Police nab fugitive in Fairfield Richard Allen Hill, 32, was also wanted by the U.S. Marshals Service, jail records show. Hill was arrested shortly before 8:50 p.m. in the area of Crowley Lane and Pennsylvania Avenue. He remained in jail Saturday with a no bail hold from the U.S. Marshals Service.
