afternoon outside of an apartment in colesville. the questions, who committed the brutal murder and why? leon: roz plater is on the scene. reporter: they arrest stunned as everyone else, and asking what everyone else is asking, who would want to murder a world war ii veteran, especially at a place they thought he would be safe. montgomery county outside of the randolph village senior complex the site where a 95-year-old man was found murdered. investigators have identified him as retired naval officer dan belvin. >> an extremely nice person. reporter: she has been his neighbor for decades. >> we feed the deer, and he was a sweet person. i'm sort of taken aback by it. reporter: a friend had not heard from dan belvin for several days. the apartment manager found him dead in his apartment, stabbed multiple times. >> i cannot understand it. reporter: online documents show that he was a licensed pilot and flight instructor with his most recent certificate in 2010. >> he was a good pilot. he loved to fly. reporter: he moved into the senior living facility last year. she never thought something like this would happen. >> i'm sure his daughters thought he would be safe in that place. not that it's their fault, but still, i'm just -- i'm taken aback diet. reporter: the police say this is an active investigation but have not released any information about a suspect or suspects. roz plater, abc 7 news. alison: and breaking from northwest washington, fairfax county police say that daniel rosen of northwest washington was arrested this afternoon from his home and notify the state department. cnn is reporting he is a federal counterterrorism official. he is charged with using a communication's device to solicit a juvenile. he is now in jail, awaiting extradition to fairfax county. the state department confirms that an employee was arrested and is on administrative leave. in the district, the police are on the scene of a homicide. officers say a man was shot to death in the 4500 of coral street northeast. the police do not have the shooter in custody. stay with abc seven and wjla.com for updates. leon: new information on the man who was killed by an issue vse walk down the street downtown. this family describes him as brilliant, with a big heart. the police every feel the driver who killed him was high on pcp at the time. jay korff is live in northwest washington with more. what have you learned jay? reporter: more than 24 hours after this happened, debris is still littering the scene. bear with us, and amulets is passing. this is a highly violent and destructive incident. tonight, we spoke with the victims sister, who said he was adored. hope snodgrass said that she and her sister adored their brother, phil who worked at the national federation of employees in washington, getting a degree in international law at georgetown. >> he wanted to go off there and help others. reporter: she said her brother was walking home from class when his life was taken on the sidewalk in northwest, a couple blocks from his apartment. in court monday, authorities a read that james chandler of virginia was traveling at high rate of speed when he went off-road slammed into a traffic light, and hit retaining walls. they say his vehicle flipped rolled, and landed on snodgrass who was on the sidewalk. chandler admitted to taking prescription medications that day and does not remember the incident. hope is not prepared to think about the last moments of her brother's life. instead, she is focusing on all he gave and wanted to give. >> he was a genuine, all-around wonderful man who will be sorely missed by everyone he touched in his life. reporter: this is the retaining wall that the suv smashed into. the driver james chandler, remains in jail without bond and is charged with second-degree murder. live in the district, jay korff abc 7 news. alison: thank you jay. turning to the weather, tomorrow will bring slightly more comfortable air, but we may be looking at more snow before the end of the week. steve rudin has what we can expect and when. steve: it is cold right now, but not nearly as cold as it was earlier this morning. the degrees off to the west. doppler radar is quiet and dry no need to worry about anything. the express forecast through the day tomorrow, highs approaching 40. the timing of the potential winter weather coming up. leon: crews are working overtime after a big sinkhole one north 34th street. there are street closures in effect and it could take days to clean up the scene. wssc crews are rushing to repair water main breaks through the area. 27 crews are repairing 51 breaks. wssc says it could be because of the cold snap and more than 200 breaks have occurred since monday. alison: a moving tribute to a music teacher, mother, and wife, murdered one year ago. ruthann legato was shot and killed inside of her alexandria home. since then, she has been remembered as an active member of the music community. tom roussey has more from alexandria. reporter: ruthann found at music together program in alexandria. inside the church, she taught kids for many years music. on the other side of the window tonight, her family is here for a dedication in her memory. ♪ reporter: it was not a typical service, but those who came say that ruthann would have loved it. her passion was teaching music to kids. >> she loved it. she had a great passion. reporter: the adults and many kids who came here showed that her love bigher legacy lives on. her daughter and her husband thanked those who came. they loved the same glassed -- stained-glass window dedicated to her. >> it became a symbol in our time of grief. reporter: she was shot and killed last year at her alexandria home. charles severance has been charged with killing her and two other residents in what authorities believe was serial killing. lodato's death was the last. >> she was a wonderful person much with so many people. that is really what gets me is how unfair, how unjust it was. reporter: a year after the tragedy, the family is thankful for the reminder the new window gives. >> watching over us and playing music together. reporter: tom roussey, abc 7 news. leon: a new look at two men wanted in a string of bank robberies. the fbi has included images from surveillance cameras. the thieves arlington with seven robberies in virginia and maryland. the most recent incident was a robbery at a wells fargo in sterling. the fbi is offering a 30,000 other reward. alison: justin from the district, a longtime fire inspector resigned amid criminal charges. we first told you about the case in january. he is accused of using a work-issued gas card to purchase fuel for her personal car. the total allegedly cost $11,000. according to court documents, she admitted to the crime saying that she did it to help pay for her child who was in college. she was a 26 year veteran of the fire department. leon: the district is a day away from easing the laws on recreational marijuana. her stay, it will be legal to have up to two ounces of pot if you are 21 or older. because of congressional intervention, the city will not be able to tax or regulate the drug. congress also banned the use of federal funds to pay for the initiative. a state of emergency in maryland over heroin use. more people are dying from heroin overdoses than murder. governor there he hogan announced a plan to have effective treatment and quick justice. half a million dollars will be set aside for programs. alison: the police have charged a driver involved in the california train derailment with felony hit and run. dozens of people were injured when their commuter train slammed into a delivery truck north of los angeles. the driver abandon his truck on the tracks. officers found the driver a mile and a half away on the phone. the national transportation safety board is still investigating. still ahead -- dogs in arlington made sick by a substance inside of sausages. the police say they know what it was. leon: "consumer reports" has the best cars for safety and reliability. which ones got the top honors. alison: and winter fun on capitol hill? alison:s in a story that you saw first on 7 -- two dogs were given caffeine pills. the american welfare league said that the dogs ate sausage tainted with caffeine. they were second.
