but i think across the board the sort of dignity deficit for russia in the wake of the cold war, as we were thumping our chests about the victory in the cold war, you know, this was a proud nation with an amazing history, with amazing traditions and just feeling past. as we're moving on, i think about our relationship with china or how the european union is going to be the new partner, so, you know, i think all of us have to look back at the missed moments, maybe there was some initiative, something we could have tried that would have met them where they are. but i think putin's own objective in enhancing his own power led him to basically tear up the envelope of the world. >> and decide that nothing that that western-led order could determine to him with consequences in terms of anything he was going to care about. >> absolutely. >> i have to ask you about today's news that the president is going to be looking for a fourth national security adviser which is an -- >> so far. >> -- unprecedented pace. exactly. so far he's going for number four. he's already broken his own record in terms of the number of national security advisers he's
