असम-मिजोरम के बीच सीमा विवाद सोमवार को फिर भड़क उठा। असम के कछार जिले से लगती मिजोरम की सीमा पर असम पुलिस और मिजोरम के लोगों के बीच हिंसा हुई। असम के सीएम हेमंत बिस्व सरमा ने कहा कि इस हिंसा में उनके 6 जवानों की मौत हुई। मिजोरम के CM जोरमथंगा ने भी हिंसा का विडियो सोशल मीडिया में शेयर कर आरोप लगाया कि असम पुलिस ने आम लोगों पर आंसू गैस के गोले और लाठियां बरसाई हैं।
गृह मंत्री अमित शाह को देना पड़ा दखल
दोनों मुख्यमंत्री सोशल मीडिया पर ही भिड़ गए और अपने विडियो में प्रधानमंत्री कार्यालय और केंद्रीय गृह मंत्री अमित शाह को टैग कर उनसे दखल की मांग की। सूत्रों ने बताया कि केंद्रीय गृह मंत्री ने अमित शाह ने दोनों मुख्यमंत्रियों से बात कर विवाद का शांतिपूर्ण समाधान निकालने को कहा है।
100 पुराना है यह सीमा विवाद
जुलाई के शुरू में असम पुलिस ने अपनी जमीन बताते हुए अतिक्रमण हटाने का अभियान शुरू किया था, जिसके बाद से 100 साल पुराना यह सीमा विवाद फिर गरमा गया है। असम पुलिस के एक अफसर ने बताया कि सीमा पार से उपद्रवियों ने उस समय अचानक गोलीबारी शुरू कर दी, जब दोनों पक्षों के अफसर मतभेदों को सुलझाने के लिए बातचीत कर रहे थे। इस हिंसा में कछार के एसपी समेत 50 पुलिसकर्मी घायल हुए हैं।
दोनों राज्यों के बीच क्या है सीमा विवाद?
असम-मिजोरम पड़ोसी राज्य हैं और एक-दूसरे पर अतिक्रमण का आरोप लगाते रहते हैं। मिजोरम के तीन जिले आइजोल, कोलासिब, ममित और असम के तीन जिले कछार, करीमगंज और हैलाकांडी एक दूसरे से सटे हुए हैं।
सुलझाने की कितनी कोशिशें हो पाईं?
सीमा विवाद को खत्‍म करने के लिए 1995 के बाद से कई वार्ताएं हुई हैं लेकिन इनका कोई फायदा नहीं हुआ। मिजोरम ने हाल ही में एक सीमा आयोग का गठन भी किया। बीते दिनों गृह मंत्री अमित शाह ने भी पूर्वोत्तर जाकर बैठक की।
क्या है इस विवाद की असल जड़?
मिजोरम के एक अधिकारी ने कहा कि मिजोरम जहां बंगाल पूर्वी सीमांत नियम, 1873 के तहत 1875 में अधिसूचित 509 वर्ग मील के आरक्षित वन क्षेत्र के अंदरुनी हिस्से को सीमा मानता है। वहीं, असम 1933 में तय संवैधानिक नक्शे को मानता है। उन्होंने कहा कि 1933 के नक्शे की सीमा थोपी गई थी क्योंकि परिसीमन के समय मिजोरम की राय नहीं ली गई थी और दोनों राज्यों द्वारा संयुक्त रूप से सीमाओं का सत्यापन नहीं हुआ था।
क्या कुछ और राज्यों से भी विवाद?
असम का मेघालय के साथ भी सीमा विवाद है। बीते दिनों असम के सीएम ने विवाद पर शिलॉन्ग में अपने मेघालय समकक्ष कोनराड संगमा के साथ चर्चा की। मेघालय सचिवालय के योजना भवन में शुक्रवार शाम हुई चर्चा के दौरान मेघालय सरकार ने राज्य के 12 विवादित स्थानों पर दावा किया। इस बीच, असम सरकार ने भी दस्तावेजों के साथ इसे सही ठहराते हुए कहा कि ये स्थान असम के हैं। तय हुआ है कि दोनों सीएम इन स्थलों का दौरा करेंगे।
