Petitions for the Consolidated Election to be held on April 4, 2023, are now available in the office of City Clerk Tina Hutchcraft. A Mayor will be elected for a two-year term to fill the unexpired term of Mayor Mike Dreith, and one alderman from each of the city's four wards will be elected for a four-year term. Petition circulation began on September 20th. Filing period for petitions is December 12th through December 19th. The City Clerk's Office hours are 7am to noon and 1pm to 4pm Monday through Friday. The Wayne County Historical Society monthly meeting will be tonight at 6 in the Fairfield Library meeting room. A short business meeting will be followed by a discussion with Judith Puckett of the Local Landmarks Project and Country Churches Project. Members and guest are welcome. Wayne City Bean Days Continues through Saturday. Today's event is the Wayne City Methodist Church at 6pm. Tomorrow will be the 5K at the WCHS parking lot at 6pm. Saturday will feature events such as a Tractor Show at the ag building parking lot at 7am, the Car Cruis at the West School parking lot from 9am until noon, and a quilt show at the Baptist Church from 9am to 3pm. The parade will start at 10am on Saturday on Main Street. The Tax Increment Financing Committee for the City of Fairfield will be holding a TIF Committee meeting on Monday, September 26 at 5pm in City Hall. Items on the agenda include Building Renovations for B-Way Design at 1000 E. Main, and discussion of repayment from TIF to General Fund for Municipal work completed. The IECC Board of Trustees held their regular meeting Tuesday, September 20 on the campus of Lincoln Trail College. Trustees approved the schedule of dates for the Trustee Election to be held April 4, 2023. The terms of Gary Carter, Brenda Culver, and Roger Browning expire in 2023. All three trustees holding office are expected to seek reelection. Sheryl Childers was appointed Election Official, and Nickie Daniel Assistant Election Official. The Board appointed Alex Cline as Ethics Officer, following the retirement of Board Secretary Renee Smith. As a part of IECC's commitment to provide a safe and crime free college environment, and in accordance with the Campus Security Enhancement Act of 2008, the Board approved the Violence Prevention Plan and Emergency Response Plans for each college. These plans outline violence prevention strategies and outlines the protocol for response should a violent act occur. Trustees also approved revisions to the Threat Assessment and Violence Prevention policy. The Security Report was approved and is an annual report that meets requirements under The Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act. The report contains crime information for the past three years, relevant policy statements, and training and educational programming related to campus safety and security, crime prevention, alcohol and drug use, and sexual misconduct. Trustees agreed to provide the City of Robinson with a letter of support as they seek to extend the termination dates of the West Robinson Industrial Tax Increment District and the Downtown Robinson TIF District. A new policy detailing IECC graduation requirements was adopted, and the removal of temporary Covid-19 revisions were approved for Vacation and Leave & Benefit policies. Trustees approved a bid from Homes by Schuetz for installation of a new student sidewalk at Olney Central College at a cost of $42,350 inclusive of 2 alternates. A bid from Bobcat of Effingham for a mini excavator at Frontier Community College at a cost of $52,350 was approved. A bid from Steve Faulkner's Chevrolet, Buick & GMC for pick-up trucks at Olney Central and Wabash Valley colleges at a cost of $80, 940 was approved. An Affiliation Agreement was approved with The Rehabilitation Institute of St. Louis, LLC. On 09/19/22, at 11:31 AM, Fairfield Police responded to a traffic crash at the railroad tracks, 700 S 1st Street, Fairfield, between a pickup truck and a passenger car. The investigation indicated a Ford pickup truck being driven by Christopher G Sharp, 25 of Saint Elmo, IL, was struck in the rear by Ford Fusion being driven by Madelyn M Rusk, 19 of Olney, IL. Sharp was cited and released for Driving While License Suspended. Rusk was cited for Failure to Reduce Speed to Avoid an Accident. No one was injured and there was moderate damage to both vehicles. On 09/19/22, at 2:39 PM Fairfield Officers responded to 1304 SW 7th ST, Lot 9, Fairfield on a report of an unwanted person. On arrival Officers found an intoxicated Hailey N Morgan inside the residence. After being informed the resident wanted her to depart and failing to comply, Morgan was placed under arrest. She was transported to the Wayne County Jail and lodged pending a bond hearing on a charge of Criminal Trespass to a Residence. On 09/19/22, around 6 PM, Fairfield Police were notified by IDOT of a traffic crash on I-64 at mile marker 108 Westbound. A tractor trailer had ran off the road and a guardrail would have to me removed to retrieve it. This required the Interstate to be shut down Westbound from the 110 on ramp to the 100 exit. IDOT called to request Fairfield Police assist with the sudden influx of diverted traffic into Fairfield on Route 45 North. There were also reports of congestion for Southbound traffic on 45 from Fairfield. Fairfield Police were assisted by the Wayne County EMA for approximately 2 hours in moving the traffic through the traffic lights at 1st & Delaware ST and 1st & Main ST. A reminder The Wabash Area Development, Inc., as administrator of the Home Energy Assistance Program in Edwards, Hamilton, Gallatin, Saline, Wabash, Wayne, and White Counties are currently taking applications for the LIHEAP energy assistance program to assist income-eligible households with their natural gas, propane, and electric bills, as well as furnace assistance. Various requirements apply, including proof of documentation and more. Applications will be taken on a first-come, first-served basis through May 31, 2023. There will be no priority groups this program year. Households in need are encouraged to apply. Prior year recipients are eligible to re-apply. The Low-Income Home Energy Assistance Program (LIHEAP) provides one-time benefits to income eligible homeowners and renters to help with energy bills and for reconnection of energy service. Propane customers are encouraged to apply when the program opens in September to take greater advantage of lower propane prices. Propane prices typically increase during the winter months so by applying early propane customers will see their LIHEAP benefit go further. Applications are being accepted at the county outreach offices in Edwards, Hamilton, Gallatin/Saline, Wabash, Wayne, and White. Members and guest are welcome A 66-year-old Effingham man was sentenced Tuesday to life in prison after an Effingham County jury found him guilty earlier this summer of sexually assaulting four young boys at his wife s in-home daycare. Martin Hubbard was convicted of all eight counts against him of Class X felony predatory criminal sexual assault of two four-year-old boys and two three-year-old boys who attended Mother Hubbard s Daycare and Preschool, an early child care facility operated by his wife in their Effingham home. As he was convicted of all eight counts, Hubbard was eligible for the life sentence. Judge Allen Lolie on Tuesday also denied a defense motion seeking a new trial in the case. While Hubbard waived his right Tuesday to make a statement in allocution, family members of his victims read impact statements before Judge Lolie handed down the life sentence in the case. Bond was set Tuesday in Marion County Court at $250,000 for a 58-year-old Centralia man accused of meth and weapons charges. Frank Rapp was formally charged in court with Class X felony delivery of between 15 and 100 grams of methamphetamine, Class 1 felony possession of between 15 and 100 grams of meth, and two counts Class 3 felony being a felon in possession of a weapon. Centralia police responded to a call Monday morning of a suspicious man in the 300 block of North Walnut sitting in a car in the alley yelling and screaming. According to police, when Rapp spotted their squad car he began walking away from the car and refused police commands to stop. As he continued walking, Rapp reportedly threw something into the tree line that later was discovered to have been a loaded handgun. When he finally stopped, Rapp reportedly told officers he wanted to talk to the homeowner about making repairs. He then reportedly jumped into the passenger seat of his car and opened the center counsel where a meth pipe was in plain view. When officers were later taking inventory of the contents in Rapp s car, several baggies containing 18.5 grams of a white substance that field tested positive for meth were reportedly discovered along with a scale. He was taken to the Marion County Jail where he remains. A preliminary hearing and a first appearance with his court-appointed attorney are scheduled for October 18. In Monday's Illinois Crop Progress Report, there were 6.1 days suitable for field work on average last week. The statewide average temperature was 68.2 degrees last week, 1.6 degrees above normal. Precipitation around the state averaged 0.50 inches last week, 0.35 inches below normal. As of Sunday, corn in the dough stage reached 92 percent, with corn denting at 77 percent, mature corn at 27 percent, and statewide corn harvested at 2 percent. Soybeans setting pods hit 93 percent with beans dropping leaves at 41 percent. The crop conditions have corn at 9 percent poor to very poor, 20 percent fair, and 71 percent good to excellent. Soybeans are rated 10 percent poor to very poor, 23 percent fair, and 67 percent good to excellent. Area farmers report 1-2 percent of the local corn crop is shelled. River stages as of this morning: the Little Wabash east of Fairfield stands at 6.04 feet, below the 17 ft. flood stage. Meanwhile, the Skillet Fork at Wayne City has a reading of 5.04 feet (flood stage is 15 ft.). The Little Wabash below Clay City is at 8.24 feet (flood stage is 18 ft.). Bonpas Creek at Browns reads 3.78 feet. The Little Wabash at Main Street in Carmi reads 3.88 feet, and the Wabash River at Mt. Carmel sits at 3.26 feet. On 09/14/22, at 6:43 Fairfield Police arrested Gene R Barton, 60, at 1320 W Delaware Street, Fairfield. Officers received a complain about his actions on the Sav-a-lot parking lot at 709 W Main Street in Fairfield and following an investigation he was arrested. Barton was transported to the Wayne County Jail on a charge of Disorderly Conduct. He was released after posting $120 cash bond. On 09/16/22, at 7:24 PM, Fairfield Police stopped Charles E Newton, 27 of Fairfield, at 34 Ash Street, in Fairfield while riding an off-road motorcycle on SW 7th Street. He was cited and released on a Notice To Appear for Improper Operation of an Off Road Motorcycle, Operating an Uninsured Motor Vehicle and Driving While License Suspended and the vehicle was towed away. Four people were recently booked into the Wayne County Jail: On 9/14 Wayne County Sheriffs booked Ralph A. McCarthy on a Failure to Appear warrant on a charge of DUI Alcohol. On 9/14 Wayne County Sheriffs booked Levi E. Eads for an arrest warrant issued out of Wayne County on a charge of Aggravated Assault – Offense Based on Use of Firearm, Device, or Motor Vehicle. On 9/14 Fairfield Police booked Gene R. Barton on a charge of Disorderly Conduct – Actions Alarm or Disturb Another Provoking Breach of Peace. On 9/17 Illinois State Police booked Pedro Gomez Tadeo on a charge of Illegal Transportation or Possession of Alcoholic Liquor by Driver in Motor Vehicle, No Valid Drivers License, DUI Alcohol. Iuka Police have arrested 52-year-old Joseph Morrison of Iuka on a felony charge of grooming following his alleged electronic communications with a person he believed was an 11-year-old girl. Morrison was taken into custody at his home Friday during the execution of a search warrant for items allegedly involved in the communications. A group that monitors chat rooms on the internet picked up sexually related conversations Morrison was allegedly having and communicated with him as an 11-year-old girl. As the conversation went on, Morrison also reportedly began communication as his son as well. Morrison had allegedly invited the girl to his home during the conversations. During the execution of the search warrant, electronic devices were allegedly seized. Another search warrant has now been obtained to seek the electronic communications on the devices allegedly made between Morrison and the monitoring group. The investigation by Iuka Police with assistance from the Marion County Sheriff's Department is continuing and other possible charges could be sought later. Morrison is being held in the Marion County Jail pending a final decision on the filing of charges. The North Wayne Schools are conducting Child Find/Preschool Screenings for children birth to 5-years-old that are not yet enrolled in public schools and will not be Kindergarten eligible in the fall. The screening checks each child's progress in hearing, vision, speech, language, and coordination skills; giving parents a better understanding of how their child is developing. Head Start personnel may also be present to explain their program and services. The Screening will be held at Johnsonville on September 27th from 8:30 a.m. to 2:30 p.m., takes about 45-minutes, and is free; but appointments are required. The Illinois State Police commissioned 21 new troopers Friday from Cadet Class 135 at a graduation ceremony at the Illinois State Police Academy in Springfield. The new troopers will report to three ISP patrol districts throughout the state. The 21 newest Troopers have completed a demanding 28-week program of physical and classroom instruction, which included training in Cultural Diversity, Procedural Justice, Domestic Violence, Critical Incident Response, De-escalation Tactics, Firearms, First Responder Certification, Control and Arrest Tactics, Illinois Vehicle Code, Criminal Law, Motor Carrier Safety, Juvenile Law, and more. In addition to the 28-week Academy training, Troopers are required to participate in one-on-one mentoring with Field Training Officers as part of a 14-week field training program, expanding their total training to 40 weeks. Troopers who successfully complete the field training program advance to solo-patrol status. The new officers are assigned to the following areas of the state 15 Cadets will go to the District Chicago, 4 Cadets will go to District 11 in Collinsville, and 2 cadets will go to District 5 in Joliet.
