Andrew Cuomo did not hold back in his grandiose unveiling of his vision for a $306 billion statewide infrastructure plan during his State of the State address Thursday, invoking Shakespeare, Mark Twain and former state Govs. Franklin Delano Roosevelt and DeWitt Clinton of New Deal and Erie Canal fame, respectively. But he did hold back details, opting instead to broadly reiterate in his fourth State of the State speech this week that New York will climb out of this pandemic and its economic fallout by "building bigger and better and laying the foundation for our future" with a priority of expanding access to mass transit.
