escalates. some say there was not enough warning given about the blaze. nbc correspondent steve patterson has more from maui. >> yeah mehdi good evening from maui, as the search for the missing goes more desperate by the hours, a lot of the focus is on recovery. cadaver dogs only scouring about 3% of the total disaster area and the death toll now expected to rise with how bad that area which. burning well, you have a humanitarian crisis as well. 4500 people displaced, some living in their cars, some had to jump into the ocean to escape. others finding a way to shelters, but all of them frustrated for a few reasons. one, they didn't hear the emergency sirens, emergency text alerts, the report not getting any of them information. now when they're finally getting back into their homes in lahaina, they have been stopped. i spoke to residents yesterday who spent upwards of 15 hours

rapidly giving many little time to escape. some residents are asking if lives could have been saved. we talked to those who had to resort to water. a 19-year-old, his mother and brother stranded in the water for five hours. search teams painstakingly going through what's left. cadaver dogs searching for victims. and the outpouring of support. residents helping to unload a catamaran arriving with much needed supplies for the hard-hit town. one of a number of examples of aloha strong. we have team coverage from maui today. whit johnson leads us off. >> reporter: tonight, maui's catastrophic infernos now marking the deadliest wildfire in modern u.s. history. the lives of at least 93 people lost in the flames. one of them, carole hartley, whose sister today told us the world has lost a beautiful soul. and with hundreds still unaccounted for, growing fears the true toll is even worse. many calling on public officials to be more transparent. >> we know we've got to go quick.

the u.s. in the last century. expert search and rescue crews are on the way to maui along with 20 more cadaver dogs. 3% of the fire zone has been searched by cadaver dogs so far. authorities are asking family members to provide dna to help identify the dead. only 2 of the 96 bodies have been identified. this morning hawaii's governor has ordered a comprehensive review of what happened in the early hours of the fire and why there were no sirens warning to evacuate. he also shed light on the extraordinary speed of the fire, comparing it to a fire hurricane. >> when the winds rose up, winds gusting as high as 81 miles per hour, the fire spread rapidly. we believe between 60 miles per hour and 81 miles per hour crossed that part of the island and that meant that the fire traveled one mile every minute. >> the power company is now facing a lawsuit for not cutting

swabs to help identify those who lost their lives. let's go live to maui to nbc's dana griffin. dana, the search process is painfully slow for the families missing their loved ones. what's the latest? >> reporter: good morning, ana. it is 4:00 a.m. hawaii time. right now we're at a shelter where several people are sweeping inside. you've got a lot of volunteers in the background staying up around the clock to make sure these survivors have everything they need. as you mentioned, the death toll likely to climb as rescue crews go back in with cadaver dogs to try to search for more bodies. we've seen such a great humanitarian effort, people bringing water, food, toiletries, supplies, to those who need them most. there are some 1,100 people still displaced. we're told that housing in hotels will actually be made available. today there's about 500 hotel rooms being set aside.

appreciate it. >> gillian: the fema administrator still briefing about the wildfires in hawaii. now the deadliest in modern american history, at least the last 100 years. more than 90 people were killed in maui alone and more than 1,000 are still missing. both numbers expected to rise. william joins us from maui. how close are first responders there now to getting through rubble, identifying victims, what can you tell us? >> well, they brought in 12 additional cadaver dogs this weekend to try to speed up the process, gillian. given our experience with other intense wildfires, it's possible they will never fully identify those who are today unaccountable. but several fires on maui last week, including this one in upcountry, destroyed about a dozen homes, of course the focus remains down on the beach in lahaina. a crisis is developing about housing. you have basically 5,000

historic town of lahaina, the areas close to the public, but we got a firsthand look at why the heart of this community is hurting so deeply. our visit to lahaina once home to 13,000 people, now a desolate ruin. it's just like anything i've ever seen before. it's like an ash and moonscacap. look at how much. every single house. every single tree. and it goes on like this for block after block after block. look at these cars. they are still searching these neighborhoods. the scope of the damage unfathomable, with authority searching for more than 1300 people still missing. you can see that the national guard has most of these blocks roped off. national guard making sure that nobody comes in these areas that have been decimated. the recovery just beginning as 12 more cadaver dogs arrive to help comb through the rubble. >> the dogs can only work 15 minutes at a time and then

and, suffice to say, still 1000 people maybe unaccounted for. we don't have an official list, but it may be even higher than that. fear to be missing, feared to be dead, with resources pouring in all over the country. fema just sent over 150 personnel, including 150 rescue teams. that is on top of dozens in agencies all walked again in this eighth effort, locked in this relief effort, and locked in this search and rescue. but i did mention recovery. cadaver dogs are now searching through this record. the stunning thing is just how stunning they have started with and how far they have to go. of estimated that they've maybe done maybe 3% of that entire wreckage. so just a match in, with the death count where it is, by the time that number may be. it is tragic and horrific to think about. on top of other questions and response here, there is not

route. even on a good day. >> we're just trying to do the best we can buts it really frustrating. we haven't had a place that could open up and power for people to stay but they can't get to it. >> reporter: now, you could hear there that people are starting to lose patience. now i do want to note the reason they are being so strict is because the area remains extremely dangerous. we heard from the governor and other local officials yesterday that the reason people are not being allowed back in is because it is just simply not safe. more importantly, is the fact that search and recovery operations are still ongoing as you said. only 3% of the area has been searched. we are expecting the death toll to continue to increase as those teams get out there with cadaver dogs hoping to find more victims
