Like many in the industry, Carter, owner of more than a half dozen central Pennsylvania restaurants, including Dukes Bar & Grill and Dockside Willies Bar & Grill in Wormleysburg, has had to lay off employees, shave back hours and watch sales and profits plummet. He has also delayed opening a new restaurant in Wormleysburg, Tequila Willies, to focus on preparing his other establishments’ decks and patios for spring. As he sees it, there’s more money to be made from outdoor dining.
