i know you're here to talk about the new my ra program which is for americans that don't have an employer ops for retirement. the tradeoff to me, you appear to get a safe investment by doing this but nowhere near the potential return, the fund this is going into i think attracts a little over 2% right now. the three principle issues that are an obstacle to people getting started saving. they want something simple, safe and affordable. i think yields is something that has two sides to it. higher yield means higher risk. there's nothing safer than investing in u.s. treasuries. it's not so easy to $5 a week invest in u.s. treasuries. my ra makes it possible if you get to the maximum of $15,000 that you can put into a my ra, there's plenty of type to make decisions to take more risk if that's what you choose. >> in other words it's not the place to grow the whole nest egg but get the seed money for the nest egg. >> even those who have big investment accounts for their retirement, have a business but we ended this without big fiscal crisis out of congress. my questions is we have the debt ceiling lifted basically through the ends of the obama presidency. any advice for the next administration on how to keep things running like this year as opposed to years past? >> the brinksmanship we lived through over the last numb of years haven't been good for the economy, not good for the people of the united states. they have not been good for the global economy. i certainly hope a future administration working with congress will not face the same kind of brinksmanship where there are threats to -- default on debt or shut down the government, if one party or another doesn't get their way. what we saw at the end of the compromise works. if you have an agreement which was reached, in closing days of speaker boehner's speakership on what the total amount of negotiation as we had with -- through the conversations that speaker ryan, leader mcconnell, leader pelosi and leader reid had, congress can still work through things on a bipartisan basis. there has to be willingness and openness on both sides. what i know, the uncertainty threats of default and shutdown have a corrosive effect on confidence. i think the flip side of that is true. that with government settled down people feel better and more comfortable about the immediate future. so i certainly hope that some lessons are learned from it. >> behind that, the concern over the national debt, bound to come up on the campaign trail. sometimes dooms-day predictions. one question to you, at what point does the size of the national debt become an actual functional problem for us? >> you look at the last seven years, we started out seeing reached 10% of gdp. we're now just under 3%. we have made enormous progress order. it doesn't mean we've solved all the problems for all time. there are certainly long term issues. >> and there is stale deficit. >> yes, but our -- and there is still a deficit. >> yes, but it's at a point where economists call primary balance where the only deficit we have, is interest on the debt. we're not building new deficits based on new commitments that are being made. and that means you've reached a point of stability for a period of -- the 10-year window we're in. there's time now to deal with the longterm fiscal challenges without the immediate crisis atmosphere that we had during the financial crisis and the great recession. >> rough start to the trading year with news from china. economy in our global economy, how worried are you that in the year ahead struggles in china are going to translate into some serious speed bumps for us? >> it's not going to be a surprise if we see continued shifting in the chinese economy. a reduction in the growth of manufacturing and increase in consumer activity. the challenge, i think, that we have to keep our eye on is, will china stick to the reform programs that it's committed to. will it continue to open up its markets. will it continue to let market forces drive the allocation of resource. will it allow the move from a heavily state owned debt enterprise oriented manufacturing economy to a less controllable consumer driven economy. the future of china's economic success will depend on if they stick to that course of reforms. china is be a important part of the global economy. one of the two largest economies in the world. u.s. growth is going to, i think remain quite stable. 85% of the u.s. economy is activity. we are in the face of a softening global economy, continuing to do pretty well in the united states, because the united states economy is in good shape. we would be doing even better if the global economy picked up a little more steam. i think if china sticks its reformage in, it will be good for the chinese economy. it will be good for the global economy and u.s. economy. secretary. >> thank you.
