and the worst of these arguments is, well, you see, there's no problem here because, after all, the aid was delivered, which is a classic coming from this administration, which is, we tried to break the law, but somehow, we failed, we were obstructed in our design -- >> so that means it's okay. >> so that's okay. it's like trump's meeting in the trump tower in 2016 or the failure to fire don mcgahn at the beginning of the mueller investigation, or now the fact that they sort of got caught trying to hold up the aid and a bunch of republican senators objected, so they said, okay, we're going to deliver the aid because we don't want to acknowledge what, in fact, we've been up to. so, the only argument republicans have left is a process argument and now democrats are taking that away. >> okay, and call me a strategy dope, but the president is now telling republicans, don't focus on the process, focus on the substance, because the substance is wrong. if that were the case, wouldn't that have been the republicans' argument straight out of the gate? >> well, stephanie, i think
