Melissa so it seemed like a possible break through on capitol hill but maybe its really not. House Speaker John Boehner offering a plan to raise the countrys debt limit and president Obama Meeting with the speaker and other Republican Leaders to go over the new proposal right now. The white house though still says that no matter what, the president wont negotiate with republicans until after the government is reopened. So much for the stalemate beginning to thaw.
