emergency declaration several cities across the bay have declared emergencies ahead of today's storm. in san jose. the city declared a state of emergency last night, urging residents to prepare and issued a mandatory evacuation order for people living along multiple creeks without stable shelter in danville, that town has declared a local emergency. it comes after the town saw flooding and mudslides during saturday's storm crews have been out cleaning up the damage and surveying local creeks. we have team coverage of the storm reporter greg lee in richmond, where several homes are under voluntary evacuation. ktvu meteorologist roberta gonzalez isn't pleasant in but first, let's get straight to ktvu meteorologist mark tamayo with a closer look at the storm mark either, ali yeah, this storm already had the head start. still, some leftover rain fall out of moisture from the weekend major storm and the rainfall totals so far. nothing too major . we were not expecting huge amount of these for the first half the day but a good steady rainfall even heavy at times you can see santa center fell. 0.71 concord, 0.32. san francisco over a quarter of an inch in san jose. not too much just 0.1 too, but things will be changing later on today. you can see that that common cloud offshore that is our next area of low pressure and that well defined cold front working with their sinking up with a lot of moisture being directed right toward the california coastline, so heavy rainfall still the expectations through tomorrow around 2 to 8 inches of flood watch posted for the entire bay area high wind warning with strong southerly winds, the possibility the likelihood of down trees and power. our outages and hazardous travel, especially this afternoon and into tonight the possibility of some roadway closures. the baby picking up the kids later on today could be extremely challenging or the way home from work. or school because we're expecting some intense downpours out there. here is the system itself drifting closer to our coastline . so this is the satellite loop over the past 24 hours, and you can see already that the first band of rainfall linked up with the warm front. the cold front is still out here, and this will be this is kind of in connection with the real heavy downpours later on today that will lead to at least some of some roadway flooding and possibly some flash flooding as well outside in oakland, the camera shake it around a bit, and this is the active radar from earlier today . once again, we're not showing you much in the ways of a reds indicating some heavy downpours just yet. right now we have some scattered light to maybe some moderate rain out there also the winds, though you probably have noticed those winds are really picking up over the past few hours, and that trend will continue. oakland right now gusting to 33 miles an hour. look at san jose, look at half moon bag gusting to over 40 miles an hour and right now you can see the forecast model it's bringing in that intense band of rainfall later on today, and this will lead to some problems across a good portion of the bay area. more rain and talk about your thursday forecast and beyond will have more on your soggy pattern coming up in a few minutes, mark. thank you. we are following a developing story now in point. richmond several homes are under voluntary evacuations after fears of a landslide in the area of sea view. dr and seacliff drive will turn to ktvu s greg lee reporting on the ground with what you've learned about the situation so far. yeah garcia just to confirm some of what mark is saying. we've seen the winds starting to pick up where we are. i want to show you this point of concern. which is this hillside just to the left of me. we've been talking about this all week. our meteorologists have been doing the same with this. many storms in quick succession. the hillsides are saturated. so this hillside is the area of concern . you can see these geologists. these crews from east bay regional park and the city assessing this hill and the potential for a landslide. i want to show you the photos that prompted this response of resident was hiking this area this week, and they saw cracks in the number of drainage ditches that run parallel to this hill and evidence that the soil was already starting to shift and move after that storm on new year's eve after assessing that last night, the decision was made by the city to strongly recommend voluntary, right, uh, evacuations for eight homes on this street and seven on the street below. police and fire were here last last night, helping people get out. we just spoke to a couple couple of short time ago as they were grabbing some necessities, some medications and all this with the anticipation of this big storm this afternoon, a safety precaution, but all of them are saying better safe than sorry. we spoke to some neighbors who live in the area, who were not evacuated about some of the concerns of living this close to this hillside. take a listen. you think better safe than sorry that they took these votes out, especially with the rain. coming kidding? we have gone. i mean, who's gonna sit in your house waiting through the mountain? do you have to be an idiot? but you have to we have. what we have to do is think about getting together all the documents and stuff that you have to take with you. and i don't think most of us worry about that. enough. certainly the concern is, we see some of that stronger rain move in is that it could potentially again. shift that hill makes some of the ground move now speaking about the combination of the rain and the wind, as we see another strong gust here, crews are hoping to put up some plastic tarp ng to try and mitigate any of the soil movement. if that, indeed end up happening, part of the challenge is getting several tarps out and putting them in place with the winds whipping around the way that they are so cruiser assessing if they can do that, and how they can do that to make sure they give themselves as much protest. action is possible . in the meantime, again eight homes on this street seven below that were voluntarily evacuated and from what we understand, speaking to police, everyone has evacuated at this point. as we wait out this storm and see what kind of damage it does. reporting live in highway one north of davenport's have been told to leave for their safety. the santa cruz county sheriff's office says a culvert about 2.5 miles inland from the highway is in danger of bursting. if it completely fails, white house kenyon road would be washed out, leaving residents there stranded for days. the governor's office of emergency services are sent out some personnel and equipment in preparation for today's storm . governor newsom this morning scientist eight wide emergency declaration. it provides the oas with the authority and powers to rapidly deploy aid to storm impacted communities to protect lives and property. we anticipate that this may be one of the most challenging and impactful series of storms to touch down in california. in the last five years if the storm materializes as we anticipate we could see widespread flooding. mudslides and power outages in many communities. the governor activated the state operations center to its highest level. in response to the possibility of flooding and high winds. klos is dispatching helicopters, fire trucks and other equipment. caltrans is also activated its deployed cruise across the state to address flooding. mudslides rockslides, the department of social services is taking steps to ensure people who are homeless and otherwise in need have access to shelter and services. san jose has issued an emergency declaration and evacuation order. the new mayor matt mehan, an emergency officials this morning announced in evacuation order for people who are homeless and living along the city's waterways. the order requires them to be at least 150 ft. from the water or in a shelter. mayor mehan says there may not be widespread flooding across the city. but the fear is that water levels and creeks and rivers will rise quickly. we don't anticipate widespread flooding. what we're really worried about right now is just the waterways. andorran housed residents who are near the creeks and rivers where there is where there is a serious risk. mayor mehan also said the city has more than 2000 shelter beds available in the city's website has information on tips for being safe and where residents can get free sandbags . san francisco mayor london breed says her city has not yet had a chance to recover from the storm this past weekend, so she's appealing for help from san francisco's residents and visitors as the current storm moves in. the time is not going to be sufficient between now and the next storm to completely asg the public to just limit a number of things limit unnecessary travel. san francisco's activating its emergency response system. city leaders say it will remain activated as long as needed. right now san francisco is out of sandbags for its residents. the city's public works department says. they hope to have more sometime today, but they're not sure when they will arrive. while it's raining here in the bay area, the sierras preparing for several feet of new snow, we'll tell you which resorts expected to get about 7.5 ft of new powder in the coming week. then the reason isn't as strong right now, but boy later tonight, the brunt of the system is expected to move in the work being done in the east bay right now, as crews prepare for possible problems later on, as we keep an eye on water levels at very creeks past weekend ktvu meteorologists roberta gonzalez live in pleasant inn right near the arroyo de la laguna creek and roberta. this creek has had problems back in the big storm of 2017. it certainly did it threatened homes, and at this particular time, i got to tell you as we're standing here it is rising. i've been monitoring the situation. this is the arroyo debt laguna stream and to give you a little history report and prehistoric times it was called the tulare lake and then in the 19th century, when things started growing in the tri valley and because of development, it shifted this stream all over the place, basically not going it down to a watershed, and they dubbed it there. arroyo day lagunas stream. now it's roughly begins where the south san ramon creek and the arroyo moko creek the to merge, and then it begins to snake its way 7.5 miles through the eastern portion of alameda county. it rushes through pleasant and makes its tracks towards fremont, then ends up joining the alameda creek and dumps into the san francisco bay. so all this water you're looking at right now. ends up in the san francisco bay. i've lived here since 1996. this is only the second time i've seen it at this level, and i got to tell you something. we wanted to different look to this. river and so we went to the pleasant in hotel off main street here in pleasant in and my photographer chip and i took a look over a bridge and we could see how fast this water is rushing and how why'd it has expanded and the locals passing us on the bridge ? they told us that 24 hours ago , this creek stream river was a foot higher. so it's lower today , but in 24 hours, i gotta tell you, it will be rising a foot higher. again now when we have this kind of a flow, and it's very, very rapidly, it seems to entice kids and as you were alluding to gasia back in 2017 when we did have damage done to the local homes. we also had kids that try to jump on inner tubes and ride the waves here, while the construction workers who are trying to put homes in their backyards back together again, the end result was firefighters had to be called in rescue them. so this area is roped off and i gotta tell you something else. the way that mark tamayo is projecting these winds to pick up to 50 and 60 mph. this entire area is completely lined with eucalyptus trees. so you have to imagine that they will topple. at least some of them will. i've seen it happen before now to give an example of just how deep this is. this is usually my jogging path, and this is a walkway over the dry stream bed, and this stands about 10 ft. off. the stream bed and it's typically dry. so you can't process that all. hey, by the way, if you have any kind of flooding in your area over the next day or two or even into the weekend, it is advisable to call 311 do not intimidate 911 unless it's a true emergency, life threatening situation and do not go near the water. reporting from their royal day laguna stream. river i'm roberta gonzalez. hey, wait, wait, wait. give it a listen. yeah roberta, it does look and sound like a river. really? but where are the homes and businesses in relation to where you're standing? i recall covering that creek rising. i believe in 2017. and i think the homes are just on the opposite opposite side of you. the neighborhoods are correct. they're all around us. you can see the homes right here within iraq throw right and then i'll give chip a chance to spin around here on the other side of this a roy day, laguna. i see oranges growing in a tree or perhaps, or even limits. that's how close the homes are. that would be a tremendous climb before the river but downstream as you approach, i would say it's hop yard. as you approach hop yard and then that stream carries on over to foothill boulevard where we had a landslide this past weekend. those homes definitely will be monitoring this situation as the creek continues to rise. the river continues to rise. thank you, roberta. yeah, it's amazing. it's not just the flooding that you have to worry about the landslides and mudslides triggered by it. thank you for that report, roberta. roberta's their unpleasant in. we saw greg lee in point, richmond. i mean, just about everywhere. people are talking about the winds that are already picking up here mark just over the past 2 to 3 hours and noticeable change with the winds up picking up and unfortunately we're expecting those winds to a really ramp up as we head into the evening hours. i've been saying, if you did not lose power last weekend, there is a much greater chance that will happen. later on this afternoon , or intuit tonight, now rightful expectation. these numbers have not been changing around too much in general 2 to 8 inches. you can see the coastal hills picking up the most rain 6 to 8 inches, but even you know, it's too, which is in the inland values. if you get a lot of that a short amount of time that will cause some problems. so all the creeks and the streams we've been watching those and they're going to have another sharp rise once this front comes on board. so what happened earlier? you could see the kind of that cloud area approaching the barrier this morning. that was the warm front generated some rainfall. nothing to nothing to a severe we were not concerned with the warm front rainfall, but you can see that defined called front out here in the in the pacific. this is the guy that will bring in the heaviest rainfall and the strongest winds and that'll be that'll be moving in later on this afternoon and into the evening hours, also a big jump in the river levels up in the north bay. we're looking at granville here, the russian river granville right now. it's actually not too bad just under 10 ft, but look at that big jump in the river level into early friday morning. could be just above flood stage at 35.7 ft. the flood stage is 32 ft for the russian river at granville. so the flash for the flood watch in effect until four o'clock tomorrow afternoon. century for the entire bay areas. this is a heads up that the flooding is a possibility once this turns over to a warning and fewer specific spots that will turn battle that will mean that your phones might be going off your tvs your radio to let you know there's a flood warning in place. also the winds really ramping up. we are under a high wind warning. typically we're under a wind advisory. that's the lowest level, so it's kind of been elevated a bit. in terms of the wind speeds and winds could be gusting over 50/60 miles an hour. here's a live camera, looking out toward the oakland estuary looks stormy here and see all the cloud cover some drops on the camera lens and some chop on the water, so we are expecting the rainfall to pick up later on this afternoon . here's a radar from earlier today and you can see some action just offshore, and that's the kind of the moisture the leading edge. in advance of the cold front. right now, though, we have light to maybe some moderate rainfall out there across the region. as we check out the wind. it's a defined wind direction out of the south and some areas the winds picking up around 30 miles an hour in santa rosa nevado oakland airport, gusting to over 30 miles an hour look at san jose and half moon bay gusting to over 40 miles 40 miles an hour and 43 to 45 miles an hour. so look at this impressive system on the satellite that well defined area of low pressure, in fact, that they show you the areas out here in the in the pacific. there are more storms lining up and it looks like another one that will definitely impact your weekend plans were so focused on this one right now. that front that was way off shore yesterday but its approach to the region warm front. this was the case this morning cold front. you will definitely notice its presence as you've been hearing. if you can stay off the roadways. it's a good call, because the rain will definitely pick up in the winds picking up as well this evening. that's how the forecast model sees that this is three o'clock this afternoon not so much happening in the south bay, but things will be changing throughout the evening hours. this is six o'clock, and probably during that time frame will probably see some flood warnings at least being generated across portions of the bay area. this is nine o'clock tonight, and we could actually have some isolated thunderstorms throughout the day. still thursday, still fairly active. still some downpours as yellows and reds showing up and then into the afternoon hours by three o'clock, there is a chance it might be a scale back on the overall coverage looks like tonight into the first half of thursday and then in the friday there is a chance of a shower, especially up in the north bay later in the day temperatures for this afternoon. of course not. a big story will be in the upper fifties to the sixties. heavy rain, strong winds, and this five day remains very active into your thursday a chance of a shower in your friday and it looks like another strong storm as we head towards the weekend. so this pattern. i wish we could have a longer break. but unfortunately,
