National Defense Authorization Act
On January 1, 2021, the National Defense Authorization Act (“NDAA”) for Fiscal Year (“FY”) 2021 became law (
Public Law 116-283), marking the 60th straight year of the NDAA’s passage into law. The President vetoed the bill on December 23, 2020 as was widely expected. The President had long threatened to veto the bill if it did not include a repeal of Section 230 of the Communications Decency Act, which prevents social media websites from being held liable for users’ comments. On December 28, 2020, the House voted 322-87 to override the President’s veto. The Senate followed suit and voted 81-13 to override the veto on January 1, 2021. This law contains several provisions that significantly impact government contractors, which are summarized below:

CARLSBAD
The Carlsbad City Council met Tuesday to discuss whether to adopt a resolution under the city’s emergency powers for more enforcement of public health orders, including administrative citations and fines. The council agreed, 4-1, to bring back an item at a future meeting to discuss a way to address compliance, including incentives and excluding businesses not complying with the law from the city’s pandemic assistance programs.

The Oceanside City Council met in closed session at 3:30 p.m. Wednesday to discuss labor negotiations, property negotiations and litigation. In open session, the council approved a grant program for small businesses affected by COVID-19 using up to $750,000 and making grants of up to $7,500. The council agreed to have MainStreet Oceanside and the Oceanside Chamber of Commerce administer the program. A link to the application will be available starting at 8 a.m. Monday at osidebiz.com. The council also approved an amendment to the COVID-19 Business Loan Program deferring payments on outstanding loans until January 2022 without additional interest or penalties. The council approved $1.234 million in Community Development Block Grant Coronavirus Supplement Funds for city programs to prevent and respond to COVID-19.
