5:31 on fox 45 early edition. gunfire rings out in northwest baltimore this morning just blocks away from where pimlico racetrack and tens of thousands of people will be headed for preakness later intersection of woaft cold sprin west cold bd daytona avenue. there was a man lying on the road with a bullet to his head. the gunshots rang at 3:30 this morning. that victim a black man in his 30s and 40s. he is in critical condition at sinai hospital. a this point no motive and no suspect. while detectives investigate the shooting there's a lot of concern about the safety of this area especially this week as tens of thousands of people cheer on the preakness stakes a mile away at pimlico. is it a safe. there's concerns about the safety but some say the building itself needs major improvements. now an old idea is circling again. should the state build a new track in downtown baltimore. former governor bob ehrlich floated the idea six years ago. now that he is preparing for another run, ehrlich is talking about another track. >> if he would build one downtown i'm sure that i would go, but i think things would have to have more security then there. >> this track has got it. this track is done. it's done. it's done. >> reporter: governor o'malley says the prospect of a downtown racetrack is a wonderful vision but far too expensive in the tough economic times. if nothing is done, though, some say baltimore will lose the preakness stakes. live in northwest baltimore megan gilliland, fox 45 early edition. police are investigating a case of animal abuse where a dog was beaten with a machete. the pitbull shepherd mix, has a wound on the side of her face and may lose one eye. she has been treated at an emergency veterinary clinic in catonsville. the attack happened before 6:00 last night at the 3,000 block of wiley avenue. police say that the attacker has a history of mental illness. no charges have been filed. the father of the suspect accused in the death of a virginia lacrosse player speaks out. george huguely has been charged with the death of his girlfriend who is from koo cockeysville. she says that love's family is in her thoughts and prayers. murphy made the comment a not marks ilstatement she sent to ta yesterday. the bodies were discovered in a running car. there s no word on a suspect or a motive in the case. if you live in a condo or a town house, money to clean up after february's back-to-back blizzards could come from your pocket. some condo and town house associates are charging residents extra fees related to the snow. at dorsey hall townhomes people are being asked to pay an additional $200 to cover clean ups. it cost $45,000 above what home associations originally allotted. >> we had no vendors in place. what we did not account for is the budgetary issues that would arise with removal, and i think people would be willing to pay 25 to $30 a year extra but $200 that's a lot. >> i expect some sort of pollution in the chesapeake bay. this comes one day after the chesapeake day foundation dropped its lawsuit against the environmental protection agency. they filed suit claiming the epa was not doing enough to crackdown on polluters. now epa officials have agreed to enforce tougher guide lines in area state as well as polluters. >> disagreements is a game changer. disagreement is going to lead to pollution reduction at the chesapeake bay and if it doesn't, the chesapeake bay foundation will be back in court. >> the settlement requires the epa to come up with 90 pollution limits for bait an the bay and d states accountable for suing them as well as holding those accountable that release pollutants into the bay. the focus of the position is to improve people's access to healthy foods this neighborhoods that don't have access to many supermarkets or other businesses that sell produce. the republican national committee will vote on a location where the 2012 presidential convention, phoenix, salt lake city and tampa are in the running. many are predicting tampa will get the nod. meanwhile steel is trying to defend himself. steel explained yesterday that lavish spending on private jets and limos were necessary to do his job. no word on why it was necessary. steel has faced criticism for months offer the spending including a $2,000 tab at a sex themed nightclub in los angeles. toistic around for a few days, yes, on and off, though, patrice. and right now it's off. after the morning showers we were off earlier in the metro area it's looking pretty good. there could be wet surface, that could affect your commute this morning. we will hear from candace in a moment. we do have showers that are moving off to the southeast for the moment. there's a chance that we could see more in the way of thunderstorms that could bring us severe weather. this indicating, this illustration of where the severe weather would be to the south is what we are expecting for later in the afternoon or evening hours. there's more severe weather to the midwest that could be coming our way for later into the week, friday, maybe night. and here is what we are looking at as far as the current temperatures. 56 degrees in baltimore, pretty mild. that is where we ended up with a high temperature yesterday. we began as warm as bic and warming -- 56 and warming up from there. it will be a warmer day. 59 in d.c., and intee in 53 in hagerstown. we are setting the stage and making it more conducive for thunderstorms. winds mainly out of the south but we're getting more of the northeast influence as the cold front influence pushes through. that could bring us afternoon showers but a better chance of thunderstorms will come to the south as the next front pushes through later on in a day. you can see that is where we expect the heaviest rain, not heavy rain, about a 3rd of an inch, maybe a quarter of an inch. that doesn't mean, we won't have damaging winds and also some hail developing. we do have thunderstorms later in the afternoon or the evening. you can see around 5:00 tonight, shower chances and even thunderstorms in the evening as the front that follows leaves us warmer air again. the showers and thunderstorms as the next frontal boundary pushes through later on friday afternoon and evening and into the nighttime. it will get out of here in time for preakness. it seems like so many years that i have been here, i remember the day before, we get the showers in time for preakness to clear out just in time to have a pretty nice looking day. if you have plans for preak fess, i think they will go without a hitch. 77 degrees, with showers and thunderstorm chances for the afternoon. southwest wind at 5-10, to 20 miles per hour. and 74 degrees with the thunderstorm chances, in the afternoon, could have some showers again before that and 73 degrees for the western part of maryland with thunderstorms a possibility. tonight 51 degrees, we won't rule out an evening thunderstorm. we get a bit of a break and showers again. we may get that game in tonight, as far as the orioles are concerned but you will have to watch the skies and pay attention at what is happening through the day because we may have showers and thunderstorms that taper off in time for the game and in the later part. game some showers returning. 70 by noon and then 74 that will top the high temperature around 3 to 4:00 this afternoon and backing to 70 again at 6:00 p.m. you see the thunderstorm chances in the evening hours. 62 degrees for tomorrow. mostly a cloudy day, a but things are clearing out as steve mentioned. well, we are left with the slick roads. checking out the actual speeds we are at 58 miles per hour on the jfx and at 62 traveling through the pikesville region. all in all, not too bad of a ride. we don't really have many incidents to talk about. let's see what it looks like on the beltway traveling on 70, inner and outer loop lanes, those cars are cruising along just fine and in both directions in fact. that's the same deal through catonsville and let's check it out moving at frederick road. again, favorable conditions inner and outer loop lanes, on 95. starting to funnel a few cars nothing mange for to worry about. once you approach 95, taking it from the beltway all the way through the fort mack henry tunnel we are in the green. let's check it out at the tunnel. here you can see a lot of cars that are starting to filter on the southbound lanes down to the tubes. as for the northbound lanes it's very light activity. that is a look
