons why". what started as a traffic stop in richmond like to police recovering two loaded guns and the arrest of four teenagers. we have photos that were posted on facebook. december 30 a car was spotted going to a stop sign at west mcdonald avenue and curry street. when police tried to pull the car over the driver kept going and the passengers through one gun and ammunition out the window. the teenagers between 15 and 17 were taken to the juvenile hall. police recovered two gun magazines and two loaded guns. later today two san francisco supervisors will introduce a ballot measure to expand access to childcare. supervisors want to increase san francisco's commercial real estate tax rates. they will use the money to expand childcare programs. today at 1:00 pmd supervisors will hold a news conference while introducing the universal childcare ballot measure. if approved voters will vote on this in the june 5 primary. the berkeley peace and justice commission will meet tonight about preventing harassment of the homeless. advocates want homeless camps that are sanctioned by the city of berkeley. the meeting is at 7:00 tonight at the north berkeley senior center. certain smells can make someone attractive to another but a new survey shows the smell of a man's shirt can lower stress levels for women. researchers from british columbia studied 96 opposite sex couples. the men wore a t-shirt for 24 hours with no deodorant. partners would then smell the teacher belonging to the partner or to someone else. there were reduced stress levels for women when they smelled their partners shirt but there was increased stress when they smelled a strangers t- shirt. researchers say that a strange sent could trigger a fight or flight response. sal i don't even know where to start with this commute and all those traffic problems.>> how about this, the commute stinks. it is not very good because of the wet weather and a lot of slow traffic. let's start with the east shore freeway, 80 westbound taking one hour from the carquinez bridge to the macarthur maze. getting to the bay bridge you have to wait another 30 minutes. one and half hours just to get to san francisco from vallejo. and then you have to drive around city streets so just to point this out almost everywhere is slow. so slow the number of serious accidents has dropped but we have a lot of fender benders. a lot of slow traffic everywhere you look. everywhere in the south bay has filled in, including the santa cruz mountains as well as all of the freeways for the west valley. 280 northbound a little slow on the left but okay on the right- hand side near downtown. just up the road there is stop and go traffic. give yourself extra time. transit would be a good option and what is the weather going to be like for the afternoon commute? let's bring in steve paulson. el cerrito i think there is more than that. dublin 1/2 and brentwood at 1/2 as well. not too shabby. unfortunately we don't want too much to fall within 24 hours but that could be the scenario because there is not one, but two systems. the first very warm coming from lower latitudes developing right now and it is giving us steady to moderate rain. the second system is this front. rain today is steady and then heavy picking up until late in the morning and it will tell off a little bit. when the front arrives tonight we have the cold front with a heavier rainfall. this one is not selective, everybody within this area should be around two inches plus. four inches in the santa cruz mountains and russian river. if things keep marching parts of marin county and along skyline as well as the peninsula. because of that we have a flash flood watch for the burn areas to the north and into southern california. that is what we are dealing with now as there is some development right there. below the front the low is tracking your santa cruz and monterey. that does not mean the north bay won't get in on the rain because you will as the system lifts northward. that is where the spread is going. some of these areas who have missed out will start to pick up in mendocino and lake county. the heaviest rain has been around berkeley and emeryville into marin county and at the peninsula. you can see the focus in redwood city over to fremont into livermore back over to half moon bay. montero 3/4 inches as well. guess who is finally getting rain they are setting the stage for an extremely wet pattern tonight and tomorrow for southern california and because of that they have flash flood warnings or watches. they could easily get four inches in the burn areas. 36 truckee, 46 ukiah, in the sierra nevada we have rain until tonight or tomorrow and the wind will likely be the bigger story. there could be snow tomorrow with the winter weather advisory but again the snow levels would be very high. we have these two systems. 50s and 60s today with a heavier rain coming tonight and into tuesday. then maybe some thunderstorm activity on tuesday with the cold air and then we get a break of the naacp is calling the decision to attend the game terrible and is asking people to respond to the visit by waving a white towel to simulate a blizzard while the president is in the stadium. the naacp says the towels are a reaction to supporters of president trump calling his opponents snowflakes. a petition is going around aimed at stopping a starbucks from opening in yosemite national park. several jobs were posted online looking for employees to stop the starbucks from the yosemite valley lodge. those physicians have since been closed but you can see them online. the change.org petition those areas until tomorrow. this is a good example of what we are dealing with. richard myers from antioch says our totals are at .57 inches now . our friend marty also said i have almost one into rain in larkspur. one oxidation -- observation in vallejo was at .58. menlo park 1/2, union city 1/2. southern marin county is up there with others. kentfield is almost a one inch. middletown 3/4 inch. clayton, .65, redwood city 2/3, livermore, .38, san jose .34. this is a stormy monday, windy at times later on. we have this first system now with light and steady rain but this is going to be adding up. two inches could fall for some before the front arrives with mostly rain for this year tonight. there will be wind gusting later on as the front approaches. santa cruz mountains in the russian river could surpass four inches but everybody should get around to inches. the low associated with the front looks like it wants to track to the santa cruz mountains in monterey tomorrow but we are still in for a rainy day. this is a warm system so this year is dealing with rain and wind but later on we will get snow. 40s and 50s are the temperatures so it is going to be rainy and windy today. 50s and 60s today. how is it looking out there? it is not a good commute. it is very slow and they will take a while to get anywhere. let's start with the bay bridge. it is much different getting into san francisco compared to last week where we had clear traffic. this morning it is over 30 minutes before you get to the span and on the east shore freeway is taking one hour to get from vallejo to oakland. the commute this morning has been slow in many areas like 880 northbound. 580 has been slow from the early morning accidents. 24 from lafayette into walnut creek is slow as well as the south bay. this is a look at 280 at 87 where traffic is busy. 280 is slow at highway 17 so give yourself plenty of extra time. 680 and 24th are walnut creek and concorde into lafayette are all slow. that's get back to the desk, actually alex savidge is on interstate 880. what is it looking like? >> reporter: i don't think you need to ask. it is not a fun ride. it is a pretty tough commute. it is slowly crawling headed northbound. let's go to the camera on the front of the truck so you can get a sense of what we have seen. traffic is not moving along very quickly. we just past high street headed northbound on 880 into downtown oakland and with the rain falling it is not that intense at the moment but it has been steady in the morning and obviously this is impacting the commute and it is slowing down for so many people. let me talk about some of the crashes we have seen. they started to pile up this morning and this is video we took of an accident on westbound highway 24 coming out of the caldecott tunnel this morning. this was a crash at college avenue. a pickup truck rolled over and thankfully the driver of the truck was not seriously hurt. we saw accidents because of the wet weather in the south bay in the santa cruz mountains specifically. there was this rollover crash on southbound 17 at summit robe -- road. there were a number of people in the suv that rolled over and eventually landed on the roof but amazingly nobody was injured inside of the suv. we had a chance to hear from the driver of the suv who says this was all because of the wet roads.>> we took the exit curve and hydroplaned 30 feet and we ended up rolling over the street pole. >> reporter: again, thankfully nobody was hurt. there was another accident on southbound 17 near redwood estates where a car spun out earlier this morning and slammed into the center divide. nobody was injured in that case either. in talking with chp they were very busy in the east bay especially running from accident to accident and mainly these were solo car crashes, cars that were going too fast for the wet conditions. drivers ended up losing control slamming into center dividers. i saw one car lose control and go off the side of the road through a fence. thankfully there were no serious injuries reported with any crashes from this morning. this is a live picture northbound 880 moving along very slowly. we just past high street headed into downtown oakland and nobody is going anywhere very quickly this morning. it is a good idea, if you are not experienced in this traffic you will just want to slow down a little bit because the roadways are slick. the conditions are very dangerous. alex savidge, thank you. the store moving through this morning as a reminder of the rain and flooding from last winter. >> christien kafton reporting from san jose where people along coyote creek have good reason to watch the rain and water level.>> work is underway in these low-lying areas near coyote creek but the cleanup operation following last february's storm. the storm today is filling up coyote creek and everyone is hoping we don't get a repeat of the floods from february. the storm hit in late february and followed storms that left the ground saturated. with no place to go the water jumped the banks and flooded neighborhoods prompting the evacuation of 14,000 residents causing $100 million in damage. an independent analysis found the city failed to anticipate the likelihood of the flood despite the fact that a similar flood hit 20 years earlier but the city did respond well. since the flooding work crews have been building up barriers to keep the water in its banks if more storms come. the san jose mayor says the city has worked diligently to prepare for the storms. will have more from the mayor coming up live this morning. from san jose christien kafton ktvu fox 2 news. the mayor will be joining us in 40 minutes. this cold weather in the midwest and northeast is causing problems in states like vermont and maine with record lows. it was 20 below in one part of maine. in new york city there was a water main break at jfk flooding a terminal adding to delays. the airport is trying to recover from the snowstorm last week. a lot of people spent the weekend taking out. >> the first thing that goes through your mind is the car and how we will have to dig it out. >> a lot of animals are suffering in the cold. fish have been turning up in florida because they cannot handle the cold water. in washington dc, tom steyer is making a major announcement about his political future. he has funded a campaign calling for the impeachment of president trump. he was considering a run against california senator dianne feinstein and there is speculation he may run for governor of california or president. this morning the washington post says they interviewed tom steyer and he told them he will not be running for any political office this year. he says he will spend $30 million to help democrats get elected to congress in the midterms. former state senator mark leno will fire -- file papers to run for mayor of san francisco. this will be to fill out the remainder of the late mayor at lease term which will be ending in january 2020. tomorrow is the deadline to file paperwork. the acting mayor london breed announced on friday she will be running. supervisor jane kim and former supervisor angela alioto will be entering the race. the search is on for a group of car burglars after a shooting. we will show you what led to two men being shot in fremont. more security will be ending deportation protection for nearly 200,000 salvadorans who have been living in the united states under temporary legal immigration status for nearly 20 years. the associated press reports the department decided to end the status for salvadorans who came to the united states after an earthquake in el salvador in 2001. the protected status must be renewed every 18 months and today's the deadline. the trump administration has been phasing out temporary protective statuses to 400,000 people from 10 countries who fled for various reasons. salvadorans who are here under the program will have until september of next year to leave the united states. let's get over to sal castaneda to look at your traffic. the weather is impacting the traffic. >> it sure is. highway 24 we are checking in on because 24 has been very slow but things are improving a little bit because of the crashes we had getting cleared. i can show you on the map things are looking slow on 24 and 680 but 680 is a little bit better than it was near pleasant hill headed down into alamo. 24 is very slow into the tunnel. 80 westbound with a lot of heavy fog and there's traffic at the bay bridge toll plaza backed up from the macarthur maze. 880 northbound traffic is slow. alex savidge is driving to the area but it is not moving very quickly at all. the other side is very slow near fremont and all the south bay freeways are slow as well. at 8:15, let's bring in steve paulson. it is going to be raining with a lot of reports. the heaviest rain looks to be around southern marin county and parts of berkeley and emeryville into alameda. it looks like that is going to be the issue, raining in san francisco. san francisco is up to 3/4 inches. all of december the entire total was .14 and now they have .76 just today. el cerrito has steady rain since 1:15 this morning. by 7:45 this morning at .77 inches. the system is approaching and we have two reports from san rafael, tom vacar sending in one report and another from the yacht harbor with one inch of rain in san rafael. larkspur and kentfield are likely higher than that. alameda at .81, pacifica 3/4, castro valley .70, oakland airport .70, foster city .65, denville .65 and brentwood .52. the steady rain is part of the first system. there will be to make systems and we are stormy and windy at times. this is a warm sector system so no issue with snow but this is the pattern where if it is hanging out you look at the ring gauge and you have a one inch. four inches would not surprise me. santa cruz mountains in the russian river as well southbound into the santa cruz mountains to the north we are looking at 2 to 3 inches. there is certainly a pattern where that would be favorable but everybody is in at over one inch up to 2 1/2 or three inches. five inches or more in some locations like the santa cruz mountains. this is the warm sector approaching with the front tapping into moisture so we are looking at a rapid development with a rainy day and some of the rainy -- rain will be steady but some will be moderate and light. this is all being dragged south and north as well but the heavy rain is hanging out in the east bay over in marin county into the peninsula. the rain looks to be lifting northward with heavier rain rates pushing to the north. 40s and 50s for the temperatures with the wind direction turning south as the front approaches. there will be intense rain tonight when the front gets closer. this looks to be a quiet pattern before the wind and rain pick up later on. 50s and 60s for your temperatures. it will be tough for some before the front arrives, after tuesday we get a break taking us to the end of the week and the weekend. two san francisco supervisors will be introducing a ballot measure to expand access to childcare. the supervisors want to increase the san francisco commercial real estate tax rate and use the money generated to expand childcare programs. at 1:00 the supervisors will hold a news conference to introduce the universal childcare ballot measure. the board of supervisors will vote and if it is approved it will move to the fifth -- june 5 election. advocates for the homeless want homeless camps sanctioned by the city of berkeley. the meeting is at 7:00 at the north berkeley senior center. ford will be offering a new option for the f-150 trucks. coming up, how the fire was in heating and air- conditioning system. one firefighter was treated for minor injuries and another person was treated for serious injuries. we are not sure how the injuries happened. firefighters say that the flames are under control now. there are concerns that dispensaries in california might not get enough marijuana to keep up with demand because there are not enough state license distributors to transport the marijuana from farms to dispensaries. the bottleneck has some owners concerned. so far not one distributor license has been issued in los angeles. the issue of sexual harassment took center stage at the golden globes last night. support for victims of sexual assault was shown by wearing black. we saw seth myers the first time host address the #metoo movement while getting some laughs. >> it is time to address the elephant not in the room. harvey weinstein is not here tonight because well, i have heard rumors he is crazy and difficult to work with. don't on the weather conditions as the heavy rainfall is expected to make its way through the area throughout the afternoon in the next 24 hours. as you might imagine it is very different from last week as we look at the san mateo bridge where traffic is very slow on highway 101. already a couple of locations in marin county have over one inch of rain and there is a lot more to go. a busy monday morning precipitation. >> marin county looks to be the leader of the pack with a couple of inches and a couple of locations. there are some areas by berkeley and el cerrito that are near to that mark as well. alan peterson says good morning and 101 at santa rosa we have white knuckles over the grade lasting into petaluma. i would believe it because there has been heavy rain. larkspur over one inch, kentfield as well at 1.06. kensington very good rain as well as danville, la honda and santa rosa with .55. our friend bob from danville says 3/4 inches. the vegetable gardens are smiling. we don't want too much too fast. this is the first system and we still have more to go. four inch amounts could be likely as we have this stormy monday. we are in a marginal to slight risk for flash flooding with a high risk in southern california. winter weather advisories are out but mostly rain until late tonight. the wind advisory starts at noon gusting up to 50. we have this for system coming from the southwest it is tapping into the moisture so it is steady rain and then heavier rain later on with the wind advisory. light to study to moderate and we are getting a break after the first system goes through and then the front comes in giving us really heavy rainfall. that is the first system developing with no breaks whatsoever. the second system moves in and there is a little bit of development with a southern tilt to this so the santa cruz mountains into monterey and everybody is in line for rain. there will be some heavy totals coming with four inches or more. the heaviest amounts in southern marin county into the peninsula. 40s and 50s which have not budged all morning. the breeze turning southerly in advance of the front coming with heavy rain tonight. 50s and 60s for the temperatures. it is 8:31. >> we have had a monster commute. everybody is back and the roads are very busy. we just heard about a new accident eastbound 580 at grand avenue near san leandro away from the macarthur maze. i want to show you are positioning now, we are just underneath the bicycle bridge at university avenue creeping along in the traffic toward the maze. we will get out to eastbound 580 in a moment and check out the crash. let's talk about these other things. 24 is very slow and so is 680 from pleasant hill through 24 into oakland because of these earlier issues with the bay bridge black -- blacked up to the maze. davis street all the way through downtown oakland is backed up and so was westbound 580. we showed you 24 on the maps it is very slow and on the peninsula the 101 is backed up out of san mateo. check this out, we have slow traffic from san mateo, south city, brisbane all the way into san francisco and it is that kind of a morning. 8:33 now let's get back to the desk. a flash flood watch goes into effect for the north bay burn areas which could lead to erosion. >> allie rasmus is live from santa rosa where officials are keeping an eye on the conditions.>> reporter: here in fountain grove even the excavation work continues when it is raining. we have seen crews at this property using the excavator over the last hour since daybreak clearing away some debris. there is moderate rainfall which has been pretty steady not letting up but the heaviest rains are expected later this afternoon when the flash flood watch goes into effect. santa rosa officials have spent several months getting homeowners and property owners in the area prepared. they have been handing out straw tubes and they have been sending out flyers to homeowners to let them know that erosion, landslides and mudslides could be an issue when we have heavy rainfall like this for today. we are expected to get 2 to 3 inches over the next 24 hours. this is what the assistant fire marshal had to say about the preparation work warning homeowners in the area. >> be prepared for what the potential is when you live in the area and we are encouraging people to sign up for alerts. southern california alert will give you that alert so you are prepared. you need to have a plan in place and the means to be notified. >> this is one example of what they are talking about. this is one of the homes which was burnt out in fountain grove. on the property next to it, they have already cleared this and it has been leveled but around the perimeter they have the straw tubes to prevent any debris flow or erosion in the area. that is the kind of preparation work we showed you and the fire marshal says in one way it is advantageous that we had a dry december because it gave them extra time to prepare for the rain and these storms. back to you guys. in fremont two men are recovering after being shot a while confronting car burglars. kevin sykes says he and his roommate found four people breaking into his truck yesterday morning. sykes try to physically stop the thieves and that is when they were shot. sykes has been released from the hospital and his roommate is still being treated. >> it was all happening so fast, you know looking back on it i probably would have handled it a little bit differently. i just wanted to get the people. >> the thieves are described as two men and two women in their 20s. what started as a traffic stop in richmond led to police recovering two loaded guns and the rest of four teenagers. these photos were posted on facebook by police. september 30 the car was spotted running a stop sign and when police tried to pull the car over the driver kept going and the passengers throughout one gun and ammunition from the window. the teenagers were taken to juvenile hall. two gun magazines and two loaded guns were recovered. more recalls from takata and some local companies are taking a hit on wall street. let's bring in pam cook for money business. spoke -- gopro is one of the stocks to watch as it is leaving the drone business because of increased competition and regulation.>> gopro will be cutting 20% of the parent company of snapchat and pandora taking a hit after some downgrades. this is a live look at the numbers with the dow jones coming back from earlier lows. it is now down just 15. the nasdaq and the s&p 500 are now posting some gains. more takata airbags are being recalled. the japanese auto parts company is recalling 3 million more of the airbags. takata says at least 15 automakers bought the defective airbags including toyota, honda, tesla and bmw. the airbags can explode with too much force and shoot metal shards at passengers and drivers. takata will be working with companies to help drivers replace their airbags. since 2001 takata has recalled more than 43 million airbags. the defect has been linked to 13 deaths and hundreds of injuries. it is already the most popular truck in the us now ford is offering something new for the f1 50. it is going to start making some with diesel engines. the truck will get an average of 30 miles per gallon. that is four better than the gasoline f1 50. the diesel engine will be better for drivers towing loads or on long car trips. ford will start taking orders this month. they are expected to be delivered in the spring. the annual smart phone addiction. in an open letter the california state teacher retirement system and new york- based janet partners llc asked the company to add print took him -- patrols to his devices. excessive smart phone use can lead to higher risks of depression and suicide in children and teenagers. other side effects include disrupted sleep and the inability to pay attention in classrooms. story is the same for the evening commute. >> it sure is, we currently have some commutes that have been lightening up. this is good news near the richmond bridge it is not too bad getting back to san rafael. some commutes are getting a little better but others are not. highway 24 although it is better than it was, it is still backed up on the 680 and the bay bridge backed up to the macarthur maze. 880 is slow out of 238 into downtown oakland. 24 is also slow and so was 13 at 580. on the other side of the bay it is slow up the peninsula from san mateo starting at 92 slowing into san francisco past the airport. if you're catching a flight out of san francisco give yourself extra time. let's bring in steve paulson with your forecast. for the first three rain totals it is all about marin county. although alameda is very close. we have 1.14 inch at canfield with two reports of san rafael at over one inch. alameda .91 inches. half moon bay and montero very good as well as the oakland airport and the san francisco airport. ronald herders -- henry says happy new year from emeryville with rain falling up to 1.16 inches. it is a nice storm. >> the rain barrels are brimming in oakland heights in oakland. i am not just showing favoritism to those areas because i know we have rain to the north, santa rosa 1/2, san jose 1/3 and the mountains add 1/2 inch as well. there will be a wind advisory at noon gusting up to 50 miles per hour with two inches of rain and remember those trees are very stretched so this is a good thing to keep a look at. i would not be surprised if some areas get up to two inches before the front arrives. santa cruz mountains the focus is in marin county and maybe up the russian river but this could be to the south a little bit. everyone else up to 2 1/2 inches. the santa cruz mountains could be looking at five inches in total. we get the rain this morning and that it will taper off until the front arrives. the first system developing now over the top of us but there is a front behind it which will really bring in the rain later on this evening into tonight. the system will continue to lift northward and this rain is picking up for mendocino and lake county but the heavier mounts have been to the south. this looks to be one of those days where we are hard-pressed to find any kind of break. 40s and 50s with the southwind picking up but nothing too strong yet. one system comes and then the secondary arrives tonight into early tuesday. it might be drifting more toward the peninsula and the south bay versus the north so we are leaning toward the heavier amounts. 50s near 60 degrees but tonight watch out there will be some intense rain later tonight into early tomorrow taking us into tuesday and then we get another break for the rest of the week. from the illegal sale of recreational marijuana to the new police academy graduates, there is a lot to talk about in san jose.>> let's talk about it with the mayor himself, sam liccardo joins us from our san jose studios. good morning and happy new year. >> good morning, we are soggy but spirited.>> back on new year's morning we talked with the mayor of berkeley and he was at a green ribbon cutting at one of his marijuana dispensaries. tell us how marijuana sales are going in your city of san jose.>> i can't give you any update on the sales but i can tell you we have the same number of dispensaries as we had a few months ago. we simply allow them to continue doing what they are doing under the new state rules. we think we have a good system in place as we keep them out of the neighborhoods and away from schools. it seems to be working well. it took us a few years but we are moving forward. >> san jose police report a 7% rise in violent crimes. homicides aggravated assaults raids and robberies. do you think injection of the new academy graduates out in the field is the answer to reversing the trend? >> it is not the only answer but it is important. we have the most thinly staffed police department of any city in the country. adding these officers to the additional 150 from earlier this year will be essential and we continue to grow. but you cannot arrest your way out of a crime problem. typically if it is focused with the youth. we are working hard to see how we get into many of these neighborhoods that are being impacted by gangs. we want to get more kids working summer jobs. we have launched the san jose works program which has been very successful and we want to continue to grow these opportunities because we need the carrot and the stick. >> so when you say youth are you saying these individuals are members of gangs or just youth committing crimes? >> we have seen a different paradigm. traditionally it was a gang problem but now particularly with glories it is youth not connected to any gang. they are engaging over the internet and social media and there seems to be informal groups that are engaging in this criminal activity. we have to be more nimble and we are now broadening our outreach. >> so we have rain coming across the bay area in san jose with less than one year to go -- the date coyote creek was flooding. do you think they are in a better position now on these days when there is heavy rain?>> absolutely. we have been working hard with the water district to address the issue of flooding and to improve how the city warns residents. we are deploying better technology for example using text push notifications to cell phones as well as mobile loudspeakers to ensure we get to every neighborhood. we have deployed and trained employees to be able to communicate multiple languages in the affected neighborhoods. certainly we are much better off with notifications. the most important thing is the work from the water district. they have really changed protocol for releasing water from the anderson dam. we know this area only floods when the dam over tops and floods. by releasing water before they get to that level, we will be able to avoid the flood in the first place. that is what is most critical. >> correct me if i am wrong. you went to georgetown is that correct?>> yes. >> so you have no say in the alabama georgia game? i'm wondering who you are picking tonight.>> georgetown has no connection to georgia so i am completely out of this one. the good news, we are bringing the national championship game to silicon valley next year and we are very excited. certainly i know the city of santa clara is ready and we will be ready. the hotels and everybody else will be ready to go. >> okay, mayor sam liccardo, happy new year again. a big-name headed to the college football championship in atlanta tonight. president trump is expected to attend the game. coming up next, the protest that is already being planned. the raiders will introduce jon gruden as their new head coach tomorrow. gruden was named the head coach saturday night. he last coached in the league in 2008 for the tampa bay chance to avenge last season's loss and give him a record- tying six career title. georgia is searching for its first national title since 1980. president trump is scheduled to attend the championship game in atlanta tonight. on facebook the atlanta naacp calls the decision terrible and is asking people to respond by waving a white towel to simulate a blizzard while the president is in the stadium. patrol cars -- car is behind bars. it was all caught on dash cam video. the citizen noticed the police car driving erratically, he then saw the car speeding the wrong way into oncoming traffic. he then decided to follow the driver and call the real police. he says the man went into a liquor store and came out with a beer and that is when he issued a citizens arrest and held the man until
