CSPAN Key Capitol Hill Hearings June 22, 2024

That is part of what this vote would be. We dont trust that, it was no way iran could come under it. The consequences of this are even more than what you laid out. Here is what else happens but better on politics long enough, i have a pretty good sense a lot of people were opposing this before it was announced before they read it. If this does not meet congresses approval, and iran goes back to enriching, you can hear the cry now. What are we going to do about it . You hear the Prime Minister of his rail calling me up it is time to bomb. What are we going to do . That is why learned people say that is the alternative. When they are glitching like crazy, and the patched up diplomacy, and passed up the nonproliferation treaty, what is left . I know senators are uncomfortable that they may have an enrichment program, so what is your plan . Knock out their entire capacity . Erase the memory . Totally go to war . I heard somebody menti ....

Appropriate review for congress. It allows us to take action, or we dont have to take action. It recognizes the fact that the sanction regime was passed by congress and that we have a role to play in regards to implementing any agreement as we now see in the jcpoa, that congress has a role to play. So its set up an orderly process. And this hearing is part of that process. It took you two years to negotiate this agreement. It took you two months in vienna to get to the final details. Were on day 4 of our review of 60 days. I have not reached the conclusion. And i would hope that most members, i would hope the members of the congress would want to get all the information allow those who are directly involved to make their case. We have hearings set up next week and the following week, and well get outside experts. Many of us have taken advantage of that opportunity in the past. And i would hope that weve all used that opportunity before drawing a conclusion. This is a very important agr ....

Of broadcasteakout time. Breakout time in arms control is the time it takes to get a weapon. We have been dealing only with the amount of time it takes to get enough fissile material to produce one weapon. You still have to produce the weapon and most people dont guesstimate that a country is going to be satisfied with only one weapon and enough fissile material for one. Theres a lot of time beyond that. Weve been operating with a huge safety cushion here, and well have one year of broadcasteakout time for one fissile weapon for at least ten years and then it begins to tail down, but not as a cliff. It begins to tail down as we go through the next five years and thn were arriving at a point where iran has, hopefully, achieved normal status in the npt. I say hopefully because if they havent, the agreement hasnt worked in the sense theyve violated it and we go back to snapback and have the sanctions back in place. Can you answer whether all of our intelligence agencies are agreed on that ....

Action against iran particularly in light of additional resources, can we do that and can Congress Work with the administration to strengthen those tools without violating the jcpla . I want to know how the administration is updating its Regional Strategies against the various iranian activities and how we are going to work with our partners to build up their capacities to counter iran especially israel. The chairman mentioned the lifting of the International Arms embargo. That is a great concern. How will it impact the arms race in that region of the world . These are questions that we need to get the best information we can in making our decisions. And lastly, let me mention this because i think it is critically important. What are our options if United States< ....

Nuclear related sanctions as the grounds to cease performing. But they are clear, and we are clear, that we have all other kinds of authorities. And let me be specific on that because it is important for this whole debate to be clear. Even with the lifting of sanctions after eight years of missiles or five years or the u. N. Sanctions, it is only the u. N. Sanctions. We still have sanctions. Our primary embargo is still in place. And, i might add, for those things that we want to deal with in terms of their behavior, for instance, has below, has below hezbollah, prohibits the transfer of any weapons to them. That will continue. Mr. Flake i think we got that. I just want to make sure that if we say, ok, what was effective on iran . The sanctions on the central bank because it is more difficult for russia and china and other actors to help them upgrade the sanctions. If we decided we want to impose penalties to deter them from terrorist activities, and reimpose sanctions on the central b ....
