Navy veteran Gary Pirics is refusing to relocate his American flag that has been hanging from a tree for 17 years. Texas-based Navy veteran Gary Pirics is refuting his homeowners association's request to properly fly his American flag in line with U.S. Flag Code and Texas Flag Regulations.
