Victoria restarts hotel quarantine program with stricter protocols

106 returned travellers will arrive in Melbourne from 4.30am on Thursday
They will go to Holiday Inn at Melbourne Airport, Intercontinental on Collins St
Victoria hasn't accepted returned travellers since February 13 outbreak
Travellers will be tested four times, no fresh air break without a medical reason
Meal times will be staggered and large family groups will be spaced out
