chief is unwilling and unable to protect the home land. we know we are on the front lines in these attacks on the home land and have been since 9/11. but we are facing difficulties. the intelligence is not good. we need to come to the grips of a domestic intelligence agency in the united states similar to it mi five in the uk. the fbi is a down stream organization anding to what they can. but they end up coming in after the fact and developing information. >> correct. but sheriff, let me ask you this. you say actionable intelligence. i don't know if we would have found out this guy. he was under the radar. this just happen recently and this text and all of the other stuff was just in the last few days of the killing. >> but the thing is we don't have a strategy.
