Virginia Gov. Ralph Northam, a Democrat; Maryland Gov. Larry Hogan, a Republican; and D.C. Mayor Muriel Bowser, a Democrat, on Thursday sent Biden's transition team a letter urging the incoming administration to make the federal government a fourth funding partner of the transit agency, which is facing a nearly $700 million deficit over the next 18 months.
