The new Navigation Center is along the embarcadero near beale street and will open by the end of this month but not without controversy. Just outside the Navigation Center, stark reminders of why the refuge is here. For this man, a comfortable bed instead of a hard bench. There are thousands of people sleeping on the streets just here in San Francisco. So we obviously need more shelters and related services. We have restrooms and showers at the far left over here. Reporter mayor london breed and other city officials toured the 4 million Navigation Center, once a parking lot along the embarcadero waterfront. A facility that will have 200 beds and social services and medical care in what the city calls a dignified environment. Our whole philosophy is really to treat this like a hotel, because these are our guests. These are the folks that need it the most. Reporter some will stay here on a 30day program. Others might be here until housing comes up for them. If theyre on another bed they might be waiting to move family members out of state. Reporter ambassadors will be on hand to help provide security. So will the San Francisco police. We provided four Additional Police officers to the station here that polices the area. Reporter promises of extra security the mayor hopes will calm the anxieties of neighbors who live next door in milliondollar condos. In august a homeless man attacked a woman in front of her apartment. The video went viral. Many neighbors have misgivings. The neighborhood is being forced to bear the risk of the unknown effects of the Navigation Center. Im keeping my fingers crossed that it works and that we dont have any trouble. Reporter among neighbors who spoke approvingly of the shelter, matt carson. I hope they see that the people who were suffering here are in a better place after this opens. Eporter well, the center will begin serving 130 people when it opens its doors. Then it will add 70 beds over a sixmonth period for a total capacity of 200 beds. It will be the biggest Navigation Center in the city. Dan, ama. I think the biggest but for how long . Were told the Navigation Center isnt permanent so what exactly is the time line here. Remember this Navigation Center is on port property and they have a twoyear lease. The city can renew it for another two years but im told that will be based on the success or, for that matter, the failure of this Navigation Center. Dan, ama. Thank you, vic. Right now 69 saying it will hurt the neighborhood, whereas 31 are saying that the new Navigation Center will actually help the homeless. Now to the north bay where a milelong homeless encampment is gaining national attention. Sky 7 flew over the tents next to highway 12. As you can see, it is pretty remarkable. That tent city goes for about a mile. Wayne friedman continues our Live Team Coverage with a look at where these people could end up moving. Wayne . Well, they may be scattering them across the county if they can move them at all. Right now there are some 3,000 people in Sonoma County that are homeless. That is the estimate. A lot of them live right here next to us. Theyre behind us and theyre over there in that direction. Today the board of supervisors issued a declaration of emergency determining to solve the problem here. A cold december day along the joe rodota trail in santa rosa. A milelong stretch of mostly homeless misery that has returned to local headlines. Its no longer something the community can hide. Reporter the Sonoma County board of supervisors moved the joe rodota issue to possibly emergency resolution status. We have to clear this joe rodota trail. Its ridiculous. We basically have a shantytown. Reporter and now with the United States Supreme Court refusing to hear a case that would have allowed cities and counties to arrest people sleeping on public property, Sonoma County is refocusing on its 3,000 homeless and how to help them. It puts us in a corner. We have to have shelter space to move people. Reporter supervisors are considering options. One would be to offer the homeless an opportunity to move to the Sonoma County fairgrounds in shelters. Today the ceo described her concerns. That there isnt a real definite exit plan. Reporter especially among those who live in surrounding neighborhoods. Its more for families. This neighborhood is really quiet. Theres not too much foot traffic at night. So having that definitely would probably raise some flags. Reporter as the county sees it, those flags have already been up for a long time. Passed by a homeless encampment like the joe rodota trail, youll hear them flap in a disconte discontent. I think its up to the community and the people who are actually living in these encampments. Reporter the feeling right now in Sonoma County among the board of supervisors is that this is not a problem they can completely solve. It is a problem they believe they can manage. Now theyre going to have to set out and find a way to do it. Live in santa rosa, wayne freedman, abc 7. Wayne, lets talk about managing that problem a little bit. Whats the next step in this process . Reporter well, the next step is theyll meet again next monday, but one gets the feeling that they have got to do something. This has been the problem here has been going on quite a while. Theres pressure to get this right. Among other people, bicycle riders who used to use this way to go to work cant use it anymore. So they have to do something. Well, they feel like they have to respect the people who live here and take care of them, they have to give them Mental Health and all sorts of services and take care of them to make sure that they are able to move on. So we dont know yet. The board is looking at a lot of options and well be there next monday when they look at them. Enormously layered and complex obviously. Wayne, thanks very much. Now to the east bay where two cities in two days are going to work on taking action to help ease the bay areas housing crisis. Leslie brinkley is live in walnut creek with that part of our team coverage. Leslie. Reporter well, a City Council Meeting is just getting under way where they are going to discuss what are called urgency ordinances about these granny flats, inlaw units. The official name is accessory dwelling units or adus. And next year youre likely to see more of them in the bay area. Its hard to afford a home in the bay area, but one solution is making it easier to convert a garage into a living unit that can be rented out, making money for the homeowner and providing a smaller and cheaper unit to a would be rentinger. Cities like Pleasant Hill and walnut creek are passing urgency ordinances that would have them in compliance with state law by january 1st when it comes to adus or accessory dwelling units. Now that this is coming down the pike, i think they will surge definitely in popularity and it will allow people to be more homeownership in the bay area because theyll have that extra income. Reporter more rentals should open up statewide with no longer requiring the Property Owner to live onsite. The review and permitting process in many places will be streamlined and eliminate serving the adus. One of the most visible changes would be removing the requirement for replacement parking if a garage is no longer a garage. The tradeoff could be more cars parked in driveways and on residential streets. So do you think in communities around the bay area well see more adus in the new year and the years to come . Yeah, i think thats a fair assessment, fair guess. This, again, is one of the tools that the state has identified as a way to combat the housing crisis in the state. Reporter but adus arent necessarily cheap to create. Depending on where you are its going to be expensive. Youve got the Building Permit fees, youve got the Construction Costs and anything that we can do to increase the supply of housing with regards to the expense is going to make a difference. Reporter its one way to put a denting in the affordability crisis. Ama and dan. So, leslie, heres a question. Can you have more than one adu on the property of a Single Family home . Reporter well, thats where it gets a little confusing. A Single Family property could have one detached adu on its property, 800 square feet or less. In the main house, you could also create a junior adu under 500 square feet in the original footprint of the house. So technically a Single Family property could have the main home to rent out, that junior adu and a detached adu. So again, looking for more of these in the bay area to pop up in the coming year. Back to you. All right, leslie, thank you. Just how bad is the homeless situation here . A New York Times journalist spent three months documenting the lives of people in a homeless camp in oakland. Thomas fuller spoke with us on abc 7 news at 4 00. Theres no running water, theres no sewage, theres really no proper cooking facilities. So people are living in conditions that do resemble kind of a refugee camp. When i spoke with someone at the u. N. , they said, no, at a refugee camp you might have more rights and more facilities. Fuller also saw children living in the camp including one family with three generations struggling with being homeless. We want to hear your ideas about building a better bay area. Live doppler 7 shows that approaching storm off the coast. Spencer christian is tracking just how soon its going to get here. Its just hours away. Yes, there will be wet roadways for tomorrow mornings commute. Heres a look at whats happening right now on live doppler 7. You can see a large batch of showers developing offshore. This is our forecast, our looping radar showing the movement of this batch of showers. The storm ranks 1 on the storm impact scale, a storm of light intensity for late tonight and tomorrow. We can expect light to moderate rain, slight chance of a thunderstorm mixed in there somewhere. By 11 00 tonight well see wet weather hitting parts of the bay area mainly near the coastline but it will become more widespread overnight. Its going to be wet. How much wetter will it be . Ill have the answer a little later with my sevenday forecast. Facing a deadline, pg e gets creative in its new settlement with wildfire victims. He was beaten to death on his own wedding reception. Two suspects were arrested and were in court today. Reporter a celebration of love turned deadly for this couple in chino. Police say these two men, uninvited to the wedding, are behind a brutal attack ending in the death of the groom. Theyre devastated. Its a very traumatic experience. Reporter the couples wedding decorator says she saw the family dedicate all they could into planning the perfect night saturday. Everybody was happy. Come 4 00 all the guests came from the church and it was joy. Just pure happiness. Reporter its the last thing she says should happen to a family like this one. Wonderful family. Theyre a clean cut family. They bring happiness to everybody. You know, everyone theyre very pleasant and respectful. Reporter relatives of the newlyweds tell Eyewitness News the last of the guests were leaving when the family noticed these two strangers. They noticed they were still there trying to get free alcohol and stuff. They asked them to leave. Reporter investigators say arguments turned physical. Witnesses say the fight spilled onto this alley way and onto chino avenue ending here. This is where officers with the Chino Police Department found the grooms body. The brothers who live a short walk from where the party took place pleading not guilty to charges of murder and assault with a deadly weapon. The groom leaves behind an 11yearold daughter from a previous relationship, a new bride, and memories of what was supposed to be the start of a new chapter in his life. Those two murder suspects are expected back in court in a week. New at 6 00, a house caught fire in belmont. Authorities are releasing Little Information so far. We know the fire broke out just before 3 00 this afternoon on chula vista drive. This was as close as sky 7 could get to the scene. Were told one person suffered serious injuries and had to be taken to the hospital by helicopter. Investigators are now on scene trying to determine how that fire got started. Also new at 6 00, facing a deadline of today, pg e has reworked its 13. 5 billion settlement with wildfire victims and removed a requirement that Governor Newsom has to sign off on it. The governors approval was a key part of the companys plan to get out of bankruptcy protection. That is the deadline if it wants to tap into a special fund set up by california. The governor rejected the settlement last friday saying the plan didnt comply with state law. The governor gave pg e a deadline of today to come up with a new one eliminating the provision that buys the utility extra time. Investors liked the idea of pg e eliminating the governors involvement in the settlement. The stock rose and has continued to go up in afterhours trading. Lets turn our attention to the weather forecast. More rain coming to the bay area. Spencer. Okay, getting closer, as you can see right here on live doppler 7. A large batch of showers and rainfall just offshore. Within a matter of hours we should see some wet weather developing here in the bay area. Our looping radar shows its Movement Toward the coastline. It may hit the north bay first but will hit virtually all parts of the bay area. This is the live view from our exploratorium camera looking back at the skyline. Its currently 53 degrees in San Francisco, oakland 48. We have low 50s in redwood city and san jose. 55 at half moon bay. Nice clear view so far from emeryville looking westward. Its 46 in santa rosa, petaluma 49, napa 48, 46 in fairfield, concord 49 and 44 at livermore. Heres the view of the golden gate. The pavement seems dry at the moment but we expect wet weather to arrive, well, within a matter of about five hours, i would say, maybe even sooner. The rain arrives late tonight and continues into tomorrow morning. Expect wet roadways for the morning commute and probably slow traffic as well. A stronger storm is expected to arrive over the weekend, but the approaching storm ranks 1 on the storm impact scale. A storm of light intensity, it will produce light to moderate rainfall. Theres a chance of isolated thunderstorms, just a couple may develop. Rainfall totals will range from a tenth of an inch to nearly threequarters of an inch in parts of the north bay. Heres the forecast animation starting at 8 00 this evening. Notice by 11 00 we expect to see at least some pockets of light rain moving onshore. It looks like theres a better chance in the north bay and along the coastline. Then later at night well see a heavier concentration of the rain in the north bay and then it breaks up and spreads to all parts of the bay area overnight which will result in wet pavement for the morning commute. The rain continues. Its not likely to break up significantly until at least midafternoon tomorrow and then starts to fall apart into the evening hours. We should see the beginning of the ending of this system. Rainfall totals by 8 00 tomorrow night we predict will be anywhere from a tenth of an inch in san jose to a quarter or a third at the bay shoreline to over half an inch in the north bay locations. Overnight lows will be mainly in the low to mid40s, a little chillier in the north bay where napa and santa rosa will bottom out at 40 degrees. Then tomorrow look for high temperatures in a very narrow range, about 55 to 57 degrees in most locations and even cooler in parts of the north bay where highs will reach only into the low 50s. The forecast animation for the weekend storm shows that well see rain arriving on saturday, continuing through saturday night, through the day on sunday. There will be cold air coming down with this storm so look for snow in the sierra. It will taper off in the bay area on monday. Heres the accuweather sevenday forecast. Tomorrows storm and tonight ranks one on the storm impact scale. Mostly cloudy skies thursday and friday, no rain expected then. But as i pointed out, the next storm arrives on saturday, continues on sunday into monday and it will rank only 1 on the storm impact scale but will produce periods of heavy downpours and strong gusty wind.
