Along with the week’s roll call votes, the Senate also passed the Special Envoy to Monitor and Combat Anti-Semitism Act (H.R. 221), to monitor and combat anti-Semitism globally; and the Combating Pandemic Scams Act (H.R. 6435), to direct the Federal Trade Commission to develop and disseminate information to the public about scams related to COVID-19.
HOUSE VOTES
VETERANS’ CAREGIVERS: The House has passed the TEAM Veteran Caregivers Act (S. 2216), sponsored by Sen. Gary C. Peters, D-Mich., to require the Department of Veterans Affairs to identify caregivers of veterans in the electronic health record of the veteran, and authorize 90 days of benefits for veterans who have left the VA’s family caregiver program. A supporter, Rep. Mark Takano, D-Calif., said the extended benefits would give a veteran’s family caregiver “the means and necessary time to transition back to the workforce without worrying about how to pay the bills.” The vote, on Dec. 16, was unanimous with 380 yeas.

Two more federal judges were confirmed by the U.S. Senate on Thursday, as lawmakers rush to reach a deal on COVID-19 relief and government funding packages.
In his push to change the makeup of the nation’s courts, President Donald Trump nominated Charles Edward Atchley Jr., assistant U.S. attorney for the District Court for the Eastern District of Tennessee, and Zachary Somers, former chief investigative counsel for Republicans on the Senate Judiciary Committee. With their confirmation, Trump has put in place 234 federal judges.
Atchley was confirmed in a 54-41 vote and will be seated on the bench of the Eastern District of Tennessee. In response to a Senate questionnaire, he denied being a member of the Federalist Society, a conservative legal organization that has played a role in Trump’s judicial nominations.

Democrats on Wednesday and early Thursday expressed concern over the fact President-elect Joe Biden s list for possible nominees for attorney general includes Merrick Garland, a judge on the highly consequential U.S. Court of Appeals for the D.C. Circuit. 
Garland is a widely respected judge who was nominated to the U.S. Supreme Court by former President Barack Obama in 2016 before the presidential election, though the Senate refused to take up his nomination.
His qualifications for attorney general were lauded by those on the left, but some worried it would not be smart to create a vacancy on the critical D.C. Circuit with a strong chance the Republicans will be able to continue to be the majority in the Senate. The other person on the attorney general shortlist seen as a leading choice is Sen. Doug Jones, D-Ala.
