Over the shooting of 17yearold Cedric Chatman in 2013 when the teenager ditches a stolen car and runs from two officers kevin frye and lou toth. The officers say he turns toward them with an officer in his hand. While a wounded, unarmed chatman lies in the street he is handcuffed and one of the officers puts a boot on top of him.
