neighborhood. >> an man was found dead inside a house. investigators say this victim had upper body trauma. police tell fox 5 they suspect foul play and the victim's guitar is -- car is missing. the license plate number is right there. xyw819. we have a crew on the way to the scene. we'll keep you updated with any new information. exclusive new details about the brutal murder of a woman inside a virginia restaurant. >> fox 5 has learned the man accused of carrying out this execution style killing was released from jail a while ago. >> reporter: the victim is a young mother of an 8-year-old little girl. tonight her family is outraged. she came here to have a quiet dinner with friends when in walked a man she used to date. police accuse her of stabbing and killing her. the owner of this pizza shop two doors down heard a commotion about saw people running from the vietnamese restaurant and the owner pinning someone to the ground. >> he grab him very firmly. the guy was speaking in his own language. but he grabbed him very good. he have blood on. >> reporter: but it wasn't the thief. rather a man accused of stabbing and killing 37-year- old nuette. >> it is domestic in nature. our detectives are still trying to piece together everything. the suspect was a man she had dated briefly. she told her family the relationship had ended after he had beaten and threatened her. he went to jail. he says last month when she learned dang was being released, she went to court to get a restaining order. the sheriff's office tells us dang was released about a week ago of serving five weeks of a year long sentence of an assault. tonight, though, he is charged with murder. >> do we know why the suspect was released from jail before he served his sentence? >> reporter: we're told that is the way the system works. this was a misdemeanor charge. so as far as the system is concerned, he served his sentence. >> thank you. live in springfield tonight. we've seen many tragedies similar to this one in our region. of the most horrific cases was in maryland in 2005. evette cade was working at this store. her ex-husband set her on fire. she suffered burns over 60% of her body. her ex-husband was sentenced to life in prison. she joins us live tonight. thanks so much for joining us tonight. as you know, october is domestic violence awareness month. many women hide their bruises and scars and suffer in silence. what should they do? >> i encourage women to open up, journal, and contact the authorities. there are several programs, battered women shelters. it's okay to seek help. it shouldn't be covered up and be classified as a secret society. it's a widespread epidemic that needs to be highlighted. and i'm really happy that it will be this month and that channel 5 is actively do you think that. >> all abuse is not physical. what about to the women who say well, he didn't hit me? >> verbal abuse is very detrimental. i am still recovering from the traumatic -- the first year of my marriage was physical and the last five was verbal. my ex-husband, we was separated for ten months and he would call me and badger me. it really effected me on the job. i was nervous about him walking up. and it made me uncomfortable. i have a 17-year-old daughter, and it really effects the children as well. >> there are so many women in your situation right now who are watching tonight. let's talk a bit more about your situation. how are you doing five years later? >> like i said, i'm in a recovery process. i'm working with a psychologist, a psychiatrist. i use medication to help me get through normal day activities. women who suffer domestic violence have post-traumatic stress disorder. and that's the same thing the war victims come home with. and it's nothing that should be swept under the rug. >> i understand that even from prison, your ex-husband is still reaching out and torturing you. >> yes. he contacts authorities. he has written letters. just september i was supposed to go up to court because he said that he wasn't represented properly. a day before i was to attend court, i got a phone call saying that i didn't need to go to court saying he was represented properly. i was stepping out of my car. my mother and my daughter got the mail and my daughter dropped a piece of mail and it was life insurance saying the hargrave children. she never had that last name. so i know he is harassing me. also in march i'm to go back to court for the civil suit because he says that he wants to be able to prosper from my tragedy. >> well, we know that from your tragedy, you are certainly a survivor. and such a great example to so many women in your situation. thanks for coming in and talking to us. anyone facing a domestic violence situation, go to myfoxdc.com. we've put a link to evette's website. there are resources to get more information. thanks for sharing with us tonight. >> thank you. god bless. a woman arrested early this morning in montgomery county for dui is now a suspect in the deadly hit and run of a woman in the district. suspect rita davidson truck and killed kiela ryan as ryan tried to get into a car on connecticut avenue this morning. a witness gave officers davidson's license plate number. >> a bicyclist followed the striking vehicle, noted the tag number, and called police. the vehicle has been recovered in montgomery county, and we are working with the police. we are actively pursuing a warrant. >> police were able to trace the vehicle to a friendship heights condo complex. that's where they found davidson behind the wheel of the car in the parking garage. there was damage to the car and they suspected she had been drinking. a fox 5 follow-up tonight on the alleged cheating scandal with dozen of police recruits. a report shows the recruits may not have cheated at all and the problem may lie with an instructor at the academy. >> reporter: the only investigating of the matter so far has been done by the george county police department. concerned about its image in the community doing some damage control today denying that any of its police officers earned their badges by cheating as cadets. >> at this time, no officers will be suspended regarding these allegations. >> reporter: prince george's police chief says there's no truth to widespread cheating from a group of cadets last summer who now work for the county police department. >> no officers did not cheat. >> reporter: based on the department's investigation, the chief says only points to an instruct her he calls lazy. what does he mean? >> he basically provided some answers prior to the tests. >> reporter: prompting this from county executive jack johnson. >> i spoke that cannot be in the academy. that cannot happen. i expect him to be gone tonight. >> reporter: he says he's just met with members of that recruit class. >> none of the officers involved in this expressed to me at any point in time that there was anything they perceived as being wrong. and the allegation they cheated was totally false. >> we have the tests available from session 115. >> reporter: shown to reporters after the news conference, paperwork that is evidence in their investigation. >> it's no advantage to push someone through the academy class. we have recruits that fail to make the minimum standards. all the time. >> reporter: from a department that had been under federal investigation. >> took us five years to get through that process. we made a lot of progress. we have crime moving in the right direction. and there's no way to go back with it. >> reporter: johnson says the cheating allegations will now be looked at by the state commission. in the meantime, the prince george estate a says the allegations alone compromise any case they become a part of. police are looking for a pair of robbers that held up an armored car today. this is the third in a week. last thursday, four masked men held up an armored car in georgetown. two days ago a guard shot a gunman during a gunman. today two men robbed an armored car in bethesda. outside wachovia bank, the suspects stole money, one of the guard's guns. no one hurt. new tonight: the town hall tour continues. tonight vincent gray faced off. gray managed a few standing ovations from an overflowing crowd. robby chavez has the story. >> i think there were a lot of people that didn't vote for me because they don't know who i am. >> reporter: from the beginning he put the tough issue on the table and owned it. where he only got 20% of the vote. >> there are other people who thought the campaign wasn't responsive to what was important to them. and i understand that. i accept that. and i look forward to working with you. >> go into more detail about your call for civil disobedience. >> reporter: got gray pumped up to take a stand. >> will y'all stand up with me? >> reporter: of course, many here wanted to know about education including some popular teachers like this science teacher from wilson high school. gray called for transparency in those decisions. >> frankly, when people have evaluations, they ought to be respected. i know in the case of dr. seedmans, i saw his evaluations and they were sterling. >> reporter: many here are as curious about education reform as they are about jobs for d.c. residents. >> i want to job so i can stay inside wonderful city. >> reporter: fox 5 news. >> gray announced tonight that anthony williams has agreed to be part of his finance team to deal with mounting budget crisis. find out why the city says the hack is a good thing. and hollywood comes to d.c. and could mean a traffic nightmare. s  two governors, two different approaches. even in good times bob ehrlich didn't make education a priority. he increased college tuition by 40%, cut school construction by $200 million, and ehrlich voted to eliminate the department of education while serving in congress. but in the toughest of times, martin o'malley has made record investments in public schools, new school construction, and o'malley froze college tuition four years in a row. with martin o'malley, our children always come first. the university of michigan fight song. not exactly what to expect to hear the moment you cast your vote. using the voting system. that's what some college kids accomplished hacking the website 36 hours after giving the go ahead. putting a positive spin on it, d.c. officials say it was a good thing. to test the prototype of online voting. here's why. in the election 56% of voters turned out. back to 2000 we barely cracked the 50% mark. not all of us think this virtual voting will work out. direct ere of the d.c. board of elections is here and president of verified voting. thank you both for joining us. the primary is so fresh in all of our minds and how long it felt like it took for you guys to get results in the first place. please tell us you're not instituting this thing in the next couple weeks. >> no, actually this was a test environment. i want to tell everybody that the hacking was done in a test environment. this was going to be rolled out for our overseas and military voters only. this wasn't going to be used for voters within the united states. >> but not this upcoming election? >> well, we're going to roll it out but only to down load the ballots. the voters will have to print them out and mail them back. only half will be rolled out. >> and pam smith, maybe you can explain why you think the whole concept of online voting -- this aside from what rokie is talking about -- but the concept of casting a ballot online is a problem to you. >> i think using the technology responsibly is a great thing. and a responsible way to use it is to speed up the process of getting ballots to our men and women in uniform and other voters who are overseas because they haven't had a fair shake for a lot of years. and this is going to really make much better window for them to be able to get votes and get them back in time to be counted. the problem arises when you use electronic transmission of a vote because the internet is not secure. and this particular internet can't be made secure. >> the pentagon gets hacked. if the pentagon is getting hacked, i think the d.c. board of elections will have problems too. rokie, what is your ultimate plan here? because this isn't a great start. >> we're looking to improve the system for overseas military voters. they're already sending ballots back through an e-mail or fax. both of those the voters don't have secrecy and e-mail is much less secure than what we're currently using. the goal is to try and find a way to get our overseas and military voters a quick and speedy ballot process. >> i understand that point. but why is the online system -- why do you have more faith than pam does in making sure it doesn't get hacked? >> officials across the country are looking at online voting in some way or another. we're looking to do it in a responsible fashion. we want to do it in an open source area and we want to get the community involved and help us make this a better system. it's going this way -- people expect us to have some sort of internet voting within the next decade. >> do you agree with that, pam? it's going this way and will happen? elected officials if they get put into power under fraud, that is an enormous currency for people to work on. >> people got in through this test which i applaud for doing a test like this because it demonstrates the vulnerabilities. if they can do it from ann arbor, then they can do it from anywhere. and that's the problem. i think that there are ways in which we can work together. >> rokie while i have you here on a related note, can you promise us tonight that we'll have more timely results in the next couple weeks for the next election? some fans are pushing for a name reversal. d some of d.c.'s most popular lunchtime spots come complete with tires and a gas tank. the new gourmet food trucks are handy for customers. but restaurants aren't always happy to see them. >> reporter: this new wave of food trucks in the district is a foody's dream especially for the time-crunch lunch crowd. thousands of washington's workers ditch the power lunch and stood in snaking sidewalk lines instead. all for a taste of the city's burgeoning street food scene. >> it's about an hour wait for a hot dog. >> reporter: d.c.'s first curbside cookoff shows a demand for interesting dining choices. >> i think there's a neat to the alternative to the same old delis. >> reporter: it has highlighted some division between the young startups and the old establishment. barbecue banditos has a large following already. >> if you are worried about the food truck, buy one. >> we create a certain value. not just in the building but in the neighborhood. >> reporter: constantine has spent the last 12 years building his restaurant in morgan. >> take whatever business we have and then leave. >> reporter: right now sidewalk vendors like hot dog carts are licensed and permitted for their specific location. mobile vendors like the food trucks can stop anywhere and do business. they pay for a license, inspections, and a one time fee. >> the rules aren't the same. >> reporter: now the district is going to regulate where and how long the chucks can park. >> we have to find that balance in the city and other urban areas have struggled with that as well. but we will find it and hope
