after low and medium-altitude targets like the system the u.s. sent. these systems are pretty good when it comes to lower flying aircraft and they also don't have as many of the more expensive high-powered missiles and radar systems associated with the patriot system and accurate. very good at what they do but not as big and they're not as powerful, if you will, as the patriot system is. that also includes the radars associated with each of those systems. >> we know that the u.s. has provided systems like this to poland but the u.s. was initially hesitant to provide them to ukraine. what do you think changed? >> i think the main thing that changed was the fact that the russians are targeting the civilian infrastructure of ukraine and they're doing so in a systematic fashion. before this, it was a haphazard
