The mayor said even though there were claims the nooses were used for exercise equipment, that does not excuse them. When officers searched the lake, they found five ropes attached to multiple trees. We spoke to one africanamerican man who shared this video of people using the ropes as swings. He tells us theyve been up for months and the purpose was to have fun, not to instill fear.
