chief so upset about? public embarrassment brought on by the public defender's release of yet another surveillance video. watch closely and you can see three plain clothes officers follow a car into a parking garage. the public defender says the officers did not display badges as they claimed in their report. and that they searched the suspect's apartment without consent. a judge tossed out the case and within minutes jeff idochi held another news conference claiming this is another example of police misconduct. >> the smell of marijuana in this city is not an emergency circumstance....
