The Libyan government has announced that it will pay $2.7 billionin compensation to the families of the 270 victims of the 1988 PanAm Lockerbie bombing, including 189 Americans.  Thecompensation offer is expected to result in a UN Security Councilresolution calling for the lifting of sanctions against Tripoli,which have been in place since 1992.
