it here. this is going to be the peek of this latest heat wave. we are pushing well over 40 days over 90 degrees and this morning is going to be another one. otherwise around most of maryland, it is mostly clear and check out our temperature of 76 degrees here in baltimore. 75 in easten and 77 in ocean city. so through the delmarva stretch, we have ourselves great weather. our hour by hour forecast shows us we are mostly sunny and mostly dry. we take it to 93 by lunchtime. we should hit our 2-degree guarantee of 98. the record, 100 set back 110 years ago. we'll stay in the low to mid 90s through this evening as sunset is at 8:08. here is kim brown. >> justin, we are waiting on that tow truck on the eastbound polasky highway. a vehicle remains in the ditch off in the woods. police are on the scene. also on patrol, eastbound route 50 on the exit ramp to route 665. that overturned truck still remains blocked there, but the ramp remains passable. as we check around the cameras, both loops running very slowly without any problems. no incidents or 695. a little more volume here on the west side, especially on those outer loop lanes. as you look around at liberty road, traffic flowing freely. we have water main problems. back river neck road, we'll have all the details in a moment. megan and jamie, back to you. today, congress is coming back to capitol hill to work on this jobs bill, well democrats call it a jobs bill, republicans say it's a payoff to unions. karen travers tells us more. >> house members were eager to get back to their districts to hit the campaign trail. on tuesday, house speaker, nancy pelosi is bringing them back to work. pelosi called a rare special session to take a passage. the bill provides $10 billion for teacher jobs and $16 billion to help states meet their medicaid payments. with the new school year just weeks away, speaker pelosi said the house could not wait until september. the battle lines are clearly drawn. democrats say it helps state and local governments save tens of thousands of teacher jobs and pay for medical services for the poor. >> my own state, they estimate that it will save the jobs of 7,000 teachers and that's critically important. >> republicans call it more misguided stimulous and democrats are passing on another hefty will to the american taxpayers. >> at this out rageous rate of spending, congress is on track to triple the national debt over ten years. >> the debate foreshadows one that will be front and center at the fall campaign. the bitter fight over spending and the soaring deficit. >> this is the differences between the parties as you are likely to see in one vote. >> the house is expected to quickly debate and vote on this legislation on tuesday. and then just as quickly, head for home. karen, abc news, washington. defense secretary, robert gates is proposing cutting defense spending by $100 billion over the next five years. lawmakers are lining up to express objection. some of the loudest complaints are from virginia, where it's necessary to shut down the joint forces command. that employs 5,000 people. >> most people are ending up in baltimore county's homeless shelters. more people this morning because of the tough financial times we have been experiencing. about 25% more than this time last year. >> the current economic picture simply exacerbates those circumstances. there are more individuals and families that are losing jobs. >> i actually catch myself crying because i am like, oh my goodness, i don't understand, how could this happen? upright. you can get on that ramp or get off that exit ramp. a disabled vehicle still off to the into the ditch. and the big thing this morning out in essex, we have several lanes blocked because of that water main break at old eastern avenue. two lanes are blocked there. northbound on southeast boulevard, you can't get on to old eastern boulevard and you will see the river closed. we do have detours posted this morning. she is in the studio with an update on today's top story. >> a store worker was shot and killed. 711 needs your help to find the suspect and they are offering an award to get that help. still no water in essex. how long before that broken water main is repaired and what that means for thousands of homes and businesses? you're watching the station that works for you. the meantime, you are going to be dealing with detours as crews have the road closed off. this break happened at noon yesterday. officials think it was a contractor working on the new sewer line. crews had to shut off the water as repairs were made and it's affecting up to 10,000 homes and businesses in this area. many say it's a problem they deal with much too often. for business owners, it's hurting their bottom line. >> our employees and we really want these people to fix this water that we can, you know, run properly. >> now again, if everything goes as planned, they are hoping to have the water on this evening, crews are working to make the repairs and you'll be dealing with detours. we are here at the corner of back river neck road where it meets old eastern. they have the roadblocked off and several others as they work to fix that broken main. abc2 news. 5:47 right now. he was just doing his job. a clerk at a 711 in anne arundel county. the search is on for whoever shot and killed him. sherrie johnson joins us. >> anne arundel police have a homicide investigation on their hands. they are trying to learn who shot and killed a clerk. it happened early monday morning. police found 48-year-old yosef dead. officers say three men entered the store on baltimore annapolis road and announced a robbery. >> at a certain point, it appears the male clerk flees to safety and he was shot by one of the suspects prior to exiting the store. >> now several officers and a canine unit searched that area, but found no trace of the suspects. 711 is offering a $15,000 reward for help with this case. anyone with information on this shooting is asked to call metro crime stoppers at 1-866-7 lockup. abc2 news. >> 12 minutes away from 6:00. another dog shot and killed by an officer. this time in prince georges county. authorities say deputies went to a forest heights home to carry out an eviction. deputies entered the home to perform a safety sweep and when officers say an adult charged at them and the deputy opened fire to protect himself and his partner. the dog died from his injuries. >> he wouldn't let people walk across the front of the street. the thing is, my dog was protective of his family, point blanc. >> sheriff's office has been placed on administrative leave as the agency's internal affairs commission investigates. a police officer reportedly shot and killed a dog at a dog park. the offduty officer claims he pulled the gun because a siberian husky was attacking his dog. last week, the humane society of the united states pushed
