WEYMOUTH — On Martin Luther King Day in 1995, the town's Fair Housing Commission presented it's eighth annual Citizen of the Year award to a quiet, dedicated teacher who had blazed new territory in the town's school system. 
Marguerite "Peg" Fasino, then 66, taught English and reading, and had created compassionate and effective techniques to address a growing dilemma.
