미국 국무부가 유엔난민협약 채택 70주년을 맞아 곤경에 처한 탈북 난민들의 상황에 우려를 나타내고 중국 정부에 난민 보호 의무를 이행할 것을 촉구했습니다. 유엔 북한인권특별보고관도 탈북 난민에 대한 강제송환금지 국제원칙이 북-중 합의에 우선한다며 탈북민 보호를 촉구했습니다. 김영권 기자가 보도합니다. 국무부 대변인실 관계자는 28일 유엔난민협약 채택 70주년을 맞아 중국 내 탈북 난민 상황에 관한 VOA의 논평 요청에 “북한의 망명 희망자들이 겪는 곤경에 대해 깊이 우려한다”고 밝혔습니다. 이 관계자는 “강제북송된 탈북민은 통상적으로 고문과 임의적 구금, 즉결 처형, 강제 낙태, 다른 형태의 성폭력의 대상이 된다”며 이같이 말했습니다. [국무부 관계자] “We remain deeply concerned about the plight of North Korean asylum seekers. North Koreans who are forcibly repatriated are commonly subjected to torture, arbitrary detention, summary execution, forced abortion, and other forms of sexual violence.” 국무부 관계자는 이어 “우리는 중국이 1951년 유엔난민협약과 1967년 난민의정서 및 고문방지협약의 당사국으로서 국제 의무를 이행할 것을 계속 촉구한다”고 밝혔습니다. [국무부 관계자] “We continue to urge China to fulfill its international obligations as a party to the 1951 UN Convention Relating to the Status of Refugees and its 1967 Protocol and the UN Convention Against Torture.” 토마스 오헤아 퀸타나 유엔 북한인권특별보고관도 28일 VOA의 논평 요청에 중국 정부의 국제 의무 이행을 촉구했습니다. [퀸타나 보고관] “I continue to call on the Government of China to comply with is obligations under the Refugee Convention, and to avoid forcible repatriation of North Koreans who may face torture upon return.”
